Study Design This study is being used in a descriptive method derives Researchers want to describe give elaborate on how the implementation of waste management policy in East Timor Dili District Government of the State, with the face of data collection is done by interview give documentation. This is Reported in Research Vice Regent Regent give Dili, Head 5 (five), Head 4 (empathy) give the Community. Results showed realization give waste management program in Timor Leste Dili State in 2015 in 4 (empathy) District of running properly, Environmental cleanliness program's budget from the central government, namely the Ministry of Internal Affairs of Timor-Leste. Implementation of policy initiatives dominated give more initiative from the Central Government (Top Down). Dili District Government, giving it more community empowerment practicing general education as well as specialized as well as an evaluation of the implementation of the policy of the Government in the implementation of the waste management program. Then, in order to obtain the existence of political support from all elements of society and the social party political.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

An effective waste management system is, and has always been, essential infrastructure, particularly given the potential for waste to adversely impact the surrounding environment. In recent decades, however, there has been growing awareness of the scale, breadth and immediacy of those adverse impacts, and of the unsustainability of the enormous (and increasing) amount of waste society generates. Governments around the world have mobilised and there has been a widespread shift towards policies promoting circular economies, waste minimisation and maximised resource efficiency. Singapore is a case in point; despite having a traditionally high waste output and a waste management system dependent on waste incineration as the primary means of disposal, Singapore has committed to a zero waste future. This article presents a review of domestic waste management policy and law in Singapore. Several gaps in the legal framework are identified and considered against the broader context, leading to the conclusion that there is a material environmental vulnerability in the legal framework that should be redressed in order to entrench environmental protections and to align the law with Singapore's policy ambitions. Notwithstanding this deficiency, it is hard not to be optimistic about the future of domestic waste management in Singapore, as the government has made an ambitious policy commitment and appears to be pursuing it with vigour.

ABSTRACT PERFORMANCE AND HOTELS WASTE MANAGEMENT STRATEGIES IN TOURISM REGION OF UBUD BALI The aim of this research was to know performance and formulate waste management strategies by star hotels in Ubud Tourism Region. Based on the result of the research, there were 2 hotels (14,28%) with very good classification, 6 hotel (42,86%) with good classification, 3 hotel (21,43%) with moderate classification and 3 hotels (21.43%) with poor classification. The strategy formulated to improve the effectiveness of hotels waste management especially for those for moderate and poor was by conducting analysis of internal factors (IFAS) and external factors (EFAS) which then analyzed with SWOT matrix. Based on the result of SWOT analysis using balance score card, it was found that the star hotel waste management condition which was in moderate category and poor was in quadrant III. This condition indicated that the strategy formulated in the combination of weakneas and opportunities. The formulation of strategy based on SWOT Analysis matrix were as follows: (1) Developing SOP of waste management by referring to the legislation in the environmental; (2) Improving and adding components of waste treatment facilities (WWTP, chimneys, and hazardous waste storage to meet technical standards; (3) Socializing waste management policy to all hotel employees; (4) Apply to the government waste management training for staff / human resources engineering division; and (5) Reporting the performance of the waste management system to the Gianyar Regency Environmental Office every 3 months. The government of Iraq, through the Ministry of Science and Technology (MoST) is decommissioning Iraq’s former nuclear facilities. The 18 former facilities at the Al-Tuwaitha Nuclear Research Center near Baghdad include partially destroyed research reactors, a fuel fabrication facility and radioisotope production facilities. These 18 former facilities contain large numbers of silos and drums of uncharacterized radioactive waste and approximately 30 tanks that contain or did contain uncharacterized liquid radioactive wastes. Other key sites outside of Al Tuwaitha include facilities at Jesira (uranium processing and waste storage facility), Rashdiya (centrifuge facility) and Tarmiya (enrichment plant). The newly created Radioactive Waste Treatment Management Directorate (RWTMD) within MoST is responsible for Iraq’s centralized management of radioactive waste, including safe and secure disposal. In addition to being responsible for the uncharacterized wastes at Al Tuwaitha, the RWTMD will be responsible for future decommissioning wastes, approximately 900 disused sealed radioactive sources, and unknown quantities of NORM wastes from oil production in Iraq. This paper presents the challenges and progress that the RWTMD has made in setting-up a radioactive waste management program. The progress includes the establishment of a staffing structure, staff, participation in international training, rehabilitation of portions of the former Radioactive Waste Treatment Station at Al-Tuwaitha and the acquisition of equipment.

