The Malabo Declaration and agenda 2063: making climate smart agriculture real with conservation agriculture in Africa.

Abstract The African Union (AU) has provided the vision and even a hint of the future through Agenda 2063: The Africa We Want, to be achieved, in part, through accelerated agricultural growth and transformation, leading to shared prosperity and improved livelihoods. The promulgation is contained in the Malabo Declaration of the AU Summit held in Malabo, Equatorial Guinea, in June 2014. Attaining the ambitious commitments of ending hunger, doubling productivity, halving post-harvest losses and poverty, enhancing resilience in livelihoods and production systems to climate variability and other shocks, and reducing child stunting to 10% and numbers of underweight children to 5% by 2025 requires a definition of the strategies and the operative paradigms. The Declaration also calls for African agriculture to become climate smart. This chapter presents the strategic positioning of Conservation Agriculture (CA) in making climate smart agriculture (CSA) real in Africa and harnessing partnerships, informed by science and analyses of lessons from past interventions. We conclude that investing US$50 per household, in a capacity development programme in CA for 25 million households, has the potential to increase land productivity, produce food surpluses and transform livelihoods, thus attaining the Malabo Declaration targets. The investment in and adoption of CA-based CSA to that magnitude will not only move Africa's agriculture to a new level, where a significant proportion of agricultural land is managed with CA systems, but also supply competitively priced raw materials for transformative industrial and economic growth in Africa.

Abstract This chapter provides a justification for mainstreaming Conservation Agriculture (CA) in Africa. It describes the rationale for total transformation of agriculture that is needed in the future. Mainstreaming CA requires not only nation-wide adoption of the new paradigm of agriculture but also the necessary policy and institutional alignment to ensure that CA maintains its quality and full range of benefits to the farmers and to society. CA is a core component of climate smart agriculture and has been endorsed by the Malabo Declaration and Agenda 2063 for agricultural development. Thus, it is essential that everything possible is done by all stakeholders to support the implementation of Agenda 2063 with CA at its core. The chapter elaborates five major areas of change that are necessary to create the appropriate conditions for mainstreaming CA in Africa.

In Ukraine 57.5 % of agricultural land is subjected to erosion with 10–24 million tons of humus, 0.3–0.96 million tons of nitrogen, 0.7–0.9 million tons of phosphorus and 6–12 million tons of potassium lost annually. Degradation processes are also common on chernozems, which cover about 60 % of the Ukrainian territory. The aim of the research is to defi ne the most eff ective soil conservation practices and legislative decisions aimed to conservation/recovering the Ukrainian chernozem fertility. The experimental data of the agrochemical certifi cation of Ukrainian lands, data from scientifi c papers, stock and instructional materials as well as our own fi eld and laboratory studies were used. It has been established that the long-term use of deep subsurface tillage on typical chernozem increases, compared with plowing, the content of 10–0.25 mm of air-dry and water-resistant aggregates, the bulk density, soil water storages, water infi ltration rates, the content of mobile phosphorus and exchangeable potassium, pHH2O, CaCO3 stocks, the contents of humic and fulvic acids, molecular weights of humic acids – by 5.5 and 3.06 %; 0.05 g/cm3; 25.5 mm; 22.6 mm/h; 0.1 and 3 mg/100 g of soil; 0.03 pHH2O; 18 t/ha, 0.02 and 0.04 %, 91195 kDa, respectively. Fertilizers may contribute to the crop yields increase from by 60% in the Polissya, by 40 % – in the Forest Steppe, by 15 % – in the Wet Steppe, by 10 % – in the Dry Steppe and by 40 % – in the Irrigated Steppe areas. In soil-conservation rotations, the crop placement and alternation are advisable to combine with strips or hills sowing, taking into account the local relief features; soil alkalinization, applying anti-erosion structures. Ukrainian agriculture will receive additional 10–12 million tons of forage units or 20–22 % from all fodder in a fi eld agriculture under increasing 8–10 % of arable lands for intercrops. It is advisable to mulch the eroded chernozems of Ukraine depending on their texture composition: 1.3 t/ha of mulch for sandy and loamy soils, 1.9 t/ha – for sandy and 1.1 t/ha – for loamy soils. The implementation of soil conservation agriculture can minimize some soil degradation processes and improve eff ective soil properties required to realize the biological potential of cultivated plants. In this article approaches to search for reserves of decrease in cost of agricultural production are considered. The methods of cost calculation of dairy cattle breeding products used at the studied enter-prise are analysed, short characteristic of the standard method offered by the Ministry of Agriculture is given, and calculations of alternative options are also carried out. Today creation of accounting of a production unit is very important so that not only weight units must be considered in it, but also the quali-tative structure of products must be reflected. Definition of qualitative characteristics and technological properties by production of milk which depend on use purposes can be an example. The raw materials consumption on a unit of production and its quality and also firmness of storage depends on technologi-cal properties of milk. At calculation of prime cost taking into account qualitative characteristics for cal-culation milk in terms of basic fat content undertakes. The method of calculation of prime cost consider-ing qualitative characteristics is the most expedient as prime cost of 1 c of milk unlike the operating tech-nique is lower. In the article analytical methods of reserves calculation for decrease in prime cost taking into account various factors are proved. The revealed reserves will allow an enterprise to expand its in-vestment opportunities in the future, they will give an additional incentive of modernization of the worn-out machinery and equipment in branches of agriculture.

