FUNDS AND PROGRAMS FOR SUPPORTING EDUCATION IN RURAL AREAS IN POLAND

The aim of this paper is to present the different forms of support and the accompanying them sources of funding which were allocated for the education and development of the rural population between 2002 and 2016 and define the effects of these activities. A number of the EU policies, programs (including national ones), offers of various foundations for the rural population have been reviewed. Scientific literature, empirical materials and description of the EU and national institutions have been studied, as well as programs supporting the economic and social development of rural areas in Poland. The data required to write the article come from research institutions such as IRWiR, IERiGŻ and available GUS’s and The World Bank’s publications.

The article analyzes the number, employment and dynamics of monetary income of the population of the Orenburg region for a long-term period. The production of social and engineering arrangement of rural territories of the region for a number of years is analyzed in detail. Negative destructive changes and trends in employment and social development of rural areas are revealed. The directions of improvement and dynamic development of agricultural production, rural areas, and employment of the rural population are proposed.

The European Union (EU) policies devoted to entrepreneurship in agricultural motivation represent a wide spectrum of methods and approaches. However, lack of attention to the differences between different types of entrepreneurs might decrease the entrepreneurship motivation policies’ effectiveness. Applying Decision Theory (DT), one of the management sciences, the article determines that non-hereditary entrepreneurs, which include ex novo and early retirement groups, are expected to provide greater contribution to the rural areas development and have different decision-making process in contrast to hereditary entrepreneurs. The article clearly shows a lack of policies focused on non-hereditary entrepreneurs in the EU and a limited effect of policies on ex novo and early retirement groups due to their underestimation of the agricultural sphere’s opportunities and limited knowledge about existing policies. The article suggests further application of DT in agricultural entrepreneur’s motivation and debiasing.

This paper analysis the disparities between Romanian Counties regarding thespatio-temporal evolution of rural population acces to sanitation servicesfor pre-accession period (2003-2006) and the first two years since Romaniais part of the EU-27 (2007-2008) highlighting positive or negative changesoccurred in this period.Romanian counties were mapped and divided into fivetypological classes,using multivariate analysis such as hierarchicalcluster analysis method.Each class has different values of rural populationserved by waste collection services related to the Romania average(expressed in standard deviations).Limited access to sanitation servicesfrom rural areas lead to uncontrolled waste disposal.Despite improvement ofpublic access to sanitation services in rural areas compared to 2003 mostof population still lack access to waste collection services in 2008.Inthis context, implementation of the acquis communautaire on municipal wastemanagement is difficult to achieve in rural territory.

The promise of the Lisbon Treaty to put human rights, democracy, and the rule of law at the centre of all external action led to renew the EU’s efforts to frame an effective response to the challenges that human rights and democracy face worldwide. A Strategic Framework and Action Plan on Human Rights and Democracy was adopted in June 2012 followed by a second Action Plan for 2015–2019. The Action Plans looked to increase the coherence and complementarity of all the tools that support human rights and democracy across the world. This chapter first analyses the objectives and priorities that guide the EU human rights and democratisation policy and the specific tools and instruments developed by the EU to implement them. Then it sheds light on the opportunities and challenges posed by the human rights and democratisation policy using as an example some of the questions raised in the relations between the EU and Egypt, a country under the European Neighbourhood Policy. This case shows that to effectively promote and defend human rights and democracy would mean first of all integrating consistently their promotion in the different EU policies involved in a region such as development, migration, security, counter-terrorism, women’s rights and gender equality, enlargement, and trade. The chapter concludes that the EU should strive to keep its commitment and not to conceal its values in order to be a leading actor in the field of human rights.

Obsessive-Compulsive disorder (OCD) is a disorder prevalent in population across the world including India. In the present study we investigated OCD patients from Urban, Semi- rural and rural population in the state of West Bengal, India. Patients were evaluated for severity of OCD using the Yale-Brown Obsessive Compulsive Scale (Y-BOCS) and Socio-Economic status using standard Indian scale. No positive correlation was found between the socio-economic status and severity of OCD.

The Hungarian tobacco sector went through significant changes in the last decades. The reason of the changes were our accession to the EU, then the changes in subsidiary system, the effect of the world and within the EU’s strict tobacco policy. The number of tobacco farms declined and the future became uncertain for the farmers. Size of the farms increased and there were a concentration in the sector, so the smaller scale farmers’ activity ceased. It causes several problems in rural areas, because one of the main strengths of the sector was its significant role in rural development, as the tobacco in small scales was able to produce an acceptable income in such areas where due to the poor soil quality economically successfully growing for other plants are not suitable. The main goal of this paper is to present the Hungarian tobacco sector and its main strengths, weaknesses, possibilities and threats compared to the European Union’s situation.

‘The EU in the world’ considers how EU policies for dealing with the rest of the world have been developed. China seems likely to catch up with the US as a military and economic power. However, it is argued that the EU has the potential to be, much sooner, at least an equal partner with the US in matters of the economy, environment, and soft security, if not defence. It should not be difficult for Americans to adjust to a more powerful EU, after four decades of reasonable trade cooperation where both already have equivalent strength and with no prospect of rivalry in respect of military power.

The adoption of the Strategy for the Spatial Development of the Russian Federation marked a new stage in the development of the practice of territorial strategizing. However, the lack of terminological clarity is one of the factors limiting the potential of this institution. Thus, the sustainability of socio-economic development, which is somehow present as the main goal in most territorial strategies, raises a number of questions. Taking into account the accumulated domestic and world experience, there are several interpretations of this concept: sustainability as stable rates of economic growth; sustainability as a concept developed at the UNO, requiring a balanced account of the environmental, social and economic components of social development; resistance to counteraction to various challenges and shocks. This article attempts to outline the main problems that arise due to the lack of clarity in the “dilution” of these concepts. In the world scientific literature and practice, the territorial potential for resilience to disasters has long been described by the concept of “resilience”, the content of which is considered in the paper.
