Abstract. The thermospheric temperatures from low and equatorial latitudes during geomagnetically disturbed periods are known to exhibit significant deviations from atmospheric model predictions. Also, the oscillatory features seen in the observations are not accounted for by the models. A simple relation has been established between the difference in the observed and model-predicted temperatures and the rate of change of Dst, the magnetic index representing the ring current variabilities. Using this relation, a correction term has been added to the latest MSIS-90 model algorithm and almost all the observed variations in neutral temperatures spectroscopically determined from Mt.Abu, a low-latitude station in India, are successfully reproduced for two moderate geomagnetic storms.Key words. This study seeks smart credit-based congestion pricing (CBCP) solutions for maximally improving travelers’ welfare by varying toll levels and locations across the Austin, Texas network. Scenarios evaluated include selecting links with maximum delays by variably tolling bridges and by recognizing congestion externalities across all links. Travel demand models deliver inputs for normalized logsum differences to quantify and compare consumer surplus changes across traveler types, around the region. Results suggest limited tolling locations under four broad times of day can do more harm than good, unless travelers shift out of the PM and AM peak periods or revenues are returned to travelers as credits. When using CBCP across all congested links at congested times of day (with 10% of revenues retained to cover system administrative costs), an average net benefit of $1.61 per licensed driver per weekday is estimated, with almost all travelers benefiting. For example, 95% of the traffic analysis zones’ lowest value of travel time (VOTT) group (VOTT1 = $5/hour) are expected to benefit from the CBCP policy. Tolling at twice the difference between marginal social cost and average travel cost (on each subset of congested links) appears to benefit more people, although tolling high on various links adds to congestion elsewhere. For example: tolling Austin’s highest-delay-producing or “top 500” links is estimated to benefit 98.5% of the zones’ highest VOTT (VOTT5 = $45/hour) travelers, while raising vehicle-miles traveled by just 0.8% (as a result of more circuitous, congestion- and toll-avoiding travel).

Abstract. Low latitude ionospheric effects of two major geomagnetic storms are analysed using TOPEX TEC data for specific satellite passes. The storms are the one that started on 15 July 2000 and the one that started on 8 November 2004. The variation of vertical TEC as a function of latitude along the satellite passes during day-time mostly in the region of the Pacific Ocean have been analysed comparing the storm period with quiet conditions. It has to be noted that for obvious reasons the TEC behaviour over this region cannot be observed using ground-based instruments but TOPEX data give a reasonable overall view of the region covered by the Equatorial Anomaly, just as the storms were developing. The performance of vertical TEC obtained from GPS derived TEC of global ionospheric maps (GIMs) are compared with the TOPEX data in order to determine their accuracy when storms of this type take place. The results show that the Equatorial Anomaly TEC peaks move towards the poles by several degrees and increase their intensity with respect to the quiet conditions behaviour for both storms that occurred at different seasons and solar activity level. This behaviour is not well represented by the maps of the different GIMs used in this study. The rate of change obtained from TOPEX TEC were computed to look for vertical TEC spatial gradients variations.

Abstract. Natural lakes and big artificial reservoirs can affect the weather regime of surrounding areas but, usually, consideration of all aspects of this impact and their quantification is a difficult task. The Alqueva reservoir, the largest artificial lake in western Europe, located on the south-east of Portugal, was filled in 2004. It is a large natural laboratory that allows the study of changes in surface and in landscape and how they affect the weather in the region. This paper is focused on a 3-day case study, 22–24 July 2014, during which an intensive observation campaign was carried out. In order to quantify the breeze effects induced by the Alqueva reservoir, two simulations with the mesoscale atmospheric model Meso-NH coupled to the FLake freshwater lake model has been performed. The difference between the two simulations lies in the presence or absence of the reservoir on the model surface. Comparing the two simulation datasets, with and without the reservoir, net results of the lake impact were obtained. Magnitude of the impact on air temperature, relative humidity, and other atmospheric variables are shown. The clear effect of a lake breeze (5–7 m s−1) can be observed during daytime on distances up to 6 km away from the shores and up to 300 m above the surface. The lake breeze system starts to form at 09:00 UTC and dissipates at 18:00–19:00 UTC with the arrival of a larger-scale Atlantic breeze. The descending branch of the lake breeze circulation brings dry air from higher atmospheric layers (2–2.5 km) and redistributes it over the lake. It is also shown that despite its significant intensity the effect is limited to a couple of kilometres away from the lake borders.

