<strong>English</strong><br />Gotong royong is social capital found in most of Indonesian sub-cultures. In gotong royong instituion we find social values, collective spirit, mutual collective trust, and organization aimed at common progress. Roles of gotong royong are significant in alleviating Indonesian from undeveloped economy of basic needs and foreign dominance. Gotong royong institution revitalization is necessary to involve people through deep participation in order to implement good governance. Upper aspect of gotong royong is norms. It is possible to improve social structure through gotong royong both at local and national levels. Collective, focused movement of this institution enables the government to establish self-reliance society based on social justice. Therefore it needs political will from all stakeholders both at regional and central levels. <br /><br /><br /><strong>Indonesian</strong><br />Gotong royong bukan saja merupakan kekayaan sosio-budaya, melainkan juga ”modal sosial” yang hampir secara merata dijumpai pada setiap sub-kultur masyarakat Indonesia. Dalam kelembagaan gotong royong terkandung unsur visi nilai kehidupan sosial (”ideologi”), spirit perjuangan kolektif, semangat saling menghargai (mutual collective trust), dan keorganisasian kerjasama yang kompatibel terhadap kemajuan masyarakat (bangsa). Tanpa kekuatan kelembagaan gotong royong, mustahil masyarakat Indonesia dapat melepaskan diri dari keterpurukan ekonomi kebutuhan dasar, dominasi bangsa asing, serta penjajahan politik dari bangsa lain. Revitalisasi kelembagan adat gotong royong dapat dijadikan wahana untuk meningkatkan partisipasi masyarakat secara menyeluruh (deep participation) dalam rangka mewujudkan penyelenggaraan pemerintahan yang bersih dan baik (clean and good governance). Aspek hulu dari kekuatan gotong royong adalah tata-nilai yang hidup dan berkembang pada masyarakat adat. Jika terhadap tata-nilai adat-istiadat dapat dilakukan pengembangan melalui prekayasaan sosio-politik yang terarah, maka melalui kelembagaan gotong royong dapat dibangun kompetensi SDM yang lebih baik, perubahan struktur masyarakat (ke arah yang lebih egaliter; tidak polaristik), manajemen sosial yang lebih sehat, serta kepemimpinan sosio-politik yang merepresentasikan kemajuan bersama baik dalam tingkat komunitas lokal maupun nasional. Gerakan kolektif dalam penguatan kelembagaan gotong royong secara terarah akan memudahkan bagi penyelenggaraan pemerintahan dalam rangka mewujudkan kemandirian (masyarakat) bangsa yang dilandaskan pada keadilan sosial. Berkaitan dengan itu dibutuhkan dukungan kemauan politik (”political will”) yang kuat dari kalangan elit kepemimpinan pemerintahan, partai politik, masyarakat adat, serta masyarakat bisnis di tingkat daerah dan pusat.

