The article is devoted to budget support as the main tool of innovative and technological development of agriculture in Russia within the framework of the State Program. Special attention is paid to the mechanism of subsidizing preferential investment loans aimed at modernizing the material and technical base of agricultural production. The assessment of the state of material and technical support of agricultural production in Russia in comparison with other countries of the world is given. The composition and structure of the limits of the resource provision of the departmental project “Stimulating investment activity in the agro-industrial complex” for 2017-2019 is analyzed. Special attention is paid to the mechanism of preferential investment lending. The dynamics of the purchase of agricultural machinery in the Russian Federation is presented, taking into account the new mechanism of state support that encourages the technical re-equipment of the industry. The rating of the leading credit and financial organizations of Russia participating in the implementation of the mechanism of preferential investment lending is presented. The composition and structure of concessional investment loans have been studied. The article describes the practice of updating the material and technical base of agriculture through Resolution No. 1432 and the system of JSC “Rosagroleasing”.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

Abstract The purpose of this study is to identify the main trends in the agro-industrial complex development of the Russian Federation, substantiate the organizational and economic recommendations aimed at stimulating Russian agricultural production and enhancing of this economy sector competitiveness. An extensive corpus of empirical data reflecting the agro-industrial complex development in the Russian Federation in 2016-2020, as well as its place in foreign trade operations of the Russian Federation has been thoroughly studied in frames of this research. Using the tools of statistical data processing (sampling, observation, summary and grouping), the methods of econometric analysis, the dynamics of agro-industrial complex products manufacturing, the rate of the main indicators’ change, the place of agro-industrial complex in export-import operations of the Russian Federation have been revealed, the main indicators have been compared. The geographic conditions diversity of the Russian Federation, combined with a wide range of climatic features, the availability of land and water resources creates favorable conditions for productive agricultural activities. It has been established that large-scale agricultural producers dominate in agro-industrial complex of the Russian Federation. The directions of agro-industrial complex, in particular, crop production and cattle rising, are unevenly developing in the Russian Federation. The constituent entities of the Russian Federation, which administratively represent the Southern Federal and North Caucasian Federal Districts specialize mainly in the cultivation of grain and oilseeds due to the natural and climatic factors’ action. State authorities of the Russian Federation successfully implement the tools to stimulate agricultural production, in particular: preferential taxation regime, subsidies for lending to the agro-industrial complex economic entities from the state budget, leasing development, etc. The state support mechanism effectiveness can be intensified by using the organizational and economic tools substantiated by the authors.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

In economy of a number of foreign countries alternatively privatizations of objects, the publicprivate partnership (PPP) concept is widely applied. Interaction of the state and business is characteristic feature of modern mixed economy. The specified partnership is realized with use of diverse models and can accept various forms. The task consists in choosing such form (a legal ground of realization of concrete model) at which PPP will be the most rational and effective. The leasing possessing financial, investment, organizational and operational, service, practical and other advantages, represents one of the most acceptable PPP forms, for realization in modern conditions of domestic economy. The specified advantages of the parties of the contract of leasing and its fundamental difference from the rent, being that when leasing the private sector, entering partnership with the state, not only applies administrative skills, but also invests the capital, are preconditions for its widespread introduction. At the same time, as a whole positive dynamics of development of the market of leasing in the Russian Federation has no steady character. The situation can be broken if return of invested funds is guaranteed to the investor (including foreign) and it will have an opportunity to profit. As the option of a solution is offered to apply non-standard approaches at implementation of leasing operations, in particular - with scoring use. It is necessary to emphasize that application of scoring most effectively when the leasing market is on lifting and demanded there is an efficiency of an assessment of the project and a standart of procedures, and the speed of service of the participants of the leasing contract plays one of leading roles. This advantage, becomes a shortcoming at the current situation in the market when more weighed assessment of risks is required, and for this reason skoring models demand continuous completion and updating with frequency of times in one and a half-two years. Leasing application as the PPP forms, not only the professional experience, effective management, flexibility and efficiency in decision-making will provide, ability to innovation, but also will provide serious investment activity. It in turn will allow to introduce new equipment and more effective technologies, to create the new enterprises, on a labor market to increase demand for highly skilled workers.

