Today, the issue of creating conditions for homeland security is relevant, under which any socio-economic system can be comfortable and is not threatened by the negative influence of any external and internal factors. The main purpose of the study is to form a methodological approach to the formation of an appropriate defense ecosystem in the context of ensuring homeland security. To achieve this goal, we applied analysis and synthesis methods to study the current state of the homeland security level and the methodology for the formation of the IDEF0 functional model to represent the proposed defense ecosystem. The methodological approach can have the practical importance for state structures dealing with the issue of ensuring homeland security. The result of the study was the formation of a decomposition of the first, second and third levels of the functional model of the defense ecosystem in the context of ensuring homeland security. The article has limitations which are associated with the choice of the security system of Ukraine, since in the context of a pandemic, it was difficult to gain access to information from other countries. In the future, the proposed methodological approach is planned to be applied to the homeland security systems of other countries.

The article discusses mechanisms of various kinds of disorthography (conditioned by the underdevelopment of morphological, phonemic and graphical bases of orthographic activity) in schoolchildren with general speech underdevelopment. It offers basic methodology and techniques to correct disorthography conditioned by inadequate child acquisition of phonemic, traditional principles of orthography and principles of graphics. A systematic work on the development of psychological and language components of this type of learning activity coupled with oral speech disorder overcoming facilitates successful acquisition of program requirements by such children. The following methods were used: practical (exercises, modelling, construction, schematization, games), visual (observation, image study, image and practical activity results demonstration, stimulus material demonstration), verbal methods (conversation, narration, method of language analysis and synthesis, grammar and orthographic tasks solution). The article covers the results of many years of positive experience in the correction of various types of disorthography of primary schoolchildren with general speech underdevelopment. Formation of grammatical and orthographic activity, the basics of speech and language competences, Russian language academic performance increase are prerequisites of linguistic personality development and child self-development. The practical importance of the research lies in the development and testing of methods of disorthography correction of children with general speech underdevelopment. The given methodology helps to improve their spelling skills and allows to carry out a purposeful and controlled formation of spelling activity. The results can be used in the work of speech therapy centers and educational establishments which carry out inclusive students’ education.

Аnnotation Purpose. To increase the efficiency of technological processes of grain harvesting by large-scale agricultural producers due to the rational use of combine harvesters available on the farm. Methods. In the course of the research the methods of system analysis and synthesis, induction and deduction, system-factor and system-event approaches, graphic method were used. Results. Characteristic events that occur during the harvesting of grain crops, both within a single production unit and the entire agricultural producer are identified. A method for predicting time intervals of use and downtime of combine harvesters of production units has been developed. The roadmap of substantiation the rational seasonal scenario of the use of grain harvesters of large-scale agricultural producers is developed, which allows estimating the efficiency of each of the scenarios of multivariate placement of grain harvesters on fields taking into account influence of natural production and agrometeorological factors on the efficiency of technological cultures. Conclusions 1. Known scientific and methodological approaches to optimization of machine used in agriculture do not take into account the risks of losses of crops due to late harvesting, as well as seasonal natural and agrometeorological conditions of each production unit of the farmer, which requires a new approach to the rational use of rational seasonal combines of large agricultural producers. 2. The developed new approach to the substantiation of the rational seasonal scenario of the use of combined harvesters of large-scale agricultural producers allows taking into account the costs of harvesting of grain and the cost of the lost crop because of the lateness of harvesting at optimum variants of attraction of additional free combine harvesters. provides more profit. 3. The practical application of the developed road map will allow large-scale agricultural producers to use combine harvesters more efficiently and reduce harvesting costs. AbstractThe early part of the twenty-first century saw a revolution in the field of Homeland Security. The 9/11 attacks, shortly followed thereafter by the Anthrax Attacks, served as a wakeup call to the United States and showed the inadequacy of the current state of the nation’s Homeland Security operations. Biodefense, and as a direct result Biosurveillance, changed dramatically after these tragedies, planting the seeds of fear in the minds of Americans. They were shown that not only could the United States be attacked at any time, but the weapon could be an invisible disease-causing agent.

