This article describes the world view of the people of South Central Timor Regency regarding Atoni Pah Meto in the Poitan Liana Rite. With qualitative descriptive methods, the paper formulated (1) Poitan Liana Rite means the kinship displayed in the role of Atoin Amaf in belief in Uis Neno, Uis Pah, and the ancestors through symbolic actions and speech; (2) Timorese view their life as an integral part of supernatural life, and the continuation of people’s lives in harmony between social order and cosmic order. Uis Neno, Uis Pah, and Ancestors are believed to be a supernatural power involved in human life. All forms of supernatural power interventions are in the context of the life of Atoni Pah Meto that proceeds to actualize themselves as “Responsible on earth”. (3) All human efforts are seen as a blessing from Uis Neno, Uis Pah, and the ancestors. Overall Poitan Liana’s ceremony contains meaning related to the understanding of self, nature, and society on one hand, as well as relations with supernatural powers on the other. In this vertical and horizontal dimension, Orang Boti directs himself to the vertical dimension to maintain his life in the horizontal dimension.

This paper uses the concept of the “rule of law” to compare Qing China and British India. Rather than using the rule of law instrumentally, the paper embeds it in the histories of state power and sovereignty in China and India. Three themes, all framed by the rule of law and the rule of man as oppositional yet paradoxically intertwined notions, organize the paper's comparisons: the role of a discourse of law in simultaneously legitimizing and constraining the political authority of the state; the role of law and legal procedures in shaping and defining society; and the role of law in defining an economic and social order based on contract, property, and rights. A fourth section considers the implications of these findings for the historical trajectories of China and India in the twentieth century. Taking law as an instrument of power and an imagined realm that nonetheless also transcended power and operated outside its ambit, the paper seeks to broaden the history of the “rule of law” beyond Euro-America.

Background Research on centenarians to date has focused on areas with a high population of centenarians. However, there is limited literature on centenarians’ perspectives about growing up on farms from the heartland of Appalachia in Eastern Tennessee. Purpose This qualitative descriptive study was designed to characterize the role of a farming childhood by exploring the viewpoints of community-dwelling centenarians who grew up on farms in south central Appalachia. Methods A qualitative descriptive design was used with a convenience sample ( n = 16). Cognitive status was determined with the Short Portable Mental Status Questionnaire. Demographic data were collected. Interviews were transcribed and analyzed with the Neuendorf method of content analysis. Results Main emerging themes were the farm, the family, and the environment. Conclusion The farm was at the center of these centenarians’ childhood, influencing their family, community relations, and social interactions, which provided lessons that they utilized throughout their long lives.

Environment is important in human life. Conflict of interest comes between development of economy sector, citizenship needs and Governance, as it becomes completely difficult to analyze. The environment’s lawsuit is increase from the beginning of the Court established. The duty of Administrative Court are to investigate, decide and settle administrative disputes. The Governance has to pay attention before issuing the Government’s decree by put principle of good governance as priority. The issue in this paper is strengthening the role of Administrative Court to maintain the environment reuse by settle environment disputes based on the importance of environment. The administrative decisions in environment field may cause a loss or damage for the people. When the public officer did not put the appreciation to the reuse of environment and principle of good governance, it will become problems. The decision should be environmentally friendly. There should be certified judge to settle the dispute. The method of this research by examines the Judge’s verdict in environment disputes, and its relation with regulations and the newest issues. The conclusion is increase the role of the Administrative Court to maintain the environment by law enforcement through settle environment disputes.

The construction of socio-cultural stigmatization on the understanding of mental disorders is particularly interesting to study in the people with mental disorders who received treatment at the Mental Hospital. Mental disorder is a disease caused by the chaos of thoughts, perceptions and behavior in which the individualaare not able to adjust to themselves, other people, society and the environment. By applying the cultural studies viewpoint that is siding with the oppressed, the study aims to determine the forms and factors causing the stigma of people with mental disorders. The research method used is observation, in-depth interviews and life history data collection. The collected data were then analyzed using qualitative descriptive and interpretative. The results showed that the forms of stigma with mental disorders are divided into two, namely the public stigma (stigma derived from the community) and self-stigma (stigma comes from the patient and his own family). The forms of the public stigma include rejection, exclusion, and violence. The self-stigma takes the forms, among others, prejudice, guilt, fear and anger. Factors behind the stigma of mental disorders are external and internal factors. External factors include, among others, the madness is a disgrace, the myth of mental illness, and people's belief regarding the role of dukun. While the internal factors are family knowledge of the etiology of mental disorders, lack of family support and feelings of shame.

