The article attempts to explore the agriculture sustainability issues and its implications for food security in Ukraine. The study discusses a critical importance of agribusiness development for Ukraine's economy. However, it is observed that currently, this sector is facing a serious decline in production. A special emphasis is put that agriculture affects the national food security. In this context, the purpose of this study is to identify negative factors and offer pathways to enhance the agricultural sector productivity. To attain the research objectives, the empirical and theoretical scientific approaches as well as the research methods of observation, analysis and synthesis have been employed. This study also presents a ‘sustainable development’ concept interpretation along with revealing its core structural elements that characterize the contemporary state of agriculture from the three perspectives: economic, social and environmental. Accordingly, insights into each of these three aspects were provided that allowed to evaluate the agricultural performance, to assess a salary range in the industry as well as to examine soil fertility. The research findings have detected some negative trends in the agricultural sector development. In particular, the economic aspect perspective has demonstrated a yield decline and a reduction in livestock as well as a drop in labor productivity in agribusinesses. As it is reported, the social settings are characterized by large fluctuations in the payroll budgets in agricultural enterprises and the shortage in certain food products consumed by Ukrainians against physiologically justified norms of consumption of these products. The environmental aspect shows a decrease in the application of organic and mineral fertilizers which negatively affects the soil fertility. Given the above research outcomes, this study offers an action plan to promote sustainable development, boost productivity and enhance the agricultural industry efficiency.

Introduction. The article is devoted to the problems of agricultural development as a basis for ensuring food security in Ukraine. Food security is one of the important components of economic security, which creates a basis for further progress and development of the state. Achieving food security is one of the Global Goals for Sustainable Development by 2030, set by the UN to member countries at the Summit on Sustainable Development. The purpose of the article is to reveal the problems and prospects for the development of the agricultural sector in the context of ensuring food security in Ukraine. Results. It has been determined that the contribution of agricultural production to the GDP in Ukraine is quite significant. According to the results of 2018, 89% of agricultural enterprises have received a profit. The consumption of main types of food products by the population of Ukraine is less than the scientifically substantiated norms, namely: the actual consumption of meat is 64% of the norm; milk and dairy products – 52%; eggs – 94.8%; fish – 59%; fruits, berries and grapes – 53%. At the same time, there is a steady increase in the share of agricultural products in the structure of exports (in 2019 – 44.2%). According to the Global Food Security Index, Ukraine does not have the best positions and yields not only to all European countries, but also to those countries to which it exports food. Conclusions. Ukraine occupies the 76th out of 112 positions in the 2019 Global Food Security Index. Problems that pose potential threats to food security are acute, particularly, the lack of balance in the diet of Ukrainians. Due to the products of animal origin, the caloric value of the diet is provided only by 28% at the optimal level of 55%. The share of the population’s expenditures on food products is unacceptably high: more than half of the total aggregate expenditures, which is higher than the similar indicators of the EU countries by 3-5 times. The increase in agricultural production should take place in compliance with environmental norms and international food quality standards.

<p>The development of the agricultural sector and the improvement of the food security situation are seen as essential components to sustainable development in Sub-Sahara Africa. However, continuing population growth, impacts of climate change and environmental degradation add to an unprecedented combination of pressures that threaten existing efforts and solutions. This article discusses the relation between the challenges of making agriculture more sustainable and meeting food security needs. Several solutions proposals are discussed and organic farming as one of them is used to develop decision criteria. Due to its involvement of all three dimensions of sustainable development, economic, social and environmental organic farming could be one possible approach to create a more sustainable agricultural system.</p>

The article systematizes the methodological principles and highlights the priority areas of research in the agricultural sector of the economy, taking into account the factors of external and internal environment of its development. The key challenges facing the world and national agricultural sphere are analyzed and systematized, among which the starvation of a large part of the world's population and its poverty, which are also inherent in Ukraine, are considered in detail. It is emphasized that the common challenges of food security in the world and in individual countries imply differences in approaches to their solution. It is proved that solving problems and overcoming challenges is mediated through transformations and changes that have taken place and will continue to take place in the agricultural sector of Ukraine. The main ones are: global climate change, the COVID-2019 pandemic, elections to local governments, regional councils and councils of enlarged districts and local councils of united territorial communities, the opening of the land market, etc. The priority directions of scientific researches in the agrarian sector of economy are substantiated, which are first of all connected with the following tasks: food security, increase of stability in the conditions of development turbulence, maintenance of innovative and sustainable development, increase of competitiveness of agro-food chains, sustainable development of united territorial communities. agricultural production, improving the quality of the rural population life and others. It is established that modern science has formed a powerful methodological and methodological potential, which allows to successfully solve the problem of creating models to support decision-making on the strategic development of any economic system, including agricultural sector of the economy. It is argued that rational scenarios for the long-term development of the agricultural sector can be obtained only on the basis of a reasonable combination of different methodological approaches, models and methods of research in the agricultural sector. The main models of support and decision-making for the strategic development of the agricultural sector as a socio-economic system are identified: data analysis methods (Data Mining), scenario method, simulation models, Monte Carlo method, data mining methods, methods of intellectual and cognitive modeling. The bullet point of Sustainable Development Goals (SDGs) 2030 is improving of countries food security through decreasing of hungry level and providing equal conditions for food to everyone. Besides, according to the findings the issues with hungry index could be solved through developing the agricultural sector corresponding of SDGs principals. The findings showed that the agricultural sector is start point of decreasing the hungry. The authors proved the type of the political regime had impact on the efficiency of achieving of SDGs and countries’ food security. The hypothesis of investigation was checking the relationship between political profile of the countries and level of sustainable development of the agricultural sector (ASI). The assessment of the relationship between average level of ASI and countries' democratic profile (democracy level of public relations) for 28 countries of Post-Soviet bloc proved the non-existence of differences between countries with authoritarian and transitional regimes opposed to other political regimes (imperfect and full democracy). The authors allocated three segments of countries: authoritarian and transitional regimes, imperfect democracy and full-fledged democracy. The findings proved the hypothesis that democracy level had a statistically significant impact on the average level of ASI. Using the bivariate and multivariate models the authors empirically proved that the democracy level increase by 1-point leads to the increase of the target index by 0.087 points for countries with authoritarian and transitional regimes (to which Ukraine belongs). Thus, the transition to a more democratic model of the political regime will partially offset the threats to food security.

