This study aimed to determine implementation of Sidoarjo Regulation Number 4 of 2012 on Building Permit (IMB) in Tambak Kalisogo village, Jabon subdistrict, Sidoarjo Regency. This study used qualitative research through descriptive approach. Informants in this study was village officials especially in community development field, community that was doing or newly building houses, community that have supporting data, the parties that have qualified in providing information, as well as data in BPPT Sidoarjo. The results of this study indicated that implementation of regulations concerning building permits in Tambak Kalisogo Village quite good. It was influenced by several factors, namely economic factors, customs were still strong and lack of socialization in the village government. While, supporting factor included encouragement the needs and compensatory of mudflow disaster victims.

Abstract: This research aims to describe the development model of Setanggor halal tourism village. This research uses qualitative research methods with a descriptive approach. The results showed that halal tourism in Setanggor village was developed through active community participation with the village government through a tourism village model based on community and halal values. The development of halal tourism villages in Setanggor is not able to be separated from religious values. As a result, Community-Based Halal Tourism in Setanggor village combines community-based tourism and halal-based tourism that will eventually serve as a model for community-based halal tourism. The growth of the halal tourism sector in Setanggor village has also provided positive benefits for enhancing the local community's well-being. In addition to the community's active role, the legality of the Setanggor halal tourism village is also supported by the local government of NTB and the Indonesian Council of Ulama.Abstrak: Penelitian ini bertujuan untuk mendeskripsikan model pengembangan desa wisata halal Setanggor. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa wisata halal di Desa Setanggor dikembangkan melalui partisipasi aktif masyarakat dengan pemerintah desa melalui model “Desa Wisata Halal Berbasis Masyarakat”. Pengembangan desa wisata halal di Setanggor tidak lepas dari nilai-nilai religi. Oleh karena itu, CBT di desa Setanggor yang merupakan gabungan antara pariwisata berbasis komunitas dengan pariwisata berbasis halal pada akhirnya menjadi role model bagi wisata halal berbasis komunitas. Pertumbuhan sektor wisata halal di desa Setanggor juga memberikan manfaat positif bagi peningkatan kesejahteraan masyarakat setempat. Selain peran aktif masyarakat, legalitas desa wisata halal Setanggor juga didukung oleh pemerintah daerah NTB dan Majelis Ulama Indonesia.

ABSTRACT The purpose of this study was to determine the implementation of the Family Hope Program Assistance Policy and to want to know what factors hindered the implementation of the Family Hope Program (PKH) in Mesigit Village. The method in this research uses qualitative research. The results showed that the implementation of the Family Hope Program policy has gone well, but that has become an obstacle in the implementation of the Hope Family Program coordinating PKH facilitators to the village government. The conclusion of this research is that the implementation of the Family Hope Program (PKH) has been going well because it has four indicators of policy implementation such as: communication, resources, disposition and bureaucratic structure. While the inhibiting factors are the awareness and interest of the community about PKH, telecommunications network facilities and the absence of meeting activities, there is no coordination from PKH facilitators.  Keywords: Policy, Poverty, Program.

