The capability of rural government officials has an important role in the effectiveness of village financial management. This research’s objectives are to analyze the capability of rural government officials, to analyze the effectiveness of village financial management and to analyze the relationship between rural government officials' capability to the effectiveness of village financial management in two villages, Bringinwareng village and Guyangan village. The results show that there is a diversity of capabilities of rural government officials. Bringinwareng village (good financial management) has a good officials capability compared to Guyangan village (poor financial management) that has the capability of officials at a moderate level. The level of effectiveness of the financial management of Bringinwareng village is better because transparency, accountability, participation, and ratios of village financial effectiveness tend to be high. In contrast to Guyangan village which has moderate effectiveness due to low transparency, moderate accountability and participation, but has a high ratio of village financial effectiveness. Based on the results of research that has been tested statistically shows that there is a correlation between the capability of rural government officials with the effectiveness of village financial management, both in Bringinwareng village and Guyangan village.Keywords: rural government officials, capability, village financial management ABSTRAKKemampuan aparat pemerintah desa memiliki perananan penting dalam keefektifan pengelolaan keuangan desa. Penelitian ini bertujuan untuk menganalisis kemampuan aparat pemerintah desa, menganalisis keefektifan pengelolaan keuangan desa dan menganalisis hubungan kemampuan aparat pemerintah desa terhadap efektivitas pengelolaan keuangan desa di dua desa, yaitu Desa Bringinwareng dan Desa Guyangan. Hasil penelitian menunjukkan ada keragaman kemampuan aparat pemerintah desa. Desa Bringinwareng (pengelolaan keuangan baik) memiliki kemampuan aparat yang baik dibandingkan Desa Guyangan (pengelolaan keuangan kurang baik) yang memiliki kemampuan aparat pada tingkat sedang. Tingkat efektivitas pengelolaan keuangan Desa Bringinwareng lebih baik, karena transparansi, akuntabilitas, partisipatif, dan rasio efektivitas keuangan desa cenderung tinggi. Berbeda dengan Desa Guyangan yang memiliki efektivitas sedang karena transparansi yang rendah, akuntabilitas dan partisipatif yang sedang, tetapi memiliki rasio efektivitas keuangan desa yang tinggi. Berdasarkan hasil penelitian yang telah diuji secara statistik menunjukkan bahwa terdapat hubungan antara kemampuan aparat pemerintah dengan efektivitas pengelolaan keuangan desa, baik di Desa Bringinwareng maupun di Desa Guyangan.Kata kunci: aparat pemerintah desa, kemampuan, pengelolaan keuangan desa

Iklim komunikasi organisasi merupakan persepsi pegawai mengenai peristiwa yang terjadi di lingkungannya. Kantor Desa Cibalung, Kecamatan Cijeruk, Kabupaten Bogor merupakan salah satu kantor desa yang memiliki berbagai prestasi. Prestasi yang sudah diraih tentu saja tidak lepas dari peran kinerja aparatur pemerintahan desa dan masyarakat yang terlibat dalam menciptakan lingkungan kerja yang produktif dan kepuasaan kerja yang dirasakan. Maka dari itu, penelitian ini bertujuan untuk melihat hubungan iklim komunikasi organisasi dengan kepuasan kerja dan hubungan kepuasan kerja dengan kinerja aparatur pemerintahan desa. Penelitian ini menggunakan pendekatan kuantitatif melalui metode survei dengan kuesioner yang didukung oleh data kualitatif melalui teknik wawancara mendalam dan studi literatur dengan responden sebanyak 36 orang. Hasil penelitian yang diperoleh menunjukkan bahwa terdapat hubungan nyata antara iklim komunikasi organisasi dengan kepuasan kerja dan hubungan sangat nyata antara kepuasan kerja dengan kinerja aparatur pemerintahan desa.Kata Kunci: iklim komunikasi, kepuasan kerja, kinerja, komunikasi organisasi=====ABSTRACTOrganizational communication climate was the employee's perception of events that occurred in their environment. The Cibalung Village Office, Cijeruk Subdistrict, Bogor District was one of the village offices that had various achievements. The achievements that have been achieved certainly could not be separated from the role of the performance of the village government apparatus and the community involved in creating a productive work environment and perceived job satisfaction. Therefore, this study aimed to analyze the relationship of organizational communication climate with job satisfaction and the relationship of job satisfaction with the performance of village government officials. This study used a quantitative approach through a survey method with a questionnaire supported by qualitative data through in-depth interview techniques and literature studies with 36 respondents. The results obtained indicated that there was a real relationship between organizational communication with job satisfaction and the very obvious relationship between job satisfaction by the performance of the village government apparatus.Keywords: communication climate, job satisfaction, performance, organizational communication

