The article considers the current state of use of labor resources at enterprises engaged in aircraft construction and emphasizes the importance of personnel policy management. The article describes the method of assessing the use of labor potential for machine-building enterprises and analyzes the state of effective use of labor potential. The implementation of the analysis at the enterprises of the aircraft industry should begin with an assessment of the company's availability of the required number of staff, the adequacy of qualified personnel and staff turnover. The task of this assessment is to identify reserves for saving labor resources for their rational and optimal placement, loading and use. Labor supply includes a study of staff turnover, which is calculated on such indicators as the turnover rate on admission, the turnover rate from disposal, the turnover rate. The evaluation of indicators that characterize efficiency (namely: average number of employees, average monthly wages, output, labor productivity) on the example of aircraft companies such as SE "Antonov" and SE HMZ "FED" based on reporting data. The personnel policy of SE "Antonov" and SE KhMZ "FED", which includes the number of employees and areas of improvement of enterprise management, is analyzed. The dynamics of these indicators for 2018 and 2019 are substantiated and the reasons for the change of these indicators are identified. Also in the article indicated efficiency of labor resources is carried out through management as in order to successfully and rationally distribute the work potential should be purposeful regulation of the enterprise in the areas of efficiency management to ensure compliance with the actual state of the enterprise to the specified parameters. The article describes the main tasks of human resource management are as follows: effective use of labor potential at the enterprise; improving the organization of working conditions and jobs; conducting motivational activities for staff; ensuring a sufficient number of workers in production in accordance with the qualifications and specialization; improving the personnel policy of the enterprise. The ways of increase of efficiency of use of labor resources on the basis of management of activity of the enterprises of aviation branch and personnel policy are offered.

In this article, the application of the policy for managing the risk of insolvency is relevant, methodological approaches to the development of a digital model for analyzing and assessing the risk of insolvency are considered, which is focused on the universal concept of liquidity management for a machine-building company, taking into account the following algorithm: the principle of effective management of the structure of working capital; the principle of efficient use of financial resources; the principle of restoring solvency; the principle of effective management of borrowed funds and the principle of effective use of labor resources.

Проблема безработицы, за последнее время, в период пандемии, не только не утратила своей актуальности, но и трансформировалась в одну из актуальных экономических проблем. Анализ безработицы необходим для выстраивания политики преодоления и предотвращения, вызванных неэффективным использованием трудовых ресурсов, социально-экономических проблем, разработки способов и мер борьбы с безработицей. Невостребованность трудового потенциала повышает интерес населения к неформальной экономике и теневому бизнесу. Это негативно сказывается на общем благосостоянии страны, её экономическом росте и развитии. В работе рассматривается проблематика безработицы и её влияние на качественную сторону экономики - экономическое развитие, и количественную - экономический рост. В процессе работы анализируются данные по безработице, выявляются ее причины. В рамках проведённого опроса молодёжи по вопросам занятости, заинтересованности в работе, отношению к безработице определены пути и способы снижения безработицы, разработана модель эффективного использования трудовых ресурсов для достижения экономического роста. The problem of unemployment, recently, during the pandemic, not only did not lose its relevance, but also transformed into one of the most pressing economic problems. The analysis of unemployment is necessary for building a policy of overcoming and preventing socio-economic problems caused by the inefficient use of labor resources, and developing methods and measures to combat unemployment. The lack of demand for labor potential increases the interest of the population in the informal economy and shadow business. This has a negative impact on the overall well-being of the country, its economic growth and development. The paper considers the problems of unemployment and its impact on the qualitative side of the economy - economic development, and the quantitative side - economic growth. In the process of work, data on unemployment is analyzed, its causes are identified. Within the framework of the conducted survey of young people on employment, interest in work, and attitude to unemployment, ways and means of reducing unemployment were identified, and a model of effective use of labor resources to achieve economic growth was developed.

