This research focuses attention on accountability in the management of Village Funds Allocation (ADD) in efforts to improve the development of the village and community empowerment. This research is expected to be useful in efforts to improve the accountability of the management of Village Funds Allocation. The results of this research showed that the accountability ADD both technically and administration has een running well in accordance with the applicable rules with evidence of accountability in a transparent and accountable, so also in the management of village funds allocation, proven by the existence of Accountability Report (LPJ) the contents of which there is a cash book receipt, aiding, news events and other activities that have been documented through the pictures that are attached and physical development has been carried out the construction by constructing the irrigation water stones times. The realization of the report and report the realization of the implementation of Regional Budget Villages communicated to the society in writing and with the media information that is easily accessible by the community as shown by the existence of an attachment realization of that has been written. The planning, implementation, accountability for the development and empowerment of the village Dapurkejambon also has been done by the government of the village in accordance with the existing regulations, proven by the existence of the stages of planning activities can be done preparation in the form of the arrangement of the list of the Proposed Planned Activities (DURK) and Business Plan and Budget (RKA) that activities financed by the Fund Allocation of the village. However the purpose of the Fund Allocation Village in increasing community empowerment Dapurkejambon still deemed less than optimal because of the community less respond with good.

According to Minister of Home Affairs  Regulation No. 56 of 2015 concerning Code and Data of Administrative Area, it is mentioned that Papua is one of 34 provinces in Indonesia with the highest number of villages by 5,419 villages, 110 urban villages, and 558 sub-districts scattered in 28 regencies and 1 city. The high number of villages in a regency/city area has an effect on the amount of village funds allocated by the Central or Provincial Governments for each district/city, thus affecting the amount of regency/city APBD. Village Fund Allocation is a manifestation of the fulfillment of the right for the village to implement the principle of autonomy for the village to grow and develop following the growth of the village itself, based on diversity, participation, original autonomy, democratization, and community empowerment. However, the increasing number of village formation burdened the government budget to finance the formation of new villages, so that the village formation had a significant and positive effect on the amount of regional finance, especially regency/city and provincial APBD. For example, in the 2016 fiscal year, Tolikara Regency had a total of 541 villages spreading across 46 districts and received the largest village fund allocation of Rp320.04 billion. Thus, Tolikara Regency ranked 1st with the most villages and the largest village fund in the Papua Province. In contrast, Jayapura City with a total of 13 villages was the regency/city with the least number of villages and the least amount of village fund of Rp. 12.51 billion.

The village funds allocation given by the government of Banyuwangi Regency to the villages in the Pesanggaran sub-district is an effort to motivate the village in financing the activities of the Village Government.The purpose of this study is to describe, explain and analyze the accountability system in the management of Village Fund Allocation in the District Pesanggaran Banyuwangi. This research uses field research method which gives description about Accountability of Village Fund Allocation Funding in Pesanggaran District of Banyuwangi Regency. Data collection techniques using observation, interview and documentation techniques, by selecting informants who play a vital role and are involved technically and functionally in Accountability Management of Village Fund Allocation. The data that has been obtained then analyzed using qualitative research method. The results of this study are: (1). Village Fund Allocation Planning in Pesanggaran Sub-District, first discussed in the village development plan, involves the community in decision-making and to determine the development to be implemented in the village located in Pesanggaran sub-district. (2). Implementation of the Village Fund Allocation, implemented transparently, local villagers were given access to know the use of the village funding allocation fund. For example, from the activities carried out in installing information boards of ongoing projects / activities such as writing what activities are ongoing, how much funding is used, how long the implementation of the duties, and who the executor. (3). Accountability in the implementation of the allocation of village funds should be done as a form of village government accountability in managing funds obtained from the government. This study focuses on the application of accountability system, which is a form of responsibility over the management of public funds by the Government which was done starting from the planning stages, execution, implementation, and surveillance of the management of village Funds Allocation. This study was conducted because of the amount of the funds allocated for rural development as well as susceptible to fraud resulting from the lack of transparency of reporting to the public, as well as the performance of the implementation Team in the village of accountable reporting accountability that has not been in accordance with the applicable regulations. This study is expected to be beneficial to the Government of Banyuwangi Regency especially Rogojampi Sub-district in an attempt to improve the accountability of the management of the village Funds Allocation. This study was conducted in nine villages in Rogojampi sub-district. The Data collected by direct observation in the villages and with interviews with the parts of County, district monitoring teams, Treasurer of villages, village of Consultative Body Elements, as well as representatives of the villagers. This study shows that in the planning and the execution were in accordance with the applicable pr,ocedures and operations have been conducted in a transparent and accountable. For the surveillance phase is still not going well because of lack of transparency towards the public. As for the implementation phase also has not run properly due to human resources managing team in making the Administration report is still lacking, so the necessary existence of coaching and supervision over local government.Keywords: Accountability, Transparency, Village Fund Allocation.

