Abstract. Community empowerment is one of the efforts undertaken by the community and the government in order to improve the standard of living by enhancing the potential and independence of the community, therefore, the local government is now intensively conducting community empowerment, for example the Purworejo district government. The purpose of this research is to analyze the factors that influence the success of Purworejo District Government's community empowerment program through the digital market. This study uses descriptive qualitative methods that can explain the process of community empowerment through digital market destinations. Data in this study were collected using observation techniques and literature study. Based on descriptive analysis, community involvement and participation in community empowerment programs through the digital market in Purworejo Regency must still be increased and strengthened to be able to achieve sustainability during the empowerment process. The conclusion from the results of this study is the SWOT Analysis (Strengths, Weaknesses, Oppurtunities, Threats) can be used as a consideration by local governments in developing community empowerment through digital markets.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. The research was conducted to answer a questions: 1) how the relocation of the current strategy was carried out by the government 2) the problems that arise in the relocation which has yet to be resolved, 3) how the good concept of relocation so that these problems can be minimized. The research methodology used in this study combined quantitative and qualitative methods. Qualitative methods are used to explain the empirical facts that exist in each of these conditions in the relocation settlements. SWOT analysis is used to provide an overview of the strengths, weaknesses, opportunities and threats in the relocation of victims of Merapi. Information, facts and issues that arise in the study will be described, explained and analyzed primarily for the impact of residential relocation on social and economic life of the community. Relocation concept of the economic aspects of community empowerment efforts should be made related to community economic recovery after a change in livelihood. In addition, the potential of community mapping needs to be done by the government to be optimized and developed. From the aspect of government settlements seek to transfer ownership of land in the new settlement which may be the property of the citizens so that citizens obtain legal certainty while occupying the new settlement. The social aspects of the development potential of relocating residents and making it as a tourist village, residents need to support that relocation is no longer a newcomer, they have the same rights and obligations with citizens of another.

This research is based on Regulation of the Minister of Home Affairs Number 76 of 2012 concerning on Guidelines for Boundary Confirmation and Regulation of the Minister of Home Affairs Number 141 of 2017 concerning on Regional Boundaries. This research method was a descriptive analysis with a triangulation method and a triangulation of sources for testing the data of this research. The data of this research were analyzed by using a SWOT analysis. The results of this research revealed that S-O Strategy (1) Clarifying the boundaries between the two Local Governments in realizing a clear government administration; (2) Optimizing the role of the Community in Realizing the Development with the clear territorial boundaries; W-O Strategy (1) Coordinating with related parties to realize the good government administration services; (2) There is guidance and supervision to the Regional Government through the Provincial Government and the Central Government; S-T Strategy (1) Building the government cooperation by taking an agreement through the Provincial Government; (2) Building the good communication with the community at every deliberation; W-T Strategy (1) Strengthening the regulations by disseminating every decision from the Ministry of Home Affairs; (2) Mediating every meeting through the conflicting parties.

ABSTRACT Community empowerment in Jatigede Reservoir area, need to be done as soon as possible by PemerinahSumedang Regency, Community Empowerment aimed is to menandarikan community, so that society can be independent and empower to fulfill requirement of her life, Impact of Jatigede Reservoir development, impact very wide for society Jatigede area, where initially they have agricultural land and they can cultivate the land intended to meet their daily needs, but after the construction of Jatigede Reservoir, most of the people around the area, currently have no jobs, and income to meet their daily needs, for that writer interested to conduct research area around Jatigede Reservoir, and method which writer use is qualitative analysis, and descriptive analysis. By using SWOT method. The results obtained are, where community empowerment conducted by the Government of Sumedang Regency, has not been maximized, and has not impacted to be able to change and improve the economic condition of the community around the Jatigede Reservoir Area. Based on the above description, Sumedang District Government needs to prepare a strategic plan that contains the empowerment program as a first step through an analysis of the environment both internal (Strengths and Weaknesses) and external (Opportunities and Threats). So the author menyaranan for Government District Sumedang, to be more serious and consistent and effective in providing empowerment to the community around the area at Jatigede Reservoir. AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

