Regional Public Service Regency (RPSR) to provide services to the community without priority to seek profits, with existing data in unit Region Indra Center of West Sumatra Province has not been optimal yet in financial management, lack of the  services have not  standards, this study aims to evaluate the readiness of the implementation of the Financial Management Regional Public Service Regency (RPSR) at unit region Indra Centre of West Sumatera Province in 2016. This study uses qualitative study conducted in May to October 2016, with informants as much as 6 (six), data collection using indepth interview, document review and observation, analyzed by triangulation method and source. The results of the research show that the inputs are not well available yet, namely the regulations related to the implementation of the Financial Management Model of the Regional Public Service Regency (RPSR), human resources, limited budget, facilities and infrastructures are not yet eligible. In the process of substantive requirements have been eligible, technical requirements of service performance is quite good. and administrative requirements by assessing 6 documents have > 60% that is with a value of 80.3% which means the documents qualify administrative requirements. The conclusion of the study on the implementation of the Financial Management Model of the Regional Public Service Rgency (RPSR) at Unit Region Indra Centre West Sumatra, Unit Region Indra Centre is able to implement the full RPSR. Researchers suggest that it is necessary to draft the West Sumatra governor’s regulation on RPSR and complete administrative documents and improve the quality of services through improved management.

The government has launched the Public Service Agency / Regional Public Service Agency (BLU / BLUD) program with the issuance of Government Regulation Number 23 of 2005. PP 23 of 2005 concerning Financial Management of Public service agency which basically explains, Public service agency are not only a new form in management of state finances but also as a new paradigm for public sector service management. The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.

The purpose of this study is to describe and analyze the performance of personnel in the public service in the Office of Financial Management and Asset Kutai Barat. The analysis used in this research is the data analysis interactive model by three (3) lines of activities occurring simultaneously, namely condensation, data presentation and conclusion/verification. The study concluded that the performance of the apparatus in an effort to improve the service has been good, although not optimal, however the services provided have shown progress, this is due to several things: the ability to use working hours in efektf, the quality of the work produced then the responsiveness of employees is good enough.Keyword: apparatur performance, service, management

Kebijakan pusat pelayanan kesehatan masyarakat (puskesmas) sebagai Badan Layanan Umum Daerah (BLUD) diimplentasikan untuk meningkatkan kualitas pelayanan kesehatan dasar. Kebijakan BLUD puskesmas telah diterapkan di Kabupaten Gianyar sejak tahun 2010 dan berlaku pada puskesmas perawatan maupun nonperawatan. Pelaksanaan BLUD puskesmas tidak selalu meningkatkan mutu layanan. Penelitian ini bertujuan mengetahui gambaran mutu pelayanan puskesmas perawatan yang berstatus BLUD di Kabupaten Gianyar. Penelitian ini merupakan penelitian potong lintang dengan pendekatan kuantitatif dan kualitatif. Tempat dan waktu penelitian ini dilakukan di Kabupaten Gianyar, Agustus hingga Desember 2013. Data kuantitatif dikumpulkan melalui penyebaran kuesioner kepada 105 pengguna layanan di empat puskesmas yang dipilih dengan cara multistage random sampling. Data kualitatif dikumpulkan melalui wawancara mendalam kepada 13 penyedia pelayanan kesehatan yang dipilih secara purposive sampling. Data kuantitatif dianalisis secara deskriptif dan data kualitatif dianalisis dengan analisis tematik. Dari hasil penelitian, pelayanan di puskesmas perawatan berstatus BLUD di Gianyar dinilai kurang memuaskan karena keterbatasan peralatan medis dan kurangnya tenaga yang kompeten dalam pengelolaan keuangan. Pelatihan pengelolaan keuangan pada staf puskesmas dan perekrutan tenaga berlatar belakang akuntansi penting untuk dilakukan. Quality of Services in Health Care Center with General Services Agency StatusThe policy of primary health care as local public service agencies (BLUD) was established to improve the quality of basic health care services. The public service agencies primary health care policy has been implemented to all primary health care in Gianyar district since 2010. The implementation does not always improving health service quality. This research was aimed to overview the quality of services in primary health care with general services agency status in Gianyar district. This research was a crosssectional study with mixed of quantitative and qualitative approaches.This research was conducted in Gianyar between August and December 2013. The quantitative data was collected through questionaire survey to 105 patients in four primary health care who were chosen with multistage random sampling technique. The qualitative data was collected through in-depth interviews to 13 health care providers in primary health care who were chosen with pusposive sampling. The quantitative data was analysed descriptively and the qualitative data was analysed using thematic analysis. The result of the study was primary health care quality in BLUD puskesmas with inpatient services was perceived as poor due to the limited availability of medical equipment and lack of staff who major in financial management. Training on financial management and recruitment of staff with accounting background should be conducted.

