IMEMO in Early 1990s

The article analyzes IMEMO activities in 1992, when Russia began to implement radical economic reforms. The rapid development of events outpaced their deep understanding, let alone the forecasting of socio-economic consequences of a "shocking therapy". During this period, IMEMO experts tried to analyze the implementation of economic reforms and formulate their attitude towards them. The main platform for discussions held at the Institute was its Academic Council where the most important reforms of the "Gaidar team" were discussed. The individual members of this team – Petr Aven, Sergei Glaz'ev, Maksim Boiko – gave explanations, and assessments of economic reforms – support and rejection – were revealed during discussions at the meetings of the Academic Council. In general, the approval of reforms prevailed in the expert community of IMEMO. But even the supporters of Egor Gaidar among IMEMO economists saw their serious shortcomings and negative effects: hasty, unfounded hopes for self-regulating market; neglect of social factors; surge of corruption during the privatization and corporatization of state property; continuing inflation, which contradicted the adopted principle of monetarism; underestimation of the state participation in the process of reforming the economy, etc. The interaction between IMEMO reformers and the government was a serious problem. Scientists criticized the government for neglecting their recommendations, and officials argued that academic science is constantly late with its recommendations and advice. The question of the IMEMO experts' direct involvement in the work of individual ministries – Economy and Finance, Foreign Economic Relations and other – was only partially solved through the secondment of some Institute employees to these ministries. In general, the problem of closer cooperation between science and practice was not successfully solved. Acknowledgement. When we look at the history of humanity, it is seen that mankind has been experiencing a process of change that has not lived to this day. This process we are in is called globalization. There are many opinions about the happiness and the unhappiness of mankind related to globalization. Globalization is on the verge of questioning what sustainability will bring when it is thought of in the long run. On this result, when we search for answers to questions about what you can sustain; when we look for answers to this question, what is sustainability? Innovation comes to the forefront, which is two dimensions, technical and organizational. Whether the individual the private or the public the conditions of innovation are reflected in education and training. In the process we are in today (the developments in economic, cultural and socio-economic relations between countries), it is evident that it is imperative to have education and training to respond to the sustainability of innovation conditions. All these principles make life, life style. That is, to acquire information, to produce information, to produce common values, to protect social and individual values in the common values produced, to adapt to the rapid development of technology, to increase quality of life in existing conditions, to produce added value in existing conditions and to maintain its sustainability. In this work, the relevance of innovation to sustainability has been examined in a classical way.

Despite the term being coined in the early 1990s, heteronormativity is a longstanding and enduring hierarchical social system that identifies heterosexuality as the standard sexuality and normalizes gender-specific behaviors and roles for men, women, and transgender and non-binary individuals. As a system, it defines and enforces beliefs and practices about what is ‘normal’ in everyday life. Although there are many factors that shape heteronormative beliefs and attitudes, religion, the government, education, and workplaces are the principal macro-level factors that normalize and institutionalize heteronormative beliefs and attitudes. These institutions contribute an outsize influence on the perpetuation of heteronormativity in society because these institutions create and inculcate the norms and standards of what are and are not acceptable values, attitudes, beliefs, and behaviors in our society. As such, in order to create effective interventions to eliminate the negative outcomes of heteronormativity, particular attention should be paid to each of these institutions. Parents, relatives, and other adults contribute to the normalization and institutionalization of heteronormativity at the individual- or micro-level. Although some people benefit from the system of heteronormativity (mainly heterosexual cisgender conforming men), much of the research on heteronormativity focuses on the negative outcomes. Heteronormativity is responsible for a host of pernicious outcomes such as lower self-esteem, job satisfaction, and organizational commitment, and greater rates of suicide ideation, verbal and physical abuse, and workplace mistreatment and discrimination. Future research should investigate identify effective micro- and macro-level interventions that could mitigate or eliminate the negative effects of heteronormativity.

This article discusses the possible economic consequences of the introduction of international sanctions against Russia´s accession to it in the Crimea, and since sanctions have affected entire sectors of the national economy, the primary task of the government at this point in time is to minimize their negative effects on the economy, reducing risks and exposure to further sustainable development. Under these conditions, after the adoption of retaliatory counter-sanctions Russian agro got a chance to increase the volume of agricultural production and significantly increase the export of agricultural products.

