AbstractThe evolution of spatial planning in Ireland, and more widely, has been a complex process in which many narratives have been explored at different times. In 2018 the government published the National Planning Framework (NPF) to guide and support the achievement of a challenging and potentially transformative development strategy for Ireland 2040. The NPF is grounded in a vision that sets out to be disruptive of what has become embedded as the status quo in political, administrative and planning decision-making. While it is a very innovative addition to the portfolio of government policies and strategies, it is not the first time that radical visions have been proposed. This paper reviews previous visions and plans for regional development that have been proposed over the last seventy-five years, and critically compares and contrasts the approaches represented by the National Spatial Strategy (2002–20) and the NPF (2018–40), including the subsequent draft regional spatial and economic strategies. The implications of the population projections and the proposed settlement patterns for the achievement of the NPF objective of effective regional development, which is expressed as a regional parity target, are closely examined.

<p><strong>English<br /></strong>The fact that a close relationship exist between farmlands and agricultural activities bring about a consequence that efforts for improving farmers welfare cannot be based only on technological and institutional improvement. The improvement in farmers' access to farmlands will mostly determine the success of increasing the living standard of the rural society as a whole. The problem to be faced at present a however, that farmlands tend to be increasingly limited, due to competition with other uses of lands, whereas people working in the sector of agriculture is steadily, and absolutely increasing, resulting in an increasingly limited average proprietorship and control of land. This unfavourable condition could be attributed to the accumulated improper implementation of the development strategy which was not fully inclined to agriculture, by issuing various acts and regulations that enhance investors in having access to lands, including farmlands and lands under control of rural elders by tradition. Agrarian reform with the target to improve farmers' access to farmlands should be commenced by reforming the aforementioned acts and regulations. This in turn should be accompanied by improving the data base related to the status of lands which is presently in a chaostic condition, due to the multiplicity of institution handling the problems related to land status, which has created the main obstacle in implementing the agrarian reform in Indonesia. A political commitment of the government and legislative institutions is urgently needed for this purpose.</p><p> </p><p><strong>Indonesian<br /></strong>Eratnya keterkaitan lahan dengan kegiatan pertanian menyebabkan upaya perbaikan kesejahteraan petani tidak cukup hanya melalui perbaikan teknologi dan kelembagaan yang terkait dengan proses produksi, perbaikan akses petani terhadap lahan akan banyak menentukan keberhasilan upaya perbaikan kehidupan masyarakat pedesaan secara keseluruhan. Misalnya sekarang, lahan pertanian cenderung makin terbatas karena harus berkompetisi untuk berbagai penggunaan, sementara orang yang bekerja di pertanian secara absolut terus bertambah sehingga menyebabkan rata-rata pemilik dan penguasaan lahan semakin sempit. kondisi ini merupakan akibat dari akumulasi kesalahan di dalam penerapan kebijaksanaan pembangunan yang kurang berpihak pada pertanian, dengan dikeluarkannya sebagai undang-undang dan peraturan yang memudahkan investor untuk mendapatkan lahan, termasuk lahan pertanian dan hak ulayak masyarakat adat. Upaya reformasi agraria, dengan sasaran memperbaiki akses petani terhadap lahan, perlu di awali dengan mereformasi berbagai peraturan/perundangan yang ada. Upaya ini seharusnya dilakukan bersamaan dengan perbaikan terhadap basis data yang berkaitan dengan lahan, karena masih simpang-siurnya data dan banyaknya instansi yang menangani persoalan lahan, dan ini merupakan hambatan utama dalam pelaksanaan reformasi agraria di Indonesia. Agar upaya ini dapat terlaksanakan dibutuhkan political comitment dari pemerintah dan pihak legislatif tentang pentingnya reformasi agraria ini.</p>

