The aim of this paper is to highlight the essence and features of the skill of the host of the event project, as well as to clarify the concept of “image” as a component in creating an individual image of the host in order to succeed in career growth, communication with the audience. Topicality. With the development of the creative industry and the expansion of various forms and types of art projects and shows, there is a growing need for professional presenters who must have brilliant skills of communication with the audience and improvisation, behavior, personal image improvement. Therefore, the skill of the presenter constantly needs to improve and master new opportunities, both personal and professional. It is here that you can see the relevance of this research topic. Research methodology The purpose and objectives of this study determine a comprehensive approach to the choice of research methods. The main ones are: observation, which helped to analyze the moral and ethical aspects of the image of the host of events; comparison of requirements for professional leaders of other categories. The historical method is used to analyze phenomena in the process of their occurrence and in the dynamics of the development of the art of entertaining. A systematic approach to the study made it possible to comprehensively consider the phenomenon of leading events. Results. Several categories of presenters are considered, which differ from each other in style and genre of work, personality of the image and the audience to which the presenter’s attention is directly directed. The work of the entertainer as the main chain in the concert program is analyzed. It is determined that not only personal characteristics are needed for the formation of components, namely: image — external: hairstyle, appearance, clothing, cosmetics, etc., internal: character, attitude to work, attitude to the professional level, etc. It is proved that the conference is divided into five parts, namely: introduction, business news, interludes, the host’s own number and the end of the conference and concert. It was found that a specific feature of the host’s work is the ability to conduct interesting and dynamic competitions-games with the audience. It is noted that high-quality event management depends on good work and skill of the presenter, because the working conditions and performance of tasks, sometimes leads to an integral part of the competence. Novelty. The scientific novelty of the research is the expansion of ideas about the specifics of the work of a presenter in the field of modern performing arts. The analysis of the development of the art of the presenter, its structure, categories and characteristics gives the chance to understand features of a profession of the presenter in a modern society, and also to define prospects of its development. Practical content. Prospects for further research in the field of studying and forecasting trends in the event industry, laying the foundations for further theoretical research in the field of mass forms of dramatic art on the example of modern art practices.

In this qualitative study, individual interviews were conducted on 11 private school students to seek their opinions about the effect of gender on the relationship between critical thinking and cognitive pattern recognition. The participants, age 16 to 19 inclusive with six males and five females, were students recruited from three private schools in Singapore. All the interviewees have enrolled in the General Certificate of Education (GCE) 'O' level preparatory courses. The interview transcripts were analyzed using Qualitative Data Analysis (QDA) Miner software. The majority (64%) of the interviewees agreed that gender influence the relationship between critical thinking and pattern recognition. Two primary themes were identified that affect the effect of gender: the internal character traits of a person and society's influences. Two recommendations were to examine the impact of various internal character traits in more detail and to include interviews from school teachers and administrators to obtain more professional insights.

The transport system from the safety point of view consists of: technical objects, operators and human resources, operation safety subsystems, and system management center. In the area of these subsystems, there may be hazardous sources of external or internal character. Based on the analysis of transport systems, it is concluded that man causes numerous mistakes. The baggage control system and the persons responsible for the functioning of this system have a significant impact on airports' safety level. Dia-grams of multi-stage processes for checking hand luggage and checked baggage has been developed. Eighty-two flights departing from the airport, in which over 1500 passengers were checked-in, were observed to indicate gaps in procedures during baggage processing. They sent over 7500 luggage items in total. During the observation, passengers were asked whether they carried objects defined as hazardous in their hand luggage or checked baggage, and then the affirmative answers obtained were counted. During the check-in, passengers of all analyzed flights, while answering the "safety questions", declared 281 items, which we defined as hazardous. The study confirmed the hypothesis that the transport of dangerous objects in the wrong luggage type has not yet been eliminated and is a hazard source in air transport. Groups of travelers were indicated by a constant lack of awareness about the materials not permitted for air transport.

