The article attempts to complex, systemic consideration of border management mechanisms. This question is analyzed by the author from the point of view of various research approaches for a comprehensive study of the organizational and functional nature of this phenomenon. The text gives the most pressing reasons for the transformation of border management processes in the modern world, as well as some significant threats and challenges to collective security in the global economy. The author focuses on North American management experience, as North American countries today demonstrate the highest productivity and innovation in border management and trade security. As the main conclusion of the article, we can cite the thesis that the necessary condition for effective border management in the modern world is interstate cooperation and international cooperation of administrative institutions and commercial organizations.

Начало 90-х годов XX века по праву считается перестроечным этапом в политической, экономической и социальной сферах общественной жизни страны, обусловившие причину совершенствования правовой системы наряду с модернизацией институтов законодательства, гражданского общества, формирования правовой культуры населения. С точки зрения данного контекста особо пристальное внимание акцентируется на создании благоприятных условий для дальнейшего развития России в русле правового государства и, следовательно, необходимость в обеспечении личностного роста молодых кадров и формировании высококвалифицированных специалистов, способных качественно работать в различных сферах юриспруденции, а также представлять общественные и государственные интересы повышается с каждым днем. Именно высшее профессиональное юридическое образование составляет фундаментальную основу профессионального правового сознания в современном цивилизованном обществе. В связи с этим особую актуальность приобретает правовая степень культурного просвещения российского общества и уровень профессионального правосознания страты юристов как залог эффективности в решении правовых задач, стоящих перед российским государством. Как свидетельствует историческая практика, в современном мире не что иное, как высокая степень эффективности сферы образования во многом характеризует потенциал и богатство страны. The beginning of the 90s of the XX century is rightfully considered a perestroika stage in the political, economic and social spheres of the country’s public life, which determined the reason for improving the legal system along with the modernization of the institutions of legislation, civil society, and the formation of the legal culture of the population. From the point of view of this context, particular attention is focused on creating favorable conditions for the further development of Russia in line with the rule of law and, consequently, the need to ensure the personal growth of young personnel and the formation of highly qualified specialists capable of high-quality work in various areas of jurisprudence, as well as representing public and state interests are increasing every day. It is the higher professional legal education that forms the fundamental basis of professional legal consciousness in a modern civilized society. In this regard, the legal degree of cultural enlightenment of the Russian society and the level of professional legal awareness of the stratum of lawyers as a guarantee of efficiency in solving legal problems facing the Russian state acquire particular relevance. As historical practice shows, in the modern world nothing more than a high degree of efficiency of the education sector largely characterizes the country’s potential and wealth.

It has been shown in this paper that among the expert community there is no consensus on the global economy prospects. Optimists suggest that as soon as the crisis in the euro area will be overcome, and the world economy in the coming years will increase slowly but surely (about 3% per year). But pessimists suggest that depression, or at least short-term stagnation will occur. However, some of them not only predict a financial crisis, but in the middle-term – a natural resource´s one. Our analysis of global and Russian oil and gas market is confirming that at least "oil props" of the modern world economy are becoming quite shaky: the world is moving from the "oil era" to the "age of gas". With specific regard to Russia, its natural resources and raw materials primarily hydrocarbons (in particular enough high world prices for them), keep her from the financial and budget crisis, despite the absurd liberal economic policy and off-scale corruption. However, analysis of Russian oil and gas market shows that many of old highly profitable fields almost used up its resources and new ones are often at least marginally profitable and require a huge capital investment in their development. Therefore, from our point of view, in any case, to be a shift from the liberal to an active policy of national interest: improving the living standards of own people, economic development of the territory, industry restoration.

In the 21st century, the world became a sign of globalization: global conflicts, global disasters, global economy, global Internet, etc. The Polish researcher Casimir Zhigulsky defines globalization as a kind of process, that is, the target set of characteristic changes that develop over time and occur in the modern world. These changes in general are reduced to mutual rapprochement, reduction of distances, the rapid appearance of a large number of different connections, contacts, exchanges, and to increase the dependence of society in almost all spheres of his life from what is happening in other, often very remote regions of the world.

Reasons of high inequality in the modern world are considered in the article. In developing countries it interacts with underdeveloped markets and inefficient government programs to slow growth, which in turn slows progress in reducing poverty. Increasing reach of global markets makes rising inequality more likely and deepens the gap between rich and poor countries. Because global markets work better for the already rich, we should increase the representation of poor countries in global fora.

The article is devoted to the discourse of the city’s cultural memory. The relevance of studying this topic is determined not only by the fundamental aspect associated with the episodicity of existing studies of this phenomenon. From an applied point of view, the city’s cultural memory is a symbolic resource that can be used to create an appealing image, form a sustainable urban identity, and strengthen the citizen’s sense of belonging to the city. The accumulation and objectification of cultural memory take place in symbolic forms, which makes it important to study the practices of symbolizing the urban past, the essence of which is to generate the significance of the relevant or latent layers of cultural memory for the citizens.The article presents the results of the final stage of research related to the study of the process of constructing the cultural memory of the city. The purpose of the article is to analyze modern practices of symbolizing fragments of the urban past, which mean their significance for contemporaries. Basing on the culturological cross-section of the issue, the author integrates different research contexts. The methodological basis of the article is the communicative approach that focuses on the processes of meaning formation, and the constructivist method that considers memory as a multi-layered and dynamic construct. Analyzing the practices of symbolizing the urban past by the example of Russian cities, the author of the article demonstrates how the episodes of the city’s memory are updated in the modern world, how cultural meanings become memorable for citizens. The author uses the results of previous studies and identifies the following elements of the symbolization of the urban past: a) ways of encoding fragments of the past; b) communicative trajectories of memory symbolization; c) factors of producing meanings about the collective past of the city. The obtained results open up new frontiers in understanding the processes of formation of the collective ideas about the city, and prospects for empirical research, forecasting and constructing the cultural memory of Russian cities, giving them the opportunity to change their present and future.

