Activities in the context of social partnership in professional tourism education: relevance and content

The present article presents the complex issues associated with social-partnerships in the field of specialized tourism education. In particular, the conclusion which is based on the analysis of educational programs of different levels and the opinions of experts and specialists in the field of tourism, showed the insufficient level of development of social partnership, which is reflected in the existing problems in specialized tourism education: lack of practical orientation of education, the correspondence between the competence characteristics of graduates of educational institutions of tourism profile and the needs of the labour market, the mismatch between the quantitative indicators of the labour market needs and graduates of educational institutions in terms of levels of education. The study also identified the problem of incomplete educational continuity in some areas of tourism education, which definitely has a negative impact on opportunities for social and academic mobility of students. As a result of identified problems we developed the content of the various activities in the context of social partnership, which is regarded as one of the most promising approaches for solving the existing problems of specialist education. The proposed interpretation of the activities in the context of social partnership in professional tourism education will be conductive to the level of satisfaction of employers with the results of the educational activities of the institutions; balanced professional qualification recruitment in the tourism industry, as well as the achievement of the best indicators of the quality of education and competitiveness of Russian education in the field of tourism.

Language plays an imperative role in business as a means and a source of power. It is particularly important in the tourism industry when international customers may be unable to communicate directly with service providers in the receiving country, and this has a direct effect on the level of satisfaction that they enjoy during their experience. To address this issue, countries attempt to various degrees to manage their labour markets so as to produce a number of graduates from secondary and tertiary level educational institutions commensurate with the demand from the sector. However, this is quite a young industry at the global level, and it is not clear to what extent the number and quality of such graduates with international language ability will be required. This paper studies the comparative extent of such education at the tertiary level of individuals in both Thailand and Malaysia. It aims to compare the number and variety of people being trained in the tourism and hospitality industry and the extent to which languages are being taught. Results show that there is something of a disconnection between the languages provided and the languages that tourists desire in terms of their mother tongue. Those tourists who can speak English or Chinese may receive service support in those languages, while those who cannot may be disappointed.

The article substantiates the feasibility of an innovative educational environment forming as a form of public-private partnership for the tourism industry development in Ukraine on the principles of social partnership. Domestic and foreign experience of specialized higher educational institutions cooperation with the labor market in the tourism sphere is summarized. The main provisions regarding the concept of «social partnership» in education, including, in the professional training of future specialists in the tourism sphere, are formulated. The main problems in the strategic development of social partnership in tourism education in Ukraine and the ways to overcome them, taking into account the advanced world experience, are determined. It is proved that the state plays a decisive role in creating an effective system of social partnership in the tourism sphere and tourism education. This role will be to develop and implement a strategic concept for the social partnership development and support the specific programs of cooperation between its subjects. It is substantiated that one of the directions of development of social partnership at the level of higher educational institutions in the training of personnel for the tourism industry of Ukraine can be creation of an innovative educational environment integrated into the future professional sphere. The main provisions of theoretical developments and practical experience in the formation and functioning of the educational and production team as a necessary condition for effective cooperation between representatives of education and business in training personnel for the tourism industry are given. Essential conditions for the development of partnership programs with a professional environment are proposed, based on the experience of training specialists for the tourism industry on the basis of the Tourism and Hotel and Restaurant Business Department of Odessa National Economic University.

The paper analyzes the problems and prospects of the development of the system of advanced professional training in tourism. One of the problems of the tourism industry, which is closely related to the activities of specialized educational institutions, is the disparity between the nature of demand and supply in the labor market industry. The necessity of improving the system of vocational education and the transition to a practice-oriented teaching, the development of new educational programs for advanced professional training and the introduction of new teaching methods are substantiated. The main problems to be solved in the system of advanced professional training in tourism are revealed. It is noted that advanced professional training in tourism for teachers will establish a system of continuing education, enabling them to learn new technologies and skills needed to manage a successful teaching in the present conditions, and to enhance students’ employability and subsequent successful career in tourism.

The article is devoted to the content of legal instruments in terms of tourism business, namely the problem of amending the terms of the contract for tourism services. Attention has been drawn to the existence of the relationship between the activities of the tourism business and the existing legal framework, as well as the key provisions of the legal plane that regulates the rules, conditions, and level of responsibility in the provision of tourist services have been highlighted. The consequences of the negative impact on the activities of modern representatives of the tourism industry have been determined, and the need to revise the policy of providing tourist services in a pandemic caused by COVID-19 has been substantiated. Authors’ proposals for improving the legislative regulation of the tourism business in the context of the coronavirus have been provided, and a legal act that can positively influence the solution of existing problems has been proposed. The authors’ vision of the content of the package of measures that can positively influence not only the development of the tourism industry in general but primarily to help to identify those legal segments that need improvement in the future.

