Introduction. The article is devoted to the study of problem about credit indebtedness of Ukrainian banks at the present stage and to identifying ways to overcome it. The article analyzes the loan portfolio of Ukrainian banks during 2014-2020. For the last five years, the banking system of Ukraine has been developing in the conditions of military conflict and permanent political and economic crisis. After the occupation of the Autonomous Republic of Crimea and certain regions of Donetsk and Luhansk, domestic commercial banks lost part of their assets that remained in the occupied territories. These events forced the National Bank of Ukraine to take measures to stabilize the credit system, which led to the withdrawal of a large number of insolvent banks from the market. Purpose. The purpose of the study is to analyze the current state of credit debt problem of Ukrainian banks and to identify ways to neutralize it. Results. Based on statistical data, the dynamics of individual assets of Ukrainian banks, characterized by the discount rate as the main deterrent to lending, certain factors influencing the emergence of problem loans in a banking institution. Statistical data on the volume of lending to banking institutions by business entities and individuals in Ukraine are presented and analyzed. Based on the analysis, the main factors of increasing creditworthiness are investigated. Based on world experience, we offer ways to overcome the problematic team of domestic banks in the rear stabilization of the credit system. Conclusions. The conducted research confirmed the theoretical expediency and practical significance of the analysis of the current state of credit indebtedness problem of Ukrainian banks, which allows to determine the ways of its neutralization. The assessment of some indicators of banks’ activity revealed a number of factors that negatively affect the work with problem loans, namely: reduction in the number of banks (in particular, banks with foreign capital), reduction in lending, which is directly related to rising interest rates on loans, real incomes, the devaluation of the national currency and more. Each bank must develop a set of measures applicable to a particular category of problem loans, work out algorithms for the interaction of units in the event of certain signs, options for behavior depending on the degree of effectiveness of the measures applied. Implementation of the proposed banks in practice measures to reduce bad debts will be the subject of our further study.

Stimulating lending to the economy today is one of the priorities of the National Bank of Ukraine. It will help to bring the economy out of stagnation, ensure GDP growth and increase welfare in the country. The article examines the current state of lending to the economy of Ukraine. A review of the scientific literature focuses on analyzing the proposals of scientists to stimulate lending. During the research, the structure and dynamics of the loan portfolio of Ukrainian banks for 2013–2021 were analyzed and the main reasons for the changes were identified. In Ukraine, the largest share of loans falls on business entities and in 2021 it is 78.04%. In 2016 this share was equal to 82.26%. The dynamics of lending to business entities largely depends on the efficiency of their activities, which is why detailed attention is focused on analyzing the efficiency of enterprises and the share of non-performing loans, which allowed identifying the cyclical nature of these processes. Currently, the problem of unprofitable enterprises is not the only obstacle to the full development of lending, a large proportion of non-performing loans also has a negative impact. Detailed attention was focused on the interest rates dynamics analysis and it was found that for loans to business entities there was a constant decrease in interest rates on all types of loans in accordance with their terms. In order to stimulate lending to the economy, it is necessary to reduce all interest rates, not just interest rates on loans to business entities, as lending to individuals also contributes to economic growth. The main directions of stimulating lending to Ukraine’s economy have also been formed, which, first of all, should take place at the state level through the implementation of monetary policy aimed at keeping inflation within the target, ensuring transparency of the banking system and its regulation, state participation in large investment projects, reducing the tax burden provided that the business entities which implement innovative projects aimed at achieving strategic goals of the state, such as greening and digitalization of public life and business.