AbstractGood governance is a concept for governance that should be run. Theoretically, the discourse of good governance reaps its pros and cons since it had been firstly introduced. However, as a concept and a strategic offer it deserves to be appreciated and re-examined. There are principles in good governance that are compatible with Islam such as accountability, transparency, deliberation, and others. Good governance will be achieved when it involves a good communication among the government, civil society, and the business sector. The author uses the perspective of contemporary maqaasid asy-shari'ah to view the discourse with more emphasis on development and right. The perspective is different from the old maqasid which emphasizes more on the protection and preservation. The result of the study shows that good governace needs  harmonious relationship among the followers of religion, social justice, organized and equitable education, human rights protection, and the development of civilized law.Keywords : Good Governance, Maqâsid asy-Syaari’ah, DevelopmentAbstrakGood governance merupakan sebuah konsep tata kelola pemerintahan yang seharusnya dijalankan. Secara teoritis, diskursus good governace menuai pro-kontra sejak awal kemunculannya. Meskipun demikian, sebagai sebuah konsep dan tawaran strategis patut untuk diapresiasi dan dikaji kembali. Terdapat prinsip-prinsip dalam good governance yang berkesesuaian dengan Islam diantaranya akuntabilitas, transparansi, musyawarah, dan lainnya. Upaya mewujudkannya tidak hanya dilakukan oleh satu pihak saja, tetapi komunikasi antara pemerintah (goverment), masyarakat sipil, dan sektor dunia usaha. Dalam melihat diskursus ini, penulis menggunakan perspektif maqaasid asy-Syaari’ah kontemporer dengan lebih menekankan pada development (pembangunan; pengembangan) dan right (hak-hak). Berbeda dengan maqasid lama lebih pada protection (perlindungan) dan preservation (penjagaan; pelestarian). Berdasarkan hasil kajian tersebut bahwa dalam mewujudkan good governace diperlukan pembangunan dalam berbagai aspek seperti membangun hubungan harmonis antar pemeluk agama, mewujudkan keadilan sosial, penyelenggaran dan pemerataan pendidikan, perlindungan terhadap hak asasi manusia, pembangunan hukum berkeadaban.. Penelitian ini bertujuan menganalisis capaian program legislasi daerah dari aspek politik hukum. Program tersebut dilaksanakan setiap tahun lembaga eksekutif dan legislatif sebagai bentuk legal policy dalam menyusun suatu program, yang mana setiap program tersebut membutuhkan landasan hukum yang konstitusional. Hal ini juga menjadi salah satu indikator tercapainya good governance dalam penyelenggaraan pemerintahan daerah. Dengan menggunakan metode penelitian yuridis empiris dan análisis data kualitatif, penelitian ini menemukan bahwa tingkat keberhasilan pembahasan Program legislasi daerah di Aceh hanya 24,66% per/tahun. Ada pelbagai kendala yang menghambat pelaksanaan program legislasi daerah di Aceh, diantaranya adalah anggaran yang minim, political will yang tidak kuat, terbatasnya sumber daya manusia dengan waktu yang tersedia, serta tidak realistisnya antara jumlah qanun usulan Prolegda dengan kemampuan penyelesaian. Pemerintah dan DPR harus lebih realistis dalam menetapkan jumlah target legislasi daerah tiap tahun.  Achievement of Aceh Legislation Programs This study aims to analyze the achievements of the regional legislative program from the political law aspects. The program is carried out annually by the executive and legislative bodies as a form of legal policy in developing a program where each of which requires a constitutional legal basis. This is also one indicator of the achievement of good governance in the administration of regional government. Using empirical juridical research methods and qualitative data analysis, this study found that the success rate of discussion of the regional legislative program in Aceh was only 24.66% per year. There are various obstacles that hamper the implementation of the regional legislation program in Aceh, including a minimal budget, insufficient political will, limited human resources and time, and an unrealistic number of Prolegda's proposed qanuns and the ability to resolve the proposal. The government and Parliament should be more realistic in setting the target number of regional legislation each year.

This study aims to analyze the policy context of Local Regulation 16/2012. Data are collected through interviews, observation and documentary study. In term of context of policy, the political will of the government cannot be implemented due to strong patron-client relation among the actors who channelize their economic interest. Good governance and public consultation is not well institutionalized. Many deviances are committed by the program implementers. Responsiveness of bureaucracy and local parliament is still low, thus not sufficiently contribute to the policy implementation. Keywords: Policy Implementation, Public Transportation Arrangement

<p>People in a country, of course, have the customs and culture of each. This custom was born and developed from the behavior that was sustained in a relatively long time on the initiative of the party who first set. In its development, the behavior is then followed by several individuals in the social space to foster a culture-customs and traditions. In the era of globalization, where cultures, customs or habits that may be opposed to the state ideology enter freely, this is where the state is present to protect these customs along with the actors who have been implementing them. The presence of the state in the government's efforts to create good governance and political will is implicit and explicit in the Law of the Republic of Indonesia No. 6 of 2014 concerning Villages.</p><p>The article examines and discusses and examines the law on village number 6 in 2014 with paradigm, socio-political-anthropological. Studies and studies are carried out using the literature study method in the law with guidelines and a blend of Political, Social and Anthropological theories.</p><p>In the discussion and conclusion, it is explained and discussed that in the village law explicitly and implicitly indeed shows that the government has a good faith in organizing the country in accordance with the goals and vision of the state mission, in the context of village laws.</p>