Abstract: The construction of Bendung Slinga in Purbalingga Regency begins with land acquisition carried out in 2009 and 2010, but the land acquisition process has not been completed in the land rights certificate, especially the object that comes from the village cash lands of Banjaran. The purpose of this research is to explain the implementation of land acquisition for Development of Bendung Slinga in Banjaran Village, Bojongsari District, Purbalingga Regency and explain the constraints faced and the solution. This research uses qualitative method with descriptive approach. The results show that the implementation of land acquisition for the construction of Bendung Slinga until the payment of compensation has been implemented in accordance with the prevailing regulations, namely Perpres 65/2006 and Perkaban 3/2007. Problems that occur is not complete the condition of the release of cash land Banjaran village which became the object of land acquisition. Terms of release that can not be fulfilled are village regulations, permission of the bupati, and permission of the governor. In addition, replacement land for disbursed village cash lands has not been fully controlled by the Banjaran Village Government and has not yet registered its land rights on behalf of the Banjaran Village Government. Intisari: Pembangunan Bendung Slinga di Kabupaten Purbalingga diawali dengan pengadaan tanah yang dilaksanakan pada tahun 2009 dan 2010, Namun proses pengadaan tanahnya belum selesai pada tahap sertipikasi hak atas tanah, terutama objek yang berasal dari Tanah Kas Desa (TKD) Banjaran. Tujuan dari penelitian ini adalah untuk menjelaskan pelaksanaan pengadaan tanah untuk pembangunan Bendung Slinga di Desa Banjaran, Kecamatan Bojongsari, Kabupaten Purbalingga dan menjelaskan kendala yang dihadapi dan solusinya. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa pelaksanaan pengadaan tanah untuk pembangunan Bendung Slinga sampai dengan pembayaran ganti rugi telah dilaksanakan sesuai dengan peraturan yang berlaku, yaitu Perpres 65/2006 dan Perkaban 3/2007. Permasalahan yang terjadi adalah belum lengkapnya syarat pelepasan TKD Banjaran yang menjadi obyek pengadaan tanah. Syarat pelepasan yang belum dapat dipenuhi yaitu peraturan desa, izin bupati, dan izin gubernur. Selain itu, tanah pengganti untuk tanah kas desa yang dilepaskan belum sepenuhnya dikuasai oleh Pemerintah Desa Banjaran dan belum didaftarkan hak atas tanahnya atas nama Pemerintah Desa Banjaran. This study aims to assess the performance of the village government from the use of the SISKEUDES (Village Financial System) application in improving the quality of financial accountability in the village of Tanjungsari, Umbulsari District, Jember Regency. This research uses qualitative methods using a descriptive approach. Data obtained from observations and interviews with informants, in this case the village government, from the village head, village secretary, finance officer, financial staff, and planning staff, directly from the results of the interview data reduction, data presentation and withdrawal were carried out. This researchcarried out using documentation techniques and interviews with parties involved in the management of the Village Fund. Descriptions are obtained throughanalysis of Permendagri No. 113 of 2014 by comparing the realization in the field.Village Fund Management from the planning, implementation, administration, reporting stagesand accountability in general can be said to be in accordance withPermendagri No. 113 of 2014 although there are several things in the planning,implementation and administration that are still not in accordance with the target time.

This study was conducted to analyze the role of the Village Consultative Institution (BPD) in monitoring the use of Village Funds in Kuta Pinang Village, Tebing Syahbandar District, Serdang Bedagai Regency. This research uses descriptive qualitative research methods, data collection techniques by conducting literature studies and research in the field. Data analysis was performed by reducing data, presenting data and drawing conclusions. The role of BPD includes three things, namely the role in regulations, organizations / institutions and in individuals. The results showed that the role of the Village Consultative Body (BPD) of Kuta Pinang Village in the supervision of Village Funds by monitoring and auditing financial reports on the use of village funds. The follow-up of the supervision that has been carried out by the BPD which is an evaluation of the performance of the Kuta Pinang village government has also not been available so that the role of supervision has not been optimal. In addition to these aspects, the findings in this study are the obstacles faced by the BPD of Kuta Pinang Village in conducting supervision, namely the lack of community participation in village deliberations, the BPD does not understand the regulations for the use of village funds, BPD resources are still inadequate and inaccurate monitoring documentation, so that the impact on the implementation of supervision is not optimal.

Social inequality remains a crucial problem in Indonesia. This paper intends to describe the implementation of the Family Hope Program as social protection and its impact on improving family welfare in West Lombok. This qualitative research used an analytic descriptive approach, with a case study in the village of Terong Tawah. The results of the study show that the program beneficiaries can experience welfare, manage family finances well, and meet what they need, not what they want. In addition to guaranteed health services, they are kept safe from a school dropout, especially for pregnant and breastfeeding women, as well as toddlers and children.

