Kata Kunci :  Pemberdayaan, Pengelolaan LimbahAbstractWaste is a waste material that is not in want after the end of a process. Waste is defined by humans according to degrees of exposure, in natural processes there is no concept of waste, only the products produced after and during the natural process take place. But because in human life defined the concept of the environment then the garbage can be divided by the types. Garbage which has tended to become an issue because there is no use value in it even tends to be interpreted as goods whose existence so do not be surprised if today we often encounter goods of economic value made from processed waste materials. Bank waste is an institution that serves to accommodate the waste provided by the community which will be processed back to be used goods that have economic value back in the community, in return the garbage collected by the community is very helpful in the program of environmental hygiene. With the awareness of community leaders in preserving the environment through waste management, as well as efforts to reduce the pollution of inorganic waste and weeds in the form of water hyacinth that grows around the river Citarum there is also an effort to train healthy and clean life for the community. So every garbage generated by the community every day is not wasted or even garbage that had become a very neglected thing will be a contested item because it has economic value after being processed in such a way to be various types of handicrafts selling price is very high. Garbage can be interpreted as a consequence of the activities of human life. It is undeniable, garbage will always be there as long as life activities continue to run. Every year, it can be ascertained that the volume of waste will always increase along with the increasing pattern of public consumerism. The landfill which is increasingly polluting the environment requires a technique and management to manage waste into something useful and of economic value, Bantas Village, Selemadeg Timur District, Tabanan Regency currently has a Waste Management Site (TPS3R) managed by Non-Governmental Organizations (KSM ) The source of waste comes from Households, Stalls, Restaurant Entrepreneurs, Schools, Offices and Ceremonies which are organic and inorganic waste. The waste management system at Bantas Lestari TPS with 3R system is Reduce (reduction of waste products starts from the source), Reuse (reuse for waste that can be reused) and Recycle (recycling waste) to date it is still running but not optimal. The method used in this research is descriptive quantitative with data analysis using SWOT analysis. This study produces a Waste Management Strategy which is the result of research from the management aspect, aspects of human resources and aspects of infrastructure facilities.

Moreover urban waste can be seen as a cultural problem because it affects various aspects of life, and the impact on urban waste management system nowadays are not effective and efficient yet. The reason for conducting this research is the emergence of the informal sector phenomena of urban waste management that can contribute to reduce the volume of urban waste production. The purpose of this research is to find out the informal sector strategy in urban waste management, especially inorganic waste. The researchers used qualitative research to explain the phenomenon as the focus of research. The result of research is 3M phenomenon, that is derived from Indonesian words (Mengubah = Changing, Mengurangi = Reducing, Manfaat = Benefit), in the management of urban inorganic waste. The explanation are; Mengubah: turning waste into economic value; Mengurangi: If the economic value of the urban waste volumes increases, the volume of urban waste will eventually be reduced; and Manfaat: the benefits obtained are management cultivating empowerment, reducing the burden of the landfill volume, being closer to inorganic zero waste condition. Suggestions are as follows: [a] development of management towards go-green, [b] urban waste management based on predictable community empowerment will be more effective and efficient in the future.

Garbage is a major problem in the community which can cause environmental pollution, the daily life of the village community is more about processing the final waste by burning it at a certain time, therefore with the existence of a waste bank there will be an increase in environmental awareness and perhaps economic awareness. The Garbage Bank is a business entity engaged in inorganic waste management. People can sort and save waste at the Garbage Bank, so that it can generate economic value. The Garbage Bank serves customers in saving waste, but most of the Garbage Bank still uses conventional transaction facilities, which causes the transaction data to be lost, damaged, or inaccurate calculation of transaction data. The Garbage Bank also serves garbage collection to customer locations around the Garbage Bank. This research has the main objective to provide assistance in the making and provision of administrative bookkeeping to the Management of the Cepaka Harum Plastic Bank.