The article is devoted doctrinal issues of environmental and economic effectiveness of use land in conditions of infringement of institutional transformations. The modern approaches to the definition of content of ecological and economic effectiveness of land use are analyzed. It is established that the overwhelming majority of domestic researchers interpret this notion regarding the use of agricultural land or farm land. It is proved that such an approach is justified, taking into account the structure of the land fund of Ukraine. However, this reduces other goals of the land user and functions of the land. It is proposed to investigate the category of ecological and economic effectiveness of land use in accordance with the provisions of the ecological economics, social welfare theory, and concept of total economic value. Based on the classification of land functions, the criteria of selection material content and social form of ecological and economic effectiveness of land use are determined.

Classifying CPs within the overly vague, uninformative category “suprasellar” prevents gaining any true insight regarding the risks associated with the surgical procedure employed. Routine MRI obtained with conventional T1- and T2-weighted sequences along the midsagittal and coronal trans-infundibular planes allow an accurate and reliable preoperative definition of CP topography. CPs developing primarily within the infundibulum and/or tuberal region of the hypothalamus, as well as those wholly located within the 3V, should be distinguished preoperatively from those lesions originally expanding beneath the 3V floor (3VF), the true suprasellar tumors. Among adult patients, about 40% of CPs correspond to infundibulo-tuberal tumors expanding primarily within the 3VF, above an intact pituitary gland and stalk. This subgroup of CPs shows strong adherences to the surrounding hypothalamus, as they are embedded within a wide band of reactive gliotic tissue, usually infiltrated by microscopic finger-like solid cords of tumor tissue. In elderly patients, a significant proportion of CPs correspond to papillary tumors developing above an intact 3VF, usually showing small pedicle-like or sessile-like attachments to the infundibulum. With the current diagnostic MRI workup routinely employed for CPs, it is possible, for the majority of lesions, to preoperatively differentiate these topographical variants and predict the type of CP-hypothalamus relationship that will be found during surgery.

Water erosion is a phenomenon that significantly damages agricultural land. The current land fragmentation in Slovakia and the complete ambiguity of who owns it leads to a lack of responsibility to care for the land in its current condition, which could affect its sustainability in the future. The reason so much soil has eroded is obvious when looking at current land management, with large fields, a lack of windbreaks between them, and no barriers to prevent soil runoff. Land consolidation might be the solution. This paper seeks to evaluate redistributed land and, based on modeling by the Universal Soil Loss Equation (USLE) method, to assess the degree of soil erosion risk. Ownership data provided information on how many owners and what amount of area to consider, while taking into account new conditions regarding water erosion. The results indicate that 2488 plots of 1607 owners which represent 12% of the model area are still endangered by water erosion, even after the completion of the land consolidation project. The results also presented a way of evaluating the territory and aims to trigger a discussion regarding an unambiguous definition of responsibility in the relationship between owner and user.

"The recovery of agriculture waste is one of the challenges of 2030 Agenda. Food and Agriculture Organization states that 30 % of the world’s agricultural land is used to produce food that is later lost or wasted, and the global carbon footprint corresponds to 7% of total greenhouse gases emissions. Alternatively, natural fibers contained in food and agricultural waste could be a valuable feedstock to reinforce composite biopolymers contributing to increase mechanical properties. In addition, the use of biopolymers matrix could contribute significantly to reduce the environmental footprint of the biobased compounds. Based on these premises, a regional project in Emilia-Romagna, aims to enhance agricultural waste to produce food packaging materials which in turn would contribute to the reduction of green raw materials used. This article reviews the state of art of composite biopolymers added with fillers extracted by food and agricultural waste, analyzing the literature published on scientific databases such as Scopus. The characteristics, advantages and drawbacks of each innovative sustainable material will be studied, trying to compare their various properties. The results of the work could guide companies in the choice of eco-sustainable packaging and lay the foundations for the development of the mentioned regional project."

