Among the educational institutions of the Armenian city of Nakhichevan-on-Don, a special place was occupied by the Catherine women's gymnasium. This educational institution underwent an evolution from a three-year school to a female gymnasium, the appearance of which marked the manifestation of a rather conservative Armenian society towards female education. Unlike the parish schools Armenian educational institutions of the city, where the teachers were Armenians, the mentioned gymnasium was an educational institution in which a wide range of subjects were taught by teachers of various nationalities. The subjects studied here aligned with the subjects of the gymnasium program, including various languages, mathematics, physics, history, drawing, dance, etc. The city public administration of Nakhichevan-on-Don has always shown touching concern for the Catherine's female gymnasium, and all the problems that the Board of Trustees of the gymnasium faced were promptly resolved. Catherine's female gymnasium enjoyed great prestige among the local population, which was reflected in its overcrowding with students and the emergence of parallel classes.

Formal class room observation is a very delicate topic in any educational institution. It involves a series of emotions and sentiments that come with the package. In this paper, the researcher will attempt to analyze the factors that affect the process in a relatively significant manner and thereby contribute greatly to the success or failure of the whole process. The researcher will also attempt to explore the various aspects of the process at two tertiary level educational institutions and how they can be controlled in order to maintain the purpose of the process as developmental and constructive rather than a critical, judgmental and/or negative outlook, which eventually defeats the whole idea of classroom observation for performance feedback and growth. The data was collected at two renowned English Language Institutes (ELIs) in the city of Jeddah, Saudi Arabia through an online survey comprising of ten questions including one open-ended question. After analyzing the gathered data, conclusions were formulated and certain suggestive measures were proposed that can benefit the observers to look at the observation process in a better light. It will also help them accomplish the objectives of the process in a more prolific manner and thereby, contribute in achieving a more conscious and thorough professional development of the faculty on the whole.

The Federal Institutes of Education (IFs) are intended to collaborate with the regional innovation systems, encouraging after roduction of knowledge and innovative technologies and activities constituting promising strategy for Brazilian regional development. One way to measure whether the institute's purpose is being fulfilled is through outreach activities with the community with a view to local and regional economic and social advancement. Therefore, the objective of this article is to analyze the process of implementing an IF, as well as its impact on the community. Methodologically it was Documentary research was carried out on the process of community participation in the implementation of the IF in the city, as well as interviews were conducted to ascertain the view of this determining actor regarding the return to society, also contemplating extension actions. It was concluded that the engagement of the local population in the choice of the city was fundamental, causing other cities in the region to join efforts to capture the institute, just as it generated a positive impact in the entire region by providing an opportunity for qualification, which before it was carried out distantly, causing the success of the young population or even the lack of training of this public for financial reasons. As for the extension actions, the institute analyzed performs them according to the local context, filling the gaps, as the purpose of its creation.

