Middle countries are considered to be more vulnerable in crisis management because of their marginal position in the international politics. In the pandemic, middle power diplomacy is expected to fill the void left by developed countries so that they focus on multilateral efforts. This paper argues that Indonesia exercised middle power diplomacy in 2020. This diplomacy is carried out with a commitment to encourage global cooperation in resolving the pandemic through multilateral efforts. The multilateral initiatives are carried out as part of ‘good international citizenship’, and also serves as the mechanism to voice Indonesian aspirations, aspirations related to humanity, efforts to create global norms, and efforts to reach international treaties. This paper is a qualitative research, which is based on a literature study in the form of an official statement from the Government of Indonesia through the Ministry of Foreign Affairs and is supported by secondary sources.

This article entitled “Widjojonomics to Habibienomics: Different views of Economic thoughts of Widjojo Nitisastro and B.J Habibie towards Indonesian Economy in the New Order.” The main issues raised in this study is how differing ideas of B.J Habibie and Nitisastro Widjojo about Indonesian economy in the New Order era in 1971-1999. The method used in this bachelor thesis research is historical method, which is conducted in following steps: heuristics, criticism, interpretation, and historiography, while the technique used is literature study. Based on the study, several conclusions can be drawn. The government of New Order started its governance with economic crisis. To solve it, therefore stabilization and rehabilitation of national economy is needed. Widjojo Nitisastro and B. J. have different background both in terms of their youth life and education. That is what influences the characters and ways of their thinking. Economic principal of Widjojo Nitisastro, which often called as Widjojonomics, exemplifies that modernization of economic system that covers market, fiscal and foreign debt is expected to give birth to a trickle-down effect, which assumes that if the policy is intended to provide benefits for the rich, the poor would also be impacted through the employment expansion, income distribution and market expansion.  Economic principal of B.J Habibie, which often called as Habibienomics, is a system of economy that should be developed though the seizure of advanced technology to catch up with developed countries. Indonesia should not only be a state that can only produce goods that have comparative advantages. Instead, Indonesia should also have added value and competitive advantage.

This article discusses the organization of upstream oil and gas industri in Indonesia from managerial perspective. For Indonesian context, actually this has been arranged by the Statement Oil and Gas Standard Accountancy No.29 Year 2009. In developed countries such as United States there is Standard Financial Accounting Statement issued by Financial Accounting Standard Board (FASB). In order to obtain clarity and transparency and to avoid different interpretation between the contractors and the government, therefore there ought to be explicit principles and methods in production sharing contract and desired accountancy period so that the similar method can be applied on APBN (National Planning and Expenditure Budget). This is since accountancy method affects financial report. With the latter, contractor’s performance and state income can be measured. Research methodology are ground research and exploratory research, reaseacher assumption based on field condition and resolve problem from literature study.

Who makes decisions concerning defence policy in Belgium? Not the public opinion, because otherwise there would be no Cruise missiles.Not the Parliament, because the parliamentarians only ratify international treaties. Not the Minister of Foreign Affairs, because the Minister of Defence makes decisions without contacting Foreign Affairs. Even the Government as a whole and the Prime Minister do not much take care about the defence policy. The so-called experts concerning defence policy are the militaries, the diplomats and the NATO-bureaucrats.Yet, the political problems with respect to the Atlantic Alliance and the division of the European continent, wilt constrain the politicians to reconsider the basic options of the policy.

ABSTRAKStudi ini mengkaji tentang sejarah perkembangan politik luar negeri Indonesia masa pasca reformasi. Politik luar negeri Indonesia merupakan setiap kebijakan Pemerintah Indonesia yang diambil dalam menjalankan hubungan dengan dunia  internasional demi mencapai tujuan nasional. Sejarah dan perkembangan politik luar negeri di Indonesia mengalami perubahan yaitu dimulai sejak awal kemerdekaan, pada masa pemerintah Soekarno dan Moh Hatta, hingga pada masa sekarang yakni pemerintahan Jokowi. Perubahan politik luar negeri Indonesia dapat dipengaruhi oleh kondisi negara, kepemimpinan pada masa tersebut dan dinamika situasi internasional. Namun, disini penulis berfokus pada masa pasca reformasi, karena pada masa itu struktur dan strategi politik luar negeri Indonesia mulai berubah, terdapat restrukturisasi lembaga Kementerian Luar Negeri menjadi lebih terbuka dan transparan. Tulisan ini berupaya menjelaskan sejarah perkembangan politik luar negeri Indonesia pada masa pasca reformasi. Dengan tulisan ini diharapkan dapat mengetahui arah kebijakan politik luar negeri Indonesia pada masa setelah berakhirnya orde baru tersebut. Penelitian ini menggunakan metode studi kepustakaan, di mana penulis mengumpulkan informasi yang relevan dengan topik yang menjadi objek penelitian. Hasil penelitian menunjukkan bahwa kebijakan politik luar negeri Indonesia pada masa pasca reformasi masih menggunakan formula yang sama dengan pemerintahan-pemerintahan sebelumnya, namun dalam era ini demokrasi dipandang lebih ditegakkan dari pada sebelumnya. Pemerintah selalu berusaha membuat kebijakan-kebijakan yang harus disesuaikan dengan situasi di dalam maupun di luar negeri dengan tetap berpegang pada prinsip bebas-aktif tanpa meninggalkan aspirasi masyarakat. Dengan begitu, pemerintah telah memperjuangkan berbagai kepentingan nasional terhadap dunia Internasional dengan maksud mencapai tujuan nasional.Kata kunci: Masa Pasca Reformasi, Politik Luar Negeri  AbstractThis study examines the history of the development of Indonesia's foreign policy in the post-reform era. Indonesia's foreign policy is every policy of the Government of Indonesia taken in carrying out relations with the international world in order to achieve national goals. The history and development of foreign policy in Indonesia underwent a change that began from the beginning of independence, during the Soekarno and Moh Hatta governments, to the present, namely the Jokowi government. Changes in Indonesia's foreign policy can be influenced by state conditions, leadership at the time and the dynamics of the international situation. However, here the author focuses on the post-reform era, because at that time the structure and strategy of Indonesia's foreign policy began to change, there was a restructuring of the Ministry of Foreign Affairs institutions becoming more open and transparent. This paper seeks to explain the history of the development of Indonesia's foreign policy in the post-reform era. With this paper, it is expected to find out the direction of Indonesia's foreign policy in the period after the end of the new order. This study uses a literature study method, in which the author collects information relevant to the topic that is the object of research. The results showed that Indonesia's foreign policy in the post-reform era still used the same formula as previous governments, but in this era democracy was seen as being more enforced than before. The government is trying to make policies that must be adapted to the situation at home and abroad by sticking to the principle of free and active without leaving the aspirations of the people. That way, the government has championed various national interests towards the international world with the intention of achieving national goals.Keywords: Foreign Policy, Post-Reformation Period

