The Malaysian construction industry has lags behind other industries in terms of performance that had drawn the attention to implement innovative construction method like Industrial Building System (IBS). However, the implementation of IBS in Malaysia remains low although the Government had commenced various efforts. The architects have been perceived as the prime mover for construction innovations by integrating their roles as designer, manager, and professional advisor with their strength in design. Therefore, this paper is designed to assess readiness for IBS implementation among organizational members of architectural firms by examining the influence of demographic backgrounds. The study distributes questionnaires to randomly selected respondents who represent firms that are located in highly developed states in Malaysia. Various analysis techniques have been used namely Cronbach’s Alpha coefficients, frequency, mean, standard deviation, one-way ANOVA, and independent samples t-test towards achieving the research objective. The findings disclose that working experience in tender and construction stage (more than 18 years) indicate high likelihood of readiness to implement IBS. This research also reveals that demographic variables (job designation, working experience in design stage, and working experience in tender and construction stage) has significant impacts on the decision maker category, whereas decision maker is the most influential aspect for organizational readiness to implement IBS.

Industrialized Building System (IBS) is one of the initiatives underpinning the green construction zeitgeist. A myriad of advantages can be associated with adopting IBS in construction, including inter alia, improved construction quality and productivity, minimisation of construction waste, optimisation of construction materials on-site, enhanced environmental sustainability, and many others. In spite of these advantageous propositions, there is exist a gap in the exposure towards IBS construction methods, particularly in the city of Kuching, Sarawak, as compared to more familiar conventional methods. Thus, the purpose of this study is to identify the issues and challenges experienced by contractors in their IBS endeavour as well as to propose a framework of solution. Moreover, this study investigated the impact of IBS adoption by G7 contractors registered with the Construction Industry Development Board (CIDB) of Sarawak. Data of this study was collected via questionnaires distributed to the G7 contractors and subsequently analysed using descriptive and mean analysis. Results obtained from the study suggested that IBS construction method enhances the efficiency of construction for speedier completions, which recorded the highest ranking. Conversely, lowering the costs of construction through optimisation of materials registered the lowest ranking, suggesting that contractors do not necessarily perceive IBS as having a cost-saving ability. This study showed that IBS helps to improve the efficiency of the construction process. However, respondents were still uncertain that adopting IBS can reduce costs. This corresponds to the finding in which the most significant challenge perceived by the contractors was related to cost. This suggested a lack of integration between the different stakeholders, especially during the design stage, often resulting in the need for redesign works that required additional costs when IBS is to be adopted. In this regard, it was not a surprise to find that “promotions” obtained the top ranking as a solution in overcoming the IBS challenges. Hence, support from both the government and the private sector needs to be garnered and diligently promoted, so that the adoption of IBS in the Sarawak construction industry can be properly enhanced.

To further enhance the efficiency, capacity and capability of the Malaysian construction industry, the government has been aggressively championing the use of Industrialised Building System (IBS). However, several studies have pointed out that the trade contractors are very concern with the increasing use of IBS in the country because it will reduce their business opportunities.  Therefore, the research is dedicated to address issues faced by the trade contractors with the adoption of IBS. The objectives of this paper are to uncover the impact of IBS to the trade contractors and to suggest solutions to address issues faced by the trade contractors with the implementation of IBS. A fundamental of the methodology is to adopt multiple case studies approach. These projects adopted both conventional and IBS construction method. A number of 8 projects were selected. Interview sessions are conducted with trade and main contractors. Collected data is then modelled by using the combination of fuzzy theory set and simple multi-attribute rating technique. Main contractors’ input on several success factors that lead to the penetration of trade contractors in IBS is evaluated. Some degree of involvement of trade contractors in IBS projects is recommended. It is significant for the trade contractors to obtain skills for IBS approach besides their existing crafts. Furthermore, the trade contractors are suggested to register themselves as IBS components installer as this does not involve high investment capital or they can join the other companies to increase their technical and financial capacity. These findings will inform on numerous policy initiatives to manage the business sustainability of the domestic trade contractors, to improve construction methods, then to modernise and upgrade the construction industry within the country.

In Malaysian construction industry, Industrialised Building System (IBS) has been introduced to replace the traditional construction method. While the government has been making significant efforts to encourage the IBS adoption, the uptake of IBS in Malaysia construction projects remains low. This study seeks to identify the barriers to the uptake of IBS and to propose the strategies to enhance the implementation IBS in Malaysian housing construction process from the perspectives of consultants. Interviews were conducted with five selected experienced individuals who were working with consultants (civil and structure engineer and quantity surveyor). The results revealed that, lack of knowledge and insufficient skilled workers are the main factors that impede the IBS uptake in Malaysia. Meanwhile, the most strategy proposed by the interviewees is to increase the facilities and incentives in order to expand research and development in IBS.

