The subject of the research is the theoretical, methodological and practical basis for the formation of the content and functions of sports management, achieving efficiency and strategic guidelines for its development in the future. The purpose of the work is to determine the content, functions, technologies and effectiveness of management in the field of physical culture and sports and to analyze the existing directions of foreign management in order to justify the strategic guidelines for the development of sports management in Ukraine. The methodological basis of the article is both general scientific and special methods of scientific knowledge. Methods were used: historical, dialectical, monographic, system-structural analysis and synthesis of economic comparisons, expert assessments, graphic. Result of work. The article identifies sports management as the management of sports organizations. Its features, main functions and their content are revealed. Strategic guidelines for the management of sports organizations for the future are defined, taking into account the experience of foreign countries. They are aimed at ensuring mass availability of physical culture and sports, affordability of their services, introduction of innovations in the process of providing and implementing management, and development of related activities. Scope of the results. The conclusions and results of the article can be used in the scientific and educational process of economic faculties, faculties of physical culture and sports of higher education institutions; in the management and activities of institutions and organizations of physical culture and sports. Conclusions. Physical culture and sports are much more than events with sports records, victories and medals, which retain their appeal for many. Sport is presented as a joy that brings physical activity to millions of people with a huge number of volunteers and qualified personnel. After all, the main principle of "sport for all" and its management is to ensure access to sports and physical exercise for all social strata and groups of the population, regardless of their racial, ethnic and cultural affiliation, their place in the system of industrial and labor relations, social status and income, and property and social status in General.

Radical changes that take place in all society spheres (economic, social, political and cultural) of a state, directly and indirectly affect the development and functioning of the socio-economic system of physical culture and sports. A new category of human resources employed in the field of sports management is emerging, given that sports organizations are interested in forming a management system that ensures high performance, development opportunities and a stable market position. In the last decade, the system of physical culture and sports management has undergone substantial changes, as a result of the emergence of new sports events, the development of sports movement, the creation of innovative services and the production of special equipment / installations in accordance with the legislation in force, as well as due to modern trends in entrepreneurial activity in market conditions. The fulfillment of the management functions in these conditions, at a higher level, generator of performance and success can be ensured only by qualified persons who have received a special professional training (including additional, continuous training) and requalification. This training is necessary for all activities specific to the field of physical education and sports management, for the development and proper functioning of sports organizations. Management and marketing activities, innovative for physical culture and the national sports movement, require special knowledge, skills and an effective professional training of the specialists in the field.

The situation with the staffing of the industry “Physical culture and sports” in the Udmurt Republic according to the state statistical reporting for the last 5 years and, in this regard, the process of personnel training in the framework of the direction 49.00.00 “Physical culture and sports” in the Udmurt Republic as a whole and in the Udmurt State University, in particular, is considered. Using the platform of the Google Forms resource, the authors conducted a survey of 80 organizations-employers in order to form a system at the university that provides training of qualified personnel in physical culture and sports. According to employers, in the interpretation of the authors, the system should include: fulfillment of the requirements of the Federal State Educational Standard of the direction 49.03.01 “Physical culture”; requirements of professional standards in the field of physical culture and sports; rating of competencies from employers; practice-oriented approach to teaching in the process of organizing practices and studying sports and pedagogical disciplines. In addition, the authors have systematized and generalized proposals for the formatting of work with applicants and graduates in order to retain personnel in the physical culture and sports organizations of the republic.

Self-improvement is especially important component of educational activity of teachers in light recognitions not the subject - object, and the subject - subject interaction of a teacher and a pupil and also the declaration and also the Convention of the UN principles of continuous education (education throughout life) when not only a separate lesson, a semester or even completely study at school / HEI is only a separate fragment, and a person has to “learn to study” during this time. The purpose of the article is in theoretical justification of self-development in the context of forming the future teacher’s pedagogical skills. The main ways of self-improvement of physical culture future teacher is the complex of internal personal requirements (need for physical, intellectual, spiritual, professional self-improvement) which are implemented in concrete types of external and internal (psychological) activity: self-checking, self-organization, self-training, self-education, and so forth. In modern understanding the pedagogical skill is a state and a certain level of personality of a teacher, a dialectical combination of his personal and professional qualities, which allow high-quality achievement of partial and general pedagogical aims. The pedagogical skill - the ability to creatively solve pedagogical problems during physical culture classes, to organize educational process with the involvement of high culture, professional knowledge, physical skills and etc. on the basis of competent, active and personality-oriented approaches, deep pedagogical knowledge, experience, wide outlook, personal culture, creativity and pedagogical tactics in the projection on the personality of physical culture teacher. At the same time the pedagogical skill is the relatively completed process, therefore when diagnosing the level pedagogical skill should be oriented to a teacher’s sufficient level with the corresponding experience.

