Trust in civil service is considered as the main condition for progress and prosperity in every country. The article analyzes civil service, which has a special legal status and the main responsibility for public administration in Lithuania. According to theoretical insights, trust in civil service can be defined as institutional level trust of civil servants, who have a legal status and implements public administration; it is formed on the use of public/administrative services or non-use basis and is characterized by low (civil servant vs. user) mutual knowledge, dependence and continuity. The main factors, which affects trust in civil service is honesty, interest, openness, justice, obligations and competence. The answers of EUPAN country experts showed that the main factors determining trust in civil service in European countries (Latvia, Estonia, Poland, Sweden, Finland, Croatia and the European Commission) is the image of civil service, the future prospects for cooperation, the pursuance of Code of Ethics, honesty, economic and social environment variability, suitability of civil servants to hold public office, quality of services, efficiency and dissemination of information. The factors found in the answers in the first part of the study were checked statistically with the public survey data in the case of Lithuania. The correlational analysis revealed that in Lithuania statistically significant correlations between trust other variables are observed in case of the image of civil service, economic situation of the country, suitability of civil servants to hold public office, the quality of services, integrity and dissemination of information. Meanwhile statistically insignificant factors were found to be cooperation and the pursuance of Code of Ethics, the country's social situation and contacting a public servant.DOI: http://dx.doi.org/10.5755/j01.ppaa.16.3.19339

The civil service is a structural entity endowed with a certain amount of competence and authority necessary for the implementation of the tasks assigned to it. An analysis of the effectiveness of the public administration sector indicates a clear relationship between the activities of civil servants and the performance of government bodies. The quality of the work of the authorities has a significant impact on the effectiveness of the implementation of government programs. Modern conditions for reforming the civil service require civil servants to have such qualities as: education, upbringing of civil servants, their professionalism, driving motives for entering and passing the civil service. It becomes obvious that the lack of these qualities among civil servants reduces the effectiveness of the implementation of government initiatives. The article presents the results of research on the moral and ethical problems of the development of the state civil service at the level of the country and a separate region.

This article examines the main generally accepted indicators for assessing certain aspects of public administration, which are used in international practice. The study of these indicators will provide a general description of the quality of the existing system of public administration and the effectiveness and efficiency of its operation, as well as reflect the existing features of socio-political life and economic policy implemented in the country by public (primarily and largely public) government and administration. The authors selected integrated indicators of public administration for 6 countries for the period from 2012 to 2019. A comparative analysis of these indicators was conducted using benchmarking tools in some EU countries. The results of the study will allow a comparative analysis of trends in performance and professional and personal development of civil servants in some EU countries, identify factors influencing these indicators and understand how they can be improved, find strategies and practices that helped achieve the highest efficiency, study the experience of others countries that have already made changes that are relevant to us today. This, in turn, will allow to focus on achieving a specific goal, which outlines the ways of development of public administration and its individual mechanisms, to constantly monitor the level of its achievement, highlight existing problems, suggest ways to solve them, reform management levels and improve the efficiency of the entire public administration system. At the same time, the evaluation of performance results allows to record deviations from the planned course and to introduce appropriate corrective measures. It is established that in most countries there are changes that are accompanied by: - freeing up more resources in poor countries in order to improve socio-economic development; - reducing corruption and increasing control; - increasing the responsibility of civil servants to meet the needs of citizens, which is a key element in achieving prosperity. - the use of ICT to improve the quality of public services. There is currently no single system of public administration in the European Union. Economic, social, political and cultural aspects of each country, as well as time requirements and challenges form its characteristics. However, some generally accepted rules and principles are the same for all. The use of foreign experience of public administration will accelerate the process of successful reform of the functioning system of public administration in Ukraine and accelerate the achievement of the level of European countries, to which Ukraine is equal in its development. It should also be emphasized that to date in Ukraine a fairly limited number of integrated indicators are used to assess the effectiveness of the civil service, and our country is not included in all international rankings. It is recommended to develop evaluation systems at the national level that take into account the main temporal and regional features. The problematic aspects mentioned in the article significantly depend on the external environment, so their solution is directly related to the prospect of developing democratic principles of civil service control in Ukraine, taking into account the state of democratic processes in the civil service and civil service relations with the public.

The article examines the formation of the statehood of modern Turkmenistan through the prism of historical changes that have occurred in the post-Soviet countries. It is noted that after 1991 all former republics of the USSR built new independent states on a fundamentally different basis – interaction between government and society. The authors emphasize that the establishment of trust between the state as an institution and citizens is possible under certain conditions, among which a special place is occupied by a clear organization of civil service and the professionalism of civil servants. The measures that have already been implemented and are being taken by the leadership of Turkmenistan at the present time to solve these problems are considered. It is noted that Turkmenistan acts within the framework and in accordance with the key world-class standards regarding the requirements for the organization of civil service. The measures taken in the country to combat corruption are analyzed.

