The problem of information impact is extremely relevant and significant in modern clinical psychology and medicine in the context of the emergence of risk of neurotic disorders. Russian and foreign authors view information is viewed as one of the key factors of neurogenesis. In modern scientific circulation, the generally accepted term that denotes pathogenic effect of information is the information overload. The author outlines the content of the concept and stress factors of its occurrence. There is lack of research dedicated to interdependence between the information stress factors and personal response. No specific personality characteristics that determine the sensitivity or resistance of an individual to particular causes of information overload are revealed. The object of this research is the impact of the factors of information overload upon the individual. The subject is the interrelation between personal peculiarities and specificity of the impact of information stress factors. The study involved medical students as the respondents who constantly deal with the key information stress factors due to specificity of their activity. The article is based on the 5PFQ five-factor personality survey, BMS II survey (fatigue-monotony-satiety-overload). V. A. Bodrov’s classification of the factors of information overload allowed developing the questionnaire that indicated the “direct information” factors. The author establishes acute significance of the estimated causes of information overload among the respondents. The use of correlation analysis allows establishing the dependence between personality characteristics and specific impact of the information stress factors, which reveals individual sensitivity to the particular information stressors.

Multimodal freight transport in cities is a complex, valid, and vitally important problem. It is more seldom underlined in scientific studies and included in cities’ strategies that devote more attention to passenger transport than freight transport. The increased utilization of multimodal transport matches current transport policy and at the same time, it is one of the most important challenges put before cities striving to achieve sustainable development. In this case, the paper embarks upon the problem of relations between multimodal transport development and the sustainable development of the cities. The objective of the paper is an analysis of the impact of the selected city of the Upper Silesian metropolis on the development of multimodal freight transport and an assessment of the impact of the development of multimodal transport on the sustainable development of the cities of the Upper Silesian metropolis. The authors developed three research questions in order to implement the adopted objective. The process of looking for the answer included four stages. Within the first and second stages, the literature studies and experts’ research allowed for identifying key factors of the multimodal transport development that a city may have an impact on. In the third stage, the research was two-fold and was based on a questionnaire and scenario analysis. Due to the individual character of each of the cities, scenarios were developed for Katowice, being the main economic center of Upper Silesian and Zagłębie Metropolis. As a result of the research, factors have been identified that must be included in a strategy of a city that strives for sustainable development. The last stage of the research focused on the initial concept of the multimodal transport development impact assessment on sustainable development of the cities. Conclusions developed at individual stages allowed for answering the research questions.

The aim of the study is to characterize the impact of the COVID-19 pandemic on the administration of the educational process on the examples of legal and linguistic-didactic aspects. The object of the study is systemic and functional changes in science and education under the influence of the COVID-19 pandemic. The subject of the study is public relations in the field of education and science in their legal and linguistic-didactic aspect under the influence of the COVID-19 pandemic. Research methods are general scientific and special scientific methods, in particular, system-structural, formal-legal, hermeneutic; methods of analysis, synthesis. As a result of the research, the peculiarities of administration of educational processes in the conditions of COVID-19 in the aspect of mechanisms of legal support of activity of bodies of education and science, linguodidactics were formulated; the characteristic of systemic changes in the sphere of education which have occurred under the influence of the distribution of a coronavirus is carried out; describe the main approaches contained in the current scientific literature to solve the above problems.

We consider the process of forming the iconic system of atlas mapping of the Baikal region. More than twenty atlases were created for the territory of the Baikal region and published. Fifteen of these were selected by us for their general cartosemiotic study. We review the results of the analysis of the information-modular structure of atlases on the example of the map index in these atlases. It is shown that the number of information-semiotic modules in each atlas can vary and depends on its subject and purpose. The subject, structure and purpose of atlases are the cause of their complex and flexible modular-thematic semiotic structure. The analysis of the internal semiotic structure of atlases was carried out from the perspective of a single system of classification of conventional signs and graphic display methods on the example of three atlases: Atlas of Transbaikalia, Atlas of the Baikal Basin and the new atlas “Baikal region: society and nature”. The information and semiotic modules of the new atlas are formed according to the macrostructure of its thematic content, taking into account territorial levels and specific substantive thematic positions of mapping. When creating this atlas, we used effective methods of semiotic modeling and a certain balance and variety of applied syntactic constructions of cartographic signs. The atlas is being prepared for a printing publication as a work of a new kind, integrating modern information about the impact of socio-economic processes on the natural environment. The balance and diversity in the combination of various types, classes, groups and types of syntactic constructions of cartographic signs revealed during semiotic analysis of atlases of the Baikal region shows a high scientific level of map compilation and works on the general semiotic design of the publication of most atlases of the Baikal region.

