IbM activities carried out in the village Jatisari, local village government has formed groups of fish farmers, but due to constraints in the high feed costs, the number of farmers began to decrease from 20 to less than 5 people catfish farmers. Constraints, high feed costs caused by dependence on the feed manufacturers and fish farmers group is limited knowledge about the creation of alternative feed. Limitations in managing the business also experienced group of fish farmers, especially in production planning and financial of the business, through the program IbM, expected these problems can be finished.The IbM program consist of:(1)business management training (business plan), (2) training of feed manufacturing catfish with the use of local waste and can be as alternative feed, (3) training on mastery of engine technology prill fish pellets simple and integrated with dryers that can be used as an alternative to the rainy season. Outcomes of this program can be formed business group catfish farmers are independent, able to manage the business properly, can make alternative feed and capable of implementing the technology.

Local Government business management through a Village Owned Enterprise is a new public management application. The Village government’s business is carried out by applying business techniques, values and principles. The purpose of the Village Owned Enterprise is to increase the village’s original income and economy. The differences involved in the success of the Village-Owned Enterprise management is triggered by differences in the application of government business principles, consisting of several aspects including the business plan, capital, accountability, transparency, reporting, corporate accounting and the payroll system. This research focused on the application of government business principles in relation to the management of the Village Owned Enterprise. The research used a qualitative research method and interactive data analysis method. Furthermore, the research was conducted in two villages; Serang Village, Karangreja Subdistrict, Purbalingga Regency and Pernasidi Village, Cilongok Subdistrict, Banyumas Regency. The research findings showed that the involvement of the village head in the preparation and socialisation of the business plan, the delegation of authority in relation to capital, the commitment to implementing transparency, the control over the officer's accountability and reporting, audits on accounting and the participation and cooperation from various stakeholders to motivate the officers in managing Village-Owned Enterprise for village welfare. The listed are the preconditions of village government business management through the Village-Owned Enterprise. Based on the funding of the phenomenon in the field regarding village business management through the Village Owned Enterprise, there are several recommendations to strengthen the management of the economic institution itself.

<p><em>Village economic development should be focused on local potential. Each village has different potentials, one of which is Pagelaran Village which has local potential in footwear business development. In developing the footwear sector as the center of village economic growth, it is necessary to identify the problems and business needs. The Impotence Performance Analysis (IPA) method is carried out to measure the gap between the level of conditions and the level of importance of the variables in the development of a footwear business. From the results of the study concluded that the problems in the development of footwear businesses are limited capital, high raw material prices, decreasing number of workers, low selling prices, poor business management, lack of roles of craftsmen and government groups in business development. Results of the gap analysis indicate that the variable that has the largest gap is the variable role of the government in business development with a performance value of 33%. The village government through village community empowerment policies and programs that are very much needed by footwear entrepreneurs. To increase the footwear business, the village government needs to establish BUMDes with the main program, providing capital loans, procuring raw materials, joint marketing, and training in business management skills.</em></p><p> </p><p>Pembangunan ekonomi desa dapat dicapai dengan memperhatikan potensi lokal. Setiap desa memiliki potensi yang berbeda-beda, salah satunya Desa Pagelaran yang memiliki potensi lokal di bidang pengembangan usaha alas kaki. Dalam mengembangkan sektor alas kaki sebagai pusat pertumbuhan ekonomi desa maka perlu dikakukan identifikasi permasalah dan kebutuhan usaha. Sehingga dapat dirumuskan strategi pengembangan usaha alas kaki sebagai potensi lokal Desa Pagelaran. Metode Impotrance Performance Analysis (IPA) dilakukan untuk mengukur gap antara tingkat kondisi dan tingkkat kepentingan variabel-variabel pengembangan usaha alas kaki. Dari hasil penelitian disimpulkan bahwa masalah-masalah yang dihadapi dalam pengembangan usaha alas kaki adalah ketersediaan modal usaha, harga bahan baku yang tinggi, jumlah tenaga kerja semakin berkurang, buruknya manajemen usaha, tidakadanya peran kelompok pengrajin dan pemerintah dalam pengembangan usaha. Sedangkan hasil dari analisis gap menunjukkan bahwa variabel yang memiliki gap terbesar adalah variabel peran pemerintah dalam pengembangan usaha dengan nilai 2,96. Hal ini menunjukkan kehadiran pemerintah desa melalui kebijakan dan program pemberdayaan masyarakat desa sangat dibutuh oleh pengusaha alas kaki. Untuk meningkatkan usaha alas kaki pemerintah desa perlu membentuk BUMDes dengan program utama, pemberian pinjaman modal, pengadaan bahan baku, pemasaran bersama, dan pelatihan keterampilan manajemen usaha.</p>