Riau Regional Development Bank) which was established based on the Notary Deed of Syawal Sultan No. 1 dated August 2, 1961, and the permission of the Minister of Finance of the Republic of Indonesia.No. BUM 9-4-45 dated August 12, 1961. Furthermore, with the Decree of the Governor of KDH. TK.I Riau No. 51/IV/1966 April 1, 1966, it was stated that all activities of PT. BAPERI was merged into the Riau Regional Development Bank in accordance with Law Number 13 of 1962, officially the activities of the Riau Regional Development Bank began with the status as a Bank Owned by the Government of the Riau Province. Various changes and developments in the Bank's activities, and since 1975 the status of the establishment of the Riau Regional Development Bank, Decree of the Deputy Governor of Bank Indonesia No. 5/30 / KEP.DGS / 2003 dated 22 July 2003, the legal entity status of the Riau Regional Development Bank changed from a Regional Company (PD) Regional Development Bank of Riau to a Limited Liability Company (PT). Bank Pembangunan Daerah Riau was abbreviated as PT. Bank Riau as of August 1, 2003. This research aims to Analyze the Influence of the Incentive Factor on improving the work performance of employees at PT. Bank Riau, Perawang Sub-Branch. The number of research samples are all All employees of PT. Bank Riau, Perawang Sub-Branch, as many as 60 with the sampling method saturated sampling technique or census. Saturated sampling or census is a sampling technique when all members of the population are used as samples.Meanwhile, the leadership is used as the key information in this study. Research result shows The influence of incentives on increasing work performance having a significant influence and positive means that there is a strong positive relationship between incentives and increased work performance of employees of PT. Bank Riau Perawang Sub-Branch, through regression model, the incentive variables and the indicators in the study, are able to contribute to an increase in work performance by 88.36%, and the remaining 11.64% is influenced by other factors who were not examined in this study. The issues of delineating the mountain areas as an object of support of socio-economic development are examined. The 2021-2027 State Regional Development Strategy adopted by the Government of Ukraine stipulates the transition to a territory-oriented development policy. The Strategy provides the types of territories that require special attention on part of the state and the application of specific mechanisms and tools to stimulate their development. Mountain areas are indicated among such territories, which requires substantiation and institutionalization of the concept of mountain areas. The paper compares the domestic practice and relevant European approaches to delineation and granting the status of mountain areas to some territories. The features of the methodology of territorial typology in the delineation of mountain areas used in the EU Member States are outlined. In particular, the categories of mountain areas, the methods and criteria for their identification based on digital analysis of topographic data on the relief are indicated. The mechanisms of external support of sustainable development and improvement of the economic competitiveness of mountain areas in the EU Member States are determined. The features of domestic practice in supporting mountain areas focused on mountain settlements are outlined, and the interpretation of mountain areas in strategic documents and legislation of Ukraine is analyzed. The conclusions regarding the need to improve the mechanisms of state support of mountain areas in Ukraine and approaches and criteria to their identification are made. The difficulties of application in Ukraine of the methodology used in the EU due to the lack of necessary mapping-digital framework are emphasized. The option of not abandoning the domestic practice of considering the settlements as mountain ones is suggested. Yet, the category of mountain areas should include the territories of administrative-territorial units of the basic level where half and over half settlements have the mountain status.

Pesisir Barat Regency is the youngest regency in Lampung Province. Pesisir Barat Regency is the result of the division of West Lampung Regency, which was ratified based on Law Number 22 of 2012 concerning the Establishment of the West Coast Regency of Lampung Province on October 25, 2012 then inaugurated on April 22, 2013. West as an underdeveloped district in Indonesia, As a new autonomous region, West Coast District continues to improve to catch up, align itself or even surpass other areas in Lampung Province. Efforts to improve are carried out in a synergistic and simultaneous manner covering all fields and sectors, both in the government, economic, and cultural sectors. These efforts lead to the goal of prospering the people of Pesisir Barat Regency. West coast district has a lot of regional potential that can be developed to improve the status of the area and carry out development for progress. This study aims to look at the leading sectors in the disadvantaged areas of the west coast district. Based on the results of the analysis and calculation results that have been carried out, there are several leading sectors in the west coast district, namely the Location Question> 1. Shortly, the west coast district as a disadvantaged district has the potential to be developed based on its superior sector.