The management of used goods needs to be improved in order to reduce pollution and contamination. The largest source of waste comes from settlements, which 75% consists of organic waste and only 25% inorganic waste. Inorganic waste management is still very minimal. Inorganic waste is very difficult to degrade and cannot even be degraded at all naturally, therefore a very large area is needed to compensate for the production of this type of waste. One of the most common inorganic waste found in the community is a plastic straw. Plastic straws are a drinking aid that is only used occasionally and in turn, increases the amount of waste available. Plastic straw waste in Singkawang City is one of the elements causing pollution that is not easily broken down because it is made of inorganic plastic. Plastic straw waste in Indonesia reaches more than 93.2 million per day, because of its large potential, it would be better if this plastic waste is used as a product and creativity in order to organize plastic waste properly, so that plastic really supports people's economic life community.

Kata Kunci: Green Accounting, Bank Sampah, Perekonomian   ABSTRACT One of the big problems faced by big cities in Indonesia is solid waste. Garbage can be interpreted as a consequence of the activities of human life. It is undeniable that garbage will always exist as long as life activities continue. Every year, it is certain that the volume of waste will always increase along with the increasing consumerism of society. The Ministry of Environment noted that the average Indonesian population produces around 2.5 liters of waste per day or 625 million liters of the total population. This Abdimas aims to change Mitra's mindset about the waste management paradigm that is based on the final approach, it is time to leave it and replace it with a new paradigm. The paradigm that considers waste as a resource that has economic value and can be used, for example, for energy, compost, fertilizer, and industrial raw materials. Waste management can be done with a comprehensive approach. Starting from upstream, that is, since a product that has the potential to become waste has not been produced. Continued downstream, where the product has been used, so that it becomes waste, which is then returned to the environmental media safely. The goal is to reduce waste in TPS/TPA and encourage community economic empowerment, through the use of waste with the 3R (Reduce, Reuse and Recycle) program. The purpose of the research is providing an analysis on the economic opportunities that can be generated through the implementation of an integrated and well organized solid waste management in order to increase the economic value of garbage from the level of household, small, and medium industry to give positive impact due to the increased prosperity for the community in urban areas, especially the poor. The research employed survey method to identify the fundamental problems at the level of households and industries, in-depth interviews, focus group discussions to find strategic steps and practices in implementing integrated waste management which based on partnerships to overcome urban poverty. The results of this study indicated that the economic value of organic waste is Rp. 193, 952, 422 ($14,841.80) per year and Rp. 223, 142, 710 ($17,077.86) per year for inorganic waste. This potential should be properly managed through synergizing the existing waste management agencies such as the Department of Public Cleanliness and the Waste Bank of Malang city. The synergy on waste management should be made up to the lowest level in public institutions that is housewives association, because the role of housewife is very important in the success of waste management. Thus, the funds collected from the optimization of waste management can be used as business capital to help low income working families in Malang city.

SDGs have 5 foundations, namely human, planet, welfare, peace, and partnerships that want to achieve three noble goals in 2030 in the form of ending poverty, achieving equality and tackling climate change. Some efforts to overcome poverty are to account for what we have produced and consumed. This is such in 12th SDGs target that accountability is part of the efficiency of natural resources as a means of supporting human life and directly preserving the environment by reducing waste through prevention, reduction, recycling and reuse. To support the achievement of the SDGs target, one of the things that can be done is by waste management, especially household waste. Household waste is the biggest source of waste. One way of managing it is the existence of a waste management that can be carried out by citizens in this case is the individual. Utilization of waste to produce new uses product that have economic value. Therefore, relating to the achievement of the SDGs' objectives, the implementation of Community Service activities is focused on achieving the 12th SDGs, namely responsible consumption and production; guarantee the continuity of consumption and the pattern of distribution through the waste management socialization to give citizens awareness on climate change.

Garbage is the leftover product from every human daily activity that is thrown away which, if not managed properly, can cause environmental and health problems. Waste bank is a form community participation in waste management. Air Putih Sub-dsitrict already has a waste bank that is actively operating. However its activities are still limited to collect inorganic waste from customers and sell it to collectors. In order to  increase the value of inorganic waste collected in the waste bank, a training to decorate used items using decoupage technique was conducted. Waste bank managers and Empowerment Family Welfare (PKK) members were participated in this training. In addition, a training how to use social media as a marketing media were performed. The results showed that the target community's skills had been achieved in processing inorganic waste into decorative items with higher economic value. Meanwhile, the sustainability of production and the economic impact resulting from these trainings still require further evaluation.