The subject of this research is the implementation of digital technologies in educational process of a university. The goal consists in studying the impact of digital technologies upon the students’ learning activities. The article presents the results of questionnaire-based survey among students by the three question pools. In the course of research, the author examines such aspects of the problem, as the positive and negative impact of technologies upon learning activities of the students of digital generation. Particular attention is given to consideration of students’ attitude on digitalization of higher education. The opinions of pedagogues on the results of conducted research are presented. The scientific novelty lies in mainstreaming the question on the negative impact of digital technologies upon learning activities of the modern generation of students that deserves special attention. On the background of common passion of the scholars of researchers and pedagogues for the ideas of digitalization of education, when digital technologies are viewed as virtually the key factor for modernization of educational process; second come the problems of growing pathological dependence of youth on digital technologies, undesired to switch to digitalized educational process to the disadvantage of communication in social networks and pleasant pastime online. The problem of the negative effect of digital technologies on learning activities must be recognized in order to find the ways for its solution.

The social changes are the result of societal challenges and are related to profound, sustainable, and non-linear actions and their result on the environment, society, and the individual. The impact of societal changes on human and social behavior is not unequivocal, and its understanding depends on the research methodology. For this paper is applied the phenomenological description - a method that refers to the experience lived in the immediate existential from the perspective of the essence of phenomena. The research data is the result of applying an online questionnaire developed with Google Form on a sample of 158 respondents. The results obtained allow us to describe the impact of societal changes on human and social behavior through the specifics of the phenomenon of “global education”: the diversification of the forms of organization of the educational process; interactive discourse - effective teaching method; prioritization of action methods; the use of audio / video sequences in the teacher’s message; the issue of computerized evaluation; the theme of continuing education courses and the importance of the interactive portal for in-service teachers.

In this article I have attempted to firstly provide a consensus view of graziers to sound drought strategies; secondly, outline Government policies or action directed towards assisting graziers affected by drought; and finally, address the subject of drought policy as it relates to conservation of the rangeland resource. Drought strategies discussed include pre-drought (e.g. fodder reserves, conservative stocking), longer term (e.g. increasing property size, spatial diversification of grazing blocks) and in-drought (e.g. reduce stock numbers early in drought). Grounds for Government intervention and aid for drought affected producers are analysed with regard to both the individual farmer's needs and the impact nationally of low return from a drought-affected primary industry. Aspects discussed include provision of better infrastructure (e.g, new roads), taxation concessions, a National Drought Fodder Reserve, land tenure policy, the Rural Adjust- ment Scheme and credit and freight concessions. From the conservation viewpoint, it is pointed out that officially declared 'droughts' occur too frequently and there are no incentives for graziers to either act early before a drought becomes firmly established or to delay re-stocking after the drought has broken. It is concluded that a balance between in-drought assistance and long term assistance needs to be struck, and that drought policies should be directed towards 'good' management strategies. If this can be achieved then primary producers should be less dependent on relief schemes.

The idea of the study is that the value potential of the subject is a fundamental element of the knowledge system as part of the realization of the idea of sustainable development in education. The basis of the study used the classification of value categories proposed by Milton Rokeach in 1979. We found that in the main school, the content of the subject “Biology” is primarily aimed at forming ideas about terminal values – “life”, “health”, “nature”; in high school – about terminal values “life”, “health”, as well as instrumental values – “perseverance”. The value ideas of a biology teacher are one of the key factors in the formation of students’ value ideas. In the structure of value representations of biology teachers, the three leaders are orientations towards terminal values. We have put forward the assumption that there is a dissonance between the value ideas of respondents and the values that the school biology course is aimed at forming an idea about.

