Target. The transportation of oversized and heavy cargo is considered one of the most important transport services that bring the greatest profit. This requires powerful equipment and highly qualified specialists. The modern system of organizing transportation provides for the acceptance and delivery of small shipments of heavy cargo yards, during which each shipment can be reloaded several times at the cargo sites. Despite the relatively average transportation distances within Ukraine, the number of processing can reach 3 times, and the time spent at such sites is several days. Therefore, an increase in the delivery time for heavy small consignments arises due to their long stay at the cargo yards. Improvement of the technology of cargo yards and their technical equipment is of paramount importance for improving the organization of transportation of heavy cargo by small consignments. Methods. Comprehensive analysis of technical equipment and technology of work of points for processing heavy cargo on railway transport, statistical analysis, mathematical theory of inventory management, methods of correlation analysis. Results. The analysis of the technology and technical equipment of heavy cargo handling points is carried out, recommendations for their improvement are given. The nature of the arrival of vehicles on the cargo front has been studied, the mode of using loading and unloading machines has been studied, and a method for optimizing the technical equipment of the cargo front has been provided. The method for determining the optimal capacity of sites for heavy cargo has been improved. Practical significance. The studies carried out have shown that there are reserves for improving the transportation of goods by heavy small shipments through the development and application of optimal technology. The main direction in reducing the idle time of wagons is to optimize the processes of handling heavy cargo: increasing the capacity of technical equipment, improving the system of operational planning and management of the operation of points for processing heavy cargo. The application of the methodology makes it possible to evaluate various options for technical equipment at reduced costs, to calculate the optimal capacity of processing points for local and transit heavy cargo using the mathematical theory of inventory management and methods of correlation analysis. The task of drawing up an optimal operational plan for sorting heavy cargo is reduced to a linear programming transport problem and is solved with the help of computer technology.

Мета статті – розробити нормативи оцінки компонентів стовбура надземної фітомаси соснових деревостанів в умовах Північного Степу України. Методика дослідження. У представленій роботі використана методика збору та обробки дослідного матеріалу проф. П.І. Лакиди. Зроблено статистичну обробку, кореляційний аналіз та пошук регресійних залежностей компонентів фітомаси стовбура сосни звичайної від таксаційних показників деревостану. Результати дослідження. Сформовано робочий масив даних, який характеризує компоненти фітомаси стовбура для оцінювання біотичної продуктивності штучних соснових деревостанів. Розроблено та наведено математичні моделі оцінки фітомаси деревостанів сосни звичайної за компонентами деревини стовбура, деревини стовбура у корі, кори стовбура. Визначено, що збільшення усіх досліджуваних компонентів надземної фітомаси стовбурів відбувається зі зростанням середніх висот та діаметрів деревостанів. Елементи наукової новизни. На основі регресійних моделей побудовано нормативно-інформаційні таблиці для зони Північного Степу України. Практична значущість. Одержані системи нормативів надають можливість оцінювання екологічних та енергетичних ресурсів, а також розрахувати депонування вуглецю у штучних соснових деревостанах досліджуваного регіону. The purpose of the article is to develop the standards for evaluating the trunk components of the aboveground phytomass of pine stands in the Northern Steppe of Ukraine. Methods of research. The method of collecting and processing the research material, developed by Professor P.I. Lakyda, was used in the presented paper. The statistical processing, correlation analysis and the search of regression dependences of phytomass components of the common pine trunk on the taxation indices of the tree stand were made.           The research results. The working data mass has been formed concerning the results of field and laboratory researches, which characterizes the components of the trunk phytomass for assessing biotic productivity of artificial pine stands in the Northern Steppe of Ukraine. Correlation analysis of the relation closeness of the main phytomass components of the tree stands with their basic taxational signs was carried out. A direct close relation of the trunk phytomass components in the bark and wood without bark with the average tree diameter and the height of stands has been established. The value of correlation coefficient of the bark phytomass with all taxational indices, except the density, demonstrates the moderate relation. Mathematical models have been developed and obtained to assess ordinary pine stands’ phytomass by the components of the trunk wood, trunk wood in the bark, and bark of the trunk. It has been determined that the increase of all the studied components of the aboveground trunk phytomass occurred together with increasing the average heights and diameters of tree stands. The elements of scientific novelty. Standard and information tables have constructed on the basis of regression models for the zone of the Northern Steppe of Ukraine. Practical significance. The obtained systems of standards enable to evaluate ecological and power resources and calculate the carbon sequestration in artificial pine tree stands of the studied region.

