The development of lobbying in the modern world is directly related to the dynamics of democratic regimes. The interaction between interest groups and the state is inherent in the nature of constitutional democracies. However, as shown in this article, lobbying in a democracy can be viewed from two opposite perspectives — as a continuation of the spirit of democracy and the development of a dialogue between the civil society and the state and as a deviation from the principles of representative democracy. The article analyzes the categories of public and private interests and it is shown that the interpretation of the role of interest groups and lobbying in a society depends on how we understand the interest and whom we consider as carriers of political interests. It is shown how in the XXth century a classical discussion was developing around the role of interest groups in politics and that this discussion has not lost its relevance today.

The article considers the prerequisites for the implementation, nature and significance of institutional measures to counter corruption at the local government level in Russia during the reforms of the 50-ies of the XVI century. The problems of evolutionary development or deliberated formation of new ways of combining public and private interests at the local level, interchangeability and complementarity of different forms of state administration, regional and local self-government are put. The article shows that in the search for ways to counteract abuse by vicegerent, the Central government gives wide powers to the bodies of local self-government. But the state will be able to completely abandon the vicegerent system only by the beginning of the XVII century. In turn, corruption costs were also evident in the activities of local authorities, which forces the state to create additional internal institutional mechanisms, and to impose anti-corruption expectations on new bureaucratic bodies voivodes, which were becoming a local continuation of the prikaz system.

The main question of this study is how the politics of tourism development in the Situ Bagendit area is in the perspective of civil society. The theoretical foundation used in this paper is the concept of Civil Society expressed by Janoski (1998: 12) which states that the idea of civil society rests on intensive discourse between the four domains, namely the state, markets, public and private / private. To clarify the understanding of the main statements, it was elaborated through several conceptions about the politics of development and regional tourism with various variations. So that the good relations that are correlational in nature and the relevance between the politics of development are positive and the progress of regional tourism through an effective review of civil society implementation The role of the state is very effective by delegating ownership from the center to the district for the management of Situ Bagendit. In contrast, in the realm of the market there seems to be less contribution. There has not been a productive effort in the public domain for the development of this tourist attraction. Similarly, personal awareness to develop this tourism potential so that going international is still low. Every tourism potential can become a regional icon that is able to compete on an international scale. One of the strategies is with productive development politics in the synergy between the state and related institutions.

This research investigates how curriculum has contributed to society, especially in the context of maintaining peace in Indonesia. Unlike former studies that have paid the most attention to the fundamental role of the state actors or civil society, this study emphasizes the importance of school to build peace. This research pays attention to the case of catholic senior high school in Bali. The finding suggests that school can be agent of peace through implement the peace curriculum in school. This study demonstrates that the peace curriculum should be implemented in school to prevent the violence action. Hence, providing space for further discussion about the content of peace curriculum that can be implemented in Indonesia.

In our state there are a number of complex problems in the field of information security that require urgent and radical solution. That’s why theoretical, methodological and political research of the problem of information security in Ukraine, which is experiencing a crisis phase of its development, is becoming especially relevant today. In order to develop an effective system of national information security, a detailed study of the experience of the leading countries of the world, which carry out effective information protection of their states and citizens, is necessary. Today there are national information security systems that have really proven their effectiveness and structural and functional perfection. Indeed, the successful development of a democratic state and civil society is possible only if the information resources are properly used and the state policy is implemented, which would ensure a high level of national information security. In the modern world, the basic principles and tools for the formation of effective information protection of the national security space have been developed already. At the same time, Ukraine needs to apply adequately the foreign experience of the most successful countries in this regard, correctly transforming it taking into account national specificity and the unique role of Ukraine in modern geopolitics. As an important indicator of the protection of citizens, society and state, information security is an integral part of national security. Therefore, its determination mainly focuses on preventing harmful effects that may result in various information threats, as well as eliminating and overcoming those effects with the least possible harm to society and humans. In this aspect, the study of not only the philosophical and phenomenological and socio-psychological determinants of information security of citizens, but also political and legal resources and mechanisms of protection of the information space of the state in the conditions of the functioning of the global information society acquires a special significance. А content analysis of the notion «information security» as a form of national security aimed at ensuring human rights and freedoms in relation to free information access, creation and implementation of secure information technologies and protection of the property rights of all participants of information activities, includes consideration of possible diversions in this area, especially at the international level. Today there is a situation of incompleteness of formation and fragmentary filling of the information space content of the country and the legislative base in our society. The efficiency of the information weapon itself has increased too quickly due to the rapid information circulation and the spread of information networks. As a result, mass media forms the «mass» person of our time, in turn this fact displaces traditional direct contacts, by dissociating people and replacing them by computers and television. At the same time it gives rise to apathy, uncritical attitude and indifference, it complicates the adequate orientation, causing the social disorientation. Informative safety has the human measuring. Therefore an important role in opposition to destructive external and internal informative influences is played by education of citizens. Her proper level called to provide the state and civil society. An in fact uneducated population easily is under destructive influence of informative threats of the modern global world. Unfortunately, Ukraine, does not have sufficient resources and technologies for adequate opposition to the external threats. Taking into account it strategy of forming of the national system of informative safety of our state can be only the maximal leveling of destructive influences from the side of external informative threats. To the end it is necessary to carry out democratic reforms Ukraine, generate civil society, to provide functioning of the legal state and increase of political and civil culture of population. At the same time it is necessary to bear reformers in a mind, that global nature of informative society predetermines rapid transformation of external threats in internal, converting them into permanent calls which are opened out within the limits of national in a civilized manner-informative and socio-political space. Besides modern global informative systems, mass medias, network facilities do a limit between external and internal threats almost unnoticeable.