This study examines the institutional strengthening Sokop village in the district of MerantiIslands. The village of institutional issues Sokop be a reflection of the condition of the villagesare located in coastal areas and outer islands in Indonesia. Limitations accessibility of informa-tion, transport and communication are key issues faced by the region (read-Village Sokop) sothat the development of institutional capacity and its derivatives is not as advanced and as fastas the accessibility of the region are within easy reach. By putting itself on the theoretical frame-work of institutional strengthening these studies focus to see phenomena institutional VillageSokop especially from the aspect of good governance and administrative capacity Sokop Vil-lage Government officials. This study used a qualitative approach and to optimize the study, theauthors used the strategy phenomenology.The results of this study indicate that the institutional capacity of the village governmentSokop not support in efforts to achieve regional autonomy, it is characterized by weak institu-tional role Desa Sokop in building independence of the village, institutional structuring andmanagement of village governance, weak financial management, and lack of community par-ticipation in development village (participatory development).

One of the most important factors of management in obtaining organization targets is effectiveness of financial management structures, and user of the financial management structures have more important role in the effectiveness of the structures. The purpose of this research is to study the influence of human factors including personal and individual characteristics of user of financial management structures based on effectiveness PC. For this target, a sample includes 2354 offices, organizations, private companies and organizations than apply financial management structure based-PC. Has been selected randomly and the investigative data has been counting using questionnaires. In order to find personal characteristics of users, the particular questionnaires which are designed according to four factor model of personality, has been done. In order to research the relation between effectiveness of the structure and personality, four hypotheses based on four features of personality. Moreover, in order to find the relationship between expertise (educational level, educational field and amount of training curriculum of PC knowledge), job satisfaction and experience of users, and effectiveness of the accountancy management structure based-PC, some hypotheses have been studied and written. The study results indicates that personal characteristics including Agreeableness, openness, Conscientiousness and experience working , is efficient on the financial management structures based-PC.

Abstract Moving away from the text-centered paradigm in film studies, the present research explores the relationship between the growing popularity of the film in Shanghai during the first two decades of the twentieth century and city governance in the International Settlement. It argues that the rise of movie halls contributed to creating a new kind of crowd that blended Chinese moviegoers with non-Chinese viewers. The emergence of the cinema as a space where people of different racial and ethnic origins encountered impelled the Shanghai Municipal Council – the governing body of the International Settlement in Shanghai – to respond by implementing new measures of public safety and altering its decades-long unspoken rules of segregation in the realm of everyday life. For Chinese enlightenment intellectuals and government officials, meanwhile, anxiety over their fellow Chinese's lack of basic decorum in public spaces arose with the intense intermingling of Chinese and non-Chinese filmgoers under the same roof. Thus, the cinema became a “contact zone” – a space of asymmetrical relations resulting not necessarily from colonists' exercise of colonial power but from the Chinese elite's wrapping of the discussion of movie theater etiquette reform within a political and ideological framework of modernization, patriotism, and anti-imperialism.

The part played by non-prime household loans in improving the lives of many people who cannot afford collateral globally cannot be ignored. Many Microfinance Banks in many economies worldwide have tried to maintain the Grameen Bank Model of granting microloans, mainly non-prime household loans. However, the credit risks associated with this initiative hamper the pace at which the granting of this credit facility is expected to grow. This study intends to explore the relationship between the post loan disbursement allocation and the performance of non-prime household loans in the Microfinance Banks in Kenya. The theory associated to this study is the Credit Risk Theory. This theory, which is regarded as credit structural theory, was developed by Merton in 1972. The descriptive survey research design method was applied, and the sample size was 150 respondents. The data-collection tool used was a questionnaire. A logistic regression analysis was conducted for the purpose of predicting non-prime household performance in the Microfinance Banks using training budget, recoveries budget, percentage of training budget, and percentage of recoveries budget as predictors. The Wald test shows that training budget, recoveries budget, and percentage of training budget were good predictors, making a significant contribution to prediction. The percentage of budget on recoveries was not a significant predictor. The Microfinance Banks should enhance the performance of non-prime household loans through capacity building to the borrowers and educate the borrowers on dangers of enforced loan recoveries. The government, through the Central Bank of Kenya, should have a training policy for the Microfinance Banks so that they can enlighten the borrowers on proper financial management to avoid conflicts with borrowers during loan recoveries.

