The Development of Agriculturein the Siberian Communities of Russia Having many years' experience in rural studies, the authors propose their own understanding of the Siberian communities' future assuming the multifunctional character of rural communities and multiplicity in the rural economy and way of life as well as considering an objective to develop human resources as a priority. Three correlated issues are under study: is a rural territory homogeneous as a subject for strategic planning, what is the object for strategic planning in rural communities and should the paradigm of strategic development be inevitably changed from a medium-range perspective to a long-range one?

Seeking remnants of verbal traditions they thought were being lost to industrialization and urbanization, the earliest folklore scholars took to the countryside. Analyzing folk culture in a fuller context, a generation of folklife scholars in the twentieth century set out to identify patterns in the rural landscape in materials, such as traditional artifacts and folk belief, that would illuminate the old traditional way of life and expand the purview of American history. A vital subject requiring more study and that connects to all other aspects of rural culture is traditional farming practices in the agricultural year. With regard to social history, folklife scholars have a critical role in the debate concerning the effect of commercialism on preindustrial farming that have implications for the valuation of family farms, rural communities, and sustainability into the twenty-first century. Among the topics in the rural setting that call for further folklife research are narratives of loss, the creation of local economies, and sense of place.

This paper explores the strategic importance of human resource (HR) planning and the various techniques employed by organizations to attract talent and thus to gain a competitive edge. In this paper, the authors have tried to explore the various biases that come into play when supervisors forecast for human resources. Backed by research, the paper recommends the integration of line managers with HR managers and their participations in strategic planning to enable the HR managers to gain valuable insights for HR planning. The paper further suggests that though biases cannot be ruled out completely but they can be controlled by providing relevant training to the HR and line managers to forecast dynamics. Further, the judgement of the line managers could be complemented with other forecasting techniques to make the process more reliable.

Agriculture represent one of the most important branches of the Romanian economy. Within performing the suggested analysis we started from the premise that the economy of each country, regardless of developing degree, agriculture, by natural and human resources available, by contributing to the creation of gross domestic product, of gross value added, but also by participating at internal and external trade, obviously holds an important position. Romanian rural economy is currently dominated in a large part by agriculture. Favorable geographical conditions, topography, climate, fertile soils, in addition with workforce, a suitable administrative system, but the connection of rural population to land and animals can make the Romanian agriculture as production branch attractive and profitable to determine economic growth at national level.