The article considers the problem of international supply chains in machinery-building. The meanings of appropriate terms are specified (outsourcing, international production sharing, vertical specialization). It is clarified (following D. Hummels et al.) the definition of vertical specialization as a structure of supply chain when a country is using imported inputs to produce goods for exports. It is emphasized that countries exporting raw materials usually show high share of vertical specialization-based trade in their exports but not in imports. Developed industrial countries (excluding Japan) usually show high content of vertical specialization-based trade in both exports and imports. Statistical analysis of the intra-industry labor division in the office, accounting and computing machinery of Asia and Pacific is made. In China and Japan most inputs consumed by office, accounting and computing machinery are of domestic origin. The larger share of intermediate production of the office, accounting and computing machinery, consumed by the same branch, in China is of domestic origin, too. It means that a queue of successive components of supply chains is placed on the territory of China. At the same time, what concerns the territory of Korea assembling industries are prevailing. In USA and Japan the branch is using as inputs mostly intermediate production of domestic origin. Still, a larger fraction of the intermediate production of the computer industry itself is imported. In the four from five countries reviewed (USA, Japan, Republic of Korea, Thailand) the imported intermediate production for computer industry used by the respective industry as inputs is larger than the domestic production. This proves high degree of internationalization of this industry in Asia and Pacific.

The analysis of the current state of processing of secondary raw materials of wine-making in Ukraine is given. It is proved that the latter is a rich source of biologically active compounds, including phenolic ones, which makes it possible to use it for the production of a wide range of products (raccoon, polyphenol extracts, tartaric acid, beverages, fertilizers, grape oil, cake, vitamin D, animal feed, food powder, abrasives) with high consumer value for various industries: food, pharmaceutical, perfume and cosmetics, chemical, feed, etc. In the light of modern research, the role of phenolic compounds as essential nutrition factors that cannot remain out of the field of view of physiologists, pharmacologists, and food hygiene specialists is shown. However, currently in Ukraine there are no specialized enterprises for complex processing of secondary raw materials of winemaking; traditional technologies are not effective from a technological, economic and environmental point of view, which indicates not rational use of resources and loss of material resources; there are no systematic studies on physical and chemical, microbiological, Toxicological composition in order to determine the optimal direction of its use. A limiting factor is also the lack of comparative analysis of innovative domestic and foreign technologies for processing secondary raw materials of winemaking. In the vast majority of cases, in particular, combs and pomace are taken out of control to agricultural land without special treatment, which leads to acid soil erosion and pollution of the environment with metabolites of micromycetes, increasing one of the global problems of mankind-environmental. At the present stage of technological development, there are a number of innovative developments in the field of processing secondary raw materials, in particular grape pomace, in order to obtain biologically active additives, the limiting factor for the introduction of which is the lack of domestic and expensive imported equipment. A promising way to solve the existing problems is to create a mechanism that will unite the interests of wineries (producers of secondary raw materials of winemaking), processing enterprises (producers of products from secondary raw materials of winemaking), scientists and potential consumers of innovative products. Consolidation of the above-mentioned institutions and enterprises is possible by creating clusters for the development and implementation of innovative technologies and equipment

Introduction. The purpose of this article is to define methodological grounds of assessment of agricultural land using efficiency. The article is devoted to definition of the indicators system of land using efficiency. Methods of research. The solution of the tasks in the article is carried out with the help of such scientific and special research methods as: analysis and synthesis, systematization and generalization, the dialectical approach. Results. The structural balance between cost of land and production resources has been investigated, which leads to the need of many alternatives for the purpose and use of the respective territories on the basis of the modern system of land using efficiency assessment when determining the benefits of land resources using for agricultural production. Originality. It has been proved that to create and enforce a uniform indicators system of land using efficiency is necessary to determine all the factors that affect land use, to reflect the degree and type of each factor influence using the indicators of efficiency of the land use. Indicators of economic efficiency of land using and the intensity of land use are systemized. Practical importance. The methodical approach of agricultural lands using evaluation in the following areas has been justifed in the article: completeness of land use, rational land use, the level of land use intensity, efficient land use. The methodical approach has been presented to the calculation of potential losses from specific land uses in specific circumstances. It is proposed to assess the land using efficiency on the basis of indicators calculations of environmental and economic damage.