The world is entering a new phase of the digital era, including Indonesia. The unification of the real world and cyberspace is a sign, where the conditions of both can influence each other (Hyung Jun, 2018). The patterns of behavior and public relations in the virtual universe gave rise to new social interactions called the Digital Society. One part of Global Megatrends has also influenced public policy in Indonesia in recent years. Critical mass previously carried out conventionally is now a virtual movement. War of hashtags, petitions, and digital community comments are new tools and strategies for influencing policy. This paper attempts to analyze the extent of digital society's influence on public policy in Indonesia. As well as what public policy models are needed. Methodology used in this analysis is qualitative descriptive. Data collection through literature studies by critical mass digital recognition in Indonesia and trying to find a relationship between political participation through social media and democracy. By processing the pro and contra views regarding the selection of social media as a level of participation, this paper finds that there are overlapping interests that have the potential to distort the articulation of freedom of opinion and participation. - which is characteristic of a democratic state. The result is the rapid development of digital society which greatly influences the public policy process. Digital society imagines being able to participate formally in influencing policy in Indonesia. The democracy that developed in the digital society is cyberdemocracy. Public space in the digital world must be guaranteed security and its impact on the policies that will be determined. The recommendation given to the government is that a cyber data analyst is needed to oversee the issues that are developing in the digital world. Regulations related to the security of digital public spaces must be maximized. Existing research has consistently shown that perceptions of the potential economic consequences of Scottish independence are vital to levels of support for constitutional change. This paper attempts to investigate the mechanism by which expectations of the economic consequences of independence are formed. A hypothesised causal micro-level mechanism is tested that relates constitutional preferences to the existing skill investments of the individual. Evidence is presented that larger skill investments are associated with a greater likelihood of perceiving economic threats from independence. Additionally, greater perceived threat results in lower support for independence. The impact of uncertainty on both positive and negative economic expectations is also examined. While uncertainty has little effect on negative expectations, it significantly reduces the likelihood of those with positive expectations supporting independence. Overall, it appears that a general economy-wide threat is most significant, and it is conjectured that this stems a lack of information on macroeconomic governance credentials.

Abortion is a social phenomenon that is increasingly alarming. The concern is not without reason, because so far the behavior of abortion many negative effects both for themselves the perpetrators and the wider community. With the passing of the Government Regulation No. 61 Year 2014 on Reproductive Health still raises the pros and cons in the middle of the community. The approach used to address the problem that the above problems are normative juridical approach. Based on the results of the study need to decriminalize abortion in Government Regulation No. 61 Year 2014 on Reproductive Health which has the goal of creating the legal basis for abortion and the experts who helped him as an indication of a medical emergency or pregnancy due to rape, and factors inhibiting the decriminalization of abortion is legal factors themselves, law enforcement officials factors, factors facilities or infrastructure, community factors, and cultural factors. Suggestion that the author should the government needs to review the Government Regulation No. 61 Year 2014 on Reproductive Health in particular Article 31 and Article 34 within the limited evidence of rape victims in just 40 days because of the time limit is not relative to the law enforcement agencies to prove it, as well as regarding the evidentiary aspects of pregnancy due to rape victims in order to avoid an impression of legitimizing the act of abortion in any form. During the Restoration and the Second Republic, up until the outbreak of the Civil War, the prison system that was developed in Spain had a markedly liberal character. This system had begun to acquire robustness and institutional credibility from the first dec- ade of the 20th Century onwards, reaching a peak in the early years of the government of the Second Republic. This process resulted in the establishment of a penitentiary sys- tem based on the widespread and predominant values of liberalism. That liberal belief system espoused the defence of social harmony, property and the individual, and penal practices were constructed on the basis of those principles. Subsequently, the Civil War and the accompanying militarist culture altered the prison system, transforming it into an instrument at the service of the conflict, thereby wiping out the liberal agenda that had been nurtured since the mid-19th Century.

 Abstract Generally speaking, media is extensively used as the means to disseminate news and information pertaining to business, social, political and religious concerns. A portion of the time and space of media has now become an important device to generate economic and social activities that include advertising, marketing, recreation and entertainment. The Government regards them as an essential form of relaying news and information to its citizens and at the same time utilizes them as a powerful public relations’ mechanism. The effects of media are many and diverse, which can either be short or long term depending on the news and information. The effects of media can be found on various fronts, ranging from the political, economic and social, to even religious spheres. Some of the negative effects arising from the media are cultural and social influences, crimes and violence, sexual obscenities and pornography as well as liberalistic and extreme ideologies. This paper sheds light on these issues and draws principles from Islam to overcome them. Islam as revealed to humanity contains the necessary guidelines to nurture and mould the personality of individuals and shape them into good servants. Abstrak Secara umum, media secara meluas digunakan sebagai sarana untuk menyebarkan berita dan maklumat yang berkaitan dengan perniagaan, kemasyarakatan, pertimbangan politik dan agama. Sebahagian dari ruang dan masa media kini telah menjadi peranti penting untuk menghasilkan kegiatan ekonomi dan sosial yang meliputi pengiklanan, pemasaran, rekreasi dan hiburan. Kerajaan menganggap sarana-sarana ini sebagai wadah penting untuk menyampaikan berita dan maklumat kepada warganya dan pada masa yang sama juga menggunakannya sebagai mekanisme perhubungan awam yang berpengaruh. Pengaruh media sangat banyak dan pelbagai, samada berbentuk jangka pendek atau panjang bergantung kepada berita dan maklumat yang brekenaan. Kesan dari media boleh didapati mempengaruhi pelbagai aspek, bermula dari bidang politik, ekonomi, sosial bahkan juga agama. Beberapa kesan negatif yang timbul dari media ialah pengaruhnya terhadap budaya dan sosial, jenayah dan keganasan, kelucahan seksual dan pornografi serta ideologi yang liberal dan ekstrim. Kertas ini menyoroti isu-isu ini dan cuba mengambil prinsip-prinsip dari ajaran Islam untuk mengatasinya. Tujuan Islam itu sendiri diturunkan kepada umat manusia ialah untuk menjadi pedoman yang diperlukan untuk membina dan membentuk keperibadian individu dan menjadikan manusia hamba yang taat kepada Tuhannya. The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].
