Digital transformations in various sectors of the national economy of many countries lead to an increase in demand for not only information, but also innovative technologies in general. Those current trends are fully manifested in largescale technological changes in the field of transport.At the same time, the contents of tasks reflecting the trend for innovation, the priority of their formulation, as well as implementation mechanisms are determined in the context of socio-economic systems and development strategies of each state, taking into account its geopolitical position, participation in regional associations and organizations, many other factors affecting the nature of decisions made, formation of the strategic management of the innovative development of transport systems.In Russia, the current public policy in the field of transport is focused on realizing the transit potential, improving the efficiency of transport services, and the level of economic connectivity of the territory through modernization and expansion of transport infrastructure. The solution of such problems, including, inter alia, increasing efficiency and safety of transport, requires introduction of fundamentally new technological solutions using the latest achievements of world science and technology.The objective of the article is to propose a conceptual approach to inclusion of magnetic levitation in the set of technologies that contribute to strategic development of the transportation system in Russia.In the context of an actively developing digital economy, the launch of a qualitatively new product on the domestic market, which is magnetic levitation transport systems (MLTS), will be a breakthrough solution in development of the country’s transport system, taking into account a number of key tasks it solves.

Abstract Planning the extent of transport services within a selected territory is a topical issue especially in the context of developing integrated transport systems. The objective of this research study is to design a sustainable system of public passenger transport that would be an alternative to expanding individual transport. The implementation of a quality and efficient transport service is a relatively complex process, since, currently, there are no generally applicable principles for its design. This manuscript presents general results of research aimed at solving the problem of transport service within a selected territory issue with a focus on rail transport as an efficient transport system representing a backbone of a transport system. The subject of the investigation is to compile a set of factors affecting the design of the transport concept. The output of the manuscript consists in a proposal of a generally applicable procedure including a calculation of transport potential and characteristics of the inputs. Subsequently, based on the resulting values, it will be possible to determine the extent of the transport services provided by rail transport in any territory, which will contribute to a more efficient and high quality theoretical graph of train running.

The transport system is an important part of the infrastructure of the Russian Federation, the development of which contributes to economic growth and stability, guarantees the integrity of the state, national security and defense of the country, improves the life of the population, and brings the Russian state closer to the world economic level. The article examines the factors that influence the development of transport infrastructure in the region. Specific regional features and their significance in the development of transport infrastructure are identified, and a classification of regions and transport infrastructures is proposed. The relevance of the research topic is related to the fact that transport infrastructure is directly connected with the life support systems of the region, has a direct impact on the production sectors, and contributes to the effective functioning and development of the production sector. The purpose of the article is to study approaches and factors affecting the development of transport systems in the regions of Russia. Research methods: system, situational approaches, analysis and description of theoretical and methodological factors that determine the prospects for socio-economic development of the region based on the coordination of strategic goals of regional policy with the goals of transport infrastructure development. Results. The article considers different approaches, classifies the transport infrastructure of the region, and identifies specific factors that influence the development of the transport system. The analysis of the transport system of the Krasnodar territory was carried out and strategic directions for its improvement were determined. Conclusions. The results of the analysis have shown that despite the diversification of transport routes in the Krasnodar territory (water, rail transport), a significant share is accounted for by road transport. Digitalization is one of the most relevant and promising areas of development of the transport system. Intelligent systems will allow to provide innovative integrated transport services, depending on the constantly changing needs of the client. To improve the regional transport system, it is necessary to improve the types of road networks and develop a modern regulatory framework for the transport sector