ABSTRACT The purpose of this study was to determine the effect of the implementation of the village financial system program (Siskeudes) through the quality of financial reports on the performance of village governments in Batang District. This research is a quantitative study using a survey approach that is by distributing questionnaires. The populations in this study were all villages in Batang Regency. Sample total was 150 villages, consisting of 2 stakeholders (village heads as budget users and village treasurers as financial staff) was selected as respondents in this study. The technique used to determine the sample is cluster random sampling. The method used to analyze data is Structural Equation Modeling. The results found that the implementation of the village financial system (Siskeudes) program through the quality of financial reports significantly affected the performance of village governments in Batang District. This study recommends that financial management training involve all PTPKD (Village Financial Management Technical Tools). The need for a village government budget team (TPAP district) at the sub-district level has the task of preparing and implementing policies in the context of drafting APB district, thus accelerating the planning and budgeting stages of village finances. In addition, regular supervision needs to be intensified, namely with an online monitoring system, and the existence of a reward and punishment scheme so as to improve the performance of the village government.

The modern government is required to be able to run the business for the social welfare improvement. By utilizing public funds for business, public accountability mechanisms must be well-executed. The Indonesian Government is currently actively encouraging the village government to develop the business based on local potency. However, with various limitations, the process of managing the Village Owned Enterprise has not been accompanied by adequate public accountability. Therefore this paper discusses the problematic of carrying out public accountability mechanisms at the village level. The phenomenon of public accountability deficit can be seen from the vertical and horizontal dimensions. Through quantitative and qualitative research, the results show that business management in village government has not been accompanied by adequate public accountability. Responsibility mechanisms conducted either vertically, or horizontally have not run optimally. headman still dominates the village government, as a result the spirit of corporation in the management of the village business can not be realized. Therefore, in the future, accountability mechanisms in managing the Village Government Business should be directed towards optimizing the role of stakeholders through a governance approach. Through this approach, it is expected that public accountability will lead to the involvement of all stakeholders in the management of public wealth.

This study aims to determine the village government about the management of village-owned enterprises in the village of Bina Baru Kulo District, Sidenreng Rappang Regency. The population in this study were 266 heads of families in Bina Baru Village, Kulo District, Sidenreng Rappang Regency. This study uses the Slovin formula to a sample of 73 people based on data with incidental sampling techniques. Quantitative descriptive is the type of research used by this research. This research uses data collection techniques, namely observation, questionnaires, interviews and literature study. The data analysis technique used is the assistance of the IBM SPSS statistic 21.0 program. The results of this study indicate that the role of the village government is 48.9% less good. Management of Village-Owned Enterprises in Bina Baru Village, Kulo District, Sidenreng Rappang Regency 47.9% Poor Role of Village Government "Influential / Important" on Village-Owned Business Management in Bina Baru Village, Kulo District, Sidenreng Rappang District with t table t table value (4,980> 1, 66660) with a percentage of influence of 50.9% is not good, so that the role of the village government in the management of village-owned enterprises in Bina Baru Village, Kulo District, Sidenreng Rappang District has not been effective.