The study addressed the issue of the quality of financial Shari commercial bank management and the extent of their relationship to the funding of competence, to see how the quality of financial management, and to identify its transparency when granting credit, and to identify the general classification of the bank on CAMELS index of the banking classification. Study the problem in the following questions: Are the financial and credit policies of the bank bank?. It is that the bank actually applied followed in the granting of credit financial procedures? Is bank financing of the bank efficient? Is that the bank applied to all financial regulations and decisions of the Organization of the banking business? The study sought to analyze and test the hypotheses: The bank's reliance on financial analysis to rationalize decisions granting Alaitmat lead to the efficiency of the funding. The Bank’s general classification in term of quality, liquidity adequacy, financial level of default and loan-to deposit ratio are within the good classification. The Chari commercial Bank's performance is good. Used in the study are: descriptive analytical method and the historical approach in addition to the deductive approach. The study reached the following findings: The results of the study that there is a positive relationship between the quality of financial management bank (Shari) commercial financing and efficiency, the bank loans relative to deposits above the industry the desired level standard, the bank in case of default Mali due to the high ratio of non-performing loans and by passed the industry standard, the bank is suffering from an acute shortage of liquidity, causing falter in the bank's operations. The most important recommendations of the study: the need for Shari Commercial Bank to measure and find out the loans to deposits ratio and liquidity of the bank continuously to meet the obligations and withdrawals daily is expected, should the bank not to grant loans only after making sure it fits with deposits and ensure liquidity of the bank to avoid potential financial distress, the need to seek to provide all types of banking services offered by the rest of the workforce in the country's banks.

This study developed a research Beekes and Brown (2006) who found that corporate governance makes companies more informative (more transparent). This study aims to prove whether the same results were also found in environmental governance in Indonesia. The theory is used to achieve the goal of this research is the theory of agency. This research was conducted in 32 local governments in Indonesia. Based on a simple regression model, this study shows that local governance affects positively the transparency of local financial management. Such findings reinforce previous research. The findings of this study provide a useful contribution to government officials (executive and legislative), in demonstrating the important role of local governance in encouraging the transparency of local financial management. In addition, the findings of this study can be used as the basis for further research related to the topic of local governance and transparency of local financial management.

There is no consensus in theoretical and empirical studies about the relationship between bank competition and stability. This research aims to investigate the relationship between bank competition and stability in the UK. The analysis has been done on a large sample of UK banks for the period 2004–2014. There is quite contrasting evidence on the bank competition and bank soundness relationship. A unified framework has been developed to assess how different factors may make it more likely that the data favor one theory over another. The results suggest that in some cases a U-shaped relationship exists between bank competition and stability. Therefore the conclusion is that in order to protect the bank from different risk exposures a moderate level of bank competition is needed.

Background: Nowadays, healthcare organizations are affected by changes and reforms, thus new challenges arise for nurses. Nurses need to have the power to achieve their personal and organizational goals. Furthermore, healthcare organizational culture shapes the organization and provides a complex understanding of crucial organizational factors that affect nurses' empowerment.Aim: Identify the relationship between healthcare organizational culture and nurses' empowerment at hospital setting.Methods: Descriptive correlational research design was used. A convenient sample of 225 nurses was recruited from University Hospital in the Delta of Egypt. Denison Organizational Culture Survey (DOCS), the Condition of Work Effectiveness Questionnaire (CWEQ-II), the Psychological Empowerment Instrument were used to collect data for the current study. Results: There were a strong healthcare organizational culture among study sample, moderate level of structure empowerment, and moderate level of psychological empowerment. Conclusion: There were positive correlations between healthcare organizational culture, structural, and psychological empowerment. There was a positive correlation between structure and psychological empowerment. Only gender that did not vary with psychological empowerment. Sustaining a strong healthcare organizational culture enhances structure and psychological empowerment among nurses.

The purpose of this article is to identify the obstacles which emerge on the way of the implementation of a gender-oriented approach to budgeting in Ukraine and hinder the promotion of this approach within the public financial system as well as to give recommendations on the possible ways to eliminate them from Ukrainian public financial management. Methodology. The article is based on a review of existing academic literature and on the analysis of secondary sources (mainly, government and non-government reports and publications). The results of the research show that the main barriers for the application of a gender-oriented approach to budgeting in Ukraine are, among others, dominance of gender stereotypes, the lack of funds for gender initiatives, insufficient understanding of the relationship between gender equality and public policy, the low level of awareness of civil servants and officials regarding the policy of gender equality. The overview of the best international practices in the integration of gender aspects in budgeting helped authors identify prior tasks for ensuring effectiveness of a gender-oriented approach to budgeting in modern conditions. Based on the obtained findings, the recommendations were provided; they include the measures to reduce gender gaps and suggested methods for modification of a gender-oriented approach to budgeting. Research limitations/implications. The authors did not study the underlying reasons for the emerging problems for the application of a gender-oriented approach to budgeting. Also, the research was based only on the review and analysis of secondary sources, thus, primary data collection techniques were omitted. Practical implications. The findings are likely to be useful for researchers and public sector practitioners both in Ukraine and abroad to gain knowledge on the implementation of a gender-oriented approach to budgeting. The developing countries may investigate the case of Ukraine and prepare for the similar challenges and problems adjusting the practice of implementation of a gender-oriented approach to budgeting according to their conditions and model of public management system. Value/originality. The article contributes to the discussion about the challenges for the effective implementation of a gender-oriented approach to budgeting in order to strengthen the public financial management in modern Ukraine.