In this article presents a scientific analysis of the novel «Moonlight darkness» written by T. Sauketaev about the December 1986 revolution. The author comprehensively examines in the novel the interaction of historical reality and the artistic solution, the question of human destiny. Also analyzed are the symbolic value of landscape sketching, the poetics of the author’s image in the writer's discourse. The article reflects the psychological state and internal character of the people who reflected the political system in the author's story. As well as political and social factors, such as resistance to national interests during the Soviet period, the problems described in the plot are based on a hard idea. We discuss the review of the image of the writer, the plot and the vision of the author.

PurposeThe purpose of the paper is to study the factors that influence the effectiveness of the professional and qualification and innovative potential of youth in a university environment. The authors focus on the main institutional factors of the external and internal character, which are the barriers to this reproduction process and do not bring the expected result—renovation of the qualitative structure of the workforce. The authors determine the essence and main characteristics of the process of reproduction of innovative and professional and qualification potential in higher school by the example of Russia.Design/methodology/approachMethodology of the work includes SWOT analysis, which allows distinguishing the potential (D) of strong (F) and weak (G) opportunities and the level of indicators of realization of (R) opportunities (V) and threats (U) of the research object.FindingsIt is substantiated that factors-barriers of innovative and professional and qualification potential could be overcome with the help of the formation of the mechanism of interaction of labor market, market of educational services, and innovative university complexes.Practical implicationsThe obtained results allow determining the main threats with a high probability of implementation in the process of formation of professional and qualification potential in the system of higher education and forming the perspectives of solving this problem.Originality/valueOriginality of this study consists in the totality of obtained results, which show the specific features of reproduction of innovative and professional and qualification potential of youth: determination of strengths and weaknesses, opportunities and threats of the process of formation of innovative and professional and qualification potential in the system of higher education.

Abstract The constitutional catalogue of the sources of law, clear and unambiguous division of acts into commonly binding and internal ones, is of fundamental meaning for the realization of the state of law rules, i.e. legalism and the rule of law, from the perspective of European democracies. Since it is the essence of every democratic legislation to base its functioning on the law established by organs that have been assigned for that aim, binding its addressees and executed by public authorities, also with the use of the means of coercion. This article aims at presenting the outline of the constitutional system of the sources of law in the Russian Federation and illustrating it, as much as it is possible, with acts regarding the conservation of the environment. In particular, the objective of this work is to determine the name of a given source, an organ competent to issue it, its function and position in the hierarchy, as well as the rule of promulgation. The key research issue here is the distinguishing between the sources of commonly binding law and the ones of internal law, as the regulation of the Russian Federation Constitution does not preordain explicitly. Yet this issue is of crucial significance when it comes to the status of law subjects. Acts of internal character may be directed merely at organizational units submitted to an organ issuing the acts and may not directly regulate the sphere of rights and obligations, neither constitute the bases of decisions concerning citizens, legal entities or other subjects.

The article analyses the Social Observatory (SO) as a new arena for civil society, market and government dialogues and incidence on public policy. Specifically, the article examines the extent to which SO is an arena for a constructive dialogue to implement and to manage public policy for urban mobility at municipal level. It deals with the case of SO of Belém municipality, Pará State. Belém is the largest municipality in the Brazilian Amazon region in terms of population and socioeconomic structure for development. The paper shows that OS may constitute a significant participative arena which brings civil society and local government to take collective decision based on dialogue and transparency of information.­­­­ However, since it is a new organizational pattern, the OS still have many difficulties and challenges, whether of internal character, whether in its relation to other actors in the municipal public, private power and civil society.