The article presents the results of modeling and assessment of the effects of demand factors for banking loans by business entities and households on the volume of bank loaning in Ukraine. The article summarizes the factors influencing on volume of banking loans according to the demand side of business entities and households; performed modeling based on statistical data for Ukrainian practice in the period from 2006 to 2020. The authors developed a VAR-model for estimating the factors influencing the banking loans demand by business entities. According to the constructed model, it is concluded that the change in demand for credit resources by business entities is due to changes in interest rates (by 30%), changes in industrial production index (15.6%), changes in PFTS index 10.7%), change in the price index of industrial producers (1.0%), change in themselves over time (42.5%). The authors also developed a VAR-model for estimating the factors influencing the banking loans demand from households. According to the constructed model, it is concluded that the change in demand for credit resources by households is due to changes in average wages (16.2%), changes in interest rates (16%), changes in expenditures (8.2%), changes in GDP (7.7%), the consumer price index (6.9%), the change in the number of registered unemployed (2.9%) and the change in themselves over time (42.1%). The obtained results can have practical application both within the formation of banking loan policy and within state regulation measures to influence the activation of the credit sector in the country.

The revenue part of the banking institution is formed mainly due to the volume of credits provided and depends on the conditions of crediting the financial services market participants. Consequently, the insufficiency or inaccessibility of credit resources adversely affects the status of the entire economy. The article is aimed at an economic and statistical analysis of the current status of credit activity of the banking system of Ukraine in the dynamic conditions of development of the national economy, identifying tendencies, substantiating the prospects for expanding and reducing the risks of credit activities of banking institutions. The role and tasks of the bank’s credit operations in the country’s economy are considered; the status of the credit portfolio of the banking system in recent years is characterized; a new redistribution of banks to groups by the structure of authorized capital and the size of assets is provided. An analysis of the volumes and structure of the banks’ assets in terms of organizational and legal forms of ownership (public, private, foreign) and the proportion of credits in the structure of assets is carried out. The authors analyze changes in the total volumes and dynamics of crediting in terms of: crediting entities; national and foreign currencies; dynamics of the exchange rate and the structure of crediting by type of activity. The impact of seasonality of credit provision is identified. An assessment of the number, structure and volumes of crediting by non-financial credit institutions is provided. The predictive models are developed using different mathematical functions and statistical methods. As a result of the carried out SWOT-analysis, the main problems and shortcomings of the banking system are identified. A project of recommendations on reducing credit risks is proposed.


The purpose of this study is to analyze the transition of population and the number of patients in Japan based on official statistical data, and to examine the current state and issues of medical care. In Japan's medical care, it will be an important measure to improve the quality and shorten the length of hospital stay by clarifying, sharing and coordinating service functions to meet the ongoing demand for the elderly.

The paper’s purpose is to provide recommendations for carrying out theoretical bases of existence, the analysis of the current state and the prospects of development of business in Ukraine. Methodology. During the writing of the article, the following research methods were used: the search for available methodological and scientific literature, comparison, clarification of causal relationships, systematization, analysis of documentation and results of researchers’ work on the problem of the conducted research and expert evaluation. Results. Business development is very difficult and multidimensional, and the influence of many factors on small and medium business entities and is ambiguous and, therefore, demands further complex evidence-based analysis. It concerns such aspects of a research as: a research of positive processes in the conditions of making shifts in infrastructure, which cause the accelerated development of small and medium business entities and its social and economic consequences; deeper determination of regularities of formation and development of small business as one of structure-forming factors of market economy of Ukraine; improvement of the organizational and economic mechanism of the state support of small and medium business in Ukraine and also in its certain regions and spheres of action. Practical implications. It is noticed, there are positive shifts in the course of improvement of conditions of business because of the reduction of a number of permitting documents and licensing types, simplification of procedures for obtaining licenses and permissions, reduction of the controlling pressure upon business, improvement of the sphere of providing administrative services, strengthening of responsibility for violation of the legislation in the sphere of economic activity. Value/originality. In the article, the latest statistical data are used according to the analysis of the current state of functioning of business in Ukraine, problems and the directions of development of small and medium business in Ukraine are selected.