Purpose The purpose of this paper is to study the administrative and legal mechanisms of combating corruption, namely, to determine the means by which it is possible to develop a positive experience in the fight against corruption. Design/methodology/approach Among the methods used to study the problems of the stated subject, the dialectical, comparative-legal, systems, historical and legal, formal and legal, analysis and synthesis can be distinguished. Findings The authors investigated the experience of foreign countries in combating corruption and suggested implementing international experience in national legislation for the successful fight against corruption. In the course of the study, the current state of legal regulations governing anti-corruption activities was characterised, corruption and the main reasons for committing corruption acts were investigated, the problems that arise in the fight against corruption were identified, the main administrative and legal mechanisms for combating corruption were established and the effectiveness of applying these mechanisms in practice was studied. Practical implications The provisions that are enshrined in this paper are of practical value for individuals whose activities are aimed at fighting corruption, as Ukraine is one of the states where corruption flourishes and where the fight against corruption has not been directly implemented in practice for many years. Originality/value Based on the example of international experience in the fight against corruption, proposals and recommendations for improving administrative and legal mechanisms for combating corruption have been developed.

Introduction. The purpose of this article is to define methodological grounds of assessment of agricultural land using efficiency. The article is devoted to definition of the indicators system of land using efficiency. Methods of research. The solution of the tasks in the article is carried out with the help of such scientific and special research methods as: analysis and synthesis, systematization and generalization, the dialectical approach. Results. The structural balance between cost of land and production resources has been investigated, which leads to the need of many alternatives for the purpose and use of the respective territories on the basis of the modern system of land using efficiency assessment when determining the benefits of land resources using for agricultural production. Originality. It has been proved that to create and enforce a uniform indicators system of land using efficiency is necessary to determine all the factors that affect land use, to reflect the degree and type of each factor influence using the indicators of efficiency of the land use. Indicators of economic efficiency of land using and the intensity of land use are systemized. Practical importance. The methodical approach of agricultural lands using evaluation in the following areas has been justifed in the article: completeness of land use, rational land use, the level of land use intensity, efficient land use. The methodical approach has been presented to the calculation of potential losses from specific land uses in specific circumstances. It is proposed to assess the land using efficiency on the basis of indicators calculations of environmental and economic damage. Smart home, media and security systems intervene in the territory and boundaries of the home in a variety of ways. Among these are the capacity to watch the home from afar, and to record these observations over time, as well as using the home as a site of performance for those on the outside. In this paper, we map the meanings of the smart home and explore the tensions between security and visibility, adopting a cultural history and cultural analysis methodological approach. We make a contribution to the literature on the smart home, highlighting its connection to longer trajectories of media and cultural change, and to understanding the contemporary formations of technologised surveillance, with attention to practices that emerged in response to COVID-19. We focus on two aspects of our model of domestic smartification: Ludics (devices and systems for play or entertainment) and exteriorities (security and communication interfaces that remotely monitor and expose the home). We focus on these aspects relating them to ideas of haunting and the uncanny to explore the implications of making what was previously hidden visible and manipulable to others.

The purpose of the presented research is to analyze, systematize and formulate an enterprise strategy based on the analysis and synthesis of opportunities and threats of the external environment in combination with its strengths and weaknesses. Unconventional structuring of SWOT-factors, as well as their local synthesis for determination of the driving and inhibiting forces of the enterprise, has been offered. Ways to identify trends and patterns of external and internal environment based on a generalized model of SWOT-factors have been identified. Decisive in formulating a strategy (self-organized in nature) is a harmonization model of the goals system. General theoretical methods (analogy, abstraction, analysis and synthesis, idealization, imaginary modeling) and practical methods of research (observation, comparison, matching, analysis of statistical and other indicators) were used to solve the problems of the research. Methods such as empirical, statistical, graphical, etc. were used to process and summarize information.Thus, the approach study to the enterprise strategy formation based on the analysis and synthesis of the environment opportunities and threats in combination with its strengths and weaknesses allows to state that the development of a common structured list of major areas of enterprise activity is carried out taking into account the synthesis of all SWOT-analysis of the brand product, competitors and market segments, which allows the company to achieve a certain specific purpose of its activities.