This study aims to determine and describe the Competence of Village Fund Allocation Management in Kapala Pitu District, North Toraja Regency. The method used is an interactive model, namely data collection, data condensation, data presentation, and verification of conclusions. The results show that 1) The availability of adequate information about village funds is considered to have been implemented effectively. 2). Public knowledge and insights about village funds are considered to have been implemented effectively. 3). Increasing public trust in the management of the Village Fund is considered to have run effectively. 4). The increased community participation in village fund activities is considered to have been implemented effectively. Overall, it can be understood that the Competency of Village Fund Allocation Management in Kapala Pitu District, North Toraja Regency has been running effectively. project finished. So that the responsiveness of the village community in Kapala Pitu to the implementation of village governance runs well, the allocation in the implementation of the village fund program has been able to increase public trust in the village government, the result is that village development is getting more advanced. The creation of a good relationship between the community and the government through community empowerment with the labor-intensive model of the local village community is given the opportunity to implement the village fund program both in physical and non-physical development.

The purpose of this study is to explore how community empowerment is carried out by village governments through village funds in village Langen Sari, West Java, Indonesia. The community empowerment is realized through Village Fund Allocation (ADD). 30% of the Village Fund Allocation is used for operational costs of the Village Government and the Village Consultative Body (BPD), 70% for community empowerment, and strengthening the capacity of the Village Government. The research method used is descriptive research with a qualitative approach using Milles and Huberman's analysis methods. The results showed that the use of Village Fund Allocation for the community empowerment component was not yet on target. Community participation is a significant factor in launching community empowerment, while a lack of human resources and weak supervision are obstacles.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. Kata kunci : Desa Wisata, Alokasi Dana Desa,  Pemberdayaan Masyarakat   Jambu Tourism Village was founded in 2018, located in Kayen Kidul District, Kediri Regency, which won the nomination award for the best tourism village category 2018 and 2019 at the Village Award. In the early phase of tourism village development using budget capital from the Village Fund Allocation (ADD) with the aim of increasing the empowerment of village communities. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists. Abstrak. ADD di maksudkan untuk meningkatkan efektifitas dan efisiensi penyelesaian masalah yang berskala desa secara langsung maupun yang berskala daerah secara tidak langsung. Permasalahan desa bersama masyarakatnya, sangatlah spesifik dan tidak dapat di sama-ratakan untuk setiap desa. Desa Gelampang Wih Tenang Uken Adalah  salah satu desa yang terletak di Kabupaten Bener Meriah yang mendapatkan  anggaran dana desa. Sejak tahun 2015 dana desa yang sudah di terima yaitu  Rp.222.699.900,00. Dan terus mengalami peningkatan  pada tahun 2017 Desa Gelampang Wih  Tenang Uken Sudah menerima anggaran dana  desa sebesar Rp. 973.351.708,00. Hasil penelitian ini adalah realisasi kegiatan  Program ADD yang dilakukan di Desa Gelampang Wih Tenang Uken yaitu pembangunan berbentuk fisik  diantaranya pembangunan rabat beton, drainase, turap kantor desa dan pembanguanan jalan