The review of research on historical prerequisites for the establishment of the Institute of professional orientation in the Ministry of internal Affairs of Russia is presented. The historical experience of formation and development of the system of professional education of the Ministry of internal Affairs since its establishment is studied. The analysis of documents containing proposals for improving the professional selection and training of police personnel was carried out. Special attention is paid to the formation of the Institute of professional training in the Soviet era, when its evolution demonstrated a rapid character. The author comes to the conclusion that the development of the Institute of professional orientation in the Soviet period was hindered by a number of factors: ideological (vocational guidance was regarded as a bourgeois trend), financial (insufficient funding for professional training of police officers), pedagogical (insufficient qualifications of management and teaching staff), etc. Nevertheless, for a short period of Soviet power, it was possible to form a system of professional training of police officers, which made it possible in the mid-30s to increase the educational level of specialists accepted for service in the Ministry of internal Affairs. Military actions during the great Patriotic war had weakened the evolution of training, however, in the postwar years the state authorities have again turned to this issue, that has helped open up higher educational institutions of the USSR.

Introduction. The article examines the results of the study of the problem of professional training of police officers (militia) in the historical and pedagogical aspect.Materials and Methods. The study is based on an analysis of various sources: regulatory legal acts of different years, dissertation research, scientific articles, memoirs of leaders and officers of the police (militia), historical periodicals, monographs. The leading methods were: periodization method, comparative-historical method, logical-historical analysis of sources.Results. The analysis of historical sources made it possible to identify the reasons and conditions that had a qualitative impact on the formation and development of the system of departmental education of the police (militia): political, economic, social, cultural, operational and service. The interdependence of the conditions noted made it possible to determine four historical stages in the formation and development of professional education of the police (militia): the first stage (I quarter of the 18th - I half of the 19th centuries), the second stage (II half of the 19th – the beginning of the 20th centuries), the third stage (the beginning of the 20th – the beginning of the XXI centuries), the fourth stage (2011 – present). Each historical stage is determined by the socio-economic and political conditions for the development of the Ministry of Internal Affairs of Russia as a state law enforcement agency, characterized by certain professional requirements for the personality of a policeman (policeman), and the directions of development of departmental education of the Ministry of Internal Affairs of Russia.Discussion and Conclusions. Based on the historical analysis, it is concluded that the modern development of departmental education of the Ministry of Internal Affairs of Russia has retained the essence of the historical concept of law enforcement training and education.Scientific novelty. The paper presents the results of the historical and pedagogical analysis of the development of the system of departmental law enforcement education, identifies the stages of development of this system, taking into account the requirements put forward for the professional and personal qualities of a police officer in different historical eras; features of vocational training, including in the system of additional vocational education; educational and target tasks implemented in the process of teaching and upbringing. The proposed description of the stages allows us to correlate the historical aspects of the formation of professional training of police officers with the modern goals and objectives of vocational education; the requirements put forward for the professional and personal qualities of the employees of the Ministry of Internal Affairs of Russia, as well as determine the further prospects for the development of this system.Practical significance. The results of the study can be used in the professional training of future bachelors, specialists of the Ministry of Internal Affairs of Russia, in teaching educational disciplines of a pedagogical and legal profile, in the development of methodological materials for advanced training and retraining courses for police personnel, in carrying out activities in extracurricular activities (scientific circles).

The article analyzes and generalizes the experience of the Department of the First MSMU I.M. Sechenov in the professional training of physicians in the specialty «Organization of public health service and public health». Educational and methodological materials, planning and report documents of the department over 2016-2017 were used in the work. The main directions of the activities in training of specialists at the department were career guidance of trainees, assistance to students in self-determination, professional education and quality holding of academic classes, maintenance of contacts with graduates of the residency, master and PhD programs. The complex approach to the work of the teaching staff of the Department of Public Health and Public Health Service named after N. A.Semashko creates conditions for professional training of prospective public health managers.

The attitude of a person to work, the activity of his work, creative approach to it depends on the right choice of profession, in general, and specialty in particular. In this regard, the correct training of pupils for future employment is of paramount importance in the education of schoolchildren. One of the foundations of labor education is vocational guidance of pupils. It is considered as a condition of all-round and harmonious development of the personality; the unity of teaching Biology and Ecology with the main directions of spiritual and moral development, education and socialization of pupils. Professional orientation involves purposeful activities to form pupils internal needs and readiness for conscious choice of profession and consists of several components: professional education; professional upbringing; professional advice; professional adaptation. Professional education equips pupils with knowledge about professions in the field of Biology and Ecology, conditions of their choice, educates them a positive attitude to work, forms professional preferences. Professional upbringing is the education of pupils professionally important qualities of personality: communication skills, professional duty and honor, responsibility, professional ethics and others. The teacher introduces pupils to the professions related to Biology and Ecology; studies and develops the interests, aptitudes and abilities of each pupil; includes career guidance topics in the design of the classroom; provides regular demonstration of videos reflecting the application of the achievements of biological science in production. Professional advice is designed to provide pupils with necessary assistance in professional self-determination. It involves informing pupils about biological and environmental professions. Professional adaptation is associated with the acquisition of necessary knowledge and practical skills for pupils future profession. There is a direct correlation between the level of subject knowledge and skills and the speed of adaptation of a person to professional training and work. Thus, labor education and professional orientation of pupils in the process of teaching Biology and Ecology is a holistic system consisting of interrelated and complementary components, united by a common goal and unity of management.

