Evolution of Biotechnology and Information Technology and Its Impact on Human Security

Abstract: The development of post-industrial society initiates profound economic, technological and cultural change in the way of life of all mankind. The revolutionary breakthroughs in the field of new technologies such as biotechnology and information technology are reflected in all spheres of human activity, directly affecting the human security. The article analyzes the consequences of widespread usage biotechnology and information technology in the foreign policy practice on the basis of the human security theory. The detailed description of the main directions of the use of biometric technology in the foreign policy and consular practices is provided, the challenges and threats to information security associated with biometrics are analyzed, arising from widespread biotechnology are the main challenges and threats to as well as human security threats arising at the present stage of development and application of these technologies. Human security threats associated with the use of biotechnology are placed in the broader context of global trends in scientific and technological development. The recommendations are formulated in the field of foreign policy and international cooperation, which would neutralize new threats to international and personal safety arising at the present stage of development of biotechnology. The authors conclude that in order to ensure ethical regulation of new technologies that address issues of human security, it is necessary to organize multi-stakeholder partnerships at national and international level with the participation of states, representatives of civil society, business and the research community.

The subject of the study is a retrospective of the legal norms formation. Under these norms the prosecutor will be able to govern the issues of ensuring the legitimate interests of the state, society, business entities and the rights of citizens in resolving disputes in the field of economic activity. Chronological framework of research includes the period from the establishment of prosecutor's office in 1722 up to the collapse of USSR in 1991. The relevant legislation is analyzed. The author examines the scope of prosecutor powers in this sphere at different stages of formation and development of prosecution, and reveals the problems of determining the prosecutor's office place in the system of existing at that time bodies of state power. It is concluded that the prosecution authorities, since their creation in Russia and up to the present stage of development, taking a greater or lesser degree of participation in the resolution of disputes in the sphere of economic activity, played a significant role in the protection of exclusively state interests. The interests of society, business entities and citizens in the sphere of economic activity if there is a dispute were considered only through the prism of such interests. The hierarchy of interests of participants of economic activity in dispute resolution was unbalanced and built without taking into account the interests of all participants of economic relations.

The growing competition in the banking sector, resulting in growing demands of the customers, requires from the banks a 24 hour availability of services. The technological development is accompanied by the increase in technologically sophisticated forms of fraud. The answer to these challenges is a more efficient use of information technology. The use of new technologies, besides the defense from unauthorized access into the bank’s information system, abuse of information technology, and damage that can be caused, represents the basis for the new service offer which has an important role in market positioning of the banks. An empirical research was conducted in order to determine the level of influence of the information technology to the payment transactions. The results suggest that the level of influence is important due to the enlargement of product range and communication channels with clients, expense reduction for the costumers and the bank, as well as the increase of the business security.

Problem setting. At the present stage of development of international relations, more and more diplomatic negotiations are taking place and a large number of international agreements are being concluded, so for the successful and effective functioning of the state foreign policy mechanism many tools are needed, each of which sets the mechanism in motion. However, the issues of gift literacy and their conceptualization of the role as a tool of diplomatic protocol in the implementation of international contacts of bilateral and multilateral nature remain unexplored. Analysis of resent researches and publications. The following scientists were engaged in research of the specified question: Ukrainian scientists – O. Sagaidak, G. Rudenko, Polish – L. Ikanovich, J. Picarsky, T. Orlovsky, English – John Wood, Jean Serre and others. The target of research is to study the essence of diplomatic protocol and etiquette on the example of gift literacy as a special tool for establishing relations in international cooperation, as well as outlining the realities of regulating this procedure and determining the practical side of the gift process in the context of diplomatic relations. Article’s main body. In the article investigated the essence and genesis of the practice of applying the diplomatic protocol in multilateral diplomacy for political purposes. It is argued that some protocol aspects of a multilateral meeting may be subject to political manipulation, and their behavioral influence on decision-makers is used. The importance of using gifts at the present stage of diplomacy development as one of the political tools that is subordinated to foreign policy goals is determined. The gifts received during the working trips of the presidents of the countries reflect the current state of development of the states, cover meetings and communication with the population, outline the professional and political interests and priorities of the states. The exchange of memorable gifts and souvenirs is carried out in the protocol order or by agreement of the parties in a solemn atmosphere as a separate protocol event within the framework of the state visit of the head of a foreign state. Examining the gifts, you can determine the geography of official visits of high-ranking officials, the current state of development of states, assess the outcome of meetings and communication with the population, learn about professional and political interests and priorities of states. In the protocol practice of most countries, strict cost limits have been introduced for gifts given or received by senior officials. Conclusions and prospects for the development. Gift literacy is one of the modern tools of diplomatic protocol, and the rules for choosing diplomatic gifts are a science, the basic principles of which have changed and improved over the centuries and to this day. Gifts from foreign heads of state, representatives of international organizations and business circles represent the donor country, reflecting customs, culture, government.