O artigo faz parte de um projeto de pesquisa subsidiado pela Funadesp[1], o qual busca viabilizar a implantação de sistema de aproveitamento de água pluvial para fins não potáveis em Instituições de Ensino. O trabalho busca conhecer o perfil de consumo final de água em uma Instituição Pública de Ensino na cidade de Londrina, cujo projeto padrão foi implantado em diversas cidades paranaenses. Foram realizados levantamentos de dados junto aos usuários da instituição no ano de 2018, através de entrevistas por amostragem e observações in loco; identificação dos pontos de utilização de água; análise de histórico de faturas de consumos; e medição de vazão dos equipamentos hidráulicos existentes. Após a análise e correção dos dados se constatou um consumo de água de 6,03 litros/pessoa/dia, dos quais 66,25% são utilizados para fins não potáveis, indicando um extenso campo de atuação de projetos de reuso/reaproveitamento de água para essa finalidade. Dessa forma, espera-se contribuir para o projeto piloto em parceria com os órgãos públicos, dando continuidade ao estudo de viabilidade para implantação de sistema de aproveitamento de água pluvial para usos não potáveis, através da substituição da água destinada às descargas das bacias sanitárias dos alunos, as quais representaram 54,14% do consumo total da instituição; além de estimular campanhas de utilização consciente desse recurso hídrico na comunidade.   Palavras-chave: Consumo de Água. Água Potável e Não-Potável.   Abstract The article is part of a research project subsidized by Funadesp, which seeks to make feasible the implementation of a rainwater harvesting system for non-potable purposes in educational institutions. The paper aims to know the final water consumption profile in a public educational institution in the city of Londrina, whose standard project was implemented in several cities of Paraná. Data were collected from institution users in the year 2018, through interviews by sampling and in loco observations; identification of points of water use; historical analysis of consumption invoices; and flow measurement of existing hydraulic equipment. After the data analysis and correction, it was found out that there were 6.03 liters / person / day water consumption, of which 66.25% is used for non-potable purposes, indicating an extensive operation field reuse / recycling projects for this purpose. Thus, it is expected to contribute to a pilot project in partnership with public bodies, continuing the feasibility study for rainwater utilization system deployment for non-potable uses, by replacing the flush water the students’ toilets, which represented 54.14% of the total consumption of the institution; besides stimulating campaigns of conscious use of this water resource in the community.   Keywords: Water Consumption. In the work, a number of facts and dates of the Kharkov period of life (1893–1920) of the botanist-algologist Nina Vasilievna Morozova-Vodyanitskaya are given, who graduated from the Kharkov High Women’s Courses, taught at them (as well as in other educational institutions of the city) and studied algae under the guidance of V. M. Arnoldi, Professor of the Departments of Botany of Kharkov University and High Courses. The origin of the rich merchant family allowed N. V. Morozova get both secondary and high education. The Kharkov High Women’s Courses were a huge, rapidly developing non-state high educational institution, similar to the classical university in terms of teaching natural sciences, equipping departments and laboratories, and the number of students. The Department of Botany, where N. V. Morozova studied and worked as a laboratory assistant and then as an assistant, has provided to the students an extensive workshop, participation in excursions outside the city and in expeditions to the basims of Russia. Students of the courses had the opportunity to engage in scientific work in laboratories and at a biological station on the Seversky Donets River. Among the students and junior teachers (colleagues of N. V. Morozova-Vodyanitskaya, who has formed the scientific school of V. M. Arnoldi) there were many well-known botanists, algologists, hydrobiologists who became professors, correspondent members, and so on. It is concluded that the scientific and pedagogical environment surrounding of N. V. Morozov-Vodyanitskaya in Kharkov favored her becoming as a researcher. Only the harsh conditions of the Civil War and devastation delayed the publication of the results of the first work of a young algologist, started in 1913.

Maslikhats occupy a special place as a local self-government body. Currently, an urgent issue is to activate the work of maslikhats and increase their status. The main reason for the research was to find an answer to the question, what is the composition of the regional, city and district maslikhats, elected in 2016, whether it covered all layers of the local population. The main purpose of this article is to analyze the Deputy composition of local representative bodies, including maslikhats of the Karaganda region. To achieve this goal, a quantitative and qualitative analysis of the composition of the regional, some city and district maslikhats was conducted. As a result of the study, we observe that the participation of all groups of the local population in the work of local maslikhats is uneven in terms of quantitative and qualitative composition. These conclusions were made when analyzing the composition of maslikhats at various levels of the Karaganda region. The composition of other maslikhats may differ. In the future, the results of this work can be used for developing programs for the development of local self-government, preparing for lectures in the disciplines of political science, public administration, political management, etc.