One important principles of good governance in public services is public participation. since good governance is a conception of a clean, democratic, and effective governmental administration, it regulate a synergistic and constructive relationship between the government, private business world and society. This research combines both quantitative and qualitative methods as mixed methods. Based on simple linear regression analysis results, it is found that technological training, participation in law and government, financial governance and assets and development of managerial values have a significant positive effect on implementation of good governance. The advice in this research is the application of technology training should be done effectively, with technological training to the employees themselves, especially in the use of computerization and internet in order to achieve tujuan that want to be achieved by trade and industry service.Keywords:good governance, technology training, participation in law and government

The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

Development of food security implemented to meet the human basic needs that provide benefits fairly and equitably based on self – reliance, and not contrary to public faith. Referring to the government regulation No 22 of 2009 concerning Food Consumption Diversification Acceleration (P2KP). However, it is not supported by the development of women farmers. The method use in this research is quantitative descriptive analysis using SWOT (Strength, Weakness, Opportunity and Treath). The samples in this study is the purposive sample. Result of a study showed the amount of income earned from the group of women farmers in the one month is 150,000/ members. Proper development strategies used in the development strategies used in the development KWT Melati is a Growth Oriented Strategy is very profitable strategy to seize opportunities with the strength. Pembangunan ketahan pangan dilaksanakan untuk memenuhi kebutuhan dasar manusia yang memberikan manfaat secara adil dan merata berdasarkan kemandirian, dan tidak bertentangan dengan keyakinan masyarakat. Mengacu pada Peraturan Pemerintah No 22 Tahun 2009 mengenai Percepatan Penganekaragaman Konsumsi Pangan (P2KP). Namun, hal ini tidak didukung dengan adanya pengembangan kelompok wanita tani. Metode yang digunakan dalam penelitian ini adalah deskriptif kuantitatif dengan menggunakan analisis SWOT (Strength, Weakness, Opportunity and Treath). Penentuan sampel dalam penelitian ini adalah dengan sampel purposive. Hasil penelitian menunjukan besaran pendapatan yang diperoleh dari adanya kelompok wanita tani dalam satu bulan adalah Rp.150.000/bulan/anggota. Strategi pengembangan yang tepat digunakan dalam pengembangan Kelompok Wanita Tani (KWT) Melati adalah Growth Oriented Strategy.

Abstract: The Plato's conception of the rule of law states that good governance is based on good law. The organization also spreads to the world of Supreme Court justices, the election caused a decadence to the institutional status of the House of Representatives as a people's representative in the government whose implementation was not in line with the decision of the Constitutional Court. Based on the decision of the Constitutional Court No.27/PUU-XI/2013 explains that the House of Representatives no longer has the authority to conduct due diligence and suitability (elect) to prospective Supreme Judges proposed by the Judicial Commission. The House of Representatives can only approve or disapprove candidates for Supreme Court Justices that have been submitted by the Judicial Commission. In addition, the proportion of proposed Supreme Court Justices from the judicial commission to the House of Representatives (DPR) has changed, whereas previously the Judicial Commission had to propose 3 (three) of each vacancy for the Justices, now it is only one of each vacant for Supreme Court Judges. by the Supreme Court. The House of Representatives no longer has the authority to conduct due diligence and suitability (elect) to prospective Supreme Judges proposed by the Judicial Commission. The House of Representatives can only "approve" or "disagree" the Supreme Judge candidates nominated by the Judicial Commission.

Good governance is a ware to create an efficient, effective and accountable government by keeping a balanced interaction well between government, private sector and society role. The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

This chapter summarizes the results of this study: changes in social structure and participation patterns are increasing social-status-based inequality in political participation. Those with higher educational levels, incomes, or occupation have greater political voice, while lower-status individuals are less politically involved. Moreover, the politically rich are getting richer, and the politically poor are getting poorer. The chapter then discusses the implications of these results. The chapter considers claims that participation erodes governance and some form of epistocracy (rule by the knowledgeable) is preferable. Cross-national analysis shows that well-governed democracies have high levels of citizen participation, including both conventional and contentious forms of action. In addition, the size of the SES participation gap is negatively related to good governance. The conclusion discusses ways that democracies might narrow the participation gap and give voice to those citizens who need government support.
