The variability and uncertainty of the external environment inherent in business activities determine a high level of risk and enhancing the role of strategic planning as a special tool for adapting to the external environment. The purpose of the scientific research was to form a conceptual approach to the process of developing a strategy for innovation and investment activity of a food enterprise. During the study of the study’s theoretical basis, it was determined that the issues of strategic planning of the enterprise as a whole and individual economic functions, in particular innovation, were developed by many foreign and Ukrainian researchers. However, for the most part in the literature, innovation and investment strategies are considered separately, at the same time they are closely related, and the implementation of an innovation project can be considered as an implementation of an investment project. In recent times, the concept of innovation and investment activity has appeared in the literature, but the methodology for rational organization of such activity has not been sufficiently developed. In the course of the research, three main approaches to developing a strategy for innovation and investment activity were described, also our own fourth approach was formulated. The analysis of methodological principles that are the basis for building strategies for innovation and investment activity was also carried out. It was concluded that the effectiveness of the strategy development process depends on the creation of a system of its information support. At the same time, increasing the productivity of innovation and investment activities of individual enterprises will help to increase the number of enterprises engaged in such activities, which will have a positive impact on the country’s economy as a whole. The practical significance of the study lies in the fact that the considered strategies of innovation and investment activity can be used in the activities of relevant enterprises

It is analyzed the essence and structure of economic category "investment climate" in view of modern visions of investors and according to the requirements of national and international legislation. A conceptual approach to the improving of favorable investment climate, on the example of Ukrainian Black Sea, through tax levers of regulation in a decentralized budgets areas is designed. It is proposed to introduce the norm of the exemption from profit tax of a financial result that is invested in the economic activity of a domestic entity for the implementation of an investment project, but onle when provided wage level of employees in this project is at least twice more than the amount of the average wage by such type of economic activity where the project is implemented or should be. The implementation of this proposal will require the amendment of Tax Code of Ukraine and as a result will be a powerful tool for stimulating of the development of investment activity in the community without the need for approval of the special legal status of individual territories. This approach corresponds to the principle of observance of the general economic conditions and rules of the conducting of economic activity on the conditions of equal competitive advantages and opportunities. Also, the method of this tax exemption will not only stimulate the growth of wage payments, which will increase social standards in the territories, but will allow to implement a project approach to the stimulating of investment activity, when the object of the benefits is a specific investment project and not an economic entity. The proposed in the article approach is characterized by economic efficiency and is determined to minimize the political and other risks that would occur when using traditional instruments � the introducing of special modes of business activity conduction.

Aggravation of crisis processes in the economy impedes trends in technology improvement, which leads to a certain lag behind the current needs of social reproduction and the need to increase the investment activity of enterprises. Encouraging enterprises’ investment activity is carried out through a mechanism in which there are legal, economic, and financial relations between the subjects of investment activity on the attraction of investments predominantly in the priority directions and branches. The research purpose is to determine the essence and provide the author’s interpretation of concept “organizational and economic mechanism for encouraging investment activities of enterprises” and to develop its structure. The research subject is the development of the structure of the organizational and economic mechanism for promoting investment activity of enterprises and substantiation of its main elements. Methodology. The methodological basis of the research is a combination of theoretical and scientific methods: analysis, synthesis, systematization and comparison, theoretical and logical generalization. In particular, the following methods are used: analysis and synthesis – when studying the investment activity of the enterprise; systematisation and comparison – to identify the elements that determine the structure of the organizational and economic mechanism for promoting investment activities of enterprises; scientific abstraction – for the formation of theoretical generalization and conclusions. The paper considers different interpretations of the concept “organizational and economic mechanism for encouraging investment activities of enterprises”. According to the authors, the organizational and economic mechanism for encouraging investment activities of enterprises is a multi-level hierarchical system of the main interconnected elements and their typical groups (subjects, objects, principles, methods, and tools), during and under the influence of which economic relations between all elements of the system are harmonized. Results. As a result of the analysis of the structure of the organizational and economic mechanism, the authors came to the conclusion that any mechanism is a complex structure of interconnected and interacting economic elements, processes, and phenomena that ensure achievement of the set goal. The proposed organizational and economic mechanism for promoting investment activity of enterprises allows investors to minimize investment costs, reduce risks when entering into an investment agreement, or more accurately estimate future revenues from project implementation. Further research directions are deepening of the interrelation of specific features of investment processes in Ukraine with its institutional environment, determination of features of economic relations as the structure of institutes that provide an overflow of investment resources from financial to real sectors of the economy. Practical implications. The practical significance is manifested in the possibility of using the proposed organizational and economic mechanism to encourage investment activities of enterprises, which ensures the effectiveness of managerial influences while promoting investment activity to achieve a specific goal in the external and internal environment of the enterprise. Value/originality. The originality is the substantiation of structural elements of the organizational and economic mechanism for promoting investment activity of enterprises that influence and determine the directions of encouragement of investment activities of enterprises, which allows combining the study of active business processes, financial support, and creation of information support.