The relevance of the subject matter is conditioned upon the fact that nowadays, both tax law theory and the current tax legislation fail to provide a single, unified definition of the concept of ‘subject of tax relations’. Furthermore, there is no clear criteria for the division of subjects of tax relations into types, which makes it impossible to establish the exact scope of participants in tax relations, and to determine the level of their tax legal personality. The purpose of this paper is to determine the scope of participants in tax relations, to analyze and clarify the legal status of established subjects and determine the functions that they perform in tax legal relations, as well as, on the basis of the results obtained, to construct a detailed classification of subjects of tax relations. The key method of scientific research is the method of scientific modelling, because in this article, on the basis of the analysis of existing scientific positions and provisions of legislation, the authors build their own theoretical model of the subject matter, formulate a conceptual apparatus and offer their practical application. This paper examines the subjects of tax relations, examines their types, outlines the limits of their legal personality in tax relations. The analysis of national legislation and various scientific approaches provides for the classification of subjects of tax relations, the legal status and the role they play in the tax mechanism are determined. The paper develops proposals for practical content to improve the provisions of the Tax Code of Ukraine on subjects of tax relations, provides author's definitions of the concept of ‘subjects of tax relations’. The provisions, conclusions, proposals and recommendations formulated in this paper can be used in: lawmaking – to improve and adopt new regulations, to amend existing legislation, to adapt them to the best European and international models; the law enforcement – to improve tax relations with the participation of public authorities; scientific research – for further study of financial and legal issues of participation of public authorities in budget relations; educational process – when teaching the subjects ‘Financial Law’, ‘Tax Law’, ‘Administrative Law’, ‘Topical Problems of Financial Law of Ukraine’ and related training courses.

The article considers the conceptualization of the world from the point of view of its methodological paradigm assessment in the context of the globalizing world. A retrospective analysis of the relationship between language and human speech activity is given. The authors explain the role of language as a socio-cultural phenomenon in the formation of worldview systems that develop in the consciousness with the help of minimal units of human experience in their ideal meaningful representation in special concepts, which allows the individual to think within the boundaries of a certain linguistic picture of the world. Analyzes the problems of the functioning of communicative norms with regard to the hierarchy of the spiritual representations of the world. The article attempts to consider the impact of the “blurring” of the information boundaries of the globalizing world on the cognitive abilities of the individual in the nomination, qualification of the subject, phenomenon, process.

AbstractClinical guidelines for decision-making in chronic kidney disease (CKD) consider parathormone (PTH) levels. The measured PTH values differ if novel full length PTH(1-84) assays are used instead of earlier intact iPTH assays. In this study we analyzed how the classification of CKD patients alters when iPTH assays are switched to PTH(1-84) assays.Plasma samples were collected prior to dialysis sessions from 110 consecutive CKD patients on maintenance hemodialysis. PTH levels were determined with iPTH assays (Elecsys, Architect and DiaSorin Liaison N-tact) and PTH(1-84) assays (Elecsys and Liaison). Using KDIGO guidelines patients were classified as being below, above and in the recommended target range (RTR) of PTH. The results of classification with different assays were evaluated and, a novel calculation method of RTR was implemented.The prevalence of patients with PTH in RTR is comparable with each assay, but the individual patients differed. PTH(1-84) Elecsys and Liaison assays classified more patients as being below RTR than iPTH Elecsys and Architect but not Liaison N-tact assay (27.3%, 22.7% vs. 41%, 31.8%, and 36.4%, respectively). In turn, PTH(1-84) Elecsys and Liaison assays identified less CKD patients with PTH above the RTR than iPTH except N-tact assays (6.4%, 10% vs. 16.3%, 19%, and 6.3%, respectively). Using our calculation method, our discrimination values for PTH(1-84) assays to achieve classification identical to that with iPTH Elecsys were lower than those recommended by the manufacturer.Current guidelines for the treatment of secondary hyperparathyroidism in CKD should consider the type of assays used for PTH measurement. Each laboratory should assess its own RTR for PTH tests to achieve comparable classification. The presented calculation is simple, it mimics an everyday situation, switching from one assay to another one, and provides useful RTR values for PTH tests.