The subject of the research is theoretical foundations and practical aspects of the State-based regional development in Ukraine, which is influenced by the process of decentralization. The article describes the status and characteristic tendencies of unification of regions of Ukraine. The problems of «duplication» of administrative functions of subjects of the State-based regional policy, as well as establishment of interaction of the State bodies with local self-government are considered. Negative results from delegation of powers to local public authorities and transfer of financial resources to city budgets are disclosed. The article researches reasons for the imbalance of regions and its consequences according to different indicators, as well as the mechanism of the State-based regulation of balanced development of regions. It is determined that the regional development strategy should solve the real problems of the functioning of amalgamated hromadas and effectively implement decentralization processes. The place of information policy in the system of making effective managerial decisions is defined. The authors substantiate the objective need to form a more practical strategy and its possible impact on the development of local units and the country in general. The instruments of public administration in the process of abuse of power at the regional level are examined. A number of top-priority problems are specified, which should be solved in the process of implementation of the decentralization reform. In particular, the issue of «local oligarchy», abuse and corruption in the context of decentralization of budgets are considered. According to the results of the research, promising directions for improving the regional development strategy for the effective functioning of the capacity of territorial hromadas for the purpose of social and economic development of society are defined.

DEVELOPMENT STRATEGY OF BOROBUDUR NATIONAL TOURISM AREAABSTRAKKawasan Borobudur dan sekitarnya termasuk salah satu Kawasan Strategis Pariwisata Nasional (KSPN). Pemerintah mentargetkan kunjungan wisatawan asing ke kawasan ini sebanyak 2 juta wisatawan asing, dan 11 juta wisatawan domestik pada tahun 2019. Di sisi lain, Balai Konservasi Borobudur (BKB) yang bertanggungjawab dalam pemelihara Candi Borobudur telah menbuat kajian bahwa daya tampung Borobudur hanya 123 orang naik bersamaan di atas candi, dan 528 orang di halaman candi. Saat ini jumlah wisatawan yang naik 10 kali lipatnya, dan terdapat indikasi kerusakan. Berkaitan dengan hal tersebut, tujuan penelitian ini adalah; 1) bagaimana solusi pengelolaan KSPN Borobudur agar terjadi sisi kelestarian serta tercapai target kunjungan, 2) bagaimana peran yang dapat dilaksanakan oleh pemerintah daerah di sekitar Kawasan Borobudur untuk menyambut penetapan status kawasan dan proyek stretegis yang akan dilaksanakan. Penelitian ini dilakukan dengan pendekatan kualitatif. Data dikumpulkan melalui wawancara dan pengamatan langsung, serta penelusuran data sekunder melalui berbagai dokumen. Analisis data dilakukan menggunakan analisis interaktif sebagaimana dikembangkan oleh Miles & Huberman. Penelitian dilakukan di sekitar kawasan Borobudur, yaitu Kabupaten Magelang, Kabupaten Purworejo, dan Kota Magelang. Adapun kesimpulan dari penelitian ini adalah: 1) solusai pengelolaan kawasan wisata Borobudur ialah dengan mengubah mindset wisata tidak lagi berpusat pada Candi Borobudur semata, tetapi pariwisata berbasis landscape budaya dan masyarakat, dimana Borobudur menjadi salah satu bagiannya. Paradigma wisata bergeser dari monument-centric ke kawasan lebih luas dan tidak lagi terpusat, tetapi pelibatan aktif masyarakat. 2) Pemerintah daerah (Kabupaten Magelang, Kabupaten Purworejo, dan Kota Magelang) selayaknya berbenah dengan berbagai program pembangunan pendukung dalam rangka meningkatkan percepatan daya saing daerah dan menangkap peluang pengembangan ekonomi untuk meningkatkan pembangunan daerah dan kesejahteraan masyarakat.Kata Kunci: Borobudur, Wisata, Kawasan wisataABSTRACTBorobudur area and its surroundings are one of the National Tourism Strategic Areas (KSPN). The government targets tourist arrivals to the Borobudur area to reach 2 million foreign tourists, and 11 million domestic tourists by 2019. On the other hand, the Borobudur Conservation Center (BKB) which is responsible for maintaining Borobudur Temple has made study that Borobudur's capacity is only 123 people rose above the temple in one time, and 528 people in the temple yard. This time, the number of tourists rose 10-fold, and there were indications of damage. In this regard, the purpose of this study is; 1) How is the solution to the management of Borobudur KSPN so that there is a sustainability side as well as the target of visits, 2) What role can the local government around the Borobudur area take to determine the status of the area and the strategic project to be implemented. This research was conducted using qualitative. Data is collected through interviews and direct observation, as well as tracking secondary data through various documents. Data analysis was performed using interactive analysis made by Miles & Huberman. The study was conducted around the Borobudur area, namely the Magelang Regency, Purworejo Regency, and Magelang City,. The conclusions of this study are: 1) the solution for managing the Borobudur tourist area is to change the mindset of tourism no longer centered on Borobudur Temple alone, the cultural and community landscape, and Borobudur making one of its parts. The tourism paradigm shifts from the monument-centric to the wider area and is no longer centralized, but the active involvement of the community. 2) Local governments (Magelang Regency, Purworejo Regency, and Magelang City) should improve with various supporting development programs in order to increase the acceleration of regional competitiveness and increase economic development opportunities to increase regional development and community welfare.