This article presents an analysis of the current state of the labor market in Akmola region, which gives not only an idea of the degree of efficiency of its functioning, but also allows you to identify promising areas of its development. Various aspects of forming and managing the labor potential of the agricultural sector are analyzed. Quantitative characteristics of the labor potential allowed us to determine the possibilities of its more rational use. The paper presents the features and trends in the development of the regional labor market. There is the differentiation of labor markets in urban and rural areas. The main directions of the state employment policy in the country, which are aimed at increasing the productively employed population and mass entrepreneurship, are considered. The main task in the use of labor resources is to ensure effective employment of the population, improve the quality and competitiveness of the labor force. The availability of the agricultural organizations with the labor resources, their effective use and high level of labor productivity are important for increasing the volume of production in the agricultural sector of the country and the region. Effective use of the labor potential is one of the most important tasks in the forming of socially oriented state, within the framework of the state policy in Kazakhstan.

The state policy of health preservation of Russians and the process of introducing a healthy lifestyle into their everyday life is hampered by the lack of sufficient self-activity and purposefulness of the individual ecological and valeological behavior of representatives of various population groups. According to the authors of the article, one of the important indicators of the maturity of professional and labor competencies of school and student youth is their readiness and desire for permanent self-preserving behavior. “With numbers in hand,” the authors show the scale of deviant deviations and the phenomena of spontaneous irresponsibility in the educational and leisure activities of students, hindering the preservation and development of physical culture, the accumulation and effective use of their psychophysiological and labor potential. The conclusions of the proposal of the authors of the article are based on the results of a number of sociological surveys conducted in 2000-2020. at the Institute of Economics of the Ural Branch of the Russian Academy of Sciences in a number of secondary schools and universities of the Ural and Volga Federal Districts.

The tendencies of state regulation of the labor potential of rural territories are revealed, which prove the lack of effective mechanisms of its reproduction. Mechanisms to increase the efficiency of state regulation of the labor potential on rural areas, aimed primarily at creating jobs and the number of people employed in the segment of small and medium-sized business are proposed. Thanks to public-private partnership in this area, it is possible to reduce budget expenditures on the development of social infrastructure.

Scientifically substantiated personnel industry policy contributes to the implementation of an innovative development scenario, provides better results with reduced production costs, which determines the relevance of the studying. The main goal of the work was identified factors and indicators which have regulatory influence on the state and development of the personnel potential of the industry. Diagnostics of the labor potential of land reclamation by federal districts revealed leaders and outsiders of sectoral development. The studying made it possible to justify the steady trend of the shortage of reclamation personnel in comparison with the calculated indicators. Objective and subjective reasons and factors that hinder the effective using of the industry’s personnel potential are distinguished. The concept of industry’s labor potential is clarified. The studying of changes in labor productivity in agriculture has confirmed a twofold increasing in this indicator for the period from 2014 to 2018. Methodological approaches to the indicators of assessing the labor potential of the reclamation industry are substantiated. The groups of socio-economic indicators of the reclamation industry’s effectiveness are identified. The methodology for determining the quantitative characteristics of labor potential on irrigated lands is specified, which is depended on the area of irrigated lands. The labor potential of the reclamation industry in terms of staffing the industry is studied. The main positive and negative trends of the personnel policy and the labor potential’s formation of the agro-industrial complex’s reclamation sector of the Russian Federation are specified, the industry personnel policy is assessed as passive, which does not allow predicting the needs for industry personnel, evaluate staff activities and analyze personnel problems. Highlighted characteristic trends in personnel potential in the federal district and regions of the Russian Federation allow: to develop unified approaches to manage this industry development factor; to develop recommendations to improve the efficiency of advanced training and retraining of personnel in irrigated agriculture. The implementation of the recommendations will contribute to increase the efficiency of the managing the human potential’s process of irrigated agriculture at the level of federal, regional and municipal authorities of the reclamation sector of the agro-industrial complex of Russia.

