The article entitled "The Conflict of Ownership Regional Asset Between  Government of Buton Regency and Government of Bau-Bau Municipal " is part of my thesis in the Department of Sociology Faculty of Political and Social Sciences Gadjah Mada University. The conflict of two regional governments began when Kotif Bau-Bau was upgraded to Bau Bau City, where almost all of district's assets Buton regency's (premier) are within in the Bau-Bau City as the New Autonomous Region. This research apply qualitative approach using case study aiming to elaborate the context of the conflicts regional asset and their implications on both local governments, Buton Regency and Bau-Bau City. The results showed that the context of the conflict of ownership of regional assets was triggered by the difference of opinion on the contents of Law Number 13 Year 2001 related to the control of regional asset that is in the area of Bau-Bau City as the New Autonomous Region. The is no conclusive solution to the conflict that began in 2001, The effects of such conflicts are apparent in public services, Local Original Income, and social segregation.Konflik antara dua pemerintahan daerah ini, berawal ketika Kotif Bau-Bau ditingkatkan statusnya menjadi Kota Bau Bau, di mana hampir seluruh aset daerah kabupaten Buton (kabupaten induk) berada dalam wilayah Kota Bau-Bau selaku Daerah Otonomi Baru. Penelitian ini menggunakan pendekatan kualitatif dengan menggunakan studi kasus yang bertujuan untuk menguraikankonteks konflik aset daerah dan implikasinya terhadap kedua pemerintah daerah, Kabupaten Buton dan Kota Bau-Bau. Hasil penelitian menunjukkan bahwa konteks konflik kepemilikan aset daerah dipicu oleh perbedaan pendapat atas isi Undang-Undang Nomor 13 Tahun 2001 terkait penguasaan aset daerah yang berada di wilayah Kota Bau-Bau sebagai Kota Baru, Daerah Otonom Baru. Tidak ada solusi konklusif untuk konflik yang dimulai pada tahun 2001, Dampak dari konflik tersebut terlihat pada layanan publik, Pendapatan Asli Daerah, dan pemisahan sosial.Keywords: Conflict, Asset, Autonomy and Bau-Bau City

This paper is discusion the polygamy is still a controversial problem, although much discussed and examined. The difference of opinion among scholars make this problem continues to potentially raises the agree and disagree. Even though it has been regulated in Act Number 1 of 1974 concerning marriage and the compilation of Islamic law (KHI), this does not necessarily make the problem of polygamy is complete. Not a few perpetrators of polygamy choose married under the hand or by sirri. This research uses qualitative approach by implementing thematic interpretation method (maudhu'i) to obtain a comprehensive understanding about polygamy in the Qur'an. The Data obtained through the study of a library research by sharing the data that comes from the various verse of the Qur'an, hadith, book fiqh, research results, books and the news in various media outlets in order to complete the interpretation of the verses of polygamy. Based on the results of this research it is known that the verses of the Qur'an gives a very tight restrictions for those who want to in polygamy. Justice that the conditions of polygamy is not only were quantitative but also qualitative research. In the context of historical-socio, the command of polygamy is intended as a form of the solution to avoid injustice to orphans women. Even if polygamy still want to do, should the husband marrying the widows who have lighten the orphan.

The aim of the paper is to describe the supply of public services in the field of social protection - old age (represented by expenditures in group 10, class 2 of COFOG classification) in relation to the demand for these services represented by the population in the age group 62+ related to the size and region of the local government unit. The analysis of supply and demand takes place at the level of individual local governments and the results are then presented in relation to the size of the municipality and the region. Two approaches were used for the analysis. The first focuses on the description of the current situation through the categorization of local governments according to the approach to the provision of services, and the second consists in regression analysis. The results of the regression analysis suggest that the size of the municipality and the region do not play as important a role in terms of access to the provision of the examined services as indicated by the first, descriptive analysis. To find a "pattern" for local authorities to decide on access to services for the elderly, further research will be needed that takes into account several socio-economic indicators.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

This study seeks smart credit-based congestion pricing (CBCP) solutions for maximally improving travelers’ welfare by varying toll levels and locations across the Austin, Texas network. Scenarios evaluated include selecting links with maximum delays by variably tolling bridges and by recognizing congestion externalities across all links. Travel demand models deliver inputs for normalized logsum differences to quantify and compare consumer surplus changes across traveler types, around the region. Results suggest limited tolling locations under four broad times of day can do more harm than good, unless travelers shift out of the PM and AM peak periods or revenues are returned to travelers as credits. When using CBCP across all congested links at congested times of day (with 10% of revenues retained to cover system administrative costs), an average net benefit of $1.61 per licensed driver per weekday is estimated, with almost all travelers benefiting. For example, 95% of the traffic analysis zones’ lowest value of travel time (VOTT) group (VOTT1 = $5/hour) are expected to benefit from the CBCP policy. Tolling at twice the difference between marginal social cost and average travel cost (on each subset of congested links) appears to benefit more people, although tolling high on various links adds to congestion elsewhere. For example: tolling Austin’s highest-delay-producing or “top 500” links is estimated to benefit 98.5% of the zones’ highest VOTT (VOTT5 = $45/hour) travelers, while raising vehicle-miles traveled by just 0.8% (as a result of more circuitous, congestion- and toll-avoiding travel).

