What the Environmental Security Strategy of the Russian Federation Should Be?

According to the Security Council’s decision Environmental Security Strategy has been started to develop in Russia. The author thinks that the Strategy can be successful only if we have previously developed the concept of it. The Strategy’s concept should be based on extensive discussions with public authorities, experts in the field of national security, environmental protection and ecological safety, including lawyers. The article offers to discuss several proposals of the Strategy status and content. First, due to the variety of documents with the name of «strategy», is proposed to develop strategies to consider as a comprehensive plan to prevent threats to environmental security. Second, the strategy should be a comprehensive plan for the implementation of the National Security Strategy and the Concept of Sustainable Development, Environment doctrine, Principles of state policy in the field of environmental development in the part in which these documents are aimed at ensuring environmental safety as an element integral part of national Security. Third, under the threat of environmental safety are invited to understand the factors of the environment, have a negative impact on human society and the state (their physical, spiritual, cultural and other values). Source of threat is the state of the environment, changes in economic and other human activities, as well as natural hazards. Additionally, this article contains proposals for the classification of threats of environmental safety and legal measures to counter such threats. According to the author, stated approaches allow science-based strategies to determine the place in the documents of the state strategic planning, ensure environmental security as an element of national security, to separate it from the environment.

The article explores the development of methodological principles in the field of strategic planning and management and the development of planning documents in the field of national security, taking into account the peculiarities of the current stage of global development, the variability of the security environment. The purpose of this article is to identify problematic issues in the field of national security planning in Ukraine and ways to improve the process of development and implementation of the National Security Strategy, taking into account the best world practices. The research is based on the analysis of publications by domestic and foreign researchers in the field of strategic planning, appropriate legal acts of Ukraine, as well as the author's experience gained from her involving in development of draft strategic documents of the state. This article is focusing on solving the following scientific and practical problems: identification of the main trends in the development of methodological framework of strategic planning in the field of national security; identification of problems in the field of strategic planning in the field of national security of Ukraine; identification of scientifically substantiated ways to improve the process of strategic planning in the field of national security in Ukraine, taking into account the best international practices. The main research methods are empirical (in particular, observations, descriptions, comparisons) and general scientific (primarily, analysis, synthesis, generalization, explanation, historical and logical methods, etc.). The main results of the study are, in particular, the following: It is determined that in accordance to the best world practices the development of national security strategies take into account the principles of national resilience and the wide expert involvement in the process of preparation of such a document is recommended. The growing role of strategic management and the need to ensure national resilience characterize current trends in the development of methodological framework of strategic planning in the field of national security. It is emphasized that the very fact that the state has a national security strategy based on the scientific ground is not a guarantee of achieving certain goals and results in practice. Therefore, the process of implementation of such a document should be under constant control by the public authorities. The new cycle of planning has been starting after the adoption in 2020 of the new National Security Strategy of Ukraine. The analysis conducted by the author revealed a number of problematic issues, the solution of which requires, in particular, the amendment to the Law of Ukraine "On National Security of Ukraine" in terms of strategic planning. The fundamental differences and innovations of the current National Security Strategy of Ukraine in comparison with its previous editions are determined. It is emphasized that lessons from the experience of implementing strategic planning documents in the field of national security should be learned in Ukraine. It is determined that the low level of implementation of previous national security strategies of Ukraine was caused by the declarative nature of some of their norms, lack and formality of control over the implementation of such documents, lack of reporting procedures, indicators and criteria for evaluating the results, including for their compliance with certain objectives. The lack of attention to the analysis of the security situation in appropriate field, risk assessment, forecasting, threat identification and vulnerability detection are identified as some of the most significant problems during the preparation of strategic planning documents in the field of national security. Based on the results of the study, recommendations for the state authorities of Ukraine were prepared.