. Introduction. Transition to a post-industrial socio-economic structure and information society caused education crisis, which is common for world space. Dynamic development of high technologies and rapid obsolescence of knowledge significantly reduced life cycle of professions and caused deep structural changes in the sphere of employment. The need of economics for workers with qualitatively new qualification characteristics - a flexible person with meta-professional competencies, capable to solve complex professional problems and ready for innovative activity not just for today, but with the future in mind - has necessitated a significant updating of the system of vocational training and its reorganisation facilitating the implementation of a formula “lifelong learning”. The solution of problems of education begins with qualitative training of teachers, since the qualities of future professionals - graduates of the educational organisation, primarily depend on the level of teachers’ competencies.The aim of the present article is to determine the strategic directions of innovative development of vocational education and preparation of highly qualified pedagogical personnel.Methodology and research methods. The hypothetico-inductive method, theoretic-methodological analysis and synthesis of the content of scientific literature were the major research methods. The research work was carried out on the basis of the principle of convergence, which determines cross-disciplinary and supra-professional communications, acts as a factor of design and a statement in professiology of a new phenomenon - transprofessionalism. The authors described the concept of transprofessionalism through the process- and project-based approaches.Results and scientific novelty. The developmental trends and directions of vocational education are considered. The principal defining factor of vocational education is close integration of all its processes and subsystems (prevocational training - secondary vocational education - higher education institutions - postgraduate training), which integrity is provided by the continuing and advanced education. The concept of transprofessionalism and convergence in multidisciplinary training of specialists is proved. The innovative educational programmes based on this concept are characterised. The logical-semantic model of a modern specialist is designed. This model can form an empirical basis to design vocational education platform, which integrates socio-humanistic, natural-science disciplines and related innovative technologies for teachers’ training in the system of continuing vocational education. Strategic directions for realisation of such preparation are formulated: transprofessionalism, cooperation / collaboration, advanced and “high-speed” training, digital transformation.Practical significance. The research materials can be useful for specialists in the field of vocational education, heads of the educational organisations in order to develop and make managerial decisions and to effectively organise the process of vocational training of pedagogical personnel.

The development of rural areas is solved by the regional policy from a great part. Since every country implicating and applying this support system is identified by its geographical and political specifics, many problems rise also in the Czech Republic and they complicate the implementation of the regional policy principles in the final result. The possibility of improving this situation is given through identification of the relevant problems and the realization suggested actions. The problem areas in rural municipalities development requiring solution are as follows: poor transport services, non-existing cooperation inside the transport and mutual losses compensation, poor technical equipment of municipalities, securing a constant support of rural development, establishing functioning ties to the community center areas in the micro- regions, establishment of foundations, decomposition of rural development aims, public administration. Respecting of the proposed solution areas in municipalities would help to decrease regional disparities in rural areas.

The article discusses some aspects of training archivists on the present stage and suggests the ways of its improving according to the current needs. In the modern world there are several types of archives: historical, technotronic, digital, business archives etc. It should be noted that in many countries all these archives are not so clearly structured and often have a mixed character. University archivists’ curriculum must include many special subjects which will enable training highly qualified professionals capable to work in all types of archives. However, a limited number of hours in the curriculum makes it practically impossible. Each university must solve this problem independently with regards to its faculty (staff), technical equipment and market’s demands. An essential aspect of this work might be a differentiation between Bachelor’s and Master’s programs as well as the continuity of the former and the latter.

The article analyzes the memoirs of veterans of Cheboksary electric actuators plant. These memoirs contain a description of the activities of the enterprise’s team from the moment of its foundation to the end of the 80’s of the 20th century. The research methodology is based on the methods of «oral history», which involve the analysis of materials obtained by conversations and interviews with participants and witnesses of historical events. This gives the authors the opportunity to draw unconventional conclusions about already known historical facts and to identify previously unknown social phenomena. The novelty of the research is based on the analysis of memoirs that were not previously used as oral historical sources. In addition, the authors’ research approach is new, since the method of «oral history» has become widespread in the historical science of Russia only recently. The results of the study show that the data obtained by the above-mentioned method is an important addition to another group of sources – official documents, statistical reviews, and regulations. Memoirs of the enterprise employees contain estimates of historical events, reflecting the attitude of participants and witnesses to them. The analysis of such value judgments enables to update our knowledge and bring it closer to modern understanding. At the same time, the assessments present in the memoirs do not idealize the historical past. They go beyond official documents and are independent judgments, contributing to a more objective understanding of the historical processes that took place in the USSR in the second half of the twentieth century. Memoirs make it possible to recreate the first years of the plant’s existence, the process of forming its team, and see the assessments of the most important events in the plant’s history through the eyes of insiders. It is since that time that an electrical engineering cluster has been created in Chuvashia, which includes training of highly qualified specialists. This circumstance allows us to draw another conclusion – about the broad prospects of the chosen research direction. Memoirs contain a large array of materials that require repeated processing and continued research. This type of source should continue to be collected in the form of oral conversations and interviews. Such work should eventually result in the formation of a database with the prospect of their storing in various areas for subsequent use by other researchers in accordance with their field of scientific interests. This is also related to the practical significance of the research topic. Its results can be applied in the development of other problems in modern history, and become an example for the further development of modern methodology of historical science.