The main features of the marketing complex for the enterprises of the tourist branch are considered in the article. In a market economy, the concept of marketing, as part of improving enterprise management, becomes an integral part of its activities. With the help of a number of controlled marketing variables, business entities can influence customers, stimulate them, encouraging them to certain, desirable for the company actions in the market until the purchase. One of the elements of the marketing complex is the brand. Increasingly, it is important to use it as one of the most important marketing factors that can ensure the success of the company in the market. To a large extent, this success is due to choosing the right branding strategy. This choice, as well as the positioning and development strategy of the brand directly depend on the chosen variety. In addition, it should be noted that the purpose of marketing is not only to benefit companies, but also to build long-term relationships with consumers, meet their demands, improve the quality of goods and services, improve the conditions of their acquisition. It should also be noted that the formation of marketing activities at the enterprise today is impossible without a focus on modern technology. Such technologies include Internet marketing as a modern way of building a business. Principles of tourism marketing: constant search and maximum respect for the consumer, focus on his needs and requirements, which provide the market is not goods and services, and ways to solve consumer problems; flexibility in achieving the set goal by adapting to the requirements of the market with a simultaneous targeted impact on it; a comprehensive approach to the development of marketing plans, which involves the use not of individual marketing activities, and a set of marketing, a combination of individual elements which allows you to achieve a certain goal; focus on the long-term prospects of the enterprise. Thus, the main purpose of each enterprise is to achieve profitability and stability of services. Today it is possible to achieve only through the introduction of basic principles of marketing and the formation of a comprehensive mechanism of marketing activities. At the same time, the high cost of enterprises, for example, machine-building industry, agricultural machinery enterprises should be compensated by the introduction of modern advanced production technologies, rational use of fundamentally new materials, introduction of modern technological policy, including marketing and work aimed at improving skills. All this once again confirms the importance of marketing management today and as a consequence of the constant introduction of the latest marketing tools.

At present, the acute question of rational resource consumption and resource saving arises in the republic. Sustainable development of the economy of Kazakhstan should be based on the planned and effective use of natural resources, in terms of the combined use of raw materials by enterprises of the mineral and raw materials complex. The current situation at the enterprises of the mineral and raw materials complex testifies to the need for the further development of the enterprise management system in order to obtain an additional chain of surplus value by passing out valuable components from raw materials. In connection, fundamental scientific research is needed, which makes it possible to scientifically substantiate improvement of the enterprise management system, the results of which can significantly improve the efficiency of the enterprise in the rational use of raw materials, both in terms of its processing, and in the direction of preserving the ecology of the region.

The article considers the features of the formation and implementation of personnel policy at the Federal and regional levels. The authors determine the relationship between the directions of regional personnel policy implementation and factors of labor market development in the region. Special attention is paid to the study of regional labor market problems, analysis of the situation on the labor market of the Orenburg region, as well as evaluating the effectiveness of a number of regional measures in the field of labor market regulation. In conclusion, priority directions for the implementation of regional human resources policy aimed at the formation and development of the region's human resources potential are formulated.

It is determined that special significance in the management system of tourism enterprises is given to the human factor, which is of fundamental importance for ensuring efficient and competitive activity of enterprises in a market economy. Therefore, personnel management is a multi-faceted and extremely complex process characterized by its specific features and regularities. Strategic approach to ensuring the effectiveness of personnel policy involves the development and implementation of personnel and social strategies that have a direct impact on the overall state of the enterprise, the formation of high-quality human resources, ensuring its development and effective use. The field of application of results. The results of the study can be used to improve the process of personnel management and to formulate measures to increase the effectiveness of the personnel policy of tourism enterprises. They are important for the management, systematic management of tactical and strategic activities of enterprises as a whole, as well as by structural subdivisions. Conclusions. The proposed human resources and social strategies of the tourist enterprise are a progressive approach to personnel management at the strategic level allowing to take into account the needs of the enterprise in personnel, depending on the level of business development, the environment and the market situation of tourist services.
