In the structure of the financial system of each state, one of the most important places is given to the budget, which characterizes the degree of development of budget relations that arise between government bodies and economic entities in the process of distributing gross domestic product. The budget as an instrument of macroeconomic regulation has an impact on the development of social sectors, the functioning and modernization of national defense and law enforcement activities, the development of national economic sectors and the welfare of the society. At the same time, the implementation of budgeted activities of supporting the sectors of the national economy and other activities depends not only on their consideration in drawing up the budget, but also on the quality of its execution.In this paper author determine the possibilities of using the financial management principles in public sector during all stages of state budget execution.

This paper points to the development tendencies of selected macroeconomic indicators of raw material policy in Slovakia, which forms an integral part of the national economic policy of the state. It describes in detail selected macroeconomic indicators of exploitation of raw materials, which form the basic platform of functioning of all national economic sectors in Slovakia. It also points out the benefits for the Slovak economy in the form of revenues from mining activities to the state budget, municipal budget and environmental fund. At the end the article summarizes the partial findings from the development tendencies of macroeconomic indicators of raw material policy, which is currently an integral part of the industrial policy of the European Union.

There are many various efforts have been taken by the Government to improve the quality of education in Indonesia, one of them with empowerment and improving the quality of teachers and lecturers as professional educators must have the academic qualifications, competence, education certificates, and have the ability to achieve national education goals. However, as consequences Government cut the student salaries component included basic salary and allowances, and only receive the benefits of the family. The existing lawsconcerning the financial management of state budget allocations, especially civil servants salaries that are taking education in the Ministry of National Education in Indonesia that are incompatible with the principles of good governance. While the principle of state financial accountability contained in Article 23 art (1) of UUD 1945 that is “responsible for the greatest prosperity of the people”. ABSTRACTThis study aims to show that budget policy is not only to strengthen defense equipment to the “minimum essential force”, but it should not be forgotten that budget policy also provide a multiplier effect on economic growth. The use of a good defense budget can be seen from the extent to which the budget affects the economic growth. This influence is tested by using a single equation of economic growth that is built from the supply side. Regression results of the quartile data of 1991-2010 show that the increase in the national defense budget turns out to have no effect on economic growth and gives negative externalities to the private sector. But, non-defense government budgets provide positive externalities to the private sector. This indicates that the non-defense budgets are able to provide a multiplier effect on the economy, but the defense budget has no effect on the economic sectors directly. So, the defense budget policies must give effect to the national economy, such as increased production with the development of the defense industry to meet the domestic needs of defense equipment.

<p>Nypa has a relatively big potential as raw material for bioethanol. Total area of nypa plants in Indonesia is 700,000 hectare. Utilization of nypa sap in Indonesia are still not optimal because of the low interest and ability to process it to be other useful product. The rural community tends to only process nypa sap into sugar, but the quality of the sugar produced is very less because the salt is still contained in the sap. So the price is cheaper than other sugar. Utilization of nypa sap needs to be done by turning them into other useful product such as bioethanol to strengthen the Indonesian economic sectors. The method of data collection are used in this paper is the library research. This research use descriptive qualitative method. The analysis used in this research is a descriptive analysis. Based on the study, nypa sap is able to produce seven types of biofuels that can replace the fossil fuels, such as nypa bioethanol 100%; nypa biokerosene 70%; nypa biopertamax 95% with pertamax plus 5% ethanol; biopremium e20 nypa 80% with gasoline plus 20% ethanol; biopremium e85 nypa 25% with gasoline plus 85% ethanol, biodiesel and gliserin biodiesel nypa plus CPO (Crude Palm Oil). Calculation of bioethanol production from nypa sap each year is 3 million kL. Strategic steps that should be done in utilizing the nypa sap for the rural community, include: 1) socialize the utilization of nypa sap as a raw material for bioethanol; 2) give the demonstration and practice the process to make bioethanol from nypa sap; 3) establish the reference industrial; 4) grant the loan or capital; 5) grant the supporting production equipment and technology; and 6) monitoring and evaluation. </p><p><strong>Keywords</strong>: bioethanol, nypa sap, the rural community</p>

