Market economy, as evidenced by historical practice, inevitably leads to the unification of entrepreneurs in public organizations.  In modern Russia, the formation of such structures began in the late 1980s.at that time, regional, sectoral and national associations were established. The oldest business unions were branch banking organizations, which United in their ranks banks and structures related to the banking business of the country. Bank associations are lobbying associations designed to form, formulate and communicate to the authorities the wishes of the organized banking community. There are various relations between the current state bodies and associations, which, as a rule, are not widely publicized, but which largely determine the state of the modern Russian economy, the nature and direction of the economic policy and strategy of the state. In addition to significant lobbying efforts aimed at creating favorable conditions for banks, the unions solve the problem of unification and standardization of banks, replication of the most successful domestic and foreign practices. They have become the most important subject of institutional changes not only in the financial segment of the economy, but also in the economy as a whole.  The purpose of the article is to identify the directions, mechanisms of influence and influence of banking associations on the financial and banking environment. It is written on the basis of open sources — the materials of the two largest banking unions of the country, as well as analytical materials on lobbying and the activities of business associations of the past and present.

Relevance. The structure of the food market is represented by various types of products, of which the largest share is taken by the fruit and vegetable sector. In the conditions of a tense political situation in the world and the establishment of barriers in foreign trade, agriculture is a strategically important branch of the Russian economy. Today, the fruit and vegetable sector of the Russian economy does not fully satisfy the needs of the population for vegetables and fruits. This is evidenced by the fact that the domestic market does not provide the population with high-quality vegetables and fruits, creates favorable conditions for filling it with foreign goods, which constitute about 35% of the consumer basket of Russians. All this leads to the need for additional analysis to identify trends in the development of the Russian market for fruits and vegetables and to identify priority areas for its development.Methods. The purpose of the article is to conduct an analysis of the main trends in the development of the Russian fruit and vegetable market, in order to determine the priority areas of its operation. The basis of the study was the statistical data of the customs authorities of the Russian Federation on the import and export of fruits and vegetables, as well as the federal service of state statistics on the volumes of production and consumption of fruits and vegetables in Russia.Results. As a result of the analysis of the state of the fruit and vegetable market in Russia in 2011-2018, carried out in the article. It can be stated that the population is experiencing a shortage of consumption of fruits and vegetables. Over the past eight years, imports exceeded exports in the structure of commodity circulation of fruits and vegetables, which indicates the dependence of the national market on foreign goods. The state of the fruit and vegetable market is influenced by the following factors: the level of development of the logistics infrastructure, material and technical equipment of enterprises, as well as the presence of sanctions and counter sanctions.

The continuity of reproduction of fixed assets is an Integral factor of sustainable growth and stability of the agricultural sector as the most important part of the Russian economy. The reproduction of fixed assets in agriculture is negatively affected by inflation, price disparity, insufficient investment and a number of other negative factors A detailed analysis of the availability and condition of the main types of equipment in the Novgorod region and its availa-bility is performed. Trends in the dynamics of the state of the machine and tractor fleet are re-vealed. As the main direction of improving the situation, the creation of machine-technology sta-tions is proposed.

The formation of the spectrum of global economic and political challenges for Russia is a factor in returning the issues of economic modernization to the public administration agenda, taking into account the current state and development trends of the country’s economy as a whole and its regions. As a research tool, the system method and the method of statistical observations are used. In Russia, the role of the state in regulating economic processes and its predominance in the structure of Russian economy remains significant. All this makes it necessary to consider the participation of the state in the process of modernization transformations. The article discusses the historical experience of modernization in developed countries with significant state participation, as well as modern Russian goals of state participation in economy, the role of the relevant policy in achieving the goals of modernization (on the example of the “May Decree” of the President of the Russian Federation of May 7, 2018), its contingency with the practices and role of big business as an integral part of the modernization process. The paper suggests ways to optimize public policy in the direction of modernization, taking into account the priorities formulated for the management system.

The article discusses some areas of improvement and development of the state system of counteraction to the shadow economy in order to ensure the economic security of Russia. Based on the study of modern trends in the development of the socio-economic system of Russia, it is shown that the current state of affairs in the socio-economic system of Russia requires the development and adoption of a socio-economic policy (strategy) to counteract the shadow economy of the state, which can be understood as the activity defined by strategic and tactical plans. bodies of state power and management to dedenevize the country’s economy with clearly defined goals and objectives of each involved department. Within the framework of the proposed study, it was determined that in Russia there is no complex regulatory act that determines the policy of the state with clearly defined goals and objectives of countering the shadow economy. In the absence of such a regulatory legal act, all measures to counter the shadow economy implemented in Russia can be characterized as targeted measures to counteract individual manifestations of the shadow economy without taking into account both regional specifics and strategic interests of ensuring the economic security of the state. To solve the problems highlighted in the study and in order to improve and develop the state system for countering the shadow economy in order to ensure the economic security of Russia, within the framework of the proposed article, a mechanism for countering the shadow economy has been developed, which will ensure the coordination and participation of all interested parties in the de-shadowing of the Russian economy. The mechanism of the state system of counteraction to the shadow economy proposed in the scientific article will give an economic and social effect when introduced, which can be calculated as the ratio of the obtained positive effect from reducing the scale of the shadow sector of the economy and increasing the economic security of the state to the costs incurred for the implementation of the proposed mechanism.

