For the umpteenth time various programs have been developed in response to the problems of street children in Indonesia. The government has officially attempted to address the problems through a number of avenues. However, the overall effort appears to be cursory at best. Only a small number of street children seem to benefit from the official programs, while the number of this population continues to climb.In spite of the failures of previous programs, the government seems to be reluctant to change its position and to undertake alternative approaches in addressing the problems of street children. Intervention programs for street children in Indonesia, in the provincial and regional levels, are uniformly developed in the form of national programs. Consequently, local culture and knowledge are not adequately reflected in the framework and approaches that the provincial and regional governments bring to the implementation of programs for street children. This severely reduces the value and impact of the programs.Drawing from an extensive case study on the intervention programs for street children in Yogyakarta Province, this study explores the major problems surrounding the national intervention programs for street children in Indonesia. It focuses on how national policy and programs are implemented at the provincial and regional levels. For this purpose, this study employed a qualitative approach and used a twofold research methodology, a combination of analyzing the pertinent documentation relating to policy and programs for street children along with serial interviews conducted with key informants from government offices and non-governmental institutions (NGOs).

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.

Branch of PT Pelabuhan Indonesia III (Persero) in Tanjung Perak is one of the institution body that appointed by the Government to carry out the collection and remittance of WAPU VAT according to PMK No. 85 / PMK.03 / 2012 (amended by PMK No. 136 / PMK.03 / 2012). WAPU VAT collection and deposit system are inefficient because it requires a lot of time and effort when it comes to input the data entry of tax invoice, printing Tax Deposit and sent it to Bank Perception. Three steps activities need to be done more than once. Therefore, Branch of PT Pelabuhan Indonesia III (Persero) in Tanjung Perak need the collection and remittance of the WAPU VAT system that sufficient to improve the efficiency of tax suboffices performance.This research aims to design the accounting information system for collecting and depositing process WAPU VAT. WAPU VAT Deposit using e-tax payment application are expected to overcome the problems that will arise in the WAPU VAT system deposit.Exploratory qualitative approach with case study method chosen in order to dig up the real problem occurs and find a solution. This research are expected to contribute significantly towards Branch of PT Pelabuhan Indonesia III (Persero) in Tanjung Perak as a research subject. This study discusses Perdasus 23 Year 2008 about individual and communal rights of customary law society over the land through a case study in Jayapura and Biak Numfor. The special local regulation (Perdasus) is a part of the efforts to secure the customary society or the indigenous people of Papua. The aim of this study is to identify how far Perdasus 23 Year 2008 has been implemented in Jayapura and Biak Numfor. The study applies qualitative approach which data is collected through observations, interviews, and content analysis of related documents. The result of this study shows that Perdasus 23 Year 2008 is not implemented thoroughly. Although the regulation is not normatively implemented, it has been practically implemented through the initiatives of Jayapura and Biak Numfor government to carry out conflict resolution program in each region. In doing so, the government of Jayapura has done the communal right mapping of Port Numbay people, while the government of Biak Numfor issues a local regulation (Perbup) about the strategy of land conflict resolution by encouraging of the involvement of customary role and legitimation in the region. Eventhough these activities are not conducted in accordance with Perdasus 23 Year 2008, Jayapura has performed four substances of the “Perdasus”: research, mapping, management and identification, and land conflict resolution. Meanwhile, Biak Numfor regency has performed two substances: communal land management and land conflict resolution though they only fulfill some aspects of these substances when performing research and mapping. There are three aspects affecting the implementation of Perdasus in Jayapura and Biak Numfor. First, ineffective communication both from the policy maker to the policy implementer and from policy implementer to the people that causes confusion to the society regarding the policy. Second, the existing paradigm of local people who still believe that customary law is more powerful than civil law. Last but not the least is Government’s initiative to do an activity to protect the communal right of indigenous people of Papua.

This study investigated industrial heritage elements and associated landscapes along the railway corridor of Lampang Province, Thailand, and potential (re)uses for tourism development by approaches in relation to the industrial heritage concept. The study employed the qualitative approach utilizing field surveys and focus group discussion with key informants, and an additional questionnaire- based survey. The findings highlight significant potential of mining and railway heritage that can be developed for tourism in the future. The study proposed alternative approaches for future interpretation, with a remark addressing that more research is required, as academic studies in this field still lack, in order to advance the academic and practical areas of the industrial heritage in Thailand.