In the light of the ongoing state administration reform, it is relevant to examine the state legal mechanism for ensuring environmental and technogenic security as the types of national security. The subject of this research is the definition of the concept and structure of such mechanism, which is an essential condition for ensuring the protection of favorable environment; observance of the interests of citizens and legal entities, society and the state; prevention of threats of natural and technogenic emergency situations; and minimization of the consequences of such situations. On the institutional level, the state legal mechanism for ensuring environmental safety represents the system of governing institutions assigned with the implementation of the key directions and mechanisms for ensuring environmental and technogenic safety; as well as private and legal entities, whose legal status includes the rights and responsibilities in the sphere of ensuring environmental and technogenic safety. On the technological level, the state legal mechanism is characterized by the types of legal activity. On the instrumental level, it represent a set of means and methods at the disposal of the entities. The scientific novelty of this research lies in examination of the essential aspects of the state legal mechanism for ensuring certain types of national security, as well as in formulation of the concept of the state legal mechanism applicable to ensuring environmental and technogenic safety, the absence of which impedes the assessment of the effectiveness of such mechanism in relation to protection of identity, society, and the state from environmental and technogenic hazards, threats and conflicts. The conclusion is made that a range of problems arises in the context of formation of the state legal mechanism for ensuring environmental safety: the existing model of state regulation of greenhouse gas emissions, which is based on voluntary inventory, obstructs the acquisition of information on the volume of greenhouse gas emissions by the administrative authorities; the created information systems in the sphere of environmental security are not an effective mechanism for achieving the goals of the Strategy of Environmental Security; there is certain inconsistency in environmental surveillance regulation.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

The article considers a set of issues related to the formation of sustainability in the state at different levels of government: national, regional and local, with an emphasis on the sustainability of territorial communities. The concept of "sustainability" is defined, the criteria of sustainability for national security and its components at the local level are analyzed, in particular, in the formation of affluent communities. Sustainability is considered in various aspects: as a component of national security and defense of the state, in relation to the concepts of "cohesion" and "national security". Financial stability is justified as an important sign of the viability of local communities. The role of civil society in shaping the sustainability of communities is revealed, as well as different views of scientists on the impact of civil society on sustainability are analyzed. The foreign experience of implementation of the basic principles of sustainability in the life of communities is studied. The most important component of sustainability is the ability of the community to consolidate to counteract harmful and dangerous external and internal influences. Open partnership of public authorities with business structures and the public should be a prerequisite for this. It is proved that in the conditions of decentralization and various internal and external challenges, civil society (active citizens and civil society institutions) can and should be a driver of community sustainability. It is assumed that the implementation of state policy to promote the development of civil society should create a solid foundation of democracy in Ukraine as a component of national sustainability. Since the systemic mechanisms for ensuring national sustainability in the Ukrainian state at both national and local levels are not yet fully formed, the development and implementation of comprehensive strategic decisions in this area requires proper scientific substantiation, which is why the author’s contribution to this topic.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

The Armenian vision of internal and external threats of Armenia’s National Security is presented in accordance with the conceptual documents of Armenia. Particularly stressed is the role of the factor of adoption of such type of document as Armenia’s National Security Strategy and the role of the very document in the activity of the state authorities.