Malaysia is making an aggressive effort of transformation to become a fully developed country.  As one of the pillars for transformation, the construction industry has been undergoing a major reform with regard to the traditional method of construction. In recent years, the Industrialised Building System (IBS) has been promoted extensively with the government taking a lead with the practice.  Studies showed that IBS has been able to expedite construction process, improve the time taken to accomplish a project, improve building quality, able to control cost and human resources, which in overall, raise occupational health and safety standard of construction.  Despite, as most IBS projects were carried out under the traditional procurement method, the full benefits of IBS are somehow obscured. Several issues such as work delay, lack of communication and integration, lack of knowledge and an increase in cost, which are synonymous to the traditional procurement method appear to outweigh the benefit of IBS. Hence, this research aims to suggest an alternative to the traditional procurement method with regard to IBS project implementation. The focus of this research has been on the challenges and innovative procurement methods most suited for IBS project. Two objectives were outlined: (1) to identify issues faced by the client on current procurement method in IBS project; and (2) to identify the client’s perspective on innovative procurement method most suited for IBS project. Data for this research was collected through semi-structured interviews with five respondents from five major developers having experience in IBS project implementation. The results from the thematic analysis revealed that apart from the common issues which ascend from the sequential nature of the traditional procurement method, design integration issue was opined to aggravate the situation. Unanimously, respondents agreed that partnering is the way forward for IBS project implementation in the Malaysian construction industry. This research contributes by providing important pointers for the local construction industry to move forward with IBS project implementation.

IBS has been theoretically and practically proven to improve the construction delivery apart from reducing the lead of time and cost throughout its supply chain. Under the Malaysian Construction Industry Transformation Programme (CITP) 2016-2020, it is stated that the government is accelerating the adoption of IBS through mechanisation and modern practices. Despite the government’s initiative, there have been relatively small amounts of materials published discussing the patterns in IBS publications in Malaysia and what the future holds for IBS. This paper explores a thematic review of the literature regarding new definitions and patterns that juxtaposes IBS in the construction industry in Malaysia from 2015 till 2019 by using the thematic review. The findings from the code-to-document analysis using ATLAS.ti 8 found that the patterns and trends on IBS from the year 2015 to 2019. This paper contributes to analysing the patterns and trends of IBS by identifying the thematic code within IBS publications for recommendations of future studies on IBS in Malaysia.

This research paper intends to investigate the issues of payment procurement process for Industrialised Building System (IBS) Project. There are many differences of payment procurement process between conventional and IBS project. The IBS project requires upfront payment as compared with conventional project. Up to this moment, there is no single solution to this issue. Very often, the IBS contractor faces financial difficulty leading to the bankruptcy and delaying in the project completion. Thus, a preliminary study was undertaken with 21 samples of respondents that have a variety of background occupational. The findings from the study revealed that the issue of payment for IBS contractors comprises of five (5) main factors which are high initial cost, difficulty in securing timely and adequate financing, lack of integration at design stage, difficulty to get loans from financial institution and increment of material prices. Findings from this study may help the decision makers including the government or Construction Industry Development Board (CIDB) to formulate a new procurement process especially for the IBS contractor. The findings will be used for the financial model framework for the IBS contractor in the future.

The present study made an attempt to know the significant relationship between the respondents’ demographic variables and their attitude regarding supply chain management supply chain frame work in Construction Industry. 100 samples were selected randomly from Chennai, TamilNadu. Based on the objectives certain hypotheses were formulated. Statistical tools such as one-way analysis of variance (ANOVA) and Correlation method was used to analyse the data. Questionnaire and interview method was used to collect the necessary data.  Result proved that there is a significant relationship between demographic graphic variables and attitude regarding Supply chain management. Type of firm and qualification is highly significant. It is inferred that above 10 years’ experience group obtained higher mean value. So this group have favorable attitude regarding SCM.

The presented study aims to examine the current state and development prospects of self-regulation in the Russian construction industry.Aim. The study aims to conduct a comprehensive analysis of the current state and development prospects of self-regulation as an institution of public administration, identify the problems of self-regulation in the construction industry, and formulate proposals on solving the identified problems.Tasks. The authors complete the following tasks to achieve the set aim: examine the regulatory framework of the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying; analyze the current state and positive trends of self-regulation in the field of construction; identify problems in the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying — and development prospects of the examined alternative to government regulation.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and legal sciences. The information base includes regulatory and legal acts of the Russian Federation on self-regulation in the construction industry, data from the State Register of Self-Regulatory Organizations, and statistics in the field of construction.Results. At the current stage of development of self-regulation in the construction industry, the most efficient mechanism for this institution involves guaranteed compensation for damage caused due to shortcomings in the works and services during construction, renovation, capital repairs of construction objects, engineering surveying, design. The victims should be compensated not out of insurance payments under civil insurance contracts, but rather out of the compensation funds of self-regulatory organizations.Conclusion. This study makes it possible to assess the institution of self-regulation in the construction industry — construction, design, and engineering surveying — as an efficient institution for proper protection of the interests of consumers of construction works and services and those of the government.
