The number of theft cases that occurred in Indonesian legal areas, especially the City of Balige, made us sad, especially the culprit is underage children. The type of research used in this Journal is normative research and is descriptive in nature. Data collection techniques are carried out by library research, namely by collecting data by conducting research on library materials. From the research it was concluded that the factors that caused the crime of theft committed by children were internal and external factors, which were internal factors including a lack of understanding of religion, family, individuals. While the external factors include environmental, economic, educational and mass media influences. Criminal law policies against criminal acts of theft in burdensome conditions committed by children receive Legal Protection Against Children Regulated in Law No. 11 of 2012 concerning Juvenile Justice, according to the author of the judge's decision in case No. 74 / Pidsus child / 2015 / Pn.Blg is not correct because it does not provide a sense of justice for the accused over considering the absence of legal assistance that should get legal assistance.

Fighting between students is actually only one form of delinquency in adolescents. There are many more psychological and criminal problems that are often experienced and carried out by adolescents. Deviant behavior by adolescents, commonly known as juvenile delinquency, is juvenile delinquency referring to a form of behavior that is not in accordance with the norms that live in the community.The identification of this problem is the background of children conducting brawls between students, Protection of child brawlers at the stage of the investigation, Obstacles and obstacles in the investigation of brawls between students.Writing this thesis uses normative and empirical juridical methods. The sources come from library research and interviews, namely by studying or analyzing secondary and tertiary legal materials. Thus, the normative juridical approach in research is used to analyze problems relating to the legal protection of children as brawls among students.The results of the study showed that 1) Student brawl can be caused by 2 (two) factors, namely internal and external factors 2) Protection of children in conflict with this law underwent fundamental changes, namely strict regulation of "restorative justice and diversion" intended to avoid and keep children away from the judicial process, so as to avoid the stigmatiziation that can be done at every level of decision makers at the police, prosecutor and court level. 3) That there are reasons or arguments that encourage investigations tend to be less restorative justice-based both internally and externally, so the writer will analyze internal and external factors and take advantage of legal culture theory. Keywords: Legal Protection; Student Fight; Child Investigation.

Strategy for Controlling the Transfer of Agricultural Land Functions inSubakKerdung, Sub-District of South Denpasar, Denpasar CityControl over the conversion of agricultural land is very necessary in order to maintainthe existence and sustainability of subak in the City of Denpasar, especially inSubakKerdung. There needs to be appropriate strategies as a solution so that controlover the conversion of agricultural land in SubakKerdung can be done. The purpose ofthis study was to determine internal and external factors and to find out the mostappropriate strategy in controlling the conversion of agricultural land in SubakKerdung.The results of the analysis of internal factors in SubakKerdung were: a) strength (theapplication of Tri Hita Karana in subak), b) weakness (low interest of subak members todefend their land). External factors were: a) opportunities (the development ofecotourism as a tourist attraction), b) threats (over the function of agriculturalland).Based on the SWOT analysis, the development strategies found were: (a) S-OStrategy - Optimizing the empowerment of farmer communities as the main actors inecotourism development by directly selling their agricultural products to tourists. (b) WOStrategy - Conducting education and training through counseling in adopting newinnovations so that agricultural products can be marketed to tourists. (c) S-T Strategy -Planting vegetables that have high economic value and can be processed into snacks anddrinks (d) The W-T Strategy -Implementing and increasing the intensity of educationand training on tour guides, i.e. English training for young people and farmingcommunities.

This article explores how the Bawan Nagari community access their customary land after the Indonesian political reform in 1998, leading to grant social rights' all citizens. To gain further understanding of this topic, the case study method is employed to grasp further complex and detailed issues comprehensively. This study found that community access to customary land faces several challenges stemming from internal and external factors. Internal factors stem from the indegenious tradition system adopted at Nagari Bawan, where the greater dominance to customary leaders in decision making has led to abuse of power. While external factors concerning the formal regulatory framework is suffering from in-contextualized with the current conditions and has not able in accommodating the implementation of customary law that relevant to the current situation; especially the establishment of legal instrument that closely related to the legal protection of customary rights holders.