The purpose of this study was to determine the quality of service on 100.5 FM Radio Dakwah Islamiah, to know what service attributes less value performance and find out what attributes can be developed as a new added value, and to identify targets and priority repairs to be carried out by RDI 100.5 FM. The analysis tool used is Quality Function Deployment (QFD) by means House of Quality (HOQ) to convert the customer's voice directly to the technical requirements of the services produced. This study uses six operational variables, namely quality management, design of products and services, layout, location, process design and capacity, human resources in the job design attributes translate what the customer needs. The results of analysis shown that the quality of existing services in RDI 100.5 FM that is pretty good, but need repair and upgrading to meet the expectations of listeners is on the attributes of the hospitality crew, modulation radio announcer voice clarity. It is also shown to attribute that has a value that is less performance such as signal coverage, the number of pauses, specialization of employees, and knowable steps can companies do to improve the quality of service that has been sorted based on targets and priorities.

Background ¬– Most of PSM studies tend to conclude that PSM cases and theories are cross-culturally viable. Besides, so far, most PSM research focuses more on employees (public and private) in the Western and developed countries; and almost no study of the PSM in developing countries. In addition, most of the PSM theories tended to generalize the assumptions of the PSM among employees and often ignore cultural dimensions in their analysis, including in relation to the effect of PSM on the quality of work. Purpose – The purpose of this study was to find out the influence of Public Service Motivation (PSM) on service quality of civil servants in a wide range of government agencies in the province of West Sumatra. Design/methodology/approach – This study used quantitative methods. Data were collected through proportional stratified random sampling from a sample consisted of 1,270 respondents from some government institutions in West Sumatra province. Data were analyzed with multiple regression analysis. Finding – The finding of this study indicated that the overall public service motivation significantly influenced on the service quality of civil servants in a wide range of government agencies in West Sumatra province. Besides, the results of this study also indicated that the PSM dimension associated with commitment to public interest have a greater influence than the other dimensions of PSM, namely attraction to public policy making, compassion, and self sacrifice. Practical Implications – This study would be offering a consideration and advice to the local government about the need to consider the aspects of public service motivation in improving the service quality of civil servants, especially in West Sumatra Indonesia.

Aims of research is to determine the quality of financial management at the madrasah tsanawiyah in the region of the office Ministry of Religious Affairs Bandung district. The issue is how much influence the accountability and transparency to madrasah financial management at public madrasah Tsanawiyah in Bandung district. The method used is survey method explanative with quantitative data analysis, data collection techniques conducted through questionnaires and document review and interviews. The results showed about madrasah financial management in the Ministry of Religious Affairs Office of Bandung district, as follows: 1. the magnitude of the relationship simultaneous between X1 and X2 to Y is high which 0.768. While the contribution together variables X1 and X2 to Y by 59%. The results of descriptive analysis of the variable Y, the most powerful indicator of the organization and coordination of 83.36% while the lowest indicator is 77.99% for controls; 2. The relationship variable X1 on Y is 0.762 while the contribution of variables X1 to Y by 58.1%. The testing of hypothesis saw that significantly affects the accountability to financial management. The results of descriptive analysis of the variables X1, the most powerful indicator is periodic and annual financial statements of 82.31% while the weakest indicator is the quality of the preparation of APBM of 66.85%; 3. The relationship variables X2 to Y is 0.636 while the contribution of variables X2 to Y by 40.4%. The testing of hypothesis saw that significantly influences the transparency to financial management. The results of descriptive analysis on the variables X2, the most powerful indicator is the assurance of integrity by 81% while the weakest indicator is the availability of information to the public at 68.81%; 4. In general it can be concluded that the accountability and transparency of financial management in the Ministry of Religious Affairs Office of Bandung district has been running well but there needs to be increased to achieve the expected results.