Bimbingan/konsultasi dilakukan baik melalui satu sesi pertemuan terakhir dengan peserta, telpon maupun melalui surat Hasil pelatihan menunjukan dengan adanya pelatihan ini para peserta memiliki pengetahuan dan keterampiilan praktis mengenai PembuatanRencana Usaha(Busines Plan) dan termotivasi untuk membuuat dan menggunakannya dalam usaha mereka  Berdasarkan hasil pelatihan ini dapat disimpulkan peserta menginginkan pengetahuan yang berkelanjutan. Sangat diharapkan memberikan pengetahuan dalam bentuk pelatihan yang rutin dan berkesinabungan. ABSTRACTThe purpose of community service is to provide training and counseling to individuals / small entrepreneurs in the environment of the village of Bantarwaru to be able to arrange the planning and business management for the business that has been run.The research method used is classical method with discussion / question and answer approach and game business (simulation) with the intention that the material can be accepted by the participants well. Guidance / consultation is conducted either through one last session with participants, telephone or by mailThe training results show that with this training the participants have the knowledge and practical practicality about the Busines Plan and are motivated to build and use it in their business. Based on the results of this training, it can be concluded that the participants want continuous knowledge. It is desirable to provide knowledge in the form of regular training and sustainable.

AbstrakTujuan kegiatan IbM ini adalah memberikan solusi atas permasalahan yang dihadpi mitra dalam mengembangkan usahanya baik aspek produksi dan manajemen usaha melalui proses penyuluhan, pelatihan dan pendampingan guna meningkatan pengetahuan dan keterampilan mitra dalam mengelola limbah kayu dan triplek bekas bongkaran konstruksi bangunan menjadi produk kretif bernilai ekonomis tinggi yang jelas pangsa pasarnya. Target khusus dalam kegiatan IbM ini adalah meningkatkan pendapatan/kesejahteraan mitra melalui penerapan strategi diversifikasi produk yang berorientasi pada aspek pemasaran dan manajemen pengelolaan usaha mitra. Luaran yang dihasilkan dari kegiatan ini berupa 1) Produk kreatif (Permainan edukatif, lampion hias dan rumah barbie), yang jelas pangsa pasarnya 2) Mesin listrik pemotong kayu yang dapat menunjang perbaikan kualitas produk mitra, 3) Pangsa pasar baru untuk produk yang dihasilkan mitra 4) Laporan Keuangan/Pembukuan untuk usaha kecil yang dapat digunakan untuk memantau perkembangan usaha mitra; dan 5) Karya ilmiah yang akan diterbitkan di jurnal LPM Unimed. Metode pendekatan yang digunakan untuk mencapai tujuan kegitan IbM adalah optimalisasi pemanfaatan limbah triplek dan kayu bekas konstruksi bangunan dan manajemen pengelolaan UMKM, serta metode pelaksanaannya meliputi: penyuluhan, pelatihan produksi, pelatihan manajemen usaha, dan pendampingan. Kegiatan ini dilaksanakan di desa paya pasir kecamatan tebing syahbandar kabupaten serdang bedagai berjarak kurang lebih 58 km dari Universitas Negeri Medan. Di desa tersebut terdapat kelompok masyarakat yang memiliki usaha memproduksi lemari pakaian, kandang ayam, dan meja sekolah yang bahan bakunya limbah kayu dan triplek bekas bongkaran konstruksi bangunan. dan berkeinginan untuk mengembangkan usahanya/ meningkatkan pendapatannya.Kata Kunci: Produk Kreatif, Limbah triplek, Rumah BarbieAbstract The purpose of this activity is to provide solutions to the problems faced by partners in developing their business in both production and business management aspects through the extension, training and mentoring process in order to increase the knowledge and skills of partners in managing wood waste and plywood building construction disbursement into high value economic creami product a clear market share. The specific target in this IbM activity is to increase the income / welfare of partners through the implementation of product diversification strategy that is oriented on marketing aspect and management of partner business management. The output generated from this activity is 1) Creative products (Educative games, decorative lanterns and barbie houses), clear market share 2) Wood cutting machine that can support the quality improvement of partner products, 3) New market share for partner-generated products 4) Financial Reports / Bookkeeping for small business that can be used to monitor the development of partner's business; and 5) Scientific works to be published in LPM Unimed journals. The approach method used to achieve IbM's goal is optimizing the utilization of waste of wood plywood and the former of building construction and management of UMKM management, and its implementation methods include: counseling, production training, business management training, and mentoring. This activity is carried out in the village of sand dune cliffs syahbandar district serdang bedagai is approximately 58 km from Medan State University. In the village there are community groups that have businesses producing wardrobe, chicken coops, and school desks that raw materials waste wood and plywood dismantling building construction. and wish to expand its business / increase its income. The Indonesian Government has encouraged the development of village-owned business as an alternative utilization of village transfer fund. The trust of the Indonesian government in the village government has been seen from the transfer of funds given to the village. This fund aims to develop their village. Building village-owned business should certainly be counterbalanced with a public accountability mechanism. This research aims at describing the capacity of public governance in the accountability system performed by public sector organization. This research also explores public capacity in supporting the accountability of BUMDes management from a cultural perspective. Village communities have distinct characteristics where not all systems can operate without local wisdom. This research employs both quantitative and qualitative approaches and use questionnaire and interview guide as its instruments. This research is conducted in Banyumas and takes 41 village business units and informants consisting of village business manager, village official and villager elements as the samples. The data and information are analyzed using quantitative descriptive analysis method with support of information analyzed using interactive analysis method. The research results show that public governance capacity in the accountability of village business management is still low. The opportunity of stakeholders’s involvement in public accountability system is not yet created by public organization. This is due to the strong patrenalistic culture among Indonesian society. The village community tends to give full trust and to the village government, especially the village head. This kind of patrenalistic culture opens opportunities for not optimal accountability horizontally. Consequently, the accountability only applies vertically. This research suggests improving the capacity of public governance in the accountability system of village-owned business management through optimizing stakeholders’ role in the accountability of Village-Owned Enterprise’s management.