Topicality. The urgency of the development of modern theoretical foundations for the formation of the market for innovative technologies in the context of the concept of neo-industrialization is increasing today because scientific studies conducted by numerous experts in the field of economics have confirmed that innovations (especially those that lead to structural transformations) play a central role in stimulating long-term growth. countries. However, the innovations that cause a change in the techno-economic paradigm only stimulate economic growth if they are widespread in the economy, because the emergence of new technologies usually stimulates the creation of related innovations related to organizational and business models. . Thus, such innovations in themselves contribute to a significant increase in economic efficiency. Global technology leaders are generating a high share of value-added through the use of intellectual outputs (which are innovative technologies), with the international division of labor occurring not on the basis of natural differences in raw materials, but on the basis of the use of intellectual potential, human capital and high technology. level of production. Therefore, one of the prerequisites for innovative development is a civilized market for innovative technologies, both at the international, national, and regional levels. Aim and tasks. The purpose of the article is to characterize and develop modern theoretical foundations for the development of the market for innovative technologies in Ukraine, for which it is necessary to determine: innovations that lead to a change in the techno-economic paradigm; factors affecting market development; methodological principles according to which it occurs; methodological approaches to development and, in part of our country, factors that hinder the development of the market for innovative technologies in Ukraine. Research results. The factors influencing the development of the market of innovative technologies are identified, namely: processes of deglobalization, outsourcing, automation of production, changes of demographic structure and social structure of society, strengthening of state stimulation of technologies. Scientific approaches to the definition of the term "digital platform" are classified, which are considered as: technological construction; business model, corporate organization; open, publicly available infrastructure for interaction between producers and consumers; unified information and management system. It is revealed that the modern stage of development of the market of innovative technologies is characterized by the presence of several features that somewhat correct the action of basic economic laws, and the corresponding methodological principles of development of the market of innovative technologies are formulated. The factors that hinder the development of the market for innovative technologies in Ukraine have been identified. Conclusion. The article presents the systematic theoretical foundations of the formation of the market for innovative technologies in the context of technological development.

Abstract: The digitalization of the modern battlefield is a product of technological development in the field of communications and information technology. With the digitalization of modern communication systems and information technology, malicious programs/applications have been developed that can destabilize the cyberspace infrastructure. The complexity and diversity of cyber-attacks have generated fierce competition among states to ensure supremacy of cybersecurity in cyberspace. Most cybersecurity experts appreciate that research in this relatively new field is only at the pioneering level. The future and technological evolution in the field of cybersecurity will show us that, at the moment, very little is known about how cyberspace will look and develop. Although the civilian environment has the supremacy in terms of the technological development of cyberspace, it is certain that the military environment will import new technologies and adapt them to its own requirements.

At the present stage of development, the entire world industry has faced the problem of rational use of renewable natural resources, in particular the most efficient ways of wastewater treatment and the use of accumulated waste in the production process as a secondary raw material. In particular, the alcohol industry, as one of the components of food, medical, chemical and various industries,leads to the formation of huge amounts of waste, including wastewater. The food industry, like any other industry, has a negative impact on the environment. Water bodies are the most affected by the food industry. Almost the first place in terms of water consumption per unit of production is the production of alcohol. Consumption of large amounts of water leads to the formation of wastewater, which is highly polluted and adversely affects the environment. Due to the high chemical and biological consumption of oxygen, specific color and odor, suspended solids, low pH value, the purification of such waste in the filtration fields and discharge into water bodies is not possible. The purpose of our work is: 1) conducting the analysis of the alcohol industry potential in Ukraine in recent years, and methods of waste disposal as a potential source for the development of bioenergy. 2) environmental aspects of the alcohol industry modernization at present stage of development and implementation of modern wastewater treatment technologies.

The aim of the article is to show the role of parliament in the foreign policy within the framework of the conservative school of thought. The authors examine both Russian and Western traditions of conservatism and come to the conclusion that the essential idea of “the rule of the best” has turned to be one of the basic elements of the modern legislative body per se. What’s more, parliament, according to the conservative approach, tends to be the institution that represents the real spirit of the nation and national interests. Therefore the interaction of parliaments on the international arena appears to be the form of the organic communication between nations. Parliamentary diplomacy today is the tool that has the potential to address to the number of issues that are difficult to deal with within the framework of the traditional forms of IR: international security, challenges posed by new technologies, international sanctions and other.