Educational institution as a provider of skilled manpower in the tourism industry is the focus of the research field of tourism. Education was instrumental in creating quality human resources. Education in the teaching process can be interpreted as a process of creating a quality resource. Today many emerging institutions or educational institutions have a similar goal, promoting competition in terms of absorption of students with the advanced system of teaching, facilities and quality teachers. Students as customers of the educational institution require the services here in the form of reciprocal teaching with payments to educational institutions. Students can stay in one educational institution if the service of educational institutions provides benefits to student functions.

<p>Wide open employment in the tourism industry leads to the urgent needs for ready to work manpower. In the tourism industry, the readiness of the workforce in addition to the operational skills of the work is the ability of foreign language that is widely used globally in the world, in this case is English. Tourism education institutions as tourism human resources factories not only must prepare operational skills, but also English skills which is important to avoid complaints from graduates’ saying that educational institutions do not provide sufficient English supplies. In order to provide sufficient English supplies, student’s English proficiency should be known at this time along with the reason, to know what can improve student’s spirit of learning, because English for Tourism Purposes (ETP) can not be measured only by tests such as TOEFL / TOEFL / IELTS. The main purpose of this study is to investigate the influence of non-mega sporting events on the perception of negative externalities of host residents. The detailed aim of the study was to examine whether the inhabitants of the city feel the negative effects of organizing sporting events (communication problems or inappropriate behavior of supporters) and do they believe that these events increase the level of crime in the city or, despite these inconveniences, they are satisfied with the organization of sporting events in their place of residence. The case study is the city of Poznan and two, well-known events in this agglomeration. The first one is the Poznan Half Marathon—medium scale mass event, the second one is Cavaliada—elite international equestrian event. The theoretical part of this article presents the meaning of sporting events organization for tourism industry and indicates the positive and negative effects this kind of tourism brings to host cities. The whole refers to the theoretical foundations of the term of “overtourism”. The second part of the manuscript presents empirical research results, between 774 active and passive participants, which was conducted by the method of diagnostic survey. The results of this research show that both athletes as well as fans of the Half Marathon said that the Poznan Half Marathon event causes bothersome communication problems in the city and some other social problems. The inhabitants only experience minor inconveniences that felt as a result of organizing sporting events in the city. The negative impact of Cavaliada was very low. For checking the differences between the two examined groups of respondents: Half Marathon fans and Cavaliada fans, Chi-square test and U Mann Whitney’s test was used. The participants feel bothersome communication problems that cause the Half Marathon and have an average level of dissatisfaction higher than the average level of dissatisfaction of Cavaliada participants. Moreover, the participants in the Half Marathon have an average level of satisfaction with the organization of sports events in Poznan significantly lower than the average level of satisfaction of Cavaliada participants. Therefore, an elite equestrian sporting event is less burdensome for its residents and gives them more satisfaction.

The essence of social media is growing rapidly in the tourism industry. More and more researchers are working on investigations in the areas of the impact of social media on many aspects of the tourism industry. Social media plays a significant role to develop strategy for tourism management. Therefore, this research based on the knowledge to support education in tourism management. The main objective of the paper is 1. To investigate the relationship between social media and tourism. 2. To examine the positive and negative impact of social media in tourism industry. Through a comprehensive literature review, this paper identifies information search and decision-making behaviors which is relevant to social media in tourism, and recommends the best use of social media for tourism.

The key tasks of higher education are to provide a study process of high quality to prepare professionals according to the market requirements and to create new knowledge and transfer it to the national economy to foster the development of society. Higher education institutions can fulfill these requirements only in cooperation with various other institutions. Nowadays, the further development of this cooperation requires viewing it in a broader sense "“ in the aspect of the partnership. The paper mainly examines social partnerships between local governments and higher educational institutions to contribute to tackling common problems and reconciling interests, which is a significant precondition for regional development. In Latvia, social partnership is at the early stage of development. The overall aim of the paper is to examine theoretical findings and, based on them, to identify the views and recommendations of local governments regarding balancing the performance of regional higher education institutions (HEI) and the needs of society. The first part of the paper reviews the theoretical aspects of social partnership and analyses the possibilities to use social partnerships in regions. The second part focuses on the present situation in the regions and describes best practices of social partnership and the development trends in social partnership in Latvia's regions.

Abstract The article deals with the problem of forming social partnership policy in vocational training of service sector specialists in Germany and Austria. The foreign and domestic pedagogical experience in establishing an effective system of social partnership in vocational education has been analyzed. The author has considered main factors of social partnership development in vocational education that influence the forming of normative and legal support; a multilevel structure of government management, powers of employers and trade unions, regional economic development authorities of local government (industrial, commercial, trade, agricultural units), professional orientation of future specialists vocational education institutions and enterprises where specialists are trained; continuous monitoring of labour market needs and dynamic response to its changes; mechanisms of multivariate and multilevel approach to vocational education funding. Based on the analysis of scientific and reference sources the author has concluded that the main feature of vocational education in Germany and Austria is the participation of social partners who make common decisions and bear responsibility for normative and legal support; a multilevel management structure; monitoring of labour market needs and dynamic response to its changes; an optimal combination of theoretical and practical vocational training of future specialists.