This research aims to illustrate and analyze the role of local elites in increasing voter participation and impact of local elite involvement in North Toraja District Head Vice Regent and Vice Regent 2015 by using qualitative descriptive method. Data were obtained by using interviews as well as literature and document studies.The results indicate that local elites play a role in increasing participation in Pilkada in North Toraja according to their capacity. Local political elites socialize candidate pairs, become campaign teams and volunteer teams of candidates for regent / vice bupati candidates. Religious figures become part of the election organizers and socialize the implementation of Pilkada through religious activities. Adat leaders play a role by utilizing the charisma owned socialize information Pilkada to the community, build communication with the candidate pair then support it in the elections.The involvement of local elites in the implementation of North Sulawesi District Head Vice Regent and Vice Regent 2015 has a significant impact on the political participation of the community. Increasing the political participation of the people in Pilkada is not solely because of the involvement of local elites in disseminating information on Regional Head Election. However, there are other motivating factors that enable the community to actively participate, namely (1) to be given material rewards (including piloting gambling activities) and (2) the religious sentiments of one of the candidate pairs on religious leaders in worship activities.

Abstarct. The role of zakat is very important, for that the amil zakat institution is a mandate of responsibility in managing zakat. The purpose of this study was to determine, Firstly the Role of Zakat in Increasing Empowerment, Secondly the Role of the Amil Zakat Institution, Infaq and Sadaqah Muhammadiyah Banjarnegara in enhancing empowerment in carrying out its programs relating to the economic empowerment of the people, especially the poor.       The type of data analysis used in this study is a qualitative descriptive analysis, with field research specifications. The results of this study indicate that the role of the Amil zakat, infaq and shadaqah institutions in improving the economy of the poor is to use productive zakat funds as a program in the form of venture capital distributed by the LAZISMU Banjarnegara. And there is a change in economic improvement mustahiq after getting productive zakat funds with the qharhul hasan contract (benevolent loans).        Keywords: Productive Zakat, LAZ Role, Economy, Economic EmpowermentAbstraks. Peran zakat sangat penting, untuk itu lembaga amil zakat merupakan amanah tanggung jawab dalam pengelolaan zakat. Tujuan penelitian ini adalah untuk mengetahui, Pertama Peran Zakat dalam peningkatan pemberdayaan, Kedua Peran Lembaga Amil Zakat, infaq dan Shadaqah Muhammadiyah Banjarnegara dalam peningkatan pemberdayaan melaksanakan programnya yang berkaitan dengan pemberdayaan ekonomi umat khususnya kaum dhuafa.        Jenis analisa data yang digunakan dalam penelitian ini adalah analisis deskriptif kualitatif, dengan spesifikasi penelitian field research (penelitian lapangan). Hasil dari penelitian ini menunjukkan bahwa peran dari Lembaga Amil zakat, infaq dan shadaqah dalam meningkatkan perekonomian kaum dhuafa yaitu dengan memanfaatkan dana zakat produktif salah satu program dalam bentuk modal usaha yang disalurkan oleh pihak LAZISMU Banjarnegara. Dan adanya perubahan peningkatan ekonomi mustahiq setelah mendapatkan dana zakat produktif dengan akad qharhul hasan (pinjaman kebajikan).        Kata kunci : Zakat produktif, Peran LAZ, Perekonomian, Pemberdayaan Ekonomi

BUMDesa activities are inseparable from community empowerment which aims to accommodate all community activities in the economic sector and as an alternative to poverty alleviation. The purpose of this study was to analyze the processes and factors supporting the empowerment of village communities carried out by BUMDesa Tirta Mandiri so that they get many achievements. This research method uses a qualitative descriptive research design. The research results show that the success of Ponggok Village is not obtained instantly but through a series of community empowerment processes. The role of the village government is very influential in the success of BUMDesa because it is not tired of conducting literacy studies by cooperating with academics and consultants. Various innovations were also developed to be able to compete and keep up with the times, therefore other village-level economic institutions such as Pokdarwis Wanua Tirta and UKM Nila Murni are collaborating with them to be more active in empowering the people of Ponggok Village.Keywords: BUMDesa, Community Empowerment, Ponggok Village