With the federalism reform of 2006, the German federal states gained legislative power over their civil servants. This did not only lead to a substantial difference in pay levels but also to fragmented civil service regulations with different degrees of attractiveness. Requests to move to another state have created various problems in the different areas of the civil service. They are partly caused by the fragmented regulations and partly by an informal agreement between the states. By making use of an online survey among human resource managers in the different areas of public administration and 32 case studies of civil servants who either aspire to move to or have moved to another state, this book systematically identifies and analyses civil servants’ motivations for and hindrances to doing so. In this way, it reveals both obstructive and conducive factors which explain mobility. Moreover, the authors put forward some reform proposals.

The article highlights the problems of deep intergenerational transformation in the civil service of the Republic of Kazakhstan over the past decade, offers a new approach to public administration in accordance with the theory of generations, formulating solutions based on the value of each generation. At the same time, frequent staff turnover, self-determination of civil servants, efficiency of civil service and other issues are analyzed in accordance with the concepts of the theory of generations. The article developed empirical recommendations that will serve as the basis for improving some functions of the civil service.

Nowadays the different IT tools and use of the internet have appeared almost in every sectors of the economy, so it may give several benefits and help to the agricultural producers. In this article I give a brief overview about e-government and its’ opportunities, then I give a short description of a few important governmental and specialized administration on-line services which are provided to the farmers. According to many experts using of informatics may cause essential change in the operation of the administration because of the fact that the electronic administration may evolve. Generally speaking, today the egovernment services are already an indispensable device to the reformation of the public administration, the modification of services which suits to people's demands and the creation of the more adaptable, clearer public administration. The electronicdocuments are free from formal errors which is either important for clients or offices. The cases can be arranged even from home in 24 hours of the day. The spread and success of the use of electronic services depend not only on the quality of services, but the IT readiness of the target audience is also very important factor. Unfortunately the affect of e-gap is bigger in case of the farmers.

The responsibility of civil servants in public administration in a democratic environment is one of the central issues. The responsibility of civil servants and the grounds and conditions of termination are specified in the Law on Civil Service, which is the main legislative act implementing sectoral regulation, which emphasizes the importance of this issue. The article briefly analyzes the civil service position and civil servant, the legal basis, the concept of responsibility as a legal phenomenon, and the grounds for termination. The article examines and analyzes the process of the formation and development of the public administration system in the Republic of Kazakhstan. Attention is paid to the period after Kazakhstan declared its independence and the Republic’s secession from the USSR in 1991. The article provides a detailed analysis of the three stages of administrative reform aimed at the formation of a modern system of public administration in Kazakhstan; the work also contains a detailed description of the regulatory documents adopted at each stage. The system of training and education of civil servants in the Republic of Kazakhstan is described in detail; the main element is universities, which are the foundation in the system of training civil servants. The system of civil service and civil service personnel training is shown in the context of the socio-economic and political transformations of the Republic, its fundamental legislative acts and regulations, decisions of the country’s authorities, strategies, and state programs. The authors emphasize the close interconnection between the civil service and civil service personnel training system with the state policy of the Republic of Kazakhstan as an integral and most important part of the state. At the beginning of the article, there is a comparative analysis of the socio-economic development of Kazakhstan, based on information from the official international indices of economic and social development.

This chapter begins with a series of examples that illustrate the power wielded by unelected state officials. This power includes not only discretion but also control over the policy process, as well as the ability to bring pressure to bear upon elected officials. The exercise of this administrative power, far from being an imperfection in the system, contributes a great deal to the quality of public decision-making. But it raises a difficult normative question concerning how unelected officials can wield power in a way that is consistent with the commitment to political neutrality of the permanent civil service and to the more general principles of democratic legitimacy that govern liberal-democratic states. A contrast is drawn between this position and the one defended by Pierre Rosanvallon.

Aims: This article aims to analyze the main factors that influence the performance of the governance of Producers' Organizations in the context of the Uniform Act of OHADA devoted to the Law on cooperative societies. Study Design: The case study is based on Village Cotton Producers Cooperatives (CVPCs). Governance performance of CVPCs referred to and has been measured through respectively quality of internal governance (administrative) and quality of services provided to members. Place and Duration of Study: The study has been carried out in the Department of Alibori, northern Benin Republic. Data collection period run from July to October 2019. Methodology: We included 242 CVPCs selected in the six municipalities in the Department of Alibori. Primary data relating to socio-economic characteristics (the size of the CVPC, the age, the proportion of women in group, profile of leaders), and governance parameters related to internal governance and the quality of services provided to members. Results: The results revealed that internal governance is generally poor and the quality of services provided to members is good. The proportion of women and the profile of leaders determine (bad) internal governance compared to good governance. The low profile of the leaders, the small size and the low proportion of women determine the quality of the services provided to members. The more the profile of leaders improves, the more likely it is to have good governance. On the other hand, the more the proportion of women in CVPCs increases, the more there is a chance of having bad internal governance rather than good governance. Conclusion: These results suggest that the lower or medium the profile of leaders, the poorer or average internal governance and services provided to members will be. A better combination of all these determinants will improve both the quality of internal governance and the services provided to members in a CVPC.