The article entitled "The Conflict of Ownership Regional Asset Between  Government of Buton Regency and Government of Bau-Bau Municipal " is part of my thesis in the Department of Sociology Faculty of Political and Social Sciences Gadjah Mada University. The conflict of two regional governments began when Kotif Bau-Bau was upgraded to Bau Bau City, where almost all of district's assets Buton regency's (premier) are within in the Bau-Bau City as the New Autonomous Region. This research apply qualitative approach using case study aiming to elaborate the context of the conflicts regional asset and their implications on both local governments, Buton Regency and Bau-Bau City. The results showed that the context of the conflict of ownership of regional assets was triggered by the difference of opinion on the contents of Law Number 13 Year 2001 related to the control of regional asset that is in the area of Bau-Bau City as the New Autonomous Region. The is no conclusive solution to the conflict that began in 2001, The effects of such conflicts are apparent in public services, Local Original Income, and social segregation.Konflik antara dua pemerintahan daerah ini, berawal ketika Kotif Bau-Bau ditingkatkan statusnya menjadi Kota Bau Bau, di mana hampir seluruh aset daerah kabupaten Buton (kabupaten induk) berada dalam wilayah Kota Bau-Bau selaku Daerah Otonomi Baru. Penelitian ini menggunakan pendekatan kualitatif dengan menggunakan studi kasus yang bertujuan untuk menguraikankonteks konflik aset daerah dan implikasinya terhadap kedua pemerintah daerah, Kabupaten Buton dan Kota Bau-Bau. Hasil penelitian menunjukkan bahwa konteks konflik kepemilikan aset daerah dipicu oleh perbedaan pendapat atas isi Undang-Undang Nomor 13 Tahun 2001 terkait penguasaan aset daerah yang berada di wilayah Kota Bau-Bau sebagai Kota Baru, Daerah Otonom Baru. In the next few years, the world market of nonwovens is predicted to grow by 7%–8% annually (International Nonwovens & Disposables Association [INDA], European Disposables and Nonwovens Association [EDANA], and Markets and Markets). This article aims to analyze the most recent trends in the global export and import of nonwovens, to present two case studies of Polish companies that produce them, and to present one special case study of the market of nonwoven geotextiles in China and India, which are the Asian transition economies among the BRICS countries (Brazil, Russia, India, China, and South Africa).

Abstract Every port in Indonesia must have a Port Master Plan that contains an integrated port development plan. This study discusses one important aspect in the preparation of the Port Master Plan, namely the projected movement of goods and passengers, which can be used as a reference in determining the need for facilities at each stage of port development. The case study was conducted at a port located in a district in Maluku Province and aims to evaluate the analysis of projected demand for goods and passengers occurring at the port. The projection method used is time series and econometric projection. The projection results are then compared with the existing data in 2018. The results of this study show that the econometric projection gives adequate results in predicting loading and unloading activities as well as the number of passenger arrival and departure in 2018. This is indicated by the difference in the percentage of projection results towards the existing data, which is smaller than 10%. Whereas for loading and unloading activities, time series projections with logarithmic trends give better results than econometric projections. Keywords: port, port master plan, port development, unloading activities  Abstrak Setiap pelabuhan di Indonesia harus memiliki sebuah Rencana Induk Pelabuhan yang memuat rencana pengem-bangan pelabuhan secara terpadu. Studi ini membahas salah satu aspek penting dalam penyusunan Rencana Induk Pelabuhan, yaitu proyeksi pergerakan barang dan penumpang, yang dapat dipakai sebagai acuan dalam penentuan kebutuhan fasilitas di setiap tahap pengembangan pelabuhan. Studi kasus dilakukan pada sebuah pelabuhan yang terletak di sebuah kabupaten di Provinsi Maluku dan bertujuan untuk melakukan evaluasi ter-hadap analisis proyeksi demand barang dan penumpang yang terjadi di pelabuhan tersebut. Metode proyeksi yang dipakai adalah proyeksi deret waktu dan ekonometrik. Hasil proyeksi selanjutnya dibandingkan dengan data eksisting tahun 2018. Hasil studi ini menunjukkan bahwa proyeksi ekonometrik memberikan hasil yang cukup baik dalam memprediksi aktivitas bongkar barang serta jumlah penumpang naik dan turun di tahun 2018. Hal ini diindikasikan dengan selisih persentase hasil proyeksi terhadap data eksisting yang lebih kecil dari 10%. Sedangkan untuk aktivitas muat barang, proyeksi deret waktu dengan tren logaritmik memberikan hasil yang lebih baik daripada proyeksi ekonometrik. Kata-kata kunci: pelabuhan, rencana induk pelabuhan, pengembangan pelauhan, aktivitas bongkar barang

