ABSTRACKScientific journals are an effective means of publishing scientific articles for the general public. In order for scientific journals to be accepted by national and international circles, the insight aspirations and confinement styles must refer to national and international standards. Articles designed to be published in scientific journals, in addition to being written in a scientific manner, must also follow the guidelines required by the intended scientific journal. In order for the article to be sent according to criteria and accepted by the journal, at least it must fulfill three elements, namely the suitability of the field of science, the standard grammar, and the special style (cellulite style) required by an article journal to be sent.

The necessity to ensure compliance of scientific articles in Russian scientific journals with international standards for their inclusion in scientometric databases is substantiated. It is shown that the design of the journal, placement and presentation of the necessary elements of articles, completeness of English-language data and other characteristics are determined by the editorial policy and should reflect compliance with the requirements of international databases. The possibility of correct design of articles, interpretation of their elements from the standpoint of international scientometric databases is shown.

Science Education is a multidisciplinary field of study with roots about three centuries ago. Researches in this field were published for the first time in a scientific journal with School Science and Mathematics, which started in 1901. The number of scientific journals in Science Education has increased in parallel with the increase in the number of related research. The published literature is sometimes about trending topics. In some other cases, they offer novelty and new paradigms. Last 50 years of Science Education are shaped by various topics. Hence, these different issues are being published in scientific journals. At the end of the 70s, studies on constructivism, meaningful learning, misconception, conceptual learning (Driver, & Easley, 1978; Driver, 1983; Driver, & Oldham, 1986; von Glasersfeld, 1984; Ausubel, Novak, & Hanesian, 1978; Novak, 1979 & 1990, Novak, & Gowin, 1984; Novak, & Musonda, 1991) began to come forward. Conferences are being held especially on misconception. Many articles have been published and continue to be published on the topic. Starting with the second half of 80s, studies on PCK, which were first described by Shulman, began to surface in science education journals in the field of teacher training (Shulman, 1986; Usak, 2009, Usak, Ozden, & Eilks, 2011; Usak, Ozden, & Saglam, 2011).

Problems of county and township government continued, during 1937, to attract considerable attention from state legislators, political scientists, and the general public. The legislative sessions of the year were productive of a large number of statutes relating to various aspects of local government and administration; and in several instances local units acted under powers previously granted in adopting governmental forms or procedures more suitable to their needs. Notwithstanding a few backward steps and the fact that progress continued to be slow, the general trend was in the direction of improvement. Clearly in evidence was a tendency to confer additional powers and duties upon the local units; and accompanying this increase in functions were efforts to supply additional revenue, modernize the machinery of government, and provide effective means of control. The developments of the year will be summarized, as were those for the biennium 1935–36, under the following headings: (1) areas; (2) organization and personnel; (3) functions; (4) finance; (5) optional charters; and (6) intergovernmental relations. To facilitate comparison, the subdivisional arrangement of the article of last year, in so far as it is applicable, will also be followed.Territorial Consolidation. The need for reducing the number of local government units through consolidation was given most attention in Pennsylvania. Existing laws governing the formation of new townships were amended to preclude the division of existing townships and to expedite consolidation. Other legislation was intended to facilitate the annexation of first-class townships or parts thereof to contiguous cities or boroughs. First legislative approval was given to a proposed constitutional amendment providing that no new counties shall be created except through the consolidation of existing counties. A proposed amendment for the consolidation of Philadelphia county with the city of Philadelphia was given second legislative passage, only to be rejected by the voters in the November election.

Based on a detailed analysis of the global academic impact of China’s scientific journals, as well as of the publishing strategies and communication media used by their publishers, we conclude that the Science, Technology, and Medicine (STM) journal publishing industry in China is going through very rapid transformation. Journals are attempting to become more broadly international, and doing so by adopting new digital production methods and commercial models. In light of these efforts, we discuss the current challenges to the development of China’s scientific journal industry and suggest strategies that may be useful for reaching key goals.

The research results showed that the strategies used for developing human resources or improving the quality of postgraduate lecturers include: (1) organizing the research methodology training; (2) holding the scientific journal writing training; (3) holding book writing/teaching materials training; and (4) involving lecturers into National and International Seminars. Supporting factors for human resource development are (a) high commitmentof  IAIN Curup Postgraduate management, (b) organization and socialization activities for professors acceleration programs, and (c) conducting coaching clinic activities for reputable international publications, in the form of programs to publish research results in reputable international scientific journals. Meanwhile, the obstacles are inadequate infrastructure and limited funds because there are still few students and tuition fee is still in the third category in the Ministry of Religion's General Cost Standards (SBU). The funds have not been fully handed over to the Postgraduate, because it is still centralized at the Institute, if the Postgraduate organize an activity, it must be approved by the Institute before it run.

The ability to write and publish articles in scientific journals is part of the professional competence of the teacher. The problem is that many teachers have not mastered the skills of writing scientific papers. As a result, many teachers find it difficult to advance in rank, especially for promotion after IV/a. This paper describes a community service activity sponsored by Riau University lecturers which aims to help teachers improve their scientific writing skills. Community Service Activities were performed at a SMAIT (Islamic Integrated High School) in Pekanbaru, Riau. This paper further explains the concept of the workshop, the content of the workshop materials, and the effectiveness of the workshop. This workshop lasted for two months with three face-to-face training sessions. The rest was done online via the Google Classroom platform. The material content covers the basic principles of scientific writing, the steps for writing scientific journals, how to cite and make references, including how to automatically quote from reference manager applications such as Mendeley, and how to submit articles through the Online Journal System (OJS). Data from the survey conducted at the end of the community service activity showed that, in general, this activity was well and effectively carried out. The majority of participants (72.7%) stated that their motivation to write increased after attending the training. Their knowledge of writing scientific articles have improved after training. Their ability in writing scientific journals is also relatively better than before following this structured workshop.