The title of this study is the Strategy of Increasing Consumer Food Loyalty in CurupCity, Rejang Lebong Regency (Case Study in "Henvian" Typical Food Industry). Thisresearch is based on the importance of strategies in increasing business and consumerloyalty to products sold.Strategies to increase business and consumer loyalty can bedone with a SWOT analysis. Place of this research is the "Henvian" shop that sellstypical Rejang lebong food. The method used in this study is descriptive qualitative.Informants in this study were people who were considered to know for certain about theHENVIAN Specialty Food Store in Curup City, Rejang Lebong Regency. The dataanalysis technique used in this study is a SWOT analysis to determine the strengths,weaknesses, opportunities and threats in a typical Rejang Lebong food business.By using SWOT analysis techniques that consist of strengths (weakness), weaknesses(weakness), opportunities (opportnity) and threats (threath). The results of this studycan be concluded that the internal factors that are the strength of the marketing strategyare the quality of the product that is good at a price affordable to the public andtourists, service that is friendly and responsive to consumer needs, as well astechnological advancements that facilitate the promotion of business. Internal factorsthat are a weakness are often lack of stock, there are some products that do not meet thestandard packaging, the product shelf life is short, employees do not use uniforms.External factors that become opportunities are a fairly high economic community,abundant raw materials while external factors that are a threat are the manycompetitors, an unstable economy, the price of basic needs increases. Based on theresults of the SWOT analysis of internal and external factors, the strategy used is toimprove product quality by improving the appearance of packaging and quality ofcontent and quality of service by providing uniforms to employees and providingstandards of service to consumers. .Keywords: Strategy, Consumer Loyalty, SWOT

ABSTRAKPenelitian ini ditujukan untuk mengetahui penerapan denda terhadap pelanggar berlalu lintas di kota Bengkulu ditinjau dari Undang-undang Nomor 22 Tahun 2009, serta untuk mengetahui faktor penghambat dalam penerapan pidana denda terhadap pelanggar barlalu lintas di Kota Bengkulu. Penelitian dilaksanakan disatuan lalu lintas Polres dan Polda Kota Bengkulu. Adapun data yang didapatkan adalah data primer dan data sekunder melalui penelitian lapangan dan penelitian kepustakaan, kemudian data dianalisis dengan cara deskriptif. Peraturan yang tertera pada undang-undang yang tertera sepenuhnya untuk meningkatkan kesadaran untuk setiap pelanggar yang melakukan pelanggaran, tetapi pada kota Bengkulu undang-undang tersebut tidak sepenuhnya berjalan efektif. Menurut pandangan Undang-undang 22 Tahun 2009, penerapan pidana denda masuk dalam kategori pidana pokok (sesuai Pasal 10 KUHP) sebagai urutan terakhir atau keempat, sesudah pidana mati, pidana penjara dan pidana kurungan. Selain dari itu, faktor penghambat keefektifan Undang-undang seperti faktor ekonomi, faktor kedekatan emosional dan faktor kekebalan institusional.Kata kunci: tindak pidana; hukum pidana; dendaABSTRACTThis study aims to determine the application of violators from cities in Bengkulu in terms of Law Number 22 of 2009, and to find out the inhibiting factors in the application of fines to traffic violators in the city of Bengkulu. The research was carried out in the traffic city of the City Police of the City of Bengkulu. The data obtained are primary data and secondary data used for library research and research, then the data are analyzed descriptively. The regulations stated in the law that are fully stated to increase awareness for every offender who commits an offense, but in the city of Bengkulu the law is not fully effective. According to the view of Law 22 of 2009, the application of criminal fines falls into the main criminal category (according to Article 10 of the Criminal Code) as the last or fourth order, after the death penalty, imprisonment and imprisonment. One alternative to reduce the unemployment rate in Indonesia is to foster entrepreneurship in college students because this is expected to be an educated young entrepreneur who is able to start his own business, and be able to open up jobs for others. The formulation of the problem include: what are internal factors (income, self-esteem, motivation) and whether external factors (family environment, surrounding environment, education, and opportunities) influence the interest in entrepreneurship of STAI Muhammadiyah Tulungagung students ?. This study aims to determine internal factors (income, self-esteem, motivation) and external factors (family environment, surrounding environment, education, and opportunities) affect the entrepreneurial interest of STAI Muhammadiyah Tulungagung students. The approach used is a quantitative approach to the type of associative research. The population and sample in this study were students of STAI Muhammadiyah Tulungagung which consisted of 50 students who had taken Entrepreneurship courses and students who had been entrepreneurs. Sampling using a purposive sampling technique. The data source is primary data. Data collection was carried out through questionnaires. The measurement uses a Likert scale. The next stage, the results of the questionnaire were analyzed with multiple linear regression which serves to prove the research hypothesis. The data that has met the validity test, reliability test, and the classic assumption test are processed to produce a regression equation. Based on the results of the study showed that internal and external factors partially had a positive and significant effect on the entrepreneurial interest of STAI Muhammadiyah Tulungagung students. With an adjusted R2 value of 0.407 so the magnitude of the influence of internal and external factors on entrepreneurial interest is 40.7% while the remaining 59.3% is influenced by other factors not examined in this study.Keywords: Factors, Interests, Entrepreneurship, STAI Muhammadiyah Tulungagung