Attitude is essential issue to be considered in designing an appropriate learning for learners because it greatly affects the performance and implementation of the teaching and learning process in the classroom. One of the most important attitudes to be explored is the willingness of teachers to implement the curriculum set by the government. This study aims to determine the willingness of English teachers to carry out scientific approach and also to know the implementation of scientific approach in the learning. This research applies qualitative approach with case study design. It is conducted in SMAN 1 Situbondo with three teachers become the informants. Interview and observation are implemented to explore the willingness and the implementation of Scientific Approach. Data analysis in this research using Spradley’s method. From this research, it can be seen that the teachers has enough willingness to apply scientific approach totally. Furthermore, the implementation of scientific approach has been implemented well enough and has implemented it in accordance with government regulation.

The Secondary Education Affirmation Program (ADEM) for repatriated students is an effort made by the Indonesian government to provide educational services for students who have difficulties accessing education abroad. The aim of this study was to investigate the effectiveness of the government program implementation in Lampung province on Sumatera island, Indonesia. This study adopted a qualitative approach using interviews for data collection. The collected data were then descriptively analyzed. The result indicates that ADEM program is an effective way for providing access to proper education for repatriated students. However, several learning difficulties during the program implementation, such as differences in language, culture, food, and facilities, need to be taken into account. The study’s limitations with several suggestions for future research are also discussed.

Social media in political marketing is an emerging area of research. This study explains how social networks are constructed in a digital campaign, identifying key actors, and messages involved in modern political marketing. A hotly contested palm oil campaign in Indonesia serves as a case study to analyze and visualize the messaging content found in digital campaigns. Social Network Analysis (SNA) was used to map the social network sites in Twitter and to track social interaction patterns in the #SawitBaik campaign. The results confirmed that state institutions, non-governmental institutions, news media, and individuals were key actors in the digital campaign. The actors’ roles varied from providing information and supporting palm oil activities to criticizing palm oil activities and promoting campaign events. Most tweets were critical of the government, serving as brand advocacy. The #SawitBaik campaign is also an example of political marketing used by a government in order to influence its citizens. In this case, the goal was to shape and win public support by legitimizing palm oil activities in Indonesia.

ABSTRAKJumlah pengunjung di wisata Sunan Giri sejak tahun 2017 hingga 2019 mengalami peningkatan, sehingga membuat pendapatan rata-rata harian yang diperoleh pengemudi dokar cukup tinggi yaitu kurang lebih 400.000 rupiah di hari kerja, sedangkan di akhir minggu atau musim libur bisa mencapai dua kali lipatnya. Penelitian ini bertujuan untuk menganalisis keadilan sosial dan kesejahteraan anggotan paguyuban di wisata religi Sunan Giri berdasarkan prinsip ashabiyah melalui circle of equity Ibnu Khaldun. Penelitian ini menggunakan kualitatif deskriptif dalam menganalisis permasalahan. Wawancara dilakukan kepada lima anggota paguyuban di wisata Sunan Giri, yang terdiri dari kusir dokar, wakil ketua paguyuban, dan informan kunci. Hasil penelitian menemukan bahwa tingkat keadilan sosial dan kesejahteraan paguyuban wisata Sunan Giri menurut teori Ibnu Khaldun melalui ashabiyah dan circle of equity yang masih rendah. Hasil penelitian diperkuat diperkuat dengan penambahan analisis penelitian melalui triangulasi dengan teori Al Ghazali.                Keywords: Kesejahteraan Islam, Ibnu Khaldun, Circle of Equity, Ashabiyah ABSTRACTThe purpose of this study is to find out how the welfare of traditional public transportation service providers in the Sunan Giri religious tourism area in the perspective of Ibn Khaldun. The approach used in this study uses a qualitative approach. This type of research is a case study method. The results showed that Ibn Khaldun's thought in the Circle of Equity theory of a person's level of welfare could be measured through Sharia values, so that when the providers of doctoral services in the Sunan Ampel religious tourism area performed obligatory prayers at the mosque and performed alms. Ashabiyah badawah-based economies are also applied in this community, because people tend to have a goal to save for the future in the hope of providing something more for their offspring later. The value of their wealth has not been able to share their wealth with fellow believers because it is only enough for themselves and is still classified as a prosperous family in stage III. in fact the circle of equity theory experienced a setback which increasingly troubled and kept the community from the word prosperous because the government did not want to be involved in the process of welfare for its people.Keywords: Islamic Welfare, Ibnu KHaldun, Circle of Equity, Ashabiyah