This paper introduces computer vision systems (CVSs), which provides a new method to measure gem colour, and compares CVS and colourimeter (CM) measurements of jadeite-jade colour in the CIELAB space. The feasibility of using CVS for jadeite-jade colour measurement was verified by an expert group test and a reasonable regression model in an experiment involving 111 samples covering almost all jadeite-jade colours. In the expert group test, more than 93.33% of CVS images are considered to have high similarities with real objects. Comparing L*, a*, b*, C*, h, and ∆E* (greater than 10) from CVS and CM tests indicate that significant visual differences exist between the measured colours. For a*, b*, and h, the R2 of the regression model for CVS and CM was 90.2% or more. CVS readings can be used to predict the colour value measured by CM, which means that CVS technology can become a practical tool to detect the colour of jadeite-jade.

The purpose of this article was to demonstrate the difference between a pandemic plan’s textual prescription and its effective processing using graphical notation. Before creating a case study of the Business Process Model and Notation (BPMN) of the Czech Republic’s pandemic plan, we conducted a systematic review of the process approach in pandemic planning and a document analysis of relevant public documents. The authors emphasized the opacity of hundreds of pages of text records in an explanatory case study and demonstrated the effectiveness of the process approach in reengineering and improving the response to such a critical situation. A potential extension to the automation and involvement of SMART technologies or process optimization through process mining techniques is presented as a future research topic.

Nowadays, E-learning system has been widely applied to practical teaching. It was favored by people for its characterized course arrangement and flexible learning schedule. However, the system does have some problems in the process of application such as the functions of single software are not diversified enough to satisfy the requirements in teaching completely. In order to cater more applications in the teaching process, it is necessary to integrate functions from different systems. But the difference in developing techniques and the inflexibility in design makes it difficult to implement. The major reason of these problems is the lack of fine software architecture. In this article, we build domain model and component model of E-learning system and components integration method on the basis of WebService. And we proposed an abstract framework of E-learning which could express the semantic relationship among components and realize high level reusable on the basis of informationized teaching mode. On this foundation, we form an E-learning oriented layering software architecture contain component library layer, application framework layer and application layer. Moreover, the system contains layer division multiplexing and was not built upon developing language and tools. Under the help of the software architecture, we could build characterized E-learning system flexibly like building blocks through framework selection, component assembling and replacement. In addition, we exemplify how to build concrete E-learning system on the basis of this software architecture.

Initial errors in weather prediction grow in time and, as they become larger, their growth slows down and then stops at an asymptotic value. Time of reaching this saturation point represents the limit of predictability. This paper studies the asymptotic values and time limits in a chaotic atmospheric model for five initial errors, using ensemble prediction method (model’s data) as well as error approximation by quadratic and logarithmic hypothesis and their modifications. We show that modified hypotheses approximate the model’s time limits better, but not without serious disadvantages. We demonstrate how hypotheses can be further improved to achieve better match of time limits with the model. We also show that quadratic hypothesis approximates the model’s asymptotic value best and that, after improvement, it also approximates the model’s time limits better for almost all initial errors and time lengths.
