Rural development plays an important role in the context of national development. Besides of it covers most of the territory of the Unitary State of the Republic of Indonesia, also about seventy percent of Indonesia's population living in rural areas. For that reason, Rural Community Development requires continuous efforts, because it has important role in strengthening national endurance. If it’s measured by economic and social indicators, in general most of the existing Village welfare level is still relatively low. As can be seen in rural areas until now, where there are still many development imbalances between rural and urban. And the most important role to activate the wheels of development in rural areas is the village government through empowerment and society participation. Keywords: Empowerment, Village Government, Social Welfare

The adverse effects of rapid urbanization are of global concern. Careful planning for and accommodation of accelerating urbanization and citizenization (i.e., migrants gaining official urban residency) may be the best approach to limit some of the worst impacts. However, we find that another trajectory may be possible: one linked to the rural development plan adopted in the latest Chinese national development strategy. This plan aims to build rural areas as attractive areas for settlement by 2050 rather than to further urbanize with more people in cities. We assess the political motivations and challenges behind this choice to develop rural areas based on a literature review and empirical case analysis. After assessing the rural and urban policy subsystem, we find five socio-political drivers behind China’s rural development strategy, namely ensuring food security, promoting culture and heritage, addressing overcapacity, emphasizing environmental protection and eradicating poverty. To develop rural areas, China needs to effectively resolve three dilemmas: (1) implementing decentralized policies under central supervision; (2) deploying limited resources efficiently to achieve targets; and (3) addressing competing narratives in current policies. Involving more rural community voices, adopting multiple forms of local governance, and identifying and mitigating negative project impacts can be the starting points to manage these dilemmas.

The autonomy of village government offers an important role in the development of rural areas. The village government can serve as a governmental axis, which directly shapes and governs people on daily basis. Thus, national development is inseparable from the devotion of village government. Nevertheless, there are still many problems faced by the village community, which until now cannot be completely solved. These problems ranging from the limited ability of the village government in carrying out its functions and roles, slow growth and social change in village, the tendency of rural communities to passively involve in social and economic change to dependence on parties outside the village area. It is thus imperative that the implementation of an effective evaluation process of village government must be explored and strengthened. This is research is conducted to answer “how to evaluate the village government in order to achieve autonomous and prosperous village.” This research use descriptive qualitative approach, in order to interpret facts by accurately describing the nature of certain group or individual phenomena derived from the findings. It finds that Permendagri No. 81/2015 as the focal regulation on the development of village government regulates the evaluation process of village government into eight process: (1) self-evaluation, (2) assessment, (3) analysis, (4) validation, (5) review, (6) clarification, (7) ranking, and (8) ministerial decree if needed. However, the research finds that in several indicators, there need to be some improvement or a more detailed set of sub-indicators that specifically address the diversity of village’s characteristics.

The Village Government is an administrative entity that currently has an important role in supporting National Development. Development of Human Resources and utilization of Natural Resources and strengthening of infrastructure starts with the smallest government unit, namely the Village. Development no longer uses top down system (development from the center to the regions) but uses bottom up system (development that starts from the region), this proves that the village as a native community unit of the Indonesian people has its existence again. As a Welfare State, the Constitution of the Unitary State of the Republic of Indonesia (the 1945 Constitution) is explained that the State Economy is carried out based on populist economic principles that aim to improve shared prosperity, therefore development at every level of government, including Village governments by utilizing BUMDes for welfare village communities must be carried out based on the principles of people’s economy.

Rural development in an integral part of regional development and national development as an effort to improve the quality of community’s life. The implementation of this rural development program is very important in the context of national development because rural areas occupy the largest portion in the entire country. The purpose of this study was to find out the village budget management sourced from the state budget in order to realize rural community development based on rural development in the perspective of Nawa Cita and the role of the village government in running the Nawa Cita program on peripheral community development on village government budget management based on people’s interest in order to realize equitable development. This study used a qualitative approach in order to investigate and understand the phenomena such as what happens, why it happens, and how it happens while understanding a social situation, events, and interaction roles. Data collection was carried out by conducting interview with the Head of BPMPD Department of Cirebon Regency, the Head of BPMPD Department of Kuningan Regency, the Head of BPMPD Department of Majalengka Regency and the Head of BPMPD Department of Indramayu Regency and all village heads in Cirebon, Indramayu, Majalengka, and Kuningan Regions. As well as the data were obtained from the documents in regency, disctrict, and village. The result of this study showed that village as the frontline of the development has strategic role in the success of the Nawa Cita Program. The village budget management is based on the principle of transparency, accountability, participatory, efficient, effective, orderly and budgetary discipline by paying attention to the justice principles, propriety and benefits for the village community. The implementation of activities in the APBD is carried out by the implementing team consisting of the elements from village apparatus and community institutions and supervised by the BPD, at the end of each fiscal year the Village Head has the obligation to submit a village government management report (LPPD) to the regional head through sub-district head and submit information to the LPPD to the BPD.

The issuance of Law of the Republic of Indonesia No. 6 of 2014 concerning Villages, positioning villages as the spearhead of national development. The existence of a village law also provides clarity about the position and the authority of the village government in managing village household affairs. The regulation also regulates government policies regarding the allocation of village funds which allows them to be used to develop their potential. In addition, the village policy gives villages a source of funds and adequate authority to improve the welfare of the village community. Regulations that provide substantial authority and responsibility to villages must certainly be balanced with the implementation of village governments that are able to commit to running good governance. In implementing the policy, it turns out that there are still cases of misappropriation of the allocation of village funds by the village government apparatus. This paper will explain the analysis related to the importance of village governance in implementing the Law of the Republic of Indonesia No. 6 of 2014 using the rational bureaucracy theory put forward by M. Weber.