The research in this thesis was motivated by the implementation of intervention programs for the poor where the aim of implementing this program was to improve the welfare of the poor, as well as to reduce poverty. The formulation of the problem in the writing of this thesis is (1) How is the effectiveness of the intervention program assistance carried out by the government to reduce the number of poor people. (2). What factors are supporting or inhibiting the implementation of intervention program assistance for the poor. The research method, this study uses a qualitative approach with the type of descriptive research. The dissemination activities turned out that not all villages carried out these activities for various reasons such as fear of protests from their citizens. There are also those who do unofficially when there are activities in the environment. Actually, the implementation of this socialization has already been carried out with implementation instructions which are carried out in stages from the district level and continued to the sub-district level and continued to the village level. At this time at the village level, problems often occur.

Education is not only roled by a school but also the education become a responsible for all of stake holder such as school, family, and government called TRISENTA (three centers of education). Ultimately, the government has responsible to develop education through creating policies. This study explained the policy of Bandung’s mayor about studying islamic maghreb program which will be evaluated the enforces of the policy in society. Therefore, I create a research about “Development of Religion on Bandung’s Society by Studying Islamic Maghreb Program” (case study at Al-Fithroh mosque in Bandung Kulon). The purpose of this study is to observe an comprehension of head of the Al-Fithroh mosque regarding studying islamic maghreb program, human resource, enforcement procedure of studying islamic maghreb program, and the goal achievement of studying islamic maghreb program. The method of this study is descriptive with qualitative approach. Interview, observation, and documentation study are the technique to collect a data in this study. The results are : 1) the comprehension of Al-Fithroh’s head has corresponded with what the goals of studying islamic maghreb program are ; 2) Al-Fithroh has one teacher and good facilities supported by donors and cash ; 3) procedure enforcement divide to three steps; first, student learn to recognize the words of Qur’an ; second, student is demanded to memorize short surah (juz’ama); third, the students have to understand the meaning of Qur’an. 4) Al-Fithroh has good achievement in implementing studying islamic maghreb program. Moreover, the teacher not only teach the religion subject but also give a soft skill as additional program. Penelitian ini berkenaan dengan kebijakan Wali Kota Bandung tentang program Magrib Mengaji, untuk mengetahui bagaimana implementasi program tersebut. Tujuan penelitian ini adalah mengetahui pemahaman DKM Al-Fithroh terhadap program Magrib Mengaji, sumber daya yang dimiliki, prosedur pelaksanaan program Magrib Mengaji, dan ketercapaian program Magrib Mengaji di masjid Al-Fithroh. Demi mendapatkan data yang sesuai, penelitian ini menggunakan metode deskriptif analisis dengan pendekatan kualitatif. Hasil penelitian ini meliputi: 1) pemahaman DKM Al-Fithroh tentang program Magrib Mengaji telah sesuai dengan tujuan program Magrib Mengaji; 2) Sumber daya dan sarana prasarana yang dimiliki masjid Al-Fithroh sangat menunjang; 3) Prosedur pelaksanaan program Magrib Mengaji yang terdiri dari tiga tahap; 4) Ketercapaian program Magrib Mengaji yang yang telah dicapai DKM Al-Fithroh sudah tercapai dengan optimal dan lebih dari itu karena ada program soft skills yang membuat anak-anak selain dibekali ilmu agama namun dibekali juga skill yang dapat mereka pergunakan di kemudian hari. Kata Kunci: Baca-Tulis Alquran, Kebijakan, Pembelajaran, Program Magrib Mengaji.