The process of transformation of Ukrainian tourist enterprises environment due to the impact of the COVID-19 pandemic is examined. A critical analysis of previous studies on the impact of the crisis on the tourism sector is given. The purpose of the study is to identify changes in the external environment of tourism enterprises in Ukraine in a pandemic and to determine the most significant positive and negative factors of such changes on the competitiveness and sustainability of these enterprises in the relevant market. The used methodological tools include such general and special methods as theoretical generalization, abstraction, synthesis, critical analysis, PEST-analysis, expert surveys, factor analysis. The combination of PEST-analysis methods and expert surveys made it possible to identify significant trends in the micro- and macro-environment of the Ukrainian tourism business, taking into account the direction of influence of the studied factors. The list of the most significant positive and negative factors of the external environment of the Ukrainian tourist enterprises in modern crisis conditions is given. Factors that have the most significant positive impact, namely: political (intensification in the field of strategic planning of tourism at the national level and easing of administrative control in tourism); economic (increasing interest in domestic tourism due to restrictions on border crossings); technological (a national course on digitalization of administrative services, the use of electronic marketing tools, the possibility of introducing remote forms of services). It should be noted that in the strategic planning of economic activity of tourism business-entities at the national and regional levels should pay attention to increasing the importance of such environmental factors as the development of international partnerships, tax benefits for individuals in tourism, changes in population structure. The results of the study create a basis for further element-by-element quantitative SWOT-analysis of enterprises in the tourism sector to identify areas for improving their competitiveness at the micro and macro levels.

Formulation of the problem. The article presents the author's opinion on the possibilities of using the mechanisms of budgeting the activity of the enterprise as tools of financial security management. The liberalization of financial relations and the free cross-border movement of capital led to the intensification of internal and external shocks on the development of economic entities. The purpose of the article is to study the theoretical aspects of the budgeting system as a tool for managing the financial security of an enterprise, in order to form a holistic view of budgeting as an economic category. The object of the study is the process of budgeting the activity of the enterprise, its organizational and economic capabilities and tools for managing the financial security of the enterprise. Methods used of the research: systematic approach, method of generalization, comparison, logical-meaningful method, monographic method, methods of induction and deduction, etc. The main hypothesis is that the financial stability of a functioning enterprise depends on the economic policy option, which is formed by the structure of the budgeting instruments of the enterprise. Presenting main material. The reasons for using this tool at the enterprise are revealed. The efficiency of the use of budgeting in the management of financial security of the enterprise is shown. Budgeting makes it possible to increase the financial soundness of management decisions and the effectiveness of information support of enterprise management; to differentiate between the leaders of different levels of the organizational hierarchy for results and to make a positive impact on their motivation; to agree on the different lines of activity of the units and the work of the enterprise as a whole on the basis of a single coordinated budget; improve current budgets by matching planned and actual indicators with results; to predict volumes of material and financial flows, cost structure. The originality and practical significance of the research. The basis of the mechanism of ensuring the financial security of the enterprise is a systematic combination of certain tools, methods, levers and information and analytical support, created on the basis of the principles of financial security, which objectively exist as economic laws, as well as produced by entities of financial security management of the enterprise to achieve and protecting the latter's financial interests. Conclusions of the research. The introduction of the entity's budgeting system enables the planning of financial and economic activities with the expectation of achieving a specific financial result and financial targets. Thus, budgeting is an effective tool for managing the financial security of an enterprise and acts as one of the main processes in the financial planning system.