Economic growth is an important indicator of the success of development. The ability of resources is a determining factor driving economic growth. Belu Regency is a regency in East Nusa Tenggara Province, located on the Indonesia-Timor Leste border, has economic and political strategic value. Human resources, natural resources and the budget are the real sector of the economy in driving economic growth. The research objective was to analyze the effect of resources on the economic growth of Belu district. The study was conducted using secondary data and SmartPLS was the analysis tool. The results of the study, the relationship of natural resources directly with welfare is negative and will be positive when the indirect relationship through the budget. The direct and indirect relationship of human resources with welfare through the budget is positive, but the direct value relationship is smaller when compared to the indirect relationship. This shows that the budget that is formed from the wealth of natural resources and human resources is an important factor in creating public welfare as measured through economic growth. Budgets sourced from local and central government are increasing every year. The creation of the government and elements of society make the most of resources. The attention of the central government through balancing funds is very high. This is because Belu district located on the Indonesia-Timor Leste border is a macroeconomic picture of the border country

Community empowerment needs to be the main priority of the central government and regional governments, especially local people who live in villages far from remote villages, increasing community empowerment will improve welfare and sustainable development, through social culture, government policies, and human resource capacity. The purpose of this article is how the influence of government policy, human resource capacity on the empowerment of local communities in Merauke Regency, using the method of multiple regression analysis. The results of the study illustrate that the government program is very positive and significant, with a variety of program policies to the villages with various activities and financial assistance to the village. While the influence of community resource capacity is insignificant, there are still many local village communities that still lack education levels and health levels that are still high and socio-cultural which are still strong.

The problem of waste management in big cities worldwide and especially Indonesia, has become an ongoing issue. Every country globally competes in developing various technologies in waste management, such as sanitary landfills, incineration, gasification, and anaerobic digestion technology. This study intends to describe the right model for waste management, especially for areas in Indonesia. In this case, the writer tries to discuss waste management innovation in Cilacap Regency by using a waste management policy implementation model with Refused Derived Fuel (RDF) technology, which converts waste into alternative fuel to replace coal. In this paper, the writer tries to analyze it with a descriptive design with a qualitative approach. Writing informants were determined by purposive sampling. The results of this study, according to the author, indicate that the implementation of RDF public policy on waste management can be carried out with several approaches, namely: (1) RDF Waste Management Policy Model with a Collaborative Waste Management Service approach; (2) RDF Waste Management Policy Model with the Buy and Sell Cooperation approach of RDF results; (3) RDF Waste Management Policy Model with a Joint Venture (JO) approach; (4) RDF waste management policy model with an Operational Cooperation approach with the presence of foreign assistance, the central government and provincial governments; (5) RDF waste management policy model with the formation of regional companies.

Even though waste has become a big problem in Jakarta, the efforts to overcome it are still running poorly in reality. Many obstacles make community empowerment in managing waste difficult. Population numbers and increased economic capacity and community production, for example. Besides the problem of urbanization in general, the community’s role in learning and taking the initiative in empowering themselves to avoid the problem of waste is still low. This study uses a qualitative method with theoretical and recent studies review, policy review, and critical analysis of the theory. Barriers to the community’s internal problems and the lack of seriousness of attitude from the government can be seen as a phenomenon that shows obstacles also exist in socializing the values of waste management properly.

Abstract. Community empowerment is one of the efforts undertaken by the community and the government in order to improve the standard of living by enhancing the potential and independence of the community, therefore, the local government is now intensively conducting community empowerment, for example the Purworejo district government. The purpose of this research is to analyze the factors that influence the success of Purworejo District Government's community empowerment program through the digital market. This study uses descriptive qualitative methods that can explain the process of community empowerment through digital market destinations. Data in this study were collected using observation techniques and literature study. Based on descriptive analysis, community involvement and participation in community empowerment programs through the digital market in Purworejo Regency must still be increased and strengthened to be able to achieve sustainability during the empowerment process. The conclusion from the results of this study is the SWOT Analysis (Strengths, Weaknesses, Oppurtunities, Threats) can be used as a consideration by local governments in developing community empowerment through digital markets.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.
