Kandang Baru is one of 61 development villages in Sijunjung Regency, West Sumatra Province. The location is very strategic on the trans-Sumatra road, which is the main route connecting the provinces of West Sumatra and Jambi so that it supports the potential and bright prospects in developing economic and socio-cultural development, especially in the tourism sector. This village has good tourism and natural resource potential but has not been exploited either by the government or the local community. With the 2019 PPM Andalas University KKN activities aimed at developing human resources and community empowerment efforts through various creative and innovative work programs, it is expected that the potential can be developed. This activity is carried out with a causal method, which is to carry out work programs based on a SWOT analysis of problems that occur, such as low levels of education, low welfare of the population, conditions of primary schools that are expected, and so on. The results of this activity are summarized in physical and non-physical forms. Physically KKN students succeeded in initiating the construction of the Bukit Capang Tigo geopark tourism area gate (BCT) and have stood beautifully in the area, holding a reading park for elementary students by utilizing the nagari library and other programs. Non-physically, character building is carried out through tutoring, fostering camp tahfidz, and non-physical tourism development in BCT geopark tourism promotion by utilizing social media @KandangBaru Traveling through KKN activities conducted for 40 days, students have succeeded in contributing to Kandang New as a form of community service.

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

This study aims to examine the empowerment of local communities as tourism operators, as well as to analyze their perceptions of the economic impacts on Pulau Perhentian. The study used quantitative method involving 150 respondents comprising local communities working as tour operators. The respondents were recruited using purposive sampling and snowball technique. The findings reveal that the majority of tourism operators are male, aged between 25 to 44, with secondary level of education and married. Most of the operators have been managing their business for 16 to 20 years and have earned an estimated monthly income of RM1001.00 to RM2000.00. The study concludes that the tourism sector has contributed to: a) reducing unemployment rate, b) providing employment opportunities for women and single mothers, c) encouraging the involvement of local communities in the field of tourism entrepreneurial, e) generating income to communities, f) attracting foreign investors to invest, and g) reducing poverty rate. However, local communities are also affected by the negative impacts of the tourism sector such as: a) rising prices for goods and services, b) rising cost of living, and c) increasing the value of real estate and rental rates. Kajian ini menggunakan kaedah kuantitatif yang melibatkan 150 orang responden yang terdiri daripada komuniti tempatan yang terlibat sebagai pengusaha pelancongan dengan menggunakan prosedur persampelan jenis bertujuan dan bola salji. Hasil kajian mendapati majoriti pengusaha pelancongan tempatan adalah terdiri daripada lelaki, berumur 25 hingga 44 tahun, menerima pendidikan sehingga sekolah menengah dan berstatus berkahwin. Kebanyakan pengusaha menjalankan perniagaan selama 16 hingga 20 tahun dan memperoleh anggaran pendapatan bulanan RM1001 hingga RM2000. Kajian ini mendapati pembangunan sektor pelancongan di Pulau Perhentian berupaya: a) mengurangkan kadar pengangguran, b) memberi peluang pekerjaan kepada kaum wanita serta ibu tunggal, c) menyumbang kepada penglibatan komuniti tempatan dalam bidang keusahawanan pelancongan, d) menawarkan peluang pekerjaan kepada penduduk, e) menyumbang kepada pendapatan penduduk, f) menarik minat pelabur asing untuk melabur, dan g) mengurangkan kadar kemiskinan. Namun, komuniti turut terkesan oleh impak negatif daripada sektor pelancongan seperti: a) peningkatan harga barangan dan perkhidmatan, b) peningkatan kos sara hidup, dan c) peningkatan nilai hartanah dan kadar sewa tanah. Dalam masa yang sama, pengusaha terlibat mengharapkan kerjasama daripada pihak kerajaan dalam memainkan peranan dalam memajukan industri pelancongan pulau tersebut.Kata kunci: Pemerkasaan komuniti, penglibatan komuniti, keusahawanan pelancongan pulau, ciri keusahawanan, impak ekonomi

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. Boyolali Regency is among districts in Indonesia, which still has poverty issues and receives direct cash assistance from the government. Yet, villages of the regency including Sruni at Musuk sub-district has been known as one of the main producers of fresh cow milk for the Central Java region.There has been no attempt to process fresh milk into food products of higher economic value at Sruni Village. Meanwhile, results of the strengths, weaknesses, opportunities, and threats (SWOT) analysis at Musuk showed that the region has the potential to be developed for dairy industry. Therefore, through socialization program, community empowerment should be initiated by socializing benefits of fermenting cattle milk into yogurt as a probiotic food product. The socialization had been carried out for 12 housewives in the village of Sruni through two small-class seminars in April 2019. Evaluation was conducted by comparing the number of correct answers from participants’ answers recorded on questionnaire given prior and after each of both seminars. Percentage of improved answers were presented in histograms and then analyzed. As results, the first seminar produced in average 47.4% improved answers, while the second seminar could generate in average 27.3% improved answers. The results showed that in general, the conducted socialization program was quite successful in improving understanding of Sruni villagers on the benefits of fermenting cattle milk into yogurt as a probiotic food product.

The Desa Makmur Peduli Api (DMPA) Program is a form of Corporate Social Responsibility (CSR) from PT. Finnantara Intiga. This program aims to empower the local community in a productive economic sector which focuses on increasing the local people's income. The various DMPA programs that have been prepared are fish farming, cattle farming, rice, and corn farming. Based on the results of the study and agreement with the local community, the DMPA program focuses on corn farming. The purpose of this study was to determine a strategy to improve the performance of corn farming. The research method uses descriptive methods with SWOT analysis tools to determine strategic alternatives and QSPM analysis to select strategic priorities. The respondents consisted of 4 key informants and 18 regular informants for SWOT analysis and 4 experts for QSPM analysis. The result of the SWOT analysis is WO (Weakness - Opportunity) strategy with 4 alternative strategies. Based on the results of the QSPM analysis, the priority strategy is for the company have to collaborate with the government to train farmers routinely.