Problem and goal. Within the framework of the study, based on the data of the Workplace Learning Report study, specialists from the USA, Canada and other countries, the transformation of corporate training over the past decades was analyzed, the main problems and challenges of companies/enterprises in the process of additional professional training of employees and ways to solve them were identified. The main problems of corporate training at the present time, as in the past, include budget deficit and search for free intervals in the schedules of employees for educational sessions. And the solution was the growth of online training, the use of online platforms, which made it easier to find time in the sche- dule of employees for training, create opportunities for flexible editing of educational content, and for managers it was easier to evaluate additional professional training thanks to the control tools built into online platforms. Methodology. However, it turned out that not all age categories of employees are ready to expand online training: older age workers prefer traditional or mixed training, as opposed to young people. Results. The study found that the degree of digitalization correlates with the size of the company: the comparative effectiveness of digital tools for additional professional education increases with the scale of the system in which they are applied: a deployed digital educational platform requires very few resources to expand to new branches and employees, rather than classical educational formats that require personal participation of teaching staff. Conclusion. The main trends in the development of corporate training in the coming years are described.

This article discusses the main problems and issues of professional and psychological suitability in the system of the Ministry of Internal Affairs of the Republic of Tajikistan. The analysis of the existing scientific literature was carried out, and also the author's recommendations were formulated to improve the professional training and professional suitability of the employees of the Ministry of Internal Affairs. Along with the professional training of police officers, their psychological qualities also play a decisive role in ensuring efficiency in operational-search activities. The quality and effectiveness of the implementation of operational-search activities, then its level directly depends on the psychological characteristics of the operative and his professional training. It should be noted that scientifically grounded conclusions about the professional and psychological suitability of employees can only be achieved with the help of high-quality and correct psychological diagnostics, that is, using psychometric methods. The basis for the survey of professional and psychological suitability, the procedure, procedure, conditions and terms of the survey, cases of re-examination are determined by regulatory legal acts. Consequently, the research and scientifically grounded measures to determine professional suitability in the internal affairs bodies of the Republic of Tajikistan are relevant, and the scientifically grounded results obtained as a result of our research can be used to further improve the professional and psychological selection to the law enforcement agencies of the country.

The article deals with defining directions for improving the training of specialists for pre-trial investigation bodies of the National Police. Every year, more demanding demands are placed on law enforcement activities of state bodies, in particular the National Police, which in turn requires an increase in the amount of knowledge required by police officers. Increasing the intellectual level of criminals, using offenders more sophisticated methods and means of committing offenses, careful training, masking criminal acts require adequate response of law enforcement agencies, which in turn requires appropriate training of Interior Ministry employees. An analysis of the publications which initiated the solution of this problem showed that today there is a lack of thorough research on the directions of improving the training of specialists for the bodies of pre-trial investigation of the National Police, which determines the relevance of the investigated problems. At present, within the structure of higher education institutions of the Ministry of Internal Affairs of Ukraine, the specialization of training police officers is focused only on the process of training police officers of criminal police (Dnipropetrovsk State University of Internal Affairs - financial and economic security; Odessa State University of Internal Affairs - units of counteraction etc.). In turn, the process of training specialists for pre-trial investigation bodies does not have such an extensive system of training areas. As a result of the conducted research, it is concluded that there is an urgent need to improve the training of specialists for pre-trial investigation bodies of the National Police. The main directions for improving the training of specialists for the pre-trial investigation bodies of the National Police should be: 1) increasing the requirements for the quality of legal education and professional training of future employees of investigative units; 2) introduction of training of experts for pre-trial investigation bodies according to the profiles assigned by the Ministry of Internal Affairs of Ukraine; 3) introduction of an effective model of conducting binary classes with the involvement of experienced staff of pre-trial investigation bodies in the process of training specialists for such bodies.