The article continues the series of materials devoted to the problem of reincarnation in the traditional culture of the Ob Ugrians (“Finno-Ugric World”, “Bulletin of Ugric Studies” (2014–2018). The theme of reincarnation of the human soul is directly related to the question about the vital forces and their carriers. In traditional practices for determination whose “soul” reincarnated, the leading ones were the traditional divination and prediction of dreams, but also the attention was paid to the internal (character, preferences, etc.) and the external likeliness of a children to the reincarnated ancestor. It is not main, but very important parameter, confirming the correctness of the definition of the reborn “soul”. Part of the mythical traditions of the Khanty and Mansi is the so-called “bodily” magic, where special attention is paid to the bones (skeleton) as the basis of the human body. According to the bone structure, people could determine the fate and qualities of a person. Special attention was paid to the spine (or to the back), because the vitality of the human body depended on its strength. The safety and integrity of the skeleton was considered an important condition for subsequent reincarnation. Echoes of ancient beliefs can be found in the mythological texts about the ancestors and customs related to the bear cult. Relationship between the ideas about the bones with the worship of ancestral guardian spirits is universal. At the same time among the Ob Ugrians bones are also associated with stones. It explains sacralization of natural stone objects, in which “heroes of the past” have “turned”; a stone has generative, protective and deadly functions. The identity of bone and stone can be seen in folklore texts about heroes or miraculous arrows (bone and stone), which appear from the miracle stones, and these arrows are used by the heroes to defeat the supernatural creatures. Metal in its sacred functions is close to bone and stone. Metal products also symboliz a magical protection, ancestral spirits and the human soul (needle, knife, arrow tip).

The question whether the new Law on Higher Education and Science allows to regulate resumption of studies by universities themselves, in the rules on studies, should be resolved positively. However, this is only under assumption that such rules and decisions made based on them have an internal character. Resumption of studies does not lead to entering into a new legal relation between a former student and the university, but it only causes that the past relation is being reinstated. Therefore, the decision on resumption is made outside the procedure regulated in the Code on administrative procedure and it also falls outside the control of administrative courts. De lege ferenda, resumption of studies should be regulated in the Law on Higher Education and Science to strengthen the right of persons applying for resumption. In particular, such regulation ought to require a decision on resumption of studies to have a form of an administrative decision.


The article deals with the problem of freedom in the period of the anthropological crisis in connection with the development of the so-called post-industrial (information) society. The field of freedom is a combination of obstacles and opportunities. In this regard, freedom is viewed from the perspective of its external and internal orientation as negative and positive. In accordance with this distinction, a distinction is also made between the notion of opportunity that accompanies freedom. The integrative nature of man, including bio-socio-spiritual aspects, allows us to talk about freedom of action, freedom of choice and freedom of wish. Opportunities associated with negative freedom are external and relate to the biological and social spheres. In this respect, modern society, which is characterized as liberal-democratic (politically) and post-industrial, informational in economic terms, gives a person more opportunities, and therefore freedoms, as a biological and social entity. Despite this, fears that the modern man is losing freedom are becoming more and more alarming. What is the reason? The space of possible actions which was provided by negative freedom, makes freedom of choice possible, while maintaining outward orientation when considering the essence of freedom, since the one chosen is either already outside or is embodied outside. This allows us to talk about freedom of action and freedom of choice as forms of empirical freedom. Opportunities associated with positive freedom have an internal character and directly related to the understanding of what is the essence of a person and how it is manifested through his will. This is the spiritual level of freedom. In modern reasoning about a person, he is often declared metaphysical. The possibilities associated with this level are becoming metaphysical. increase the negative aspects of such an approach to the spiritual essence of man that in the «technical and rationalistic world» the main criterion for the benefit is benefit. This leads to the mechanization of all spheres of human life and to a certain image of a person, like a cog in a mechanism. There are two main threats to human freedom in a technogenic society coming from interfering in his inner world. The direct threat is associated with the expansion of the neurobiological sciences which fully objectifying the person. The indirect threat comes from his stay in an aggressive information environment, which would have been impossible without the development of the technosmedia. A new kind of non-freedom is born here - the technology of manipulation of human actions. The substitution of opportunities associated with "positive" freedom by opportunities associated with "negative" freedom, leads to the loss of freedom in modern society.