The article offers consideration of the results of the analysis of the State Service for Education Quality in Kyiv of the sites of educational institutions of communal, state and private forms of ownership of the city of Kyiv in relation to their availability and occupancy on 21 indicators: charter of educational institution; licenses for educational activities; structure and governing bodies of the educational institution; staff in accordance with the license conditions; educational programs implemented in the educational institution and the list of educational components provided by the relevant educational program; service area assigned to the educational institution by its founder (for preschool and general secondary education institutions); licensed volume and actual number of students; language (languages) of the educational process; availability of vacant positions, procedure and conditions of the competition for their replacement (in case of its holding); material and technical support of the educational institution (according to the license conditions); results of monitoring the quality of education; annual report on the activities of the educational institution; admission rules; conditions of accessibility of the educational institution for training of persons with special educational needs; tuition fees for private schools); list of additional educational and other services, their cost, procedure for provision and payment; rules of conduct for students; a plan of measures aimed at preventing and combating bullying in the educational institution; the procedure for submitting and reviewing (with confidentiality) applications for cases of bullying (harassment) in an educational institution, response and responsibility of persons in an educational institution involved in bullying (harassment). The authors of the article developed 518 sites of schools of various forms of ownership: state and communal forms of ownership - 437, private - 81. On average, according to 21 indicators, 56% of schools publish the necessary information on the websites of general secondary education institutions. The authors hope that the comments and suggestions set out in the conclusions to the article will help schools to systematize information about their lives and prospects.

The problem of supporting scientific and educational institutions is considered. A method of selective financing of scientific and educational institutions that create innovative technologies taking into account their investment in innovative developments is proposed. On the basis of statistical data on the indicators for assessing the activities of scientific and educational institutions and the indicator of the innovative potential of a scientific and educational institution from the production of innovations (PNn), their rating was calculated. The essence of PNn is to compare the indicators of the volumes of income of the special fund Dsfn and the volume of expenditures of the scientific and educational institution Vn. In order to stimulate scientific and educational institutions to create innovative technologies, it was proposed to introduce targeted investments. The problem of quantifying the rate of premium on the basis of an integrated approach in terms of indicators of innovative potential from the production of innovations and the rating of a scientific and educational institution for 2 institutions (namely: K and H) has been solved. Institution K will receive a large increase, and institution N will receive a smaller increase, the value of which will be 56.23 % and 43.76 %, respectively. The results showed the independence of the indicator of the innovative potential of a scientific and educational institution from the production of innovations from the previous rating of a scientific and educational institution, or vice versa. The proposed methodology has been tested by an experimental method, targeted investments have been determined based on an integrated approach in terms of indicators of innovative potential and the rating of a scientific and educational institution. This study is of practical interest to government authorities and grantors when allocating funds according to the vector of selective financing of scientific and educational institutions through targeted investments in the development of innovative technologies, and theoretically – to researchers dealing with issues of financial security, protectionism and public administration