The purpose of this research is to plan a creative and workable strategy for PT. Garuda Indonesia Tbk in an effort to respond to competition in the aviation market. This type of research is descriptive qualitative. Methods of data collection using literature study and data analysis used is a SWOT analysis. Based on the analysis of the Cartesian diagram shows that PT. Garuda Indonesia Tbk is included in quadrant II, which is supporting the Diversification strategy. The result of SO strategy analysis is that PT. Garuda Tbk must maximize the government's financial assistance program to restore the company's financial condition as well as to maintain the company's big name. The results of the ST strategy analysis are PT. Garuda Indonesia Tbk must maintain excellent facilities and services in order to face other aviation competitors. The results of the WO strategy analysis, namely the existence of a financial assistance program from the government, can also be used to improve the competence of company human resources. The results of the WT strategy analysis, namely PT. Garuda Indonesia Tbk must reduce operational costs while maintaining quality in order to be able to compete in the world of aviation.

Study of Ecotourism Management in Bendosari Village, Pujon District, Malang Regency. The concept of ecotourism is one alternative to develop an area into a tourist destination that pays attention to environmental sustainability by utilizing the potential of natural and cultural resources of the local community.Therefore, the existence of the concept of ecotourism can ensure the preservation of nature and its ecosystem. This study aims to: 1) Identify the potential and problems in Bendosari Village, Pujon District, Malang Regency, 2) Identify the feasibility level of ecotourism in Bendosari Village, Pujon District, MalangRegency, and 3) Develop a strategy for developing ecotourism areas in Bendosari Village, Pujon District, Malang Regency. Collecting data in this study using survey methods (observations and interviews), literature study and documentation methods. Analysis of the data used, namely: first qualitative descriptive analysis, second feasibility analysis based on the Guidelines (ADO-ODTWA) of the Director General of PHKA 2003 and the last is SWOT analysis. The results showed that: 1) The potential of natural resources in the ecotourism area of Bendosari Village, namely: the potential for flora and fauna, the potential for naturetourism, the potential for educational tourism, the potential for craft tourism and the potential for cultural tourism. The problems of ecotourism in Bendosari Village include the low quality of human resources, limited funds and the role of the Malang Regency Government which has not been active. 2) Ecotourism inBendosari Village is feasible to be developed as a tourist attraction with the results of the Guideline assessment (ADO-ODTWA) of 82.71%. 3) The strategy for developing Ecotourism in Bendosari Village is an expansion strategy (supporting offensive strategies) with alternative strategies that include: maximizing thedevelopment of ecotourism packages, empowering local communities in ecotourism activities, increasing security in tourist attractions, and maximizing tourism potential management.

Boyolali Regency is among districts in Indonesia, which still has poverty issues and receives direct cash assistance from the government. Yet, villages of the regency including Sruni at Musuk sub-district has been known as one of the main producers of fresh cow milk for the Central Java region.There has been no attempt to process fresh milk into food products of higher economic value at Sruni Village. Meanwhile, results of the strengths, weaknesses, opportunities, and threats (SWOT) analysis at Musuk showed that the region has the potential to be developed for dairy industry. Therefore, through socialization program, community empowerment should be initiated by socializing benefits of fermenting cattle milk into yogurt as a probiotic food product. The socialization had been carried out for 12 housewives in the village of Sruni through two small-class seminars in April 2019. Evaluation was conducted by comparing the number of correct answers from participants’ answers recorded on questionnaire given prior and after each of both seminars. Percentage of improved answers were presented in histograms and then analyzed. As results, the first seminar produced in average 47.4% improved answers, while the second seminar could generate in average 27.3% improved answers. The results showed that in general, the conducted socialization program was quite successful in improving understanding of Sruni villagers on the benefits of fermenting cattle milk into yogurt as a probiotic food product.