Abstract. The thermospheric temperatures from low and equatorial latitudes during geomagnetically disturbed periods are known to exhibit significant deviations from atmospheric model predictions. Also, the oscillatory features seen in the observations are not accounted for by the models. A simple relation has been established between the difference in the observed and model-predicted temperatures and the rate of change of Dst, the magnetic index representing the ring current variabilities. Using this relation, a correction term has been added to the latest MSIS-90 model algorithm and almost all the observed variations in neutral temperatures spectroscopically determined from Mt.Abu, a low-latitude station in India, are successfully reproduced for two moderate geomagnetic storms.Key words. The new approaches to the delivery of local public services include co-creation. In this paper, we focus on two local public service delivery actors: local governments and civil society. Our objective is to identify different types of co-creation in social innovations and the relevant drivers and barriers that account for the success or failure of co-creation processes at the local government level in Slovakia, focusing on the fields of welfare and the environment. The main findings of our analysis are that co-created innovations are mostly initiated by non-governmental actors, and that most local governments have neutral or even negative attitudes to co-created innovations. We provide a positive case study, in which the local government was open to co-creation, and public services were provided in an alternative way. Our study uses a qualitative approach and is based on original survey data from our own research, conducted mainly within the ‘Learning from Innovation in Public Sector Environments’ (LIPSE) research project.

This research related to the implementation of good governance, free from corruption, collusion and nepotism. The approach used in this research is a descriptive qualitative approach. The Location of research conducted in the District of Pemalang. Based on the research results can presented that the District of Pemalang is committed and fully supports the government policy in eradicating corruption. District of Pemalang support to efforts to more information accelerate the eradication of corruption stated in the the Regional Action Plan to Accelerate the Eradication of Corruption (RAD-PK) in 2011 -2016 which refers to the Medium Term Development Plan (RPJM) District of Pemalang from 2011 to 2016 and the National Action Plan for Eradication of Corruption (RAN-PK) and the President of Republic of Indonesia Instruction No. 5 Year 2004 on Accelerating the eradication of corruption. RAD-PK 2011-2016 District of Pemalang is a document that contains an action program that aims to accelerate the eradication of corruption. RAD-PK as a program of action containing concrete measures that have been agreed by the stakeholders in the area, so it has been a commitment of local governments prevention efforts corruption through the development of programs and activities aimed at improving public services and the application of the principles of good governance. Keywords: governance, eradication, corruption

In order to make improvements in public services, the City Government of Bandung and Kota Makassar implement Smart City, and it is also in accordance with the directions of the Kementerian Pendayagunaan Aparatur Negara & Reformasi Birokrasi provide quality services that satisfy the needs of society in the fields of education, health, housing, and so forth. Local governments must also work creatively and innovatively to improve accountability, transparency, and responsiveness by utilizing information technology. The focus of this study is to compare the Government of Bandung with Makassar City in running Smart City in order to implement the innovation of public services. As a method for this research, a qualitative analysis is used, so that the phenomena or situations in the field can be realistically and systematically explained in detail while using the review literature from previous research. The Governments of Bandung City and Makassar City have shown to be successful areas with the implementation of Smart City. Both cities have received many awards for providing innovative services of high quality in spite of the fact that Makassar city started relatively late with implementing Smart City. Although they have been successful so far, the innovation of public services in these two cities will still have to be improved, so that a larger part of society will be able to profit from them. It takes a deep commitment on the part of the local authorities in order to be able to implement Smart City that creates an innovative programme. Smart City's implementation is a solution for creating good governance and makes improvements across multiple sectors of society. The objective of this article is to explain the challenges that occur in establishing customary villages. This research uses a qualitative approach with a case study design. This study uses thematic analysis, which aims to identify patterns and determine themes. Data collected using interviews and documentation. The results of the study found that there were four challenges in making regional regulations for the establishment of customary villages: first, the drafting period for the determination of customary villages was carried out in a short period. Second, not prioritizing socialization. Third, local wisdom is considered less critical for the sub-district government. Fourth, there is no follow-up from the local government to establish local regulations. The results of this study have implications for the miscommunication of local governments in understanding the village law no. 6/2014. As a result, local governments have not fully rearticulated the village law regarding the establishment of customary villages.

At first PBB-P2 was levied by the central government. The transfer of UN-P2 in Southeast Minahasa district begins on January 1, 2014 and is expected to increase the Local Revenue (PAD) and at the same time improve the structure of Regional Revenue and Expenditure Budget (APBD), improve public services, accountability and transparency in the management of PBB-P2. The purpose of this study was to analyze how the collection and recording of PBB-P2 at the Government of South Minahasa District. The purpose of this research is to know and analyze the collection and recording of PBB-P2 in South Minahasa. The type of research used is descriptive qualitative research. The result of the research shows that the PBB-P2 collection in Southeast Minahasa Regency still has obstacles, namely Taxpayer Notification Name (SPPT) which isn’t in accordance with the name of tax object, the existence of double SPPT, the SPPT but the location of the tax object is unknown, the lack of awareness in making the payment of PBB -P2 by taxpayers domiciled outside the region but has a tax object in the region. Recording of PBB-P2 revenue is still the difference between budget realization of PBB-P2. It is recommended that the Regional Finance Board of Southeast Minahasa hold socialization to local governments and local communities regarding the implementation of PBB-P2 collections, so that taxpayers have a concern in the case of PBB-P2 payments on time and active in reporting the object/subject of tax when there are problems encountered.Keywords : Collection, accounting records, PBB-P2