Subject. State-sponsored activities to the agro-industrial complex have a significant impact on the performance of rural producers and contribute to their sustainable development. The targeted State support, including the direct budget financing, is not allocated to all economic entities. This leads to large differences in profitability of enterprises, and has a negative effect on the functioning of the entire agricultural industry of the region. It is the improvement of the mechanism of fair distribution of budget funds, both at the federal and regional levels, that may affect the efficiency of agricultural production. Objectives. The study aims to assess the system of State support to rural producers of the Kurgan Oblast, and its impact on sustainable development of the agricultural sector of regional economy, to determine the role of individual factors in calculating an integrated measure of budget efficiency. Methods. The study employs the principle of systems approach, as well as a set of such methods as abstract-logical, grouping, comparison, economic-statistical, and graphic. Results. We analyze the impact of investments on the development of the entire agricultural industry, as well as budget financing of agricultural farms. Agricultural enterprises have been grouped by budget subsidy, including by legal corporate form. Conclusions. We improved the methodology for assessing the effectiveness of government support, based on the calculation of integral indicator, through the inclusion of additional coefficients that reflect the social, insurance and credit efficiency of budget financing.

Reclamation plays a major role in increasing the efficiency of the agricultural sector. Poor or lack of land reclamation might be the reason for less efficiency of the sector. This paper focuses on the theoretical framework of ameliorative, classification of ameliorative, and factors that affects sustainable development. Our findings show that the weather conditions, soil fertility, availability of sufficient water resources, and other factors have a major impact on crop yields, livestock productivity, labor costs, and product.

The article analyzes the issues of food security of the Russian Federation: the assessment of food security is carried out; The main indicators used were the achievement of threshold values of indicators of food independence, economic and physical accessibility of food and the compliance of food products with the requirements of the legislation of the Eurasian Economic Union on technical regulation. Conclusions are made that the structure of consumption does not correspond to scientifically grounded nutritional standards; the required level of consumption is not reached for such types of food as fruits, milk, vegetables; Russia's population spends less than one third of its own income on food, which indicates an average level of food availability. In recent years, high results of economic activity have been achieved in certain sectors of agriculture, however, there are also significant reserves for ensuring a more sustainable development of the agricultural sector in Russia, and, accordingly, ensuring food security.

"Sustainable development is based on the principle that the use of current economic resources in the future guarantees the rights of future generations, as the focus is not on the optimal use of resources, but depends mainly on the fair distribution of resources and the willingness to abandon present desires in order to give the economy and future generations the ability to cope with various shocks. The concept of sustainable agricultural development, which focused on the state of positive permanence in the agricultural sector and the provision of components for its progress and its role in supporting the economy as a leading sector for economic development, in a way that corrects the existing idea of many that (industrialization is the basis of development), that this focus on agriculture does not negate the importance of the industrial sector. Focusing on sustainable agricultural development achieves positive progress in support of food security and addressing various obstacles such as scarcity of water resources and a decrease in arable areas being the most important in addition to the development of livestock. The agricultural sector in Iraq suffered many difficulties that affected its contribution to the structure of the gross domestic product. It also suffered from severe neglect due to the rentier economy that depends on the mining sector without paying attention to the rest of the sectors."

The purpose of the article is to study the efficiency of the agricultural sector of the economy in terms of assessing the optimal use of limited resources to ensure the maximum level of food security in the context of achieving sustainable development goals. Research methods. When carrying out the research, a set of general scientific methods and techniques were used: monographic - in the study of domestic and foreign publications on the above-mentioned problems; Data Envelopment Analysis - for a non-parametric assessment of the relative efficiency of the agricultural sector of the economy in terms of the optimal use of limited resources to ensure the maximum level of food security in the context of achieving sustainable development goals; a systematic approach based on the principles of systems analysis and synthesis - to substantiate the relationship between sustainable development and food security, as well as the efficiency of agricultural production; abstract logical - for theoretical generalization of research results; economic analysis - to study the efficiency of agricultural production. Research results. The dynamics of the use of the DEA method has been studied and analyzed. On the basis of a system analysis, the efficiency of the agricultural sector of the economy has been investigated in terms of assessing the optimal use of limited resources to ensure the maximum level of food security in the context of achieving sustainable development goals. It was found that for the period of data analysis from 2015 to 2019, none of the regions approached the border of the effective use of agricultural potential to ensure the maximum level of production of the main types of agricultural products per person. Scientific novelty. Based on a combination of the theory of socioeconomic and sustainable development, further study of theoretical and methodological approaches to assessing effective agricultural production using the DEA method was obtained. Practical significance. The research results will have practical use in the development and substantiation of regional and national strategies for the development of agro-industrial production, as well as in further scientific research.