Transport policy is one of the most important factors affecting transport systems in individual countries and in Europe as a whole. This article analyzes and evaluates the impact of the transport policy of Poland and that of the European Union on the development of river transport in Poland. The study focuses on the most important political and strategic documents in force in the European Union and in the Republic of Poland in 2001-2017, containing transport system concepts, including plans of long-term construction and modernization of transport infrastructure that partly involve river transport. It has been assumed that river transport should be a priority in the Polish transport system due to its technical, operational and environmental characteristics, safety, low external costs, increased competitiveness of sea ports and the socio-economic development of regions located along rivers. The European Union has been promoting the development of inland waterway, rail and intermodal modes of transport for years, aiming at the reduction of the share of road freight carriage that adversely affects the environment and intensifies congestions. EU transport policy makers have found it necesary to amend the proportions and to integrate sea, inland waterway and rail transport. The European Commission has recommended to develop river transport for its advantages, such as low environmental impact, safety and energy efficiency. The article analyzes and evaluates the conditions, in terms of institutions, legislation and infrastructure, for the development of inland shipping in Poland.

Demand responsive transport systems such as paratransit could deliver services that collective transport simply cannot provide. Location-based services may be capable of bridging the divide between transport services without fixed routes, stops or schedules and their potential users. This chapter outlines how the integration of demand responsive transport and location-based services may help to deliver a flexible transport system that is sensitive to the needs of individual users in urban and rural areas. Such a system would have the potential to liberate urbanism from the need to orient spatial development on rigid transit lines.

Autonomous car travel planning is increasingly gaining attention from scientists and professionals, who are addressing the integration of autonomous cars into the general urban transportation system. Autonomous car travel planning depends on the transport system infrastructure, the dynamic data, and their quality. The efficient development of travel depends on the development level of the Intelligent Transport Systems (ITS) and the Cooperative Intelligent Transport Systems (C-ITS). Today, most cities around the world are competing with each other to become the smartest cities possible, using and integrating the most advanced ITS and C-ITS that are available. It is clear that ITS and C-ITS are occupying an increasing share of urban transport infrastructure, so the complex challenges of ITS and C-ITS development will inevitably need to be addressed, in the near future, by integrating them into the overall urban transport system. With this in mind, the authors proposed three autonomous car travel development concepts that should become a conceptual tool in the development of ITS and C-ITS.

The Russian Federation is located at the crossroads of the trade routes of the Eurasian continent, where a significant volume of the transport flow of the world’s trade is formed. The transport potential of the territory of Russia, when implemented as an Integral Transit Transport System (ITTS), is comparable to the benefits from the traditional export of hydrocarbons and other raw materials. Analyzing the efficiency of transport systems, the key is the energy approach. The concept of ITTS is considered, based on all known and being developed transport lines, including high-speed vacuum magnetic levitation transport (VMLT). The fundamental problems are discussed being on the way to achieving the maximal speed, energy efficiency and throughput of VMLT. The preliminary findings are presented obtained from experiments on the test model of the VMLT route. It is concluded that there is a need for a deeper study of the properties of magnetic and superconducting materials in extreme high fields, power and speed regimes to search for fundamentally new technical solutions for the creation of VMLT

Problem. Due to the constant information development of society and its industrial component, new transport systems and machines have reached a high level of information excellence. Accordingly, there is a new contradiction between the rapid development of tools and methods of informatization of complex objects and systems, the development of transport telematics (internal for cars and other vehicles and external internal transport control systems) and the heterogeneous nature of existing subsystems and components of the transport complex. Of Ukraine. The problem of resolving this contradiction will allow at all levels of transport infrastructure to improve services to residents of cities and regions, improve transport processes, avoid existing negative consequences: traffic disruptions, unsatisfactory condition of roads, irrational use of funds for repair, operation and equipment of highways. This will help improve traffic safety, improve the quality of transport services, ensure people’s comfort and save cargo. Goal. The goal of the study is to create software and hardware for virtual management, its intellectualization based on the use of virtual logistics of transportation processes, providing road users, tools of virtual management, a kind of virtual logistics of the transport system of the transport portal KhNADU (ICT KhNADU). The purpose of this article is to study the problem of expressing and proving new rules and concepts for providing knowledge and skills to people who want to work in the IT field of transport applications. The sequence of acquiring knowledge and skills of people who have improved their personal professional level in road transport is determined. Methodology. The idea of computer science as system engineering of successful consecutive creation of computer equipment and software of complex systems by combining their computer and software engineering in the field of motor transport is offered. Practical value. The scope of use of the obtained results is road transport road organizations of Ukraine, residents of cities and regions as individuals or legal entities of users of transport services.