This article was written based on the Bandung State Polytechnic Community Service (PKM) activities in collaboration with BUMDES Desa Padaasih, West Bandung Regency to provide solutions to the problems of developing BUMDES in managing the tourism business in Curug Panganten. The BUMDES Desa Padaasih has problems that include limited village human resources related to entrepreneurial knowledge and insights for the management of BUMDES and the absence of a guide to planning the development of a tourism service business. Following up on this, Community Service activities have been carried out by the Bandung State Polytechnic by designing a Tourism Business Plan and providing Technical Guidance (BIMTEK) to administrators and activists of Padaasih Village BUMDES as partners. This activity has resulted in partners' understanding of tourism business management which includes Marketing, Business Strategy, Human Resource Management, Product Management, Technical Operational Management, and Marketing Tools and the creation of a Tourism Service Business Plan document as a guide so that BUMDES Desa Padaasih Cisarua KBB can develop a tourism business for improve the village economy.

Keynote paper presented at the International Leucaena Conference, 1‒3 November 2018, Brisbane, Queensland, Australia.Agriculture and livestock provide the main source of income for farmers in Myanmar. As feeds with low nutritive value and digestibility are traditionally used for animal feed, alternative feed sources of better quality are needed to improve production levels. While concentrates can be used to improve the quality of diets, this leads to high feed costs. To solve this problem, researchers in Myanmar conducted trials to replace some concentrates with leucaena. The nutritive value of leucaena in Myanmar is relatively the same as found in other countries. Control of leucaena toxicity was also studied in Myanmar by isolating mimosine-degrading bacteria and managing the feeding of leucaena. While farmers in Myanmar are aware that leucaena can be fed to livestock and can be toxic to animals, they have limited knowledge of the real benefits of leucaena as a feed for animals. Research to demonstrate the potential of leucaena feeding to animals in Myanmar and efforts to promote establishment of leucaena stands are urgently needed.