As the Indonesian government has been committed, that the national development should be puting more focus from the outer-ring or rural areas. One of the instrument to boost the rural development is Village Fund. This decentralization transfer purposively targets to improve the village society’s welfare and alleviate social gap existed among societies. Village-owned enterprise (Badan Usaha Milik Desa or BUMDes) is provided as one of the strategic mechanism to create the welfare by proactively engage the community itsefl. In fact, BUMDes may incorporate Village Fund as capital alternative to support their establishment. This paper highlights the crucial factors in order to establish a village-owned enterprise (BUMDes) in case of Cibogo Village, Cisauk Sub-regency, Tangerang Regency. The study deploys a qualitative approach. To collect the data, we are scouting, interviewing and establishing Focused-Group Discussion that involving the possible parties which may contributes in creating BUMDes. The result has not yet concluded as the process of the research still going on. We predicts that the communities engagement, empowerment and also government support should be taken into account in the early process of establishing BUMDes. Eventually, proactive society’s control and participatory would be decent factors to support the operations of BUMDes itself.

Through the implementation of law No.28 of 2009 on local taxes and lavies, the tax collection authority of the land tax and rural and urban buildings (PBB-P2) is transferred to the local government. North Minahasa district government in this case Watutumou Village is one of the villages that have potentials in the local tax sector can maximize this policy as an effort to increase acceptance in realizing development in the region. This study aims to  determine the level of effectiveness of Land and Building Tax revenues before and after diverted into local taxes in Watutumou Village, the effort made by the village government to overcome the obstacles that arise in the process of acceptance of PBB-P2 and how the role of village government in optimizing the acceptance of PBB-P2. This study used descriptive quantitative method. The collection of data in this case is interview and documentation. The result of the research note that the effectiveness of PBB-P2 before and after deverted into the criteria effective. But in the year before and after diverted, the realization of PBB-P2 didn’t reach the target specified due to certain obstacles, so it requires the effort and role of government in increasing the acceptance of PBB-P2. For the village government can further improve the acceptance of PBB-P2 with attention to human resource training, socialization and up to date data available in the village.Keywords : PBB-P2, effectiveness, village government

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

Bengkok land is village property in the form of village land. This bent land is widely known as village treasury land or village property. The definition of bent land itself is not explicitly regulated in statutory regulations. The definition of crooked land is implicitly regulated by statutory regulations. Based on the explanation of Article 72 of Law Number 6 of 2014 concerning Villages (hereinafter referred to as the Village Law), it is stated that bent land is the result of business. The provisions in Law Number 6 of 2014 concerning Villages indicate that Village Treasury Land or village assets which include bent land are certified in the name of the Village Government. In addition, the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 1 of 2016 concerning Village Asset Management, regulates the same thing as Law Number 6 of 2014 concerning Villages. This research approach uses a statutory approach (statute approach) and a conceptual approach (conceptual approach). Based on the research results, which crooked land that is starting to lose its existence is certified in the name of the Village Government

Abstrak Desa adalah suatu lembaga Negara yang merupakan kesatuan masyarakat yang memiliki batas-batas wilayah yang berwenang untuk mengatur dan mengurus kepentingan masyarakat setempat, berdasarkan asal usul dan adat istiadat setempat yang diakui dan dihormati dalam sistem Pemerintahan Negara Kesatuan Republik Indonesia. Salah satu wujud kewenangan desa untuk mengatur kepentingan masyarakatn melalui pembentukkan produk hukum desa dalam bentuk peraturan desa (Perdes). Salah satu tujuan dari pembentukkan produk hukum desa untuk menertibkan penyelenggaraan pemerintahan desa serta mengatur pelaksanaan pembangunan dan pelayanan umum. Peraturan desa yang ada di Desa Buluh Cina hanya mencakup pada perdes tentang Anggaran Belanja Desa dan Bumdes. Melihat dari potensi wisata yang dimiliki Desa Buluh Cina terdapat Danau, Hutan lindung serta keramba ikan. Jika tidak ada aturan yang mengikat maka lambat laun  akan memicu konflik di masyarakat terkait pengelolaan potensi wisata. Oleh karena itu, pemahaman yang benar terhadap fungsi, kedudukan, dan tata cara pembuatan produk hukum desa menjadi hal penting yang harus diketahui oleh aparat pemerintah desa, agar produk hukum yang dibuat benar-benar dapat berfungsi sebagaimana mestinya dan tidak bertentangan dengan peraturan perundangan yang berlaku. Kata Kunci: Desa, Pendampingan, Peraturan   Abstract The village is a state institution which is a community unit that has territorial boundaries that are authorized to regulate and manage the interests of the local community, based on local origins and customs that are recognized and respected in the system of Government of the Unitary State of the Republic of Indonesia. One form of village authority to regulate community interests through the formation of village legal products in the form of village regulations (Perdes). One of the goals of the formation of village legal products is to bring order in the administration of village government and to regulate the implementation of development and public services. The village regulations in Desa Buluh Cina only cover village regulations on Village Expenditures and Bumdes. Seeing from the tourism potential that is owned by the Village of China there are lakes, protected forests and fish cages. If there are no binding rules, it will gradually trigger conflicts in the community related to the management of tourism potential. Therefore, a correct understanding of the functions, position and procedures for making village legal products is an important thing that must be known by village government officials, so that legal products that are made can function properly and are not in conflict with applicable laws and regulations.   Keywords: Village, Assistance, Regulation