Modern conditions for the modernization of higher education in Ukraine have led to the need to introduce innovative approaches to the implementation of the concept of future specialists training, taking into account European standards. Higher education is crucial for socio-economic and cultural development of society. The need for training of a competent police officer, who is capable of effective professional activity in a multinational environment, is a priority approach in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the training of future police officers is not only the formation of ethno-cultural competence, but also the space of interpersonal relationships in which a holistic culture of personality is formed. The competent paradigm of professional training of the future police officers, as a subject of personal and professional growth, which is capable of expanding and updating the subject areas of their professional activity, becomes of special significance in this context. In this article, we draw our attention to the peculiarities and possibilities of forming the personality of a future police officer by means of mobile resources. In particular, the classification of modern mobile devices for using in the education al processes defined. The importance of the aim of modern professional education – the formation of high level of intelligence of the future specialists, the development and consolidation of complex abilities to solve problems in conditions of constant changes and new requirements of the external environment are revealed. It has been established that the use of mobile resources contributes to increase of interest during classroom hours and the optimal organization of their independent non-auditing work, which will enable the training of specialists of a new type.

Background: The introduction of Federal state standards of higher education has caused the need to study the quality and condition of specialists postgraduate training in the field of health. In 20172019 at St. Petersburg state pediatric medical university a study aimed at examining the satisfaction of residents with educational training at the faculty of postgraduate and additional professional education was hold, the results of which allowed to identify the problem areas of training in order to further adjust the content and organizational aspects of the quality of training of highly qualified specialists in the field of health protection of citizens of Russia. Aims: The estimation of the quality of postgraduate training of specialists in the field of health care based on the pedagogical reflection of their satisfaction with the process of training during the residency. Methods: The study was conducted by means of a questionnaire consisting of a number of questions stated in the form of appeals aimed at obtaining information illustrating the content, organizational, operational and personal resources of postgraduate education of residents. The respondents were asked to rank their responses according to their satisfaction with the quality of education on the scale that ranged from excellent to very poor. The object of the study was 125 graduates completed their professional training at the stage of postgraduate education in residency at various clinical departments. The duration of the study, including the preparation of analytical materials, the organization, and conduct of the survey, the subsequent analysis of the data, totally amounted to two years. The analysis of the survey results allowed to identify the targets of possible correction of informative, organizational, operational and personal aspects of postgraduate training of doctors. Results: The participants of the study were 125 respondents-resident physicians who completed the educational trajectory in various areas of professional training on the basis of clinical departments of pediatric medical university. It should be noted that the distribution of participants in the questionnaire by graduate clinical departments was characterized as uneven, due to the peculiarities of the plan of admission to the residency, social order from the health care institutions of Russia, and finally, individual educational needs and needs of students. The average age of residents is 26 years. As a result of the study, it was possible to identify informative, organizational and personal problem areas of training of residents. In particular, there were problems in the content of professional education, in the level of pedagogical skills of the teaching staff of clinical departments, in the development of professional competencies of residents, in the content of test tasks in certain specialties. Due to the factor analysis of the results, a semantic space was built that reflects the analysis of the satisfaction of graduates of Spbsmu with the quality of training at the stage of residency. Conclusions: Based on the results of the study, it was possible to identify the targets of correctional work, involving the improvement of organizational, informative, technological and personal resources of the educational program of postgraduate training of residents.

The introduction actualizes the urgent need to reform the system of departmental education of the Ministry of internal Affairs of Russia, implemented both in structural and organizational tasks and in content. The purpose of this article is to substantiate professional training in educational organizations of the Ministry of internal Affairs of Russia from the position of axiological, practice – oriented and competence-based pedagogical approaches. In the main part of the article, the restructuring of educational organizations of the Ministry of internal Affairs of Russia is presented as the need to optimize them, which directly affects the increase in the level of efficiency of professional training of police officers. It is noted that the use of educational systems based on competence-based, axiological, practice-oriented approaches in the educational process of departmental educational organizations contributes to solving the problem of unprofessionalism, and as a consequence, the problem of the quality of professional training of police officers. A specific example of a pedagogical system for the formation of professional values for cadets of educational organizations of the Ministry of internal Affairs of Russia is given. And the article discusses also an example of a practice-oriented approach in training of specialists for the juvenile divisions of the Moscow University of the MIA of Russia named after V. J. Kikot within the complex (multi-step) practice. The results of the analytical study showed the significant importance of modern pedagogical approaches in the professional training of law enforcement officers in educational organizations of the Ministry of internal Affairs of Russia. The article concludes a general conclusion based on the results of the analytical examination.

Global changes taking place in all spheres of life have had an impact on the sphere of education. The school should prepare a graduate who is able to successfully socialize and be in demand and competitive. That is why the problem of professional self-determination and choice of the future profession for students is especially acute. According to the authors, the training of professional personnel of the XXI century should be carried out in educational organizations with preprofessional training, which is the basis for obtaining high-quality professional education in the very near future. The authors of the article describe the environment of professional self-determination on the basis of early vocational guidance and pre-professional training of schoolchildren, which includes the following blocks: resources, activities, results. The material of the authors can be useful for creating an environment for professional self-determination, early career guidance and pre-professional training of students in educational organizations that will ensure the emergence of a graduate of a “new type” - a young man with the ability to consciously choose a professional path in unity with professional mobility.