In socio-economics, managing personnel has become central to ensuring organisations’ survival. Organisations have had to reorganise themselves and they need highly qualified personnel. In addition, the lack of such employees has become palpable and will only intensify. However, instead of such organisations reacting to the growing demands of the market with appropriate incentives, as profit-oriented businesses have done, the competition for public contracts in the social economy combined with fragmented salary agreements has led to deteriorating wages and precarious employment relationships. Against this backdrop, personnel management has little room for manoeuvre, but still has to look to the future. This textbook introduces students to the basic principles of personnel management and development, and provides appropriate suggestions as to which strategic and operative instruments can open up new opportunities in order for even small organisations to be successful.

With the introduction of modern technology into the educational process, it is important to consider how it can be applied in physical education teaching. The article deals with the peculiarities of implementing the individual educational pathway (IEP) of part-time students of the Ural State University of Physical Culture in the framework of a virtual learning system on the ‘HyperMethod’ platform. Our research was aimed at studying the effectiveness of the distance learning system in the process of the physical education of students. Based on the analysis and synthesis of scientific and methodological literature and pedagogical research, an assessment of the quality of the educational process was carried out. For the purpose of ensuring remote forms of learning, lecturers of the Physical Education faculty created an online- course on the Physical Culture discipline. Students were able to study the lecture material, read the assessment criteria, submit their own projects and receive a review at their convenience. Through a review of the results of the assessment tasks, the most difficult questions for the students were identified and the methods of delivering the learning material were adjusted. The final stage of the educational process for students studying in the HyperMethod environment was conducted in the form of an independent monitored test. The students were tested by means of automated tools via the test assignment database. The analysis of the results of teaching the students during the winter session of 2019/20 demonstrated the successful performance of all of them. Based on the analysis and synthesis of the results of the conducted pedagogical study, we can conclude that the introduction of distance learning has contributed to an increase in self-organisation, students’ knowledge level and teachers’ professional competence.

The purpose of the article is to analyze the nature and importance of the pedagogical culture of specialists in physical education and sports, and ways and methods of its formation in the educational process of their professional training. Particular attention is paid to the analysis of information sources, research and publications. The issue of the pedagogical culture is considered from various scientific aspects. The relevance of the issue is that the new requirements for higher education institutions oblige teachers to have a high level of competence in order to create positive conditions for the development of the personality of the future specialist in physical education and sports. Against the background of the growing role and importance of physical culture and sport in public life, the phenomenon of influence of specialists of this important sphere on other people, especially on the youth, is considered. It is shown that this influence can be in both ways positive and negative. It is proved that for the positive influence the subjects should have the developed general and professional culture, in the structure of which the pedagogical culture occupies an important place. It is able to transform the influence into the education and personal development of the objects of influence, and into the formation of a system of humanistic vital values. It is emphasized that the formation of pedagogical culture should become an important component of their educational and professional training by using innovative pedagogical technologies. The development of pedagogical culture of the future specialists in physical culture and sports is an integral part of the general culture and it increases the quality of education, the level of education of children, the training of young athletes, thus increasing the socio-cultural situation in the country. The analysis of the study allowed us to draw conclusions and perspectives for further scientific research.