Significant geopolitical changes taking place in the modern world in recent decades urge us to take a fresh look at the role of Islam and the clergy in the political processes of a number of countries of the Muslim world. This perspective is especially relevant vis--vis Afghanistan where a fierce war is being waged under the slogans of Islam for more than four decades. The purpose of this research is an in-depth study of the relationship between the state and the Muslim clergy, Islamic institutions in the development of political processes in Afghanistan since the mid-70s of the last century. The article reflects shaping of the Islamic opposition and its efforts to stand up to innovations and reforms during attempts of the Soviet stile modernization in 1978-1992, and then the efforts to democratize Afghan society, undertaken in Afghanistan since the end of 2001 with the assistance of the international community. The work is based on the study of factual historical material, a chronicle of the events of the last decade and personal observations of the author during his work in Afghanistan during the mentioned period. Analytical materials published on the pages of English and Russian mass media were used. The methodological basis of this study is the comparative historical method; the article is based on the principles of historicism, reliability and scientific objectivity. The author concludes that the conflict is based on mistakes and underestimation by the state the role and influence of the Muslim clergy and Islamic institutions of the country. It has been noted that the recently reached US - Taliban agreements, as well as the assistance of such influential players as Russia, sparkle hope for the launch of a direct inter-Afghan negotiation process, which most likely will not be as simple but thorny.

In the Brazilian case, we have struggled so hard since the so-called ‘opening period’ of political democratization with social rights materialized in public policies. The article deals with the mechanism of impact of sociopsychological phenomena such as the national character and the political mentality in the construction and functioning of civil society. It aims to show the impact of climate, religion, and the perception of happiness on the state of civil society through details of a national nature. The main research method is to compare data from global research on the state of civil society with data from climatic conditions, dominant religions, and happiness indices. The article proves coincidently that these factors are reflected in such essential characteristics of civil society as "openness" and "closed-mindedness". The interaction between the national character and the construction of civil society has two stages. It is concluded that the results obtained are important to evaluate the prospects for the construction and development of civil society in different countries and regions of the world. Further research in this direction involves the study of other aspects of the impact of national character and political mindset on the functioning of civil society.

In particular, the role of legal science in establishing the general discussion between man, civil society and the state is emphasized. The processes of globalization have determined significant changes in the prerogatives of nation states. In the twenty-first century the state no longer acts as a sole subject having a monopoly of integrating the interests of large social communities and representing them on the world stage. An ever increasing role in the global political process is played by transnational and supranational participants. However, despite the uncertainty and ambiguity of the ways of the development of the modern world, it can be argued that in the foreseeable future it is the states that will maintain the role of the main actors in world politics and bear the responsibility for global security and development. All this naturally makes urgent the issues related to the search for optimal models of nation state development. The article analyzes approaches to understanding patterns, problems and prospects of the development of this institution existing in modern political science. These include the concept of "dimensionality" based on the parameters of scale (the size of the territory) of the states and their functions in the international systems, as well as the "political order". In the latter case the paper analyzes four models: the nation-state, statenation, consociation, quasi-state. The author's position consists in the substantiation of the close dependence of the success of a model of the state on its inner nature, i.e. statehood. On the basis of the elaborated approach the author understands statehood as "the result of historical, economic, political and foreign policy activity of a particular society in order to create a relatively rigid political framework that provides spatial, institutional and functional unity, that is, the condition of the society’s own state, national political system." Thus statehood acts as a qualitative feature of the state.