The purpose of the article. Identify the nature of challenges, threats, dangers and risks as destructive factors of social, man-made and natural origin; to prove the priority of the category “threat” as a kind of risk in the domestic legislation on national security; to argue the thesis about Ukraine’s belonging to “risk societies”; point to the further complication of the process of producing various threats and challenges against the state and society. Scientific novelty. Based on the use of the current legal framework of Ukraine on national security, the existence of a process of continuous accumulation of risks in key areas of the state and the transformation of Ukrainian society on this basis into a “society of risk” is proved. Emphasis is placed on accelerating this process in the context of the hybrid war launched by Russia against Ukraine in 2014. Social development dictates the need for a clear verbal designation of destructive factors against the interests of the majority (national interests). The terms describing their likely or real impact on society were “challenges”, “threats”, “dangers” and “risks”. The natural step of their substantive definition and meaningful filling was their implementation in the conceptual and categorical apparatus of national security theory. In a broad sense, national security is proposed to be considered a state of protection of national interests and values, both from challenges, threats and dangers, and risks. The most widely used term in Ukraine’s socio-political realities is the “threat” that is widely represented in national legislation on national security. The total number of threats in modern Ukraine is steadily increasing. According to Western analytical developments, the excessive spread of threats in basic social spheres (economic, political, social, spiritual, cultural, etc.) gives reason to qualify Ukraine as a “risk society”. The situation is complicated by the hybrid war being waged by the Russian Federation against Ukraine and other democratic countries. It is advisable to present the modern hostilities initiated by Russia as a process of continuous production of threats (risks), the total effect of which should be the destruction of the Ukrainian statehood. In such circumstances, Ukraine should accelerate the process of development (updating) and practical implementation of key strategic documents – the National Security Strategy, the Military Security Strategy, the Cyber Security Strategy, the Public Security and Civil Defense Strategy, the Strategy for the Development of the Defense Industrial Complex. But for the time being, such documents are either substantially outdated or missing at all. Conclusions. Society, based on its complex nature, built on unity and the struggle of opposites, feels the constant impact of challenges, threats and dangers (risks), which it generates. There are no unified and generally accepted interpretations of challenges, threats, dangers and risks. Each country offers its own formats of their interaction and mutual transformation. The most widely used of these are “threats” (Ukraine) and “risks” (Western countries). The total number of risks in which Ukraine is directly or indirectly involved is steadily progressing. Accordingly, modern Ukraine is a clearly defined “society of risks.” Under the pressure of numerous challenges, threats and dangers, Ukraine as a “society of risks” abandons the unambiguous (linear) formulation of threats to national security inherent in specific public spheres, and their legislative consolidation. The state provides for the preparation and periodic updating of a number of strategies (national security, military security, cybersecurity, other documents), which should contain a list of major threats that currently exist in state and social development. The phenomenon of the Covid-19 pandemic has affected the whole globe, the consequences of which are long lasting and difficult to estimate. The Republic of Moldova, being a developing country, could not overcome these serious consequences, caused by the reduction of public health, the reduction of the work capacity of the population, the deplorable condition of the medical system, caused by small investments in health, etc. Human society has been put to hard tests of survival of patients with this virus, the incidence rate of diseases was about 11%. Thanks to the financial aid of the European Union, Romania and other countries, the Republic of Moldova managed to cope with things in the fight against Covid. This article presents the results of the research of the authors, participants of the national project "Assessment of health of post – COVID - 19 patients in the Republic of Moldova", which aimed to develop the Electronic Register of patients with Covid - 19 (March 2020 - June 2021), which will allow monitoring the process of treatment and recovery of the consequences of this disease, by assessing the state of health and quality of life both at admission and at discharge of the respective patients. Based on the concept of quality of life as a socio-economic category and its interconnections with health, the authors proposed the system of medical indicators to assess the health and quality of life of patients affected by covid. In the authors' opinion, a special role in the treatment and treatment of comorbidities belongs to comorbidities, so the authors selected them as separate study subjects to prove their negative impact on the form of the disease and the state of health and quality of life at discharge of patients.

Security is one of the basic needs of the individual, society and the state, as well as an integral condition for their development. Corruption is among the threats to the national security of the Russian Federation, as it follows from the National Security Strategy approved by Presidential Decree No. 683 of 31.12.2015. The significant efforts made by the state since the mid‑2000s to form and improve social, legal and organizational mechanisms for combating corruption consistently lead to positive results. At the same time, we have to state that corruption continues to cause irreparable harm to public relations, creates an atmosphere of social tension in society. It is no coincidence that the new National Security Strategy, approved by Presidential Decree No. 400 of 02.07.2021, emphasizes the need of society to strengthen the fight against corruption. The high rates of development of anti-corruption legislation, as well as the institutionalization of anti-corruption structures, have led to the formation of natural intra-system contradictions that hinder the further sustainable development of anti-corruption activities. The emerging trends of stagnation of the anti-corruption system actualize the search for qualitatively new fundamental scientific developments that allow us to reach a new level of intersectoral scientific understanding and development of anti-corruption mechanisms. The current stage of the development of scientific knowledge about the phenomena of corruption and security, as well as the relevant anti-corruption and security systems, allows us to identify sufficient prerequisites for the beginning of the development of the theory of anti-corruption security, which contains methodological approaches to ensuring personal, state and global anti-corruption security