Management activity is one of the most important factors in the functioning and development of the physical culture and sports field. Management is a conscious human activity, with a well-defined purpose, based on which the elements of the external environment are ordered and subordinated in accordance with institutional interests. Management means art, experience and training. Sports management is a special type of management, whose object is represented by sports organizations, their efficient management in modern market conditions. In this context, every sports entity needs a professional leader, a manager, who must be a specialist who knows and owns the art of management in market relations and who with the support of appropriate methods, instructions, regulations and professional standards, manages to implement the principles, objectives, priorities and policies of physical culture and sport. Thus, there is a need for specific qualification requirements of the specialist in the field of physical culture and sports, an effective managerial-legislative-sports training. The qualification requirements of each specialist in the field, imply an adequate education and professional experience, characterized by certain responsibilities and a good knowledge of the national and international regulatory framework, governing the field of physical culture and sport as a whole.

In article on the basis of the analysis of psychological and pedagogical literature, it was found General education component context of preparation of the future of coach-teacher of professional activity, namely: «education», «professional education», «education», «education and development», «development of the personality». On the basis of theoretical analysis it was determined that despite the significant amount of research on the organization of process of training specialists in higher educational institutions, the problem of training of the future of Manager of physical culture and sports of professional activity are not well lit. Unresolved issues of compliance with the demands of society in the preparation of future specialists according to the new socio-economic conditions and the existing level of training of these specialists for professional activity. Exploring the issues related to preparation of the future of coach-teacher to professional activities, the author relied on the development of domestic and Russian scientists, who considered in their study various aspects of preparation of experts in higher educational institutions. The author is of the opinion that today, education is under active reconstruction as personal or individually oriented development and confronts researchers lot of questions. Personal interaction in the educational process should be based on the internal needs of the teacher to be the most disposed to dialogue with the student, on cooperation and co-creation. Humanistic position of the teacher should be based on maintaining a teacher of his personal integrity and understanding of the integrity of the individual student. Personal approach in education can be understood as a joint activity based on the realization of opportunities of the person as a pupil and teacher. The essence of this approach involves the integrity of the personality of the teacher.

Introduction. The article is a definition of the importance of solving the identified problems of implementation and effective use of modern sports and health technologies. The aim of the study is to characterize innovative technologies in health-improving activity of the teacher. Material and methods: literature analysis, clarification of causal relations, systematization, abstraction and concretization, the analysis of documentation and results of activity of researchers on a problem. Results. The role of innovative processes in the improvement of the methodical system of physical education of students is considered. The concept of «innovation» is characterized through the prism of the individual style of the teacher-innovator. The orientation of professional training of the future teacher of physical culture on formation and development of the professional personal readiness of the future teacher is defined. Psychological and pedagogical conditions that allow to build the educational process of physical education on the basis of taking into account the individual psychological characteristics of students are described. The formation of students' readiness for innovative activity through in-depth study of theoretical issues of improving the educational process, the positive aspects of pedagogical theories, ideas and technologies is considered. Conclusions. The method of the round table is found to be an important method of active training of future teachers to carry out innovative health activities. Computer programs, which are used to control the strengthening and preservation of the health of young students by means of physical culture and monitoring the physical condition of children of primary school age, are described. The author notes that an effective way to increase the level of physical activity is the creation and implementation of various popular fitness hybrids of health and sports. Examples of successful use of innovations in physical education lessons are identified. It is noted that the results of the study indicate the propriety of making changes in the process of training future physical education teachers

In terms of professional and personal maturity, it’s critical for a future specialist to consciously join health and fitness activities, awakening ‘subjectivity’ towards physical activity and physical exercises, since only then will it be possible to maintain health conditions at a level necessary for ensuring the adequate functioning in social and professional areas. The need to generate this competence in the process of learning in higher education served to form the need for the present study, the main objective of which was the following: to characterise the conditions necessary for the formation of the student’s personality, capable of conscious, responsible, competent behaviour in physical education and recreational activities. The main research methods were the theoretical analysis and synthesis of scientific and methodological literature, psychological testing, pedagogical experiments and methods of mathematical statistics. Conditions deemed as prerequisites for awaking ‘subjectivity’ in health and fitness activities are as follows: substitution of a methodologicalfunctional approach by a personally significant one; integrated use of fitness technologies in the process of physical education; the reorientation of students from passive exercise to active participation in the educational process; the organisation of subject-subject interaction between the participants of the educational process. The implementation of these conditions results in the transformation of students’ attitudes in educational and professional activity, the recognition of physical culture as a personally significant prerequisite for successful educational and professional activity.