Plasticity is assumed to enable beneficial adjustment to the environment. In this context, developmental plasticity is generally approached within a two-stage framework, whereby adjustments to ecological cues in stage 1 are exposed to selection in stage 2. This conceptual approach may have limitations, because in species providing parental investment, particularly placental mammals such as humans, initial adjustments are not to the environment directly, but rather to the niche generated by parental phenotype (in mammals, primarily that of the mother). Only as maternal investment is withdrawn is the developing organism exposed directly to prevailing ecological conditions. A three-stage model may therefore be preferable, where developmental trajectory first adjusts to maternal investment, then to the external environment. Each offspring experiences a trade-off, benefitting from maternal investment during the most vulnerable stages of development, at the cost of exposure to investment strategies that maximize maternal fitness. Maternal life-history trade-offs impact the magnitude and schedule of her investment in her offspring, generating lifelong effects on traits related to health outcomes. Understanding the imprint of maternal capital on offspring is particularly important in species demonstrating social hierarchy. Interventions targeting maternal capital might offer new opportunities to improve health outcomes of both mother and offspring. Today, not only the scope of expertise has expanded, their number has increased in connection with various assignments, but their structure has become much more complicated. In this article, the authors systematized and generalized the regulatory and technical base and experience of passing state and non state expert reviews of design and estimate documentation, indicating the features of this procedure with various parameters and conditions in order to obtain complete information about this procedure for further optimization and harmonization project managers when determining the project approval format. The practical significance of the work is determined by the fact that it has developed on the basis of theoretical and methodological research methods that users need to prepare for passing examinations, formulated practical recommendations and proposals for examination procedures in the field of investment activity. The solution of these problems was carried out using a systematic approach, inductive and deductive methods for assessing the system of state and non-state expertise. In the process of research, the authors used along with scientific and educational sources: federal legislation, decrees and orders of the Government of the Russian Federation. In the work, for the first time, the topology of capital construction objects was developed and presented, on the basis of which a summary table was formed with the required format for coordinating the de-sign and estimate documentation of a particular type of investment and construction project. This material may be useful to project department employees, project managers (Chief Project Engineers), investment project developers in order to optimize work at the stage of examination of design and estimate documentation and to quickly transfer the project from the stage of coordination to the actual implementation stage (implementation construction and installation works).

Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.

The article identifies specific features and suggests areas for improving the corporate culture of media enterprises. Dynamic changes in the economy due to digitalization require a revision of existing organizational forms and methods of management and the formation of a qualitatively new corporate culture at all hierarchical levels. The difficulty of solving this problem is the need to eliminate the negative elements in the Ukrainian corporate culture while adapting the development strategies of organizations to new economic conditions. The specifics of the formation of corporate culture of the media company is its special role, which is to implement the information product in order to obtain economic benefits and meet the social and communication needs of different segments of society. The article proposes changes in the organizational structure of media companies by creating a department for internal corporate communications in order to form a corporate culture that can increase the competitiveness of the company and form its positive image in the media space. This will form a highquality information support for internal communication of the enterprise, increase employee motivation and effectiveness of control over their work. The formation of a qualitatively new corporate culture of media enterprises also involves the transformation of the management system taking into account the need to focus on the use of creative work, increasing the level of knowledge, digital competencies, skills and professionalism, observance of system values of society. Ultimately, the formation of an effective corporate culture will have a positive impact on the process of creating quality information products

Strategic management have gained popularity in the public institutions to foster good delivery service to the public. The strategic planning enables organizations to establish a strategic match between the internal competency, resources and external environment. Majority of the successful organizations across the world use strategic management and planning as a tool that enables to optimize the operations and achieve maximum productivity with the resources. This paper reviewed on strategic management for organisations in Abu Dhabi especially for Abu Dhabi Police (ADP) force. It presents three strategic management theories which can be adopted by an organisation. This would help the organisation such as police department to reduce the increasing crime rate and mortality rate in UAE.

For the world community UNESCO has developed international standards of media information literacy, which have been adopted by all UNESCO member countries. In Central Asia, Kazakhstan was the first to deal with these issues 10 years ago. The group of scientists of the Kazakh National University named by al-Farabi is working on studying this issue. Most of the scientific works on media education are aimed at justifying the need for media education in modern society and its value. The purpose of the article is the development of methodological materials on the formation of literacy in the field of media and information literacy for training target groups and informing the public. The authors of this article apply the methodology of comparative historical research, the methodology and technique of sociological research, the systemic and structural-functional approach in combination with comparative historical method and statistical data analysis, as well as the study of official documents characterizing the policy of international community and Kazakhstan. Also, content analysis and qualitative documents analysis, as well as comparative research methods, were used. As a result of the research, it was concluded that any conceptual design, scientific paradigm suffers to some extent with idealization and the conceptual approach of UNESCO discussion formed the basis for this review, causing positive expectations. However, media is not always socially-oriented tool. It is clear that in this scenario, it is not necessary to rely solely on the consciousness of journalists and self-censorship of editors. However, understanding the principal approaches of UNESCO and following the recommendations developed can control risks and contribute to the development of a full-fledged civil society. Practical significance of the research lies in the possibility of using its results in the field of media, psychology, pedagogy, culture, history, journalists, political scientists, social engineers, teachers, students and post-graduate students of universities. The results of the research can be integrated into the educational and upbringing processes. It is necessary to train target groups for the further dissemination and training of media and information literacy and to address the issues of forming a civic position in Kazakhstan.