The state program “Development of aquaculture (commercial fish farming) in the Russian Federation for 2015-2020” (hereinafter referred to as the State Program) determines the main directions for the development of the fisheries complex and its financial support. However, the current program does not sufficiently elaborate the forms of state support for this sphere of agricultural production, which would contribute to the accelerated development of the industry. It should also be noted that the existing potential of aquaculture in Russia is not fully utilized. The Institute of Economics of the Irkutsk State Agrarian University named after A.A. Ezhevsky, in collaboration with the Ministry of Agriculture of the Irkutsk Region, assessed the fulfillment of tasks of the State Program, identified factors hindering the development of aquaculture in Russia and its regions, and developed recommendations for improving the forms of state support for economic entities in the industry.

Subject/theme. SWOT analysis of the financial security of modern Russia is carried out herein to identify the prospects for the improvement of the financial security at the macrolevel.Purpose/objectives. The purpose of the article is to analyze the financial security of the state through the example of Russia. To achieve the purpose hereof, it is required to solve the following tasks:To provide the SWOT analysis matrix of the financial security of the Russian Federation.To determine the influence of the strengths on the opportunities and threats to the financial security of the Russian Federation.To determine the influence of the weaknesses on the opportunities and threats to the financial security of the Russian Federation.To quantify the elements of SWOT analysis.To identify the current threats to the financial security of the Russian Federation.To propose the measures to reduce the threats and to improve the level of financial security of the Russian Federation.Methods. The most common and high-quality strategic planning instrument – the SWOT analysis method – is used herein.Results.The imposition of anti-Russian sanctions made it possible to identify the problematic areas of the state, which are a threat to the financial security of the Russian Federation.The following can be identified as the current threats to the financial security of the Russian Federation: the outflow of domestic capital abroad and offshore; the quantitative restriction of money supply when issuing rubles for the growth of foreign exchange reserves; a high level of external public debt; high tax burden on business; weak investment activity and a slowdown in the rate of foreign investment; the instability of the banking system.Despite the considerable pressure from foreign countries, the Russian Federation is taking measures to neutralize the external threats to national security, reducing the possibility of external influence on its international position.Conclusion/relevance.SWOT analysis of the financial security of the state shows that the strengths prevail in the Russian Federation, but there are many weaknesses and external threats. In the aggregate, the field of strengths and opportunities prevails over the field of weaknesses and threats. Consequently, the Russian Federation has the prospects for development, but for further development the strength should be used to neutralize the threats.

In the Strategy of scientific and technological development of the Russian Federation, the main goal is to ensure the competitiveness and independence of the state by forming an effective system of the most complete application and development of the intellectual potential of the state. The main directions in the work of the Government of the Russian Federation, for the period up to 2024, is the formation of conditions for the entry of the Russian Federation into the top five leading countries in the field of R D, represented by the priorities of scientific and technological development of the state, determined by this Strategy.These areas are represented by the Program, which is the main mechanism for implementing the Strategy. It is aimed at increasing the socio-economic effect of applying the results of scientific research and intellectual activity, significantly increasing the efficiency of using budget funds and extra-budgetary sources to finance R D, by switching to the qualified customer model. The Strategy also provides for measures to develop the level of capitalization of the educational potential of the population to fulfill the tasks of technical modernization of industrial production, development of entrepreneurial structures of all types, attracting talents, social mobility, ensuring the required rates of economic growth, as well as the quality of life of society

Investing in agro-industrial enterprises ensures the competitiveness of agro-industrial formations through the use of innovations to improve their positions in both domestic and foreign markets; achieving economic and food security; improving the social infrastructure of the village translator. Investment activity is a determining factor in the effectiveness of the formation and use of investment potential of agricultural enterprises. The analysis of statistical data on the volume of investments in agricultural enterprises of Lviv region at the expense of district budgets in 2019–2020 indicates an increase in investment resources invested in Horodok, Zolochiv and Stryj districts. However, the total approved amount of investments in the region in 2020 (1913.0 thousand UAH) decreased by 2.3 times compared to the funded volume in 2019 (4394.9 thousand UAH), which indicates the unstable rate of investment activity of investments in agro-industrial enterprises in terms of districts of Lviv region. During 2016–2020, there is a positive trend to increase the share of investments in the agro-industrial complex of Lviv region from the budgets of all levels, which, given the leading role of the national agricultural sector, is quite natural. This figure will reach its maximum value in 2020, which is 15.3 more than in 2016, at the expense of the state budget and 1.6 times more – at the expense of the regional budget. During 2019 (52 enterprises) 2.5 times compared to 2016 (22 enterprises) increased the number of agricultural enterprises in Lviv region, which used the program of interest compensation on loans in the amount of 68.4 million UAH. at the expense of the regional budget, which is 3.1 times more than in 2016 (UAH 22.0 million). The program of compensation of interest on loans from the state budget in 2019 was used by 41 enterprises of the agro-industrial complex of Lviv region, which is 3.2 shirts more than in 2016. However, funding decreased from UAH 334.1 million. in 2016 to UAH 173.8 million. in 2019. In 2019, UAH 11.5 million was financed for the implementation of business plans at the expense of soft loans of Lviv region. at the expense of the state budget and UAH 6.8 million. at the expense of the local budget. This allowed 34 businesses to purchase 14 units of agricultural machinery, plant 18.7 hectares of orchards and berries, purchase 24 heads of breeding animals, 21 formations to modernize technological processes and create an additional 30 jobs. Investments are an important guarantee of effective economic development of any enterprise, region, country. At the present stage, the main task is to take all possible measures to create an attractive investment climate and intensify investment processes at both the regional and national levels.