В данной статье рассматриваются персидско-подданные, проживавшие в городах Дагестанской области во второй половине XIX начале ХХ в. Цель статьи: показать, сколько иранцев было в городах, чем они занимались, какой вклад внесли в экономическое и культурное развитие Дагестана. Источники свидетельствуют, что число иранцев, постоянно или временно проживавших в городах Дагестана, неуклонно росло. Показаны пути, которыми иранцы добирались до Дагестана, отмечено их компактное расселение в городах области. Развитие торговых связей Кавказа с Ираном способствовало открытию в Петровске персидского вице-консульства. Особое внимание уделено занятиям иранцев в разных областях экономики: торговле, сельском хозяйстве, промышленной сфере. Анализ источников свидетельствует, что иранцы занимали в городах заметное место среди владельцев лавок, магазинов. Они также владели заведениями общественного питания: духанами, трактирами, чайханами, хлебопекарнями и т.д. Автор приходит к выводу, что иранцы вели торговлю на городских и сельских рынках. Занятие торговлей привело к обогащению некоторых иранцев и появлению в их среде купцов. На основе изучения архивных источников установлено, что иранцы были заняты и в промышленной сфере. Они владели табачными фабриками, кирпичными заводами, кондитерской фабрикой. Много иранцев в качестве наемных рабочих трудилось на промышленных предприятиях, в том числе в морском порту и на железной дороге. Иранцы занимались и огородничеством, что приносило им неплохие доходы. Большое внимание уделено участию иранцев в культурной жизни городов Дагестана, особенно деятельности уроженца города Тебриза Абдурахиму Талибову. Рассматривается его деятельность по реформе мусульманского образования, его вклад в развитие женского образования в Дагестане. Показана деятельность А. Талибова как мецената, жертвовавшего деньги на строительство учебных заведений в Дагестане. В статье рассматриваются взаимоотношения дагестанцев с иранцами и в области политики. Анализ источников показывает, что иранцы, жившие в Дагестане, внесли большой вклад в развитие его экономики и культуры. This article discusses the Iranians who lived in the cities of the Dagestan region in the second half of the XIX early XX centuries. The purpose of the article is to clarify the questions about the number of city residents, their occupation, their contribution to the economic and cultural development of Dagestan. Based on the study of the sources, a conclusion is drawn about the increase in the number of the Iranians permanently or temporarily residing in the cities of Dagestan. The ways along which the Iranians reached Dagestan are being shown, their compact settlement in the cities of the region is noted. The development of trade relations between the Caucasus and Iran contributed to the opening of the Persian vice consulate in Petrovsk. Particular attention is paid to the activities of the Iranians in various fields of the economy, namely, trade, agriculture, and the industrial sphere. An analysis of the sources indicates that the Iranians occupied a prominent place in the cities among the owners of shops and stores. They also owned catering establishments dukhan, taverns, tea houses, bakeries, etc. The author concludes that the Iranians traded not only in shops, taverns, but also in the city as well as village markets. Engaging in trade led to the enrichment of some Iranians and the appearance of merchants of different guilds in their midst. Based on the study of archival sources, it was established that the Iranians were employed in the industrial sphere. They owned tobacco factories, brick factories, a confectionery factory. Many Iranians worked as wage laborers at various industrial enterprises, including the seaport and the railway. The article analyzes the occupation of Iranians by truck farming, which brought them good income. Much attention is paid to the participation of Iranians in the cultural life of the cities of Dagestan, especially to the activities of the native of the city of Tabriz Abdurahim Talibov. His activities on the reform of Muslim education, his contribution to the development of female education in Dagestan are examined. The activity of A. Talibov as a philanthropist who donated money for the construction of educational institutions in Dagestan is shown. The article discusses the relationship of Dagestanis with Iranians in the field of politics. The author concludes that the Iranians living in Dagestan made a great contribution to the development of its economy and culture.

Statistical data on the problem of juvenile delinquency are presented, which show that in the city of Tambov in 2020, juvenile delinquency increased by more than 5 %. The problematic field of juvenile offenders is considered, which is quite extensive and covers the range of emotional-psychological, material, intellectual and other areas of problems of this category of the population. The key direction in the system of crime prevention is highlighted as a comprehensive development of a program for early prevention of juvenile delinquency, with the help of which the circumstances and conditions that give rise to illegal behavior of adolescents are identified and eliminated. The programs of social prevention of juvenile delinquency, implemented in educational institutions, are considered. The content of the activities of a specialist in the implementation of social prevention programs in a general educational institution is analyzed, which carries out it through the study of the psychological and age characteristics of adolescent offenders, organizes various types of socially useful activities, helps to implement legal protection and social support for a juvenile offender and his family, and directs actions teachers on the prevention of offenses among students. A model is designed for organizing programs for the social prevention of juvenile delinquency in a general educational institution, which includes the following blocks: target; conceptual; content-methodological; procedural; criterion-effective, allowing in the early stages to prevent the emergence of illegal behavior of minors.

The outbreak of COVID-19 had a huge impact on the educational system as it leads to the closure of the educational institutions across globe. This had an impact on both economy and society apart from affecting the students and teachers. The situation became even more worser in the case of the disadvantaged students as it affected not only their education but also lead to problems such as improper nutrition, childcare and also economic problems as many lost their jobs due to the pandemic situation. In order to move on with the situation, UNESCO suggested the educational institutions to takeover virtual platforms as a replacement to the traditional classes in order to reduce the disruption of education. These virtual platforms became a critical lifeline for educational institution as it helps to reduce the transmission of disease. In this paper we could see the ways that the pandemic has transformed the education sector across the world which include Online learning, Unequal access to technology, and educational resources, a wide range of distance learning tools, new methods of assessment with learning management software, online appreciation for teachers and educators and the changing role of parents in education. But there was some gap between educators and learners.