This research is mandatory on the basis of the enactment of Law Number 25 Year 2009 on public services, which is then reaffirmed in Provincial Regulation Number 4 year 2013 on public service and Governor Regulation Number 064 year 2014 on the Implementation of Public Service, through its continuous line of apparatus to improve the quality of public services provided. Methods This study uses a quantitative approach, with which the technique of collecting data using questionnaires, observation and documentation, while the answer form in the questionnaire consists of four choices of answers that indicate the level of service satisfaction, ie from not good to good. Result of Research on Satisfaction of Public to Performance of Public Pambalah Batung Amuntai Hospital, The lowest element of service is disciplinary of service officer that is 2,87, while the highest is Clarity of Service Officer, Justice of Getting Service and Fairness of Service Cost is 2,98. The results of research on the performance measurement of Pambalah Batung Amuntai Hospital, if associated with Public Satisfaction Index (IKM) get a value of 72.5 which means entering the category of satisfaction value "Good" with the value of the letter "B".

This research examines Nadzir's professionalism in managing cash waqf, to map the quality of waqf institutions in the management of cash waqf in transparency and accountability in accountability to stakeholders and Allah SWT. This research uses qualitative methods through observation, interviews, and document review. The results obtained show that several Nadzir waqf, such as the Pesantren Islam Al-Azhar Foundation, the Dompet Dhafa Foundation, the Daaruttauhid Foundation, and the Semai Sinergi Ummat Foundation (Waqf Pro99), have demonstrated the management of cash waqf in a professional, transparent and accountable manner. The financial management system uses the zakat accounting standard PSAK 109. The results of an independent public accountant audit show an unqualified opinion (SWO). On average, 90% of the business results are used by social activities and community empowerment through the Wakaf Integrated Farming (WIF)  program, which is focused on the field of sheep farming using the mudhorobah system. Theoretically, this research contributes to the scientific development of Islamic Institutional Management at the Faculty of Da'wah, and can be used as a reference for Nadzir waqf in managing cash waqf and waqf assets in general.

The objective of the present investigation was to evaluate the physical characteristics of the vermicompost and the quality of the purine of the red Californian (Eisenia foetida) using different substrates of feed for these worms. For this purpose, nine treatments were studied: 75% African palm rachis + 25% cattle manure, 50% African palm rachis + 50% cattle manure, 25% African palm rachis + 75% livestock manure, 50% manure of cattle, 50% of manure of cattle, 25% of manure of cattle, 50% of manure of cattle, 50% of manure of cattle, 50% of rach of coconut + 50% of manure of Livestock, 25% coccus rachis + 75% livestock manure. The substrate made up of 50% of rachis of coconut and 50% of livestock manure can be used in nurseries or nurseries for being the one that registered a value of pH 7.3 plus the closest to the neutral compared to the others, besides this (75% of oil palm rachis and 25% of cattle manure) showed a higher content of humic and fulvic acids (0.87 and 0.45 p / p, respectively), compounds that are important for agriculture by stimulating plant growth, in addition to this reflection 0.06% sulfur content, 4.0 ppm boron, 7.0 ppm copper, 47.5 ppm iron, 6.0 ppm manganese, with a presence of microorganisms of the species Trichoderma, Penicillium, Cladosporium sp. in amounts of 1.91x105 UFC / ml, however in this substrate was obtained between 13.3 and 43.5% less liquid slurry in Comparison with other treatments.

Abstract: The quality of madrasah education needs to get serious attention both from process aspect and its result. The quality of madrasah education is also influenced by the family and community environment. This brings with it the need for a review and mapping of the quality management model of education in Madrasah Ibtidaiyah. The Madrasah Ibtidaiyah of Purwokerto and MI Ma'arif Pageraji Purwokerto were chosen to be the subject of this study with the consideration that the school has a good quality management system. This study aims to find the typology of quality management education in MI that is effective so that it can be replicated. Based on the findings of the data, it can be concluded as follows: (1) Quality planning conducted in MIN and MI Ma’arif pageraji Purwokerto through (a) improvement of teacher competence, through OJT activity (on the job trainning), (b) teacher. (c) Development of natural competence matrix. (d) Parent and community cooperation in establishing some madrasah programs. (2) Quality control system conducted in MIN and MI Ma’arif pageraji Purwokerto done through supervision activities. (3) Quality assurance conducted in MIN and MI Ma’arif pageraji Purwokerto done internally by madrasah and audited through accreditation activities run by the accreditation bodies of madrasah or other institutions externally.