This article examines the current state and features of the world transport system and the world telecommunications market. The publications of economists who studied the world transport system and the telecommunications market are considered. The role of the transport industry and telecommunications in the world economy is determined. The influence of transport infrastructure and telecommunications on the development of international economic relations at the global level is studied. The world leaders in the length of transport routes and the main telecommunication lines are determined. An incentive for the development of global transport infrastructure, which has the greatest impact on the global transport market, has been identified. The volumes of the world transport market and telecommunication market are analyzed. The factors on which the structure of the transport system and the demand for integrated transport services depend are highlighted. The main indicators of the transport system are analyzed. The structure of world freight and passenger turnover is formed. The characteristics of the primary network, which is the basis of the telecommunications infrastructure, are given. The geographical structure of the world market of transport services and the telecommunications market is considered, the leaders in each market are determined. The distribution of transport and communication services by country was considered. The leading center for the provision of transport services and the largest representation in the telecommunications sector have been identified. The connection between the transport system and telecommunications was considered. The problems that exist in the transport industry and the telecommunications sector are pointed out. The shortcomings of the transport industry and ways to overcome them are highlighted. The influence of the development of the transport industry and the telecommunications sector on the efficiency of the economy in different countries is determined. Trends and prospects for further development of the transport system and the telecommunications market are studied.

The article deals with the main factors influencing the formation and development of the multimodal transport system of Ukraine in modern conditions. The object of the research is the process of formation of the domestic multimodal transport system. The purpose of the work is to determine the necessary measures for the formation of the multimodal transport system of Ukraine. In Ukraine, multimodal transportation is at the initial stage of development. Among the main factors hindering the formation and development of multimodal transport systems in Ukraine, is the imperfection of regulatory legal regulation of multimodal transport issues; absence of own environmentally friendly rolling stock of different types of transport, especially on road transport, which carries out transportation on long distances; imbalance between levels of capacity of objects of multimodal transport infrastructure and volumes of cargo flows; high risks of multimodal carriers at significant distances with two or more modes of transport; political situation in Ukraine; information provision of all parts of the multimodal logistics chain, etc. To solve these problems, measures have been proposed that will allow the formation and development of the multimodal transport system of Ukraine. The results of the work can be applied for the formation of a national multimodal transport system. Foreseeable assumptions about the development of the research object - the study of the components of the multimodal transport system. The development of the considerable transport and logistics potential of the Kaliningrad region is hampered by several factors. This problem, to which we will refer to as a transport deadlock effect, translates into the limited contribution of transport to the regional economy. Particularly, it manifests itself at the level of regional gross value added, where the contribu­tion of transport is much smaller than one might expect given the significant role the industry plays in the economy of the region. In this study, we examine major ways of increasing the economic efficiency of the regional transport system from the value added perspective. We posit that the structure of cargo handled and the redistribution of value added in favour of regional actors have the dominant influence on economic efficiency. Using our own simula­tion model and the earlier developed system of transport tariffs and value added calculation for the Kaliningrad region, we produce scenarios and consider changes in value added in the case of selected cargoes carrying intermediate, investment, and consumer goods (as defined in the International Classification for Broad Economic Categories ICT BEC-4). Our calcula­tions show that higher value added and greater economic efficiency of a regional transport system are associated with re-orientation towards investment and consumer goods. The most visible effect is associated with rail and road transport. As to sea transport, the decisive role is played by an increase in the physical volume of cargo handled. The results of this study and its modelling tools can be applied in the analysis of the current situation and in the assess­ment of the efficiency of transport systems in other regions. Another possible application is the identification of growth conditions for an industry, particularly, when developing projects and proposals for increasing the efficiency of transport services.