The article presents the results of the analysis and generalization of the experience of the development of agricultural cooperatives in Canada (a country with a centuries-old history of agricultural cooperation), its successful cooperative practices at various historical stages (including the present). Within the framework of the presented study, a number of important scientific conclusions were obtained, including: 1) generalization of trends in the evolution of Canadian farms (as active participants in agricultural cooperation) and characteristics of their current state; 2) specification of technological and organizational innovations undertaken by Canadian agricultural cooperatives to strengthen their competitive position; 3) identification of promising trends in the development of agricultural cooperation in Canada, reflecting both the essential transformations of the phenomenon under consideration (agricultural cooperative), and fluctuations of its environment; 4) determining the importance of using foreign (Canadian) cooperative experience for the development of agricultural cooperation in Russia. The presented material is distinguished by the novelty of approaches, the adequacy of the research tools used, and the representativeness of the statistical data used. The factors of the effective functioning of Canadian agricultural cooperatives scientifi cally substantiated in the study, as well as the basic principles of their modern models, are advisable to use (as international experience) in the development of the domestic system of agricultural cooperation in a modern (global, mobile, unstable, unpredictable) environment, taking into account its new challenges. The conclusions obtained in the course of the work and the conclusions proposed by the authors are of both scientific interest (for further theoretical and empirical research) and practical significance (for specialists interested in the creation and successful functioning of domestic agricultural cooperatives).

The authors conducted a comparative analysis of the statistical data of results of banking institutions activities of the National Bank of Ukraine and the Polish National Bank for 2009-2017. Dynamics and current state of the total number of banks and banks with foreign capital, own funds of the banking system of Ukraine and Poland are analysed. Quantitative and qualitative trends of development of Polish and Ukrainian banking systems are evaluated. Positive and negative aspects of activities of banking institutions in Ukraine and Poland are discovered. Conclusions. Thus, the results indicate that quantitative and qualitative trends that reflect both positive and negative characteristics of activities of banking institutions in Ukraine and Poland can be traced in recent years. The reasons that caused the negative consequences of the banking system of Ukraine have been detected. Directions of reforming the banking sector of Ukraine have been outlined. The experience of Poland in conditions of European Integration has been studied and analysed.

The purpose of the article is to identify and assess the main trends and scientifically substantiate the need to improve state policy in matters of foreign economic activity of the agricultural sector of the Ukrainian economy. Research methods. In the course of the study, a set of methods for analyzing statistical data that characterize the dynamics and corresponding trends were used. The dialectical and logical methods of scientific knowledge, a systematic approach to the study of processes are applied. Research results. Considered and analyzed the current state and proved the presence of the main negative trends in the development of foreign economic activity of the agrarian sector of the Ukrainian economy at the present stage, suggested ways to improve state regulation. Scientific novelty. The study of the processes of foreign economic activity of the agrarian sector of the Ukrainian economy received further development, an assessment of the existing mechanisms of state regulation was carried out, the necessity was proved and the ways of their improvement were identified. Practical significance. The results and conclusions of the study can be used by government bodies to improve the state agrarian policy, in the educational process and by business entities. Tabl.: 6. In the article, the essence of the concept of a banking institution “capitalization” is revealed. The current state of capitalization level of domestic banks is investigated. The directions of strengthening the capitalization are offered, which will increase the com¬petitiveness of domestic banking institutions in the world financial market and will ensure the national economy stability on the way toward integration into the world economy.It is proved that the prospects for the development of any bank are largely determined by its capitalization level. Lack of proper development inhibits both individual banks and the banking sector as a whole.In the context of the recent financial crisis, the provision of sufficient capital for banks has been one of the key issues, because the lack of capital was the greatest threat to the banking system stability. With this in mind, the issue of the banking system capitaliza¬tion is particularly topical.Today, the development of the Ukrainian banking system under economic instability has faced the increase in competitiveness of domestic banks compared with foreign ones, in order to preserve the national priorities of the banking system in general under conditions of foreign capital movement.The processes of concentration in the banking system of Ukraine are analyzed using Herfindahl-Hirschman index in terms of assets and equity, allowing to estimate the level of monopolization and, therefore, the impact on economic development. To con¬sider the increase in the level of capitalization and reliability of the banking institutions of Ukraine, it would be advisable, first of all, for banks to improve the quality of capital and to ensure a sufficient level of coverage of risks taken by banks.
