Abstract This article examines the diffusion of independent regulatory agencies (IRAs) in Brazil, demonstrating how important domestic factors interplayed with traditional mechanisms of diffusion lead to an expressive process of agencification. Although top-down, bottom-up and horizontal mechanisms played an important role in the Brazilian agencification process, they fail to explain the creation of IRAs in unexpected sectors or the frequent modifications that occurred at subnational levels in a short period of time. To understand how local political actors adapted the regulatory agency model to the Brazilian institutional legacies, field research was conducted, based on bibliographical, documental, and interviews with key political actors. The specificities of Brazilian federalism and the strategic role of the film industry, bureaucrats and politicians in (re)interpreting the agency model helped to boost the diffusion of IRAs in Brazil.

This article discusses the central “ignored” role that women play in disseminating vital societal information through folklore. It explores the limited conceptions and constructions of their roles in literature and the media today where they are confined to housekeeping duties. It argues that through story-telling—the cornerstone of communal revitalisation—women play a pivotal task in ensuring the well-being of their communities. In advancing this argument, the article takes into account the fact that folktales have formed the basis of African formal education and training, which was meant for cognitive development of the African child. The major concern is, despite the tremendous contribution of women into the development, re-engineering and redesigning of the society, women are not taken or taking themselves seriously when it comes to societal decision-making issues. This paper mainly depends on a literature review and qualitative research methodology. A sample of 25 homes was selected randomly in the Bikita District of Masvingo Province in Zimbabwe. Data were collected orally from the story-tellers. Thereafter, an analysis was undertaken to establish the strategic role of women in disseminating information.

Research findings show that experts in solutions journalism explain that this approach complements the traditional role of the press, giving a fuller perspective on issues for society. Moreover, under the initiative of Sparknews, an international network of positive-impact solutions journalism, a day dedicated to solutions journalism – Impact Journalism Day – was launched. Moreover, media not only transform their texts into solutions journalism, but also create projects that help solving current problems, including the BBC's «100 Women» Project, CNN's #MyFreedomDay Project, the NY Times's «1619 Project», as well as the social project «People of Ideas +. #ForgetAboutAge» by the 1+1 Media Group. As a conclusion, we can say that in the modern world a rethinking of the role of the media is needed. Journalism cannot continue to cover only problems, and to suppress the readers by illuminating the challenges facing humanity. It is important to promote «value-added journalism», which we call as «solutions journalism» in the article.