This article describes potential strategies to develop community empowerment, and proposals for the economy, based on the local knowledge of the Semawis Night Market stallholders. The study focused on the disparity between the existing, unique, ethnic-based tourism sector and initiatives to preserve their heritage, amid massive development in the area to capture the phenomena of the night market. The approach used to devise the strategies was to map internal and external factors and conduct a strengths, weaknesses, opportunities and threats (SWOT) analysis. Results of this analysis revealed that the most effective strategies for developing economic activities in Semawis Night Market are funding, bureaucratic support for development, efficient digital-based promotion and marketing, and empowerment of the community. The community empowerment strategies address three areas: creating a conducive climate to develop communities, encouraging the existing potential, and protecting the less fortunate. The results of this study can be used as a reference for regions wishing to develop their ethnic-based tourism sites while preserving their heritage.

The policy of issuing Law Number 6 of 2014 concerning Villages is the basis for allocating funds for development and empowerment of villages, which are the basis of society and the nation at the lowest level of government called Gampong. The funds allocated for the Gampong come from the APBN, Provincial APBD or Regency / City APBK. Through this policy, it is hoped that the Gampong will develop into an independent Gampong that is able to organize and take care of itself. The allocation of Gampong funds is directed to finance government activities, development and community empowerment. Specifically for the economic sector in Gampong, the government established a Village-Owned Enterprise (BUMG) which is a strategic business driver for collective economic development in order to improve the quality of life and create a prosperous society. BUMG is a form of Gampong economic independence with financial support through APBK as a capital to move strategic and potential business units based on local wisdom, with the final hope that there will be a transformation from a helpless village to a more capable and government driven village to a capable independent village organize and take care of itself. BUMG must be able to compete in today's global era with the right strategy, and BUMG must act as a social entrepreneur who not only prioritizes profit but pays more attention to the welfare of the community. To determine the potential business berkearifan riel local businesses, conducted through a SWOT analysis with a focus on internal factors BUMG ie Strength (Strength) and weakness (Weakness) owned and external factors that are Opportunities (Opportunities) and Challenge (Threats).With a SWOT analysis, it finally makes it easier to apply the concept of a plan as a step to develop a future BUMG model.

Abstract. Community empowerment is one of the efforts undertaken by the community and the government in order to improve the standard of living by enhancing the potential and independence of the community, therefore, the local government is now intensively conducting community empowerment, for example the Purworejo district government. The purpose of this research is to analyze the factors that influence the success of Purworejo District Government's community empowerment program through the digital market. This study uses descriptive qualitative methods that can explain the process of community empowerment through digital market destinations. Data in this study were collected using observation techniques and literature study. Based on descriptive analysis, community involvement and participation in community empowerment programs through the digital market in Purworejo Regency must still be increased and strengthened to be able to achieve sustainability during the empowerment process. The conclusion from the results of this study is the SWOT Analysis (Strengths, Weaknesses, Oppurtunities, Threats) can be used as a consideration by local governments in developing community empowerment through digital markets.

Conflict handling in Papua so far is more often done with the repressive approach. The impact of conflict level is not decreasing, even international rejection is increasing. For that reason, a more humanistic approach is needed, including through empowerment. The purpose of this research is to study the community empowerment model in conflict-prone areas as an effort to realize the food security and the strategy of model replication in another area. The research method is done by action research, and SWOT analysis to formulate the strategy of model replication. The empowerment model conducted in several ways. First, gradually improve farming skills more productive-with the introduction of simple agricultural technology brings the change of community behavior from nomadic to the subsystem. Second, farming in order to provide for basic needs and also daily, weekly, monthly income as well as savings for families. Third, business development efforts by partnerships, with the government, companies, and religious institutions. The nodes of empowerment activities are conducted through the Agribusiness Training Center (ATC) that facilitates all empowerment activities. There are several things to consider in the replication model of empowerment: identification of program targets, needs assessment, institutional initiation, technology selection, assistance to the program, and partnerships with various stakeholders.

Bamboo is a plant that can botanically be classified in the family Gramineae (grass). The economic and ecological benefits of bamboo, among other things, when compared to wood commodities, bamboo plants can provide an increase in the income of the surrounding community in a relatively fast time, which is 4-5 years. Demand that remains high is not followed by an increase in quality and prices that are compared to similar goods made from wood or other materials. This is a consideration and reduces the interest of the community to develop the business. This study aims to explore the understanding and role of community empowerment through the use of bamboo, explore the role of government in empowering bamboo-based communities and develop strategies for empowering local communities in the use of bamboo. This research is qualitative by using an emic approach that is focused on data and analysis based on answers from key people. The type of data consists of primary data obtained through interviews and observations. While the secondary data comes from the problem report documents that will be examined, writing and the results of research on the Local Community Empowerment Development Strategy. The results of this study indicate that the local community in Loksado District has the potential to develop processed bamboo production through community participation in bamboo processing and utilization training, the government and village apparatus support the processing and utilization of bamboo through programs / activities, cooperation, bamboo ecotourism and bamboo industrial products, and constraints in the empowerment of bamboo in Loksado District is in marketing and capital strategies.