Abstract Macroeconomics that play an important role can often have a serious impact on a country's growth. We can mention one by one what is part of the macro economy that affects the national economy are low economic growth, poverty and unemployment, inflation, low rupiah exchange rate, energy crisis, state budget deficit, and imbalance of trade balance and payments become adult national economic problems this. In view of the growth, development, opportunities and challenges of sharia macroeconomics in Indonesia, it is important that we first understand the economic system adopted by Indonesia today. As we know that what determines the shape of an economic system except the basis of a state philosophy that is upheld, the criteria are institutions, especially economic institutions that become the manifestation or realization of the philosophy. Sharia Macroeconomics in Indonesia is not yet signi fi cant in influencing macroeconomic conditions in Indonesia, due to its small assets compared to conventional economies. Indonesia has the potential to be able to position itself as the center of World Sharia finance. We have strong capital to make this happen, because besides Indonesia is the largest Muslim country in the world, Indonesia is also a member of the G-20 and a country with the fifth largest population in the world that has a rapidly growing middle income. The article analyzes the state of formation and efficiency of the State Budget of Ukraine. It has been established that budget expenditures exceed revenues and as a result, the budget has been formed over the last decade with a significant deficit, and the existence of a deficit leads to a movement in the "debt spiral". To implement the budget the Government is forced to borrow additional funds and attract them on acceptable terms, which has become increasingly difficult. Failure to receive the funds leads to late spending. The analysis of expenditures of the State Budget of Ukraine according to the functional classification is carried out, which testified to the main priorities of the state in modern conditions. Given Russia's aggression in the east of the country, it is logically justified to increase security and defense spending. However, it is advisable to review social expenditures, which are quite large in size and do not improve the quality of social services, on the contrary, restrain economic growth, the country's transition to an innovative model of development. In order to increase the efficiency of budget execution, the validity of macro indicators, it is advisable to introduce medium-term budget planning. Budget expenditures must be justified and balanced in order to achieve the most effective results of budget programs and the goals of the budget system of Ukraine. The study identified systemic shortcomings in the State Budget of Ukraine, which are repeated from year to year, as well as those that characterize the special year 2020 associated with the pandemic COVID-19. Emphasis is placed on the functioning of the domestic system of public financial control and its importance in reducing the volume of budget violations, the effectiveness of budget execution, promoting better functioning of the financial and budgetary system, ensuring sustainable dynamics of socio-economic development of the country.

Исламские банки доказали свою эффективность и действенность как в методах финансового управления, так и в мобилизации финансовых ресурсов для содействия развитию в различных экономических секторах не только в исламских странах, но и в европейских, в соответствии с исламскими шариатскими нормами. Цель статьи заключается в изучении показателей и исламских методов, принятых для улучшения распределения финансовых ресурсов, и его конкретных путей повышения доходов. Кроме того, исламские финансовые активы были задействованы на огромных финансовых рынках благодаря высокому качеству финансовых услуг, предоставляемых инвесторам. Собственно, исламский банкинг существует более чем в 67 странах и к концу 2021 года может охватить около 75 стран мира. Результаты показывают, что успешность развития индустрии исламских финансовых активов лежит в фундаментальных аспектах построения архитектуры исламского банкинга, как наиболее распространенного сегмента исламских финансов. Islamic banks have proved their effectiveness and efficiency in both financial management and the mobilization of financial resources to promote development in various economic sectors, not only in Islamic countries, but also in European ones, in accordance with Islamic sharia norms. The purpose of the article is to examine the indicators and Islamic methods adopted to improve the allocation of financial resources and its specific ways to increase income. In addition, Islamic financial assets were used in huge financial markets due to the high quality of financial services provided to investors. Actually, Islamic banking exists in more than 67 countries and by the end of 2021 it can cover about 75 countries of the world. The results show that the success of the Islamic financial asset industry lies in the fundamental aspects of building the architecture of Islamic banking, as the most common segment of Islamic finance.

<p>SPAN is a sub-program of the largest public financial reform program in Indonesia's history, called Government Financial Management and Revenue Administration Project (GFMRAP). The disbursement process of APBN is one of the processes implemented by SPAN under the name of payment management. This research aims to identify problems related to the disbursement process of APBN funds in SPAN. This research uses descriptive qualitative method which was conducted within disbursement area of KPPN Jakarta II.<br />The results of data analysis indicate that there are various obstacles in the process of disbursement of APBN funds in the work unit in the payment area of KPPN Jakarta II. The things that are analyzed are the volume of disbursement APBN funds, the quality of disbursement APBN funds, and the business process of disbursement APBN funds which then is reduced to the formulation of the policy against the constraints and problems faced in the process of disbursement of funds in the State Budget at KPPN Jakarta II.</p><p>Keywords: disbursement of funds, SPAN, work unit, Jakarta II</p>

The conclusion of this dissertation is that the concept of national resilience in the Qur'an supports the National Resilience concept of national resilience, which consists of 8 (eight) gatra, namely: geography, demographics, ideology, politics, economics, social culture, and natural resources. Besides that, through searching the words al-difa '(defense), al-amn (security), al-hifz (maintenance) and al-salam (safety in the Qur'an, this dissertation reveals 9 (nine) other gatras that support the national resilience, namely: conducive community environmental resilience, the community's physical and mental health, the quality of education, law enforcement, deliberative culture, technology, national character, leadership and faith of citizens.This disertation has different studies with Syarifuddin (2018): "Soldiers in the Qur'anic Perspective", which discusses the function of the army as guardians of national resistance in the perspective of the Koran. Thus with Muhammad Yahdi (2019): "Military in the perspective of the Koran", which discusses the mental development of the army with an approach used by Rasulullah Saw in mentoring the army as a guardian of national defense. This dissertation has the same opinion with Chasib (2015), Valentinus CP. (2014) Lotaria L atif (2017) which discusses global national resilience. This dissertation has a difference with Fitriyani from Gadjah Mada University in Yogyakarta (2015) entitled "Care for the Environment in the framework of national resilience", Study on the youth association of Environmental care in the Semarang area.This dissertation uses a qualitative method, whereas in interpretation, the writer uses the maudu'i interpretation method by extracting verses of the Koran as an argument to answer various reasons related to the title namely: "National resilience in the perspective of the Koran".