2021 year has become time for drawing the bottom line under the achievements in the field of culture and science for 30 years of independence of Kazakhstan. The high level of modern cultural potential, rich cultural heritage have become one of the leading factors in the formation of a positive image of Kazakhstan as a country with a distinctive culture and spiritual traditions that go deep into history. Creative personalities, public policy and private organizations contribute to the development and promotion of Kazakhstan’s art in the world, which invariably arouses interest of the world community. However, a problem of the popularization of Kazakh music, art, film and theater art is still relevant. In addition to examples of achievements and successful cases of Kazakhstan’s culture, in this article the authors try to consider the problem from the point of view of management in culture and show importance of the position of an art manager in the modern world of arts. To implement this issue, the authors studied publications on the achievements of various types of arts in recent years and also took into account reaction of domestic and foreign audiences to cultural products and projects from this area. This article lists specific achievements in the field of academic art. As the analysis of publications on this topic has shown, most of them were implemented by cultural figures in the last decade of independence of the republic. At the forefront is the question of the consistency and well-coordinated interaction of cultural management with the creative component of the academic sphere of art in Kazakhstan. And the most striking examples of successful cases of such interaction are given as well. This study has analytical value and can be presented at seminars and conferences as a demonstration of examples of achievements for reporting presentations in the year of the celebration of the thirtieth anniversary of Kazakhstan's independence.

Interest in creativity as a subject of research has been growing exponentially since the second half of the 20th century in all areas of human history. A wide range of both domestic and foreign studies allows authors to assert that creativity is a personality trait, inherent to one degree or another. Whereas the development of such trait becomes an urgent necessity in the new reality. The entire evolutionary process of the social development illustrates its dependence on personal and collective creativity. The aim of this research is to study the phenomenon of creativity through the perspective of axiology, i.e. the science of values. Axiology allows us to consider the realities of the modern world from the perspective of not only external factors, circumstances and situations, but also of deep value foundations. Creativity has been studied quite deeply from the point of view of psychology: the special characteristics of a creative person, stages of the creative process, the relationship between creative and critical thinking, creativity and intelligence. Some psychologists emphasize motivation, creative skills, interdisciplinary knowledge, and the creative environment as the main components that contribute to the development of creativity. The authors of the article argue that values and value orientations towards cognition, creativity, self-realization and self-expression are the drivers of creativity. In a broad sense, values as a matrix of culture determine the attitude of society to creativity, to the development of creativity of the individual and the creative class, and to how economically successful a given society will be. Since innovation and entrepreneurship are embodied creativity. Thus, the study of creativity from the perspective of axiology combines the need for a deep study of this phenomenon and the subjective significance of creativity in the context of new realities

The article examines the current problems of the global sphere of work and employment. The author historically assesses the causes and consequences of the structural transformations of the economy and social and labor relations as a result of the transition of the capitalist economy from fordism and keynesianism to post-fordism and neoliberalism at the end of the 20th century. Based on the analysis of a significant array of statistical and sociological information the author concludes that in the conditions of neoliberal economic globalization, labor has undergone significant changes in comparison with the period of the "glorious post-war thirty years" of capitalism. The implementation of radical economic reforms has led to an increase in employment vulnerability and a decrease in the quality of working life for many categories of workers in the modern world. The decline in the share of labor in GDP, the lag in wage growth rates from labor productivity, and the widespread incidence of informal and vulnerable employment, characteristic of this period, have become the main reasons for the growth of socioeconomic inequality and widespread poverty and poverty in the working environment in recent decades. Having considered the impact of the current process of automation, robotization and digitalization of the global economy, the author concludes that without changing the socio-economic and political configuration of the structure of the modern world, the potentially high utility of the latest achievements of science and technology will be significantly limited and subordinated mainly to the economic interests of capital owners, and will not work for the benefit of all humanity and social progress. The article pays special attention to studying the consequences of the COVID-19 pandemic in the context of their impact on the position of employees in the modern world.

The purpose of this work is to provide information on the development of the infrastructure of the African economy. The study provides statistics on African regions and industries. This article focuses on the forms of economic and social infrastructure, and directs to determine the share development infrastructural in Africa. The Africa has entered an era of devastating change this study shows that with the unfolding economic downturn in the northern economies that have traditionally dominated the global economy. The article provides empirical evidence on how the industrial sectors developed from an economic point of view. The authors believe that infrastructure affects output and productivity directly as a contribution to the production function of other sectors and as part of GDP formation. The article discusses the development of infrastructure for the period 1999-2019 without more detailed dynamics. It also does not explain the main topics developed by the authors. The work provides knowledge on how investments are developing in Africa, how industries have developed, and what is the role of each infrastructure sector in this development. It also shows how different areas of infrastructure work with different successes in creating new paths in the African economy.