The article examines the results of the impact of the COVID-19 pandemic on the global economy and the economy of the Russian Federation at the end of 2020. The quarantine measures introduced by the countries continue to negatively affect the economic situation in the world and the economies of individual countries. There is an acute shortage of seasonal workers in the agricultural sector of the countries of the world. The introduction of restrictions on the export of goods reduced the volume of imports. In Russia, the growth rate of imports from non-CIS countries has decreased. In January 2021, compared to January 2020, imports for food products and raw materials for their production decreased by 4.2%, and for vegetables – by 11.5%. According to the Federal Customs Service, the export of vegetables increased 3 times in terms of physical volumes and only 11% in terms of value. The growth in the physical volumes of export of products of the agro-industrial complex of the Russian Federation did not lead to a corresponding increase in revenue. The prices for vegetables imported into the country were 2.5-3.4 times higher than the prices for exported ones. Despite some difficulties, losses in this area due to the pandemic were minimal. The gross harvest of vegetables in the country as a whole amounted to 13.8 million tons, which is 1.7% below the level of 2019. At the same time, the gross harvest of vegetables in open ground decreased by 3.1%, vegetables in protected ground increased by 6.6%. Difficulties encountered in implementation. During the crisis period due to the COVID-19 pandemic, the demand for vegetables fell by 30%. Consumers, in an effort to improve their immunity, began to buy more environmentally friendly and healthy products, including vegetables. The demand for organic products has grown by 15-20%. To accelerate the economic recovery, it was necessary to take additional measures on the part of states to support producers and consumers, restore purchasing power and help businesses, expand access to credit resources, stimulate investment activity, and reduce the tax burden on businesses and the population. In Russia, financial support for the main measures of state policy in the field of the agro-industrial complex is carried out within the framework of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food.

With the aim of developing the national economy in the Russian Federation, economic regionalization has been widely used, which contributes to increasing the economic efficiency of regulating the productive forces in the country. The aim of the study is to assess the place and role of the Central Black Earth region in the economy of the agro-industrial complex of Russia. The research methodology is based on economic-statistical and correlation-regression analyzes. The scientific novelty of the research consists in identifying the patterns of development of the Central Black Earth region as an agrarian region. The practical significance of the study lies in the fact that taking into account the revealed patterns when developing strategies for the development of individual sectors of the agro-industrial complex will allow us to overcome the identified negative trend of reducing the production of certain types of agricultural products. The Central Black Earth region occupies a special place among 12 economic regions of Russia. It occupies no more than 1.0% of the total land area of the country, but ensures the production of 16.3% of agricultural products manufactured in the Russian Federation. The share of agricultural production in the gross regional product of the Central Black Earth region in 2019 remained 27.9%, which makes it possible to consider the Black Earth region as a region with a predominance of agaric production. An analysis of the indices of agricultural production in Russia and in the Central Black Earth region showed that the average growth index of agricultural production in 2011-2018 in the Central Black Earth region amounted to 116.1%, however, the dynamics of changes in these indices reflects a negative trend of deceleration, which can be described by a linear equation of the form y = -3.4867x + 131.8. Among the subjects of the Central Black Earth region, the maximum growth in the volume of agricultural production for 2005-2019. observed in the Belgorod region - 8.3 times, and the minimum in the Lipetsk region - 6.8 times