This article discusses the problem of choosing the correct and effective organizational structure of enterprise management for its correct functioning. The existing types of organizational structures of enterprise management, which are used in practice today, are analyzed, and their positive, negative sides and the type of enterprises for which they can be used are revealed. Along with this, this article discusses and describes methods for choosing an organizational structure for an enterprise. Also, during the study, internal and external factors were identified that affect the choice of an organizational structure. Based on the analysis, a methodology for choosing the most effective type of organizational structure for enterprises was drawn up. The question of choosing an organizational structure is acute for every manager at the very beginning of the operation of an enterprise, because the quality of performance of functions, both of individual divisions and of the entire enterprise as a whole, directly depends on this. Among many types of organizational structures in this study, the types of organizational structures that are most adaptable to changes in external and internal factors are identified. This study provides methods and tools for selecting the appropriate organizational structure for any enterprise. At the moment, some methods, be it goal structuring or computer modeling, are not widely used, which in turn makes it difficult to choose an effective organizational structure for enterprise management. The choice of an effective organizational structure is an extremely urgent problem today for every entrepreneur, who is interested in the stable economic activity of his or her enterprise.

Murder is an inhuman crime, where the perpetrator of the crime kills with the intention of being planned in advance because it will kill other people's lives for a specific purpose, this crime is a crime of enmity between individuals and groups so that the victim is helpless, so the police investigator reveals his identity. Carefulness is needed. The problems discussed are what are the factors causing the crime of murder and how are the efforts to overcome the crime of murder. The research method used is normative juridical research. Data collection is based on literature study, based on the results of the research that the author has done, the factors that cause murder are internal and external factors. Internal factors, namely internal factors, and external factors, namely economic, environmental, and family factors. Efforts to tackle the crime of murder, namely penal and non-penal measures, are efforts to reduce the space for movement and opportunities for the committing of crimes. The suggestion in this research is that there is a need for cooperation between legal institutions and the government through police and military officers to prevent and cope with future premeditated murder, prosecutors and judges are requested to be able to prosecute and impose the maximum possible punishment on the perpetrators of the murder guided by the Criminal Code.

Business Competition encourages entrepreneurs to have competence in managing the business. Start-up businesses will grow if it is able to manage the internal factors and external factors well. This study focuses on internal factors from the perspective of companies consisting of four components, namely marketing, human resources, finance, and operations. The second focus of this study is the external factor of a business seen from the approach five forces Porter lists five essential components of the external factors, namely: barriers to entry in the industry, threat from substitute products, threat from suppliers bargaining power, threat from buyers bargaining power, Among existing industry and rival firms. The object of this study is a start-up business in the city of Surabaya. This study used descriptive qualitative method with the aim of optimizing the management view of internal and external factors in the success of a start-up business seen from the perspective of the company. Validation of the results using triangulation techniques using: parisipatif observation, interview, and documentation (photos and interviews) to the informant (object) research. The results showed the management of internal factors (marketing, human resources, finance, and operational) and external (barriers to entry in the industry, threat from substitute products, threat from suppliers bargaining power, threat from buyers bargaining power, and rival Among existing industry firms ) is an important component that must be optimized in order to support the success of start-up businesses.

This research is motivated by the number of traffic violation cases carried out by the community in Bangka Belitung. Many traffic violations carried out by children. This study aims to determine the number of traffic violators based on the level of education of the people in the Bangka Belitung Islands Province in 2016, thus it can be seen the number of traffic violators at certain levels of education in the Bangka Belitung region. The method used in this research is descriptive quantitative. This descriptive research is used to describe an event or event and social phenomenon in factual and systematic. This method is used to explain the data contained in the table by using descriptive explanations. The data used is secondary data. The results showed that the highest violations in Pangkalpinang City compared to other districts. Based on the data obtained, the high school level in the city of Pangkalpinang becomes the highest number of traffic violators. Many factors cause violations among students, namely internal and external factors. Internal factors come from within the individual, while external factors are found in the surrounding environment. Need appropriate handling to overcome the occurrence of various traffic violations among students. The method taken can be preventive and repressive.   Keywords: BPS, students, minor violations.