Актуальность данных исследований обусловлена недостаточной проработанностью механизма управления процессами в сфере обеспечения продовольственной безопасности территории, что значительно снижает эффективность их регулирования и приводит к нерациональному использованию ресурсов (природных, трудовых и др.), возникновению негативных последствий и угроз. В рамках данных исследований разработан управленческий цикл продовольственной безопасности территории в виде структурно-функциональной модели, которая, наряду с субъектным и объектным блоками, состоит из комплекса взаимосвязанных подсистем. Оценку регионального уровня продовольственной безопасности предполагается проводить с помощью общепринятых критериев и показателей самообеспеченности, независимости (зависимости), достаточности, доступности и качества продукции. Основу метода моделирования в цикле составляет неотъемлемая его часть – наличие условий проверки, что не только способствует изучению сложившейся ситуации в продовольственной системе, но и позволяет спрогнозировать развитие этой системы при заданных условиях в кратко-, средне- и долгосрочной перспективе. В статье определено основное содержание, смысл и функциональное назначение подсистем, которые в совокупности создают все предпосылки для проведения системного мониторинга, выработки управленческих решений, определения текущей ситуации в обеспечении продовольственной безопасности и возможной координации действий в сфере ее обеспечения. Разработанный цикл имеет практическую значимость при выборе взаимоприемлемых мер и действий по устранению или смягчению критических ситуаций в сфере продовольственной безопасности. В данном цикле для каждой подсистемы определена специфика географических знаний, объединенных пространственным аспектом исследования. В заключение отмечается, что логическая взаимосвязь подсистем в цикле позволила получить целостное представление о потребностях управления продовольственной системой территории в геоэкологических знаниях, которые имеют экспертное и предметное значение. The relevance of these studies is due to the insufficient elaboration of the mechanism for managing food processes in the field of ensuring food security of the territory, which significantly reduces the effectiveness of their regulation and, in turn, leads to the irrational use of resources (natural, labor, etc.) and the emergence of negative consequences and threats. Within the framework of these studies, a management cycle of food security of the territory has been developed in the form of a structural and functional model, which, along with the subject and object blocks, consists of a complex of interconnected subsystems. As a method for assessing conditions, the use of modeling and foresight methods, an integral assessment of the level of food security and methods of strategic planning, in particular the situational method of SWOT analysis, is proposed. The assessment of the level of food security at the regional level is supposed to be carried out using generally accepted criteria and indicators of self-sufficiency, independence (dependence), sufficiency, availability and quality of products. The basis of the modeling method in the cycle is its integral part – the presence of conditions for checking the situation, which contributes not only to the study of the current situation in the food system, but also makes it possible to predict the development of this system under given conditions in the short, medium and long term. The article defines the main content, meaning and functional purpose of the subsystems, which together create all the prerequisites for conducting system monitoring, developing management decisions to enhance food security resulting from the iterative food process, to determine the current situation in ensuring food security and possible coordination of actions in the sphere of ensuring food security. The developed cycle is of practical importance in choosing mutually acceptable measures and actions to eliminate or mitigate critical situations in the field of food security or to enhance food security. In this cycle, for each subsystem, the specificity of geographical knowledge of natural-social relations, united by the spatial aspect of the study, is determined. In conclusion, it is noted that the logical interconnection of subsystems in the cycle made it possible to obtain a holistic idea of ​​the needs of managing the food system of the territory in geoecological knowledge, which have expert and substantive significance.

In this article, the author examines the reasons for social stratification of the country’s regions and singles out the difficult socio-economic situation of the majority of single-industry municipalities in Russia as one of the main ones. The aim of the study is to analyze the efficiency of use of human resources in the country as a whole, as well as the current state of single-industry towns and create a step-by-step plan for their modernization and restructuring as a necessary vector for sustainable economic development. The article emphasizes the need to integrate efforts on the part of the state, society and business in solving social problems in certain territories. The study was carried out using the following methods: observation, modeling, method of scientific abstraction, analysis and synthesis. The study result was development of a universal step-by-step plan for development of single-industry municipalities, substantiation of the possibility of its application as one of the factors for the effective use of human resources in a particular territory.

The historical analysis of the development of national forms of economy has been carried out. It has been determined that the most economically advantageous for society, vital, rational, socio-ecological-economic forms of economy are peasant economies and farms. The methodological basis of the study as to the identification of rational and effective forms of economy are general scientific methods, including methods of historical analysis, generalization, comparison, analysis and synthesis, methods of expert evaluation, graphical method. In the course of the research, the methods of historical analysis, generalization, analysis and synthesis were used in carrying out a retrospective analysis, in particular the research of scientific opinion on the effectiveness of such forms of economy as peasants and farms and the impact of land reform on their development; the method of expert evaluation in the survey of peasants and representatives from the administration of Radomyshl region of Zhytomyr oblast to determine their opinion – how the land reform will affect on the development of peasants and farms; graphical method for constructing tables and graphs. The study of the world experience in agriculture confirmed that the development of the farm model as a priority model of economy in agriculture is possible only with the active support of a state, as an institution that regulates land use through administrative and economic measures and provides legislation through limitation of purchase of land and the potential withdrawal of this land from agricultural circulation, and also involves the implementation of targeted programs through the financing of individual activity. An important function of state regulation is the conservation of the agricultural land fund. In developed countries, there are some restrictions on the land market to prevent latifundia. It is substantiated that in the course of land reform, the agrarian policy should be focused on preventing the creation of latifundia with large land tenure, as well as on the support, protection and development of peasant economies and farms as viable forms.