Foreign languages in demand as a means of intercultural dialogue, it is a social order of our modern society. But the language is not only a means of communication of modern people, this is a means of "dialogue" between the generations, a means of preserving the accumulated spiritual wealth of the people who speak this language. To understand the present and build the future, we sometimes need to look back into the past, including the past of the language. For accelerated learning a foreign language often helps to explain of linguistic phenomena and historical processes that took place in a particular language or a particular group of related languages. In the article the object of the analysis is almost forgotten Mozarabic language on the territory of the Iberian Peninsula. Mozarabic - is an Ibero-Romance language, which was once widespread in the conquered by Arabs part of the Iberian Peninsula. Language had been at the stage of development, therefore it has undergone strong phonetic changes.The article considers the influence of the Portuguese, Galician, Catalan languages on the Mozarabic language and vice versa, of the Mozarabic language on the Galician language, León, Asturias, Murskii and other dialects. The 3 stages of historical evolution of Mozarabic people are described: 1) fight Mozarabic people for independence; 2) the period of oppression; 3) the period of emigration. Examples of similar names of settlements in different parts of the peninsula, as well as plants are shown.The analysis of the phonetic form Mozarabic language has carried out: diphthongs and consonants saving in Castilian language. Mozarabic language has played an important role in the dialectical development of the peninsula, as a link between the Roman, Arab and Spanish cultures. The author highlights the role of Mozarabic language in the development of Castilian language and its formation as a state.

AbstractThe paper argues that Leviathan can be interpreted as employing a constructionist approach in several important respects. It takes issue with commentators who think that, if for Hobbes man is not naturally social, then man must be naturally unsocial or naturally purely individual. First, Hobbes's key conceptions of the role of artifice and nature-artifice relations are identified, and uncontroversially constructionist elements outlined, most notably Hobbes's conceptualisation of the covenant. The significance of crucial distinctions in Leviathan, between the civil and the social, between science and philosophy, between mankind's nature and the human condition, is developed. A constructionist reading of the argument of Leviathan is then advanced. The interpretation focuses on the contribution of nature-artifice relations, and of Hobbes's notion of civil philosophy, in understanding the critical issues of the state of nature and individual subjectivity. This reconstruction of the meaning of the text highlights the necessarily social character of human life in Leviathan, expressed in the way that the social' gives meaning to the 'natural', as well as because for Hobbes we live in a mind-affected world of perception and ideas. Leviathan can be interpreted as, in particular, a political social construction, because both social and individual identity logically require the social order and arrangements that only a strong government can supply. The social world, in Leviathan, cannot exist prior to the generation of a political framework, in civil society, the commonwealth, and law.

This article explores the village independent of Panggungharjo through developed communication. Based on the qualitative-descriptive method, it can be a result of a new perspective on independent village development. The development of communication by the stronger local leadership can be Panggungharjo Village entrance of the nomination of the better village in Indonesia for Village-Owned Enterprises (Badan Usaha Milik Desa) on developing of institutional governance. Leadership as a local strongman has established to analyze framing on the role of communication with the people. The participation can be conducted to developing programs on physically and unphysically. This paper founded on social services programs (education, health, and economic) and better central both effective and efficiency on Village-Owned Entreprises management. This enterprise can be economic productivity increasingly. In adding of village budgeting from the result of economic productivity on access and planning social programs more accessible for societies. Artikel ini mengeksplorasi kemandirian Desa Panggungharjo melalui komunikasi pembangunan. Hal ini dilandasi oleh prestasi Desa Panggungharjo yang berhasil menjadi desa mandiri. Melalui metode kualitatif-deskriptif dapat menghasilkan satu perspektif baru dalam pembangunan desa mandiri. Ternyata, komunikasi pembangunan yang diciptakan oleh kekuatan leadership lokal mampu menjadikan Panggungharjo masuk nominasi desa terbaik di Indonesia dalam pengelolaan Badan Usaha Milik Desa (BUMDesa). Leadership sebagai local strongman telah membingkai framing analisis dalam pola komunikasi dengan masyarakat. Dengan komunikasi efektif menghasilkan masyarakat yang pasif menjadi lebih aktif. Hal ini terlihat dengan tingkat partisipasi masyarakat dalam setiap program pembangunan. Partisipasi tersebut telah mampu menjalankan program-program pembangunan yang bersifat fisik maupun non fisik. Temuan penelitian yang paling menonjol adalah program pelayanan sosial (pendidikan, kesehatan, dan ekonomi) tersentral dengan baik melalui pengelolaan BUMDesa secara efektif dan efisien. BUMDesa menjadi motor penggerak pelayanan karena pendapatan secara ekonomis setiap tahun terus meningkat. Kondisi ini menjadikan pendapatan desa semakin bertambah. Dengan penambahan anggaran desa dari hasil produktifitas ekonomi semakin mempermudah akses dan perencanaan program pelayanan sosial bagi masyarakat.