When looking at data on the Russian population and its demographics, averages conceal huge regional variations, not least in economic development and life expectancies. ‘Prospects for the future of the Russian economy’ compares the prospects of ‘first’ urban and developed Russia with a less powerful ‘second’ Russia and rural areas ranked third and fourth. Russia has the ingredients needed for innovation, not least an educated population. However, its historical problems persist—weak property rights, low levels of competition, overdependence on energy and defence, and lack of supporting infrastructure. With access to resources still determined by historical and current state connections, will the state ever be tamed?

The article presents an analysis of socio-economic reforms in Russia from the early 90s to the present, based on the concept of market liberalism and the maximum weakening of the role of the state in the economy. The negative result that this has led to in terms of the progressive development of society is shown. This makes it possible to assess the current state of the country's economy as a great Russian depression, similar to that Great Depression of the 30s. A possible alternative to the existing course of market liberalism in the form of the concept of the state planning and market economy and steps that will overcome the depressed state of the Russian economy and ensure its real progressive development, accompanied by a proportional improvement in the quality of life of most Russians.

It is known that today recreation and tourism is one of the most profitable businesses in the world. This sector has recently become increasingly important in the structure of national economies and is developing very rapidly, in countries that give priority to the development of recreation and tourism. This service sector is growing much faster, becoming not only an increasingly important part of national economies, but also the most important filler of the state treasury. In the Lviv region, significant natural and cultural-historical resources in combination with a favorable geographical location have created favorable conditions for the priority of tourism and recreation. In the structure of the natural tourist potential of the region, the Busk district occupies a prominent place, which has a unique geographical location, significant natural resources, rich in historical and cultural monuments. The aim of the research was to show the possibilities of Busk district of Lviv region as a region of ecological and local lore tourism on the basis of the accepted principles of recreational tourism in Ukraine. To achieve this goal, the following tasks were set: to explore the historical-cultural, natural-geographical and tourist-recreational resources of the district; show the state and prospects of development of ecological and tourist resources of Busk district of Lviv region. The results of the analysis of the current state of natural, cultural-historical and recreational-tourist resources of the Busk district of the Lviv region are given, and also the state of the material and technical base of the recreational-tourist sphere in this district is analyzed. In addition, the existing negative tendencies of functioning of this sphere are considered and the ways of the decision of problems of development of recreational and tourist activity in area are allocated. The main directions of development of tourist and recreational potential of Busk district are determined, which should be based on the ideas of natural-historical recreation, observance of ecological standards on environmental cleanliness, preservation of natural-territorial structures and monuments of historical and cultural heritage.

The relevance of the article is due to the fact that the food industry is one of the backbone elements of the Russian economy. The role of the industry in providing the population of the country with food products, its close ties with agriculture and its participation in the formation of the export potential determine its strategic importance. An efficient, highly productive, dynamically growing food industry is a priority in achieving high national competitiveness and ensuring the economic security of the state. The development of the food industry is an important priority for the Baikal region, given its social significance, its importance in the total volume of industrial products sold and the export of the region’s goods. The issues of developing directions for increasing the efficiency of the food industry enterprises that correspond to the specifics of the modern stage of its development in Russia and the regions and the urgent tasks of the state policy remain relevant. The purpose of the study is to analyze the current state and determine characteristic trends in the development of the food industry using the example of the Baikal region. On the basis of the carried out analysis, the article formulates recommendations for improving the efficiency of the food industry in the Baikal region: formation of a cluster of food and agricultural products; creation of an innovative infrastructure; development of marketing strategy, etc.

The problems and prospects of the import substitution policy continue to be a strategic priority for the development of the Russian economy. This is due to the presence of imports of certain types of food, which pose a threat to the food security of the territory and the infringement of national interests of the country. The current state support of the agro-industrial complex is aimed at increasing agricultural production in order to ensure import substitution. All this determines the need to improve the process of supporting the agro-industrial complex, create favorable conditions for the effective development of rural areas, increase the financial stability of agricultural producers, ensure a sufficient level of their profitability, create and develop a full-fledged production infrastructure. The purpose of this study is to consider the mechanism for the implementation of import substitution in the agro-industrial complex and possible prospects for its development in modern conditions. The article presents an overview of the existing interpretations of the “import substitution” concept which made it possible to indicate the author’s position regarding the studied phenomenon. The mechanism of import substitution is manifested in the unity of its component mechanisms: organizational and economic, which in turn include certain forms, methods, tools. The potential for further development of the agro-industrial complex import substitution mechanism is represented by the following directions: expansion of grant financing of agro-industrial complex enterprises, the list of targeted preferential short-term lending, strengthening of tax incentives, implementation of projects based on public-private partnership.