The relevance of this article is conditioned by the acute problem in the training of qualified personnel for education. Every period of development of human civilization has its own requirements for the teacher as a person and for his professional activity. The process of globalization and current trends in the labor market pose new challenges in the training of highly qualified specialists in higher education. Based on this, the state, acting as the main customer of education, sets clearly formulated and qualification requirements for teacher training. A modern pedagogue is a specialist who has the ability to communicate with all participants of educational relations at a high professional level, in other words, a high level of communicative competence. The purpose of the article is to reveal the content and essence of communicative competence as an crucial quality of professional activity of a teacher. The article presents a structural model for the development of a teacher’s communicative competence, which ensures the practical significance of this material.

Purpose. Ukraine is one of the world's five largest producers of grain crops. Much of the grain is exported. Traditionally, grain cargoes are exported through the western land crossings and seaports of the Black and Azov Seas, with the bulk of grain exports going through the port of Nikolaev and the ports of Greater Odessa. Rail transport provides delivery to exporting ports up to 2/3 of the total volume of grain transshipment in ports. Given the significant number of operations in the general technological process of processing grain wagons in ports, the required capacity of technical equipment of railway transport (number of tracks, locomotives, weighing devices, etc.) plays a significant role in the duration of the transshipment process and total operating costs. In this regard, determining the required number of ways to service the flow of grain for export is an urgent task. Methods. Comprehensive analysis of technical equipment and technology of railway transport of grain terminals in seaports, statistical analysis, graph-analytical modeling. Results. Based on the processing of statistics on the delay of wagons due to commercial marriages with grain cargo in the seaport, the conditional division of detained wagons due to and, consequently, the duration of delay of wagons into long and short. The characteristics of random values of the delay of the car are established and the dependence of the number of detained cars on the value of the total car traffic with grain cargo entering the transshipment is obtained. For short-term delays it is a polynomial dependence of the second degree, for long-term delays it is characterized by exponential dependence. Based on research, an additional track capacity has been established for the sedimentation of detained cars and recommendations have been developed for the number of such tracks and their length. Based on the rationing of the duration of shunting operations with delayed wagons, an additional working fleet of shunting locomotives for servicing delayed wagons was determined and recommendations for the location of wagon scales for commercial weighing of wagons in the process of processing grain wagons in the port. Practical significance. The obtained results can be used to determine the number of tracks and the total capacity of grain terminals in seaports. The duration of additional shunting operations to service the detained cars allows to clarify the calculation of the required locomotive fleet of grain terminals.

The increase in Russia's foreign trade turnover with the countries of the Asia-Pacific region, the growth of freight traffic between Europe and Asia, the need to realize the country's transit potential in the context of the globalization of the transport services market, all this sets the railway industry the task of managing the growing volumes of traffic in the direction of the Far Eastern ports. The key role in solving this problem is assigned, along with the Baikal-Amur Mainline, to the Eastern Polygon, the development of which is among the priority investment projects of the state and of Russian Railways. However, as the studies have shown, the problems of managing the growing volumes of transportation lie not only in the field of technical equipment, but also in the sphere of management: in the organization and implementation of operational work in the conditions of polygon technologies. The authors come to the conclusion that it is necessary to transform the system of planning budget indicators that characterize the activities of the Eastern Polygon and all its functional divisions in the conditions of polygon technologies. The article also highlights the main factors that affect the increase in profitability from freight transportation. The object of the study was the Eastern Polygon. The methods of research were analysis and synthesis of performance indicators of the Eastern Polygon during the period of its existence.

The article is devoted to the identification and analysis of economic and geographical factors in the development of air transport and their impact on the level of accessibility of passenger air transportation in the Republic of Belarus for the period from 2005 to 2017. The relevance of the study of the air transport development factors in Belarus is due to the geographical specificity of the country and the lack of domestic research on similar subjects in recent decades. On the basis of correlation analysis, the authour’s grouping of factors of the development of air transport has been proposed with the identification of the main, secondary and minor, which served as the basis for identifying the differentiation of administrative regions of Belarus by the level of accessibility of passenger air transportation. The results indicate that 40 % of the administrative regions or about 50 % of the population are characterised by limited abilities to consume air transport services, which requires diversification of the number of carriers and more intensive use of the existing air transport infrastructure. Based on this, special attention is paid to the use of the capabilities of regional airports and the potential development of domestic regional air traffic. These proposals will increase the availability of passenger air transportation, which will reduce up to 10 % the share of the population with disabilities in the consumption of air transport services.

The modern higher school has increased requirements not only for the training of highly qualified specialists with a certain amount of personal and professional qualities, good health and a sufficient level of physical fitness. However, the present students need the indicators of physical development, functional resources and right level of physical fitness. The purpose of the study was to justify the efficiency of using the "Physiological portrait of a university student" in physical education. To assess the basic indicators of health and fitness of students, a specially developed "Physiological portrait of a university student" (PhPUS) was used. It included indicators of physical development, functional capabilities of basic physiological systems and physical abilities of students. The practical significance of the study included comparing the parameters of PhPUS in the beginning and the end of the academic year. Another study on PhPUS blocks indicated improvement in the students' indices of physical development, functional indices of the main physiological systems and physical fitness. PhPUS for monitoring the physical health of students could help identifying the necessary measures to improve the process of physical education.