pemukiman/aspal lapen. Implementasi  Program  ADD di Desa  Gelampang Wih  Tenang Uken  terkendala pada kurangnya transfaransi pemerintah desa sehingga informasi yang di berikan terbatas. Realisasi  program  Alokasi Dana Desa  (ADD) di Desa Gelampang Wih Tenang Uken tergolong efektif, hal ini dapat dilihat dari  laporan pertanggung jawaban desa di mulai dari tahun 2015 (222.699.900 : 300.000.000 x 100% = 74,23 %), 2016 (611.174.000 : 750.000.000 x100% = 81,49%) 2017, ( 973.351.708 : 1.000.000.000 x 100% = 97,33%). Namun demikian, pengelolaan ADD di Desa Gelampang Wih Tenang Uken masih perlu perbaikan baik di segi pengelolaan maupun sumberdaya manusia.Kata kunci: Efektivitas, Realisasi, Implementasi, ADDAbstract. ADD is intended to improve the effectiveness and efficiency of village-scale problem solving directly or indirectly. The result of this research is the realization of ADD program activities conducted in Gelampang Wih Tenang Uken Village which is physical development such as construction of concrete rebound, drainage, plastering of village office and construction of residential / asphalt road. The implementation of ADD Program in Gelampang Wih Tenang Village is constrained on the lack of transparency of village government so that the information given is limited. The realization of the Village Fund Allocation (ADD) program in Gelampang Wih Tenang Village Uken is effective, this can be seen from the village accountability report starting from 2015 (222.699.900: 300.000.000 x 100% = 74.23%), 2016 (611,174,000: 750,000,000 x100% = 81.49%) 2017, (973,351,708: 1,000,000,000 x 100% = 97.33%). However, the management of ADD in Gelampang Wih Tenang village still needs improvement both in terms of management and human resources.Keywords: Effectiveness, Realization, Implementation, ADD

Community empowerment is one of the keys to the success of a village to prosper the lives of its people, with the potential of existing villages, where the community can develop ideas, creations of superior products in the village that generate entrepreneurial spirit in accordance with the provisions given by the government for village development. Padamatang Pasawahan Kuningan village is one of the villages that has a lot of natural resource potential that can be managed and developed into a superior product from the village including Processed Tempe and Emping (Melinjo). The method for carrying out this activity through several stages, namely the stages of preparation, socialization, training, and assistance. The results of these community service activities provide a place to be introduced to the outside community through the use of a Blog where existing technology can benefit the Padamatang Pasawahan Kuningan village.Keywords: Community Empowerment, Entrepreneurship, Village Potential, Blog Technology AbstrakPemberdayaan masyarakat merupakan salah satu kunci keberhasilan suatu desa untuk mensejahterakan kehidupan masyarakatnya, dengan potensi desa yang ada, dimana masyarakat bisa mengembangkan ide, kreasi dari produk unggulan di desa yang membangkitkan jiwa berwirausaha yang sesuai dengan ketentuan yang diberikan pemerintah untuk pembangunan desa. Desa Padamatang Pasawahan Kuningan merupakan salah satu desa yang memiliki banyak potensi sumberdaya alam yang bisa dikelola dan dikembangkan menjadi produk unggulan dari desa diantaranya yaitu Olahan Tempe dan Emping (Melinjo). Metode pelaksanaan kegiatan ini melalui beberapa tahapan,yaitu tahapan persiapan, sosialisasi, pelatihan, dan pendampingan. Hasil kegiatan pengabdian masyarakat ini memberikan suatu tempat untuk bisa diperkenalkan kepada masyarakat luar melalui penggunaan Blog dimana teknologi yang ada bisa bermanfaat bagi desa Padamatang Pasawahan Kuningan.Katakunci : Pemberdayaan Masyarakat, Wirausaha, Potensi Desa, Teknologi Blog