Di negara berkembang umumnya sampah masih dibuang tanpa adanya pemilahan terlebih dahulu, seperti sampah Organik, Anorganik, dan logam masih menjadi satu, itulah yang menyulitkan untuk dilakukannya penanganan. Dampak negatif yang dapat ditimbulkan oleh volume sampah yang tinggi dan tidak dikelola dengan baik dapat berupa gangguan kesehatan, menurunkan kualitas lingkungan, menurunkan estetika lingkungan. Tujuan penelitian ini adalah untuk menganalisis pengelolaan sampah anorganik di Desa Parit 1 Api- Api Tahun 2020. Penelitian ini merupakan peneltian kualitatif deskriptif yaitu dengan melakukan observasi dan wawancara mendalam. Sampel yang menjadi informan dalam penelitian ini berjumlah 8 orang, variabel yang diteliti antara lain sumber daya manusia, anggaran, sarana prasarana, metode, tahap pemilahan, tahap pengumpulan, tahap pengangkutan dan tahap pengolahan. Hasil penelitian menunjukkan tidak adanya ketersedian tenaga kerja kebersihan di desa, tidak ada pengalokasian dana khusus untuk pengelolaan sampah anorganik, kurangnya sarana dan prasarana serta tidak adanya masyarakat melakukan tahap pemilahan, pengumpulan, pengangkutan dan pengolahan dalam melakukan pengelolaan sampah anorganik di Desa Parit 1 Api-Api. Disarankan  kepada Aparatur Pemerintahan Desa untuk mendirikan Bank Sampah di Desa Parit 1 Api-Api agar masyarakat lebih giat dalam pengelolaan sampah menjadi barang berguna sehingga sampah yang masih bernilai ekonomis masih bisa dipergunakan untuk peningkatan ekonomi masyarakat sekitar. In developing countries, generally waste is still discarded without prior sorting, such as organic, inorganic, and metal waste is still one, which makes it difficult for handling. The negative impacts that can be caused by high volumes of waste that are not managed properly can be in the form of health problems, reducing environmental quality, reducing environmental aesthetics. The purpose of this study was to analyze the management of inorganic waste in the Village of Parit 1Api-Apiin 2020. This researchwas a descriptive qualitative research by conducting in-depth observations and interviews. Thenumber of informants in this study amounted to 8 people, the variables studied included human resources, budget, infrastructure, methods, sorting stage, collection stage, transportation stage and processing stage. The results showed that there was no availability of sanitation workers in the village, no allocation of special funds for the management of inorganic waste, lack of facilities and infrastructure as well as the absence of the community carrying out the stages of sorting, collecting, transporting and processing in managing inorganic waste in the Village of Parit 1 Api-Api.Researchers suggest to the Village Government Apparatus to establish a Trash Bank in the Village of Trench 1 Api-Api so that the community is more active in managing waste into useful goods so that waste that is still of economic value can still be used to improve the economy of the surrounding community.

A fundamental change in the government system in Indonesia after the reforms is the implementation of decentralization and real regional autonomy. Giving village funds is a form of fulfilling the village's rights for the implementation of its own autonomy to grow and develop following diversity, participation, autonomy, empowerment, democratization of the community and increasing the role of the village government in order to provide services and improve the welfare of the community in areas that are adrift . Therefore, this study aims to reveal the impact of village fund policies on improving people's welfare and reducing unemployment in Ponggok Village, Tegalrejo Village, and Kalangan Klaten Village. Ponggok village was chosen because it is a pilot village that has managed to manage village funds provided for the welfare of its people. Ponggok Village uses its village funds to provide infrastructure to support the sustainability of Ponggok Tourism Village, conduct training programs, toilets for each house, as well as other assistance that can improve the welfare of its citizens, and the entire community participates in the programs. As a result, the program can significantly reduce unemployment. Tegalrejo Village uses its village funds to improve village infrastructure and train its community. Desa Kalangan uses its village funds to improve village infrastructure, reforestation, training and community development. However, the results of the management of the village fund of the two villages have not been able to improve the economy and reducing unemployment, due to the lack of community participation in the programs being implemented. Keywords: regional autonomy, village funds, community welfare, unemployment

This research aims to provide information to the society related to the information openness and transparency of Blitar Government and Village Government in the implementation of Memorandum of Understanding (MoU) of Village Fund Allocation. Several issues stated in MoU include safety and orderliness, action, investigation, apparatus source, society protection, and connection. Other issues include prevention, supervision, and security of village fund. This research employed qualitative method with descriptive approach. The data were obtained from the document of interactive dialog broadcast named “Hallo Bupati-- aired by Local Public Broadcast Department (LPPM) radio, Persada FM, Blitar, edition of Monday, January 23, 2018. The informant of this interactive dialog program was the Regent of Blitar. Data analysis was performed by transcribing the broadcast document, organizing and analyzing data, and interpreting the findings.  The result showed that all the village governments getting Village Fund Allocation in Blitar have madeMemorandum of Understanding (MoU) with the Regent and the Chief Police Officer of the Regency Then, it was followed by supervision and evaluation towards the expenditure of the fund in village level.