The article explores the institutional conditions of the development of the national household in the West Ukrainian land as part of Austria-Hungary. Outlined the actuality of the national tradition of economic self-realization and self-identification in the crisis conditions of modern Ukraine. Pointed out the complex process of searching of the ways of stimulating the development of a modern national market economy that is required to create forming a new economic mentality of Ukrainians, educated on the values of the national tradition of economic self-identification. The essence of the modernization changes of the institutional field with the entry of Galicia, Bukovina and Transcarpathia into the Austrian Empire at the end of the eighteenth century is revealed. In particular, the judicial reforms of Empress Maria Theresa during 1768–1776 were analyzed, which led to changes primarily in the field of formal rules of the game. The institutional changes in the fiscal sphere that became important for market development are revealed. The influence of the laws of Joseph II, which for the first time affirmed the status of a subject of law for the peasant, was substantiated. The significance of the Patent of Joseph II of April 5, 1782, which abolished serfdom as a personal dependence of the peasants on the landowners, was proved, as well as that of the Urban Patent of February 10, 1789, on the abolition of the serfdom and its replacement by money tax. The role of the Josephine peasant reforms in the formation of a new institutional field of national identity, social capital, and economic self-organization is substantiated. It is established that the decrees of Joseph II (1780–1787) on the introduction of public spies created the ground for the formation of proto-civil society. The events of the "spring of peoples" and the abolition of the cornice in 1848 were characterized, which became an important stage of the institutional maturation of the basis of the national economic movement. Attention is given to the significance of the law modernization of September 7, 1848 on the elimination of the personal dependence of peasants on the former owners and granting them the rights of citizens. The author covers the formation of wealthy peasants at the expense of the parceling of the landownership, whose owners were not able to properly manage in market conditions. The conclusion is formulated about the importance of the national tradition of economic self-identification of Ukrainians in the conditions of the Austro-Hungarian Empire for the modern strategy of economic development of the Ukrainian state.

Abstract This research aims to determine the status of sustainability, key factors that influence, and the strategy of developing sustainable agroforestry farming. The study was conducted from January to December 2016 in the Sodonghilir subdistrict, Tasikmalaya Regency, West Java Province. Data is analyzed using sustainability analysis, prospective analysis, and hierarchy process analysis. The results showed that some of the ecological, economic, and social problems would reduce agroforestry farming's sustainability. The sustainability of agroforestry farming in the Sodonghilir sub-district is less sustainable, both in general and in each sustainability dimension (ecological, social, and economic). Two conclusions were obtained from the study. First, six key factors determine sustainable agroforestry development's success. There is farmers' knowledge in soil and water conservation, farmer group performance, availability of agroforestry technology packages, farmers' knowledge in farming activities, level of pest and plant diseases attacks, farming capital sources vital. Second, increasing farmer capacity and strengthening farmer group institutions are priority strategies that the government implement, private, and community in conducting sustainable agroforestry farming development programs in the Sodonghilir subdistrict.

In Iran, due to the multiplicity, diversity and cultural-natural potential of rural areas, developing ecotourism is accepted as a key solution to sustainable rural development. The government putting strong emphasis on analysing the capacities and obstacles of promoting rural tourism in order to making effective strategies. Kiskan Rural District (KRD) in Kerman Province has great potential for ecotourism development to diversify rural economy, employment and income generation. So the purpose of this study is to investigate the rural ecotourism situation of KRD through SWOT analysis. It is an applied research that uses documentary and field methods including observation, unstructured interview and a questionnaire to data gathering. A group of local managers, counting Village Council Members and Rural Mayors, were selected by snowball sampling method. To this end, the status of rural ecotourism in KRD is determined and the weight of each of the four SWOT factors is measured. Results show that KRD ecotourism development strategy is «SO» (aggressive), which should exploit the strengths to take advantage of the available opportunities.