RUU Cipta Kejra is part of the Omnibus Law in the ratification of many verses which are in the context of controversy. The ratification of the RUU Cipta Kerja invites conflict between workers and the government. Both parties experienced collisions, which resulted in demonstrations on 8-10 October. The demonstration involved workers and students. The demonstration was also chaotic because of the elements who carried out acts of fandalism. The purpose of this paper is to discuss the rejection of the RUU in the View of Sociological Conflict Theory. So this paper will discuss how the demonstration was carried out from a sociological perspective, particularly in sociology of law through conflict theory. This paper uses the literature study method, which data sources come from secondary sources obtained through news sources, articles, journals, and books. Then from the data obtained, it is processed and analyzed using Conflict Theory. The results of this study were demonstrations caused by conflicts between students and workers and the government. There are several factors that led to the demonstration, namely, First, communication between workers and the government. Second, there is a change in the balance in society where the workers are threatened by their human rights. Third, interests. Fourth, there is pressure from the past or unresolved problems, where the reserves of workers are not fulfilled.

This article aims to analyze the frame of the government official statement in Mosque Christhurch Attack in New Zealand (March 2019) and Easter Sunday Attack in Sri Lanka (April 2019). The two cases were chosen because they place Muslim in contradictory positions: as victim in New Zealand and as perpetrator in Sri Lanka. This study uses framing analysis method to examine the official statement uploaded in the official websites of the Ministry of Foreign Affairs of New Zealand and the Ministry of Foreign Affairs of Sri Lanka, within seven days after the incident. The data gathered from the text analysis is then followed by data triangulation using expert judgement technique. The result shows that there are differences in information content. The New Zealand government emphasizes their own actions in the country, while the Sri Lankan government focuses on the activities carried out abroad and the supports, they receive from other countries. In doing so, the New Zealand government highlights the presence of Prime Minister Jacinda Ardern while the Sri Lankan government presents information from many state officials, instead of the head of state. These differences show that the content of official statement is highly influenced by the socio-political condition in the country.

This research to describe society perceptions of the harmonization of ethnic social relations in Malaysia. Malaysia is a multi-ethnic, multi-cultural and multi-lingual society. This type of research is qualitative descriptive, using several informants to conduct interviews. Data sources used are primary sources, namely information that is sourced directly from the research location by means of interviews. Whereas secondary sources are data obtained from documentation or literature study to complete primary data, with sampling technique, accidental sampling. The results of the research show that social relations between ethnic groups in Malaysia have been well established by maintaining togetherness and mutual respect between individuals and community groups. However, both the community and the government still have to strive to keep working together in maintaining the harmony of social relations that have been well established, so that the creation of a sense of security and comfort despite being in an environment with ethnic diversity.

Purpose COVID-19 has hard-hit the global economy when the majority of developed countries could not demonstrate effective resolutions even a year after the outbreak. This study aims to present how government or policymakers could minimize the negative impacts of major incidents (pandemic) and speed up the process of recovery. It was also intended to identify effective strategies for crisis management. Design/methodology/approach A mixed research method was applied. Qualitative research studies of interviews were used to collect primary data from the stakeholders while archival research method of textual and documental information was used for secondary data on the pandemic facts. Findings The impacts of the governmental and enterprise actions with a focus on effective mega-crisis management strategies were structured based on the three themes, namely, appropriate measures, timely decisions and the role of the government. These strategies can minimize the destruction to the economy (or organization) while stabilize the emotional and psychological aspects of the people during the crisis and lead the society back on track once the crisis starts to diminish. Originality/value The experience of Macao in successfully responding to the crisis of pandemic provides constructive references to policymakers on the set up of timely strategic plans and business management on remedy actions, particularly to regions where the pandemic is still out of control.

The soaring housing prices in Malaysia is not a recent issue. It is a global phenomenon especially in developing and developed countries, driven by factors including land price, location, construction materials cost, demand, and speculation. This issue demands immediate attention as it affects the younger generation, most of whom could not afford to buy their own house. The government has taken many initiatives and introduced regulations to ensure that housing prices are within the affordable range. This article aims to introduce a housing price control element from the Shariah perspective, as an alternative solution for all parties involved in this issue. It adopts content analysis methodology on policy from Shariah approved sources.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.
