Subject. The article considers the effectiveness of interaction between the healthcare system and the socio-economic system of the region. Objectives. Our aim is to propose a model for harmonious development of regional health services. Methods. To construct the model, we employ methods of statistical, systems, comparative analysis, methods of economic and mathematical modeling. To achieve the harmonious development of regional healthcare, the model components are built on the basis of the ‘golden section’ proportions. Results. We tested our methodology, using the case of the Sverdlovsk Oblast healthcare. The paper shows possibilities of effective interaction between the two systems, offers methodological approaches to assessing the level of public funding of regional healthcare and effectiveness of voluntary health insurance. Based on statistical data, we obtained good results. They demonstrate that in our model we achieved planned proportions in terms of levels of funding, public-private partnership development, voluntary medical insurance, medical tourism, innovative development of industry. Conclusions. Our methodological approaches, the model of harmonious development of regional healthcare are universal and can be applied at the level of subjects of the Russian Federation.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.

The purpose of the article is to attempt to discover the conceptual basis of modern tourism, in particular, to justify scientific approaches. The basis of the method of work was the use of conventional methods: theoretical analysis of scientific sources on the specified topic, synthesis, description and comparison. The results are the separation of the following scientific approaches: axiological, cultural, multicultural, holistic, structural, functional, informational, synergistic, predictive, unity of quality and quantity, co-evolutionary (development), causality. The scientific novelty of the study was the interpretation of general methodological approaches in the field of tourism studies, a clear definition of their characteristics, which will help to improve its methodological basis. The practical significance of the article is to justify the expediency of using scientific approaches, which will make it possible to combine the efforts of tourism professionals under the current conditions of fundamental incompleteness and uncertainty of information on the methodology of tourism; in developing approaches that are, to some extent, capable of ensuring the effective interaction and synthesis of different science methods on a single conceptual basis.

The state of the economic system is characterized by a group of economic indicators that are structural ones, reflecting certain aspects of reproduction, including investment. The purpose of this research is to reveal the level of imbalance in the investment activity by the main types of activity, the adjustment of which will promote effective interaction of economic sectors and economic growth. The level of imbalance is defined as the variance in the deviation of sectoral indicators from the average for the economy, which we consider to be optimal. The analysis allowed making the following conclusions: the greatest structural shift is observed in terms of the share of investments in the active part of fixed assets and long-term financial investments; uneven support is provided from the federal budget to different branches; the investment activity is close in characteristics to the average values for the country and varies up to 8.16% in most industries. The imbalance in investment activity is determined not only by the implementation of the state sectoral programs and by investing priority sectors from the budget, but also by the differences in the conditions for its formation.

The article examines the methodological approaches to the assessment of the labour potential of the socio-economic system. On the basis of the research, it has been established that the proposed algorithm for assessing the labour potential of the socio-economic system at the micro level. The approbation of the methodology for assessing the labour potential of the socio-economic system was carried out on the basis of the performance of an industrial enterprise. To improve the methodology for assessing the labour potential of socio-economic systems, the use of an organizational and methodological model for assessing the labour potential of the system has been proposed. The use of the organizational and methodological model is carried out in several stages: the construction of the Ishikawa diagram, the rating score, the construction of the Pareto diagram and the conduct of the ABC analysis. The implementation of the organizational and methodological model for assessing the labour potential of the socio-economic will allow for the effective management of the labour potential of the system and, as a result, will increase its competitiveness in the information economy.

The paper proposes methodological approaches for instilling the culture of interethnic relations in preschool- and primary school-age children, for establishing interethnic harmony and consent in a group of the same-age pupils of different nationalities. Also discussed are issues on how to maintain effective interaction between kindergarten and the primary school on the one hand, and the parents community on the other hand. Examples of practical activities of various educational institutions are provided.

Medical tourism based on transnational journeys for health care, cure, and well-being is being widely discussed in the literature. As a fast-developing phenomenon, there are different views and perspectives on the concerns of medical tourists and various impacts created in destination areas. This paper critically observes the exertions of medical tourism on destination areas in the light of economic and socio-cultural influences. This paper tries to bring out the muddles of the phenomenon based on empirical research. The paper suggests that the socio-cultural impact of medical tourism on the health care of the poor local people must be viewed seriously and calls for rigid and efficient legislation from the authorities to enable and strengthen the public healthcare system.

According to the results of studies, it was found that the term «medical tourism» is used in the specialized literature to define a number of measures related to preserving life, human health, improving the appearance, etc. The term «pharmaceutical tourism» is not defined in the specialized literature. The systematization of modern experience in the functioning of medical tourism in the leading countries of the world indicates that this social phenomenon is a consequence of the implementation of various factors, including socioeconomic ones. One of the most important of these factors is the low availability of medical and pharmaceutical assistance to the population. We defined the concept of «pharmaceutical tourism", determined the forms of its implementation, objects, subjects, and also presented the main functions (medical- pharmaceutical, socio-economic, social, humanistic, market function, stimulating, foreign economic) in the healthcare system in the context of strengthening humanistic principles for the development of society.

The article proved that pharmaceutical tourism has been developed during a long period of time as an essen-tial part of medical tourism. The defined forms of activity have an integral character and contribute to the in-crease of the level of accessibility and quality of medical and pharmaceutical aid to the population outside their regular place of residence. The preconditions for activation the development of medical tourism and the necessity of being regarded as an independent activity of pharmaceutical tourism have been determined. In-stitutional components of pharmaceutical tourism (a subject, objects, subjects, forms of organization) have been outlined and described as well as the functions, which can be used on two levels: on the level of the government and the society, and in the system of pharmaceutical provision of the population and healthcare in general. The integral and dualistic character of pharmaceutical tourism as a modern activity in the system of healthcare has been substantiated. Taking into account modern tendencies as to globalization of national economics, imperfection of mechanisms of government regulation of the level of accessibility of pharmaceu-tical aid, increase of gap between different countries, groups of population or patients in the resource provi-sion of national systems of healthcare, the need for the development of medical and pharmaceutical tourism will continue in the future. It promotes the development of a complex program of their implementation in Ukraine.

The paper defines methodological approaches to the assessment of investment risks in the social and economic system of the region. Based on the analysis of the conducted studies, a new model for assessing investment risk at the regional level in the conditions of certainty, uncertainty, and risk is proposed, which will allow assessing the probability of losing funds from investing financial resources. As a part of this model, a methodology for developing and making decisions under different conditions depending on the determinism or randomness based on the availability of information is presented. The calculations made allow choosing the optimal strategy of investment in the regional economy with different risk indicators, which are determined as the average annual rate of inflation.
