Background. The current problem of investment in human capital is the level of their innovativeness, that is usefulness for the society and profitability for the investor, where the education plays a huge role as a factor in the objectivity of the evaluation of proposals to identify the promising investment objects. Analysis of recent research and publications. A number of researchers have studied the problems associated with the innovation investment and human capital. However, the development of human capital through smart investment in education and science requires further research. The aim of the article is to study the process of the investment in human capital development to intensify innovation activities in the country. Materials and methods. The scientific articles, monographs and statistical data of the official websites of the State Statistic Service of Ukraine and Global Innovation Indexwere examined, so they presented information base of the research. Methods of conceptual synthesis, time series analysis, comparative and system analyzes, modeling and abstraction were used in this paper. Results.Over the past ten years, there has been an inadequate distribution of the funds invested in human capital by public authorities among participants in the investment process in Ukraine. It is necessary to improve investment management of human capital to solve this problem, since optimization of the quality assurance system of education plays a crucial role. Conclusion. The strategic planning of innovation and investment activities of public and private sectors should be aimed at developing an effective system of human capital management, which in turn requires the establishment of relations between central and local executive bodies, local self-government bodies and participants in the educational process. Introduction. The study has been conducted within the framework of the urgent scientific and practical task of accumulation and development of human capital of Russian regions. Under the conditions of risks and limited resources, the regional management faces the task of optimal distribution of financial resources invested in the development of human capital and improvement of the quality of life. The study aims to build and test the dynamic optimization model of financial resources distribution by areas of investment in human capital through the example of the Primorye Territory (Russian Federation). Materials and methods. The multi-period economic and mathematical model describes the influence of the volumes and structure of public and private investments on the regional human capital in the form of recurrent dependencies. The target function of the model is an integrated index of achieving the objectives for the development of human capital in the region. The model is a mathematical programming problem, the optimization variables are the shares of investment resources distributed by investment areas and years. Results. In a practical sense, the proposed model is a management tool for searching the optimal structure of investments in human capital by areas of investment and periods. Based on the annual results of modeling and numerical calculations through the example of the Primorye Territory (Russian Federation), the structure of the investments that allow advancing in the achievement of target values of strategic indicators in the field of human capital development is offered. Conclusion. In the long term, the achievement of target indicators will be facilitated by a more even structure of investments in the following areas: along with education and health care, it is advisable to increase investments in other areas, first of all, in the issues of national importance, national security, public order, and social policy.

Subject of research – the process of formation of human capital by means of education Formation of human capital by means of education. The purpose of writing the article is to formulate theoretical approaches that determine the role of education in the formation of human capital in Ukraine. Methodology of work – system-structural and comparative analyzes (for the formation of human capital in educational institutions); monographic (when studying the problem of human capital formation and its components in Ukraine and in developed countries of the world); socio-economic analysis (in the study of the actual state of affairs of the educational system and its material security); forecasting (prospect of development of educational potential in Ukraine and its investment). The results of the work – proposed new approaches to the process of vocational guidance, the formation of an applicant who has a clear image of the future profession, a personally oriented trajectory of training and development throughout life. It is argued that the need to increase investment in human capital development in educational institutions has been proved. Conclusions – human capital, based on the intellectual abilities and talent of the individual, as well as knowledge and practical skills acquired in the process of learning, education and practical activities is the greatest value of the state. Improving the educational process will enable us to ensure proper social and economic development. We have no other option except a scientific and educational breakthrough.

In his article Child movement in Russia as an instrument of modern human capital development the author puts forward the problem of underestimating and even complete ignoring children community unions while handling the task of preparing effective human potential for Russian regions. According to author the State as the customer of human capital and the children movement as a potential contract accepter at key stages of forming required values, competencies and traits, have not yet built regular “business” relationship: they have not defined exact goals of educational process according to current labour market demands, and have not drawn ”game rules” for educators market. Fineness of the publication is due to the fact that many advocates of pushing global human and Russian traditional spiritual values into education do not see themselves as professionals responsible for forming competencies for success at modern labour markets as well. Even the terms human capital, educators market, personal development program are strongly confronted by many teachers. But it is impossible not to talk about that. Especially after publishing State strategy of pedagogy in Russian Federation up to 2025 and its stating the task of forming national pedagogical ideal.

The article describes the development of scientific and methodological recommendations of control over training highly qualified specialists in building information modeling (BIM) technology in the investment and construction sectors. The conceptual framework of BIM technology and its sub-processes are considered; the technical and economic advantages of practical application of information modeling are noted. BIM technologies are already used by a few Russian design and construction companies that develop their own BIM standards. In Russia the inevitability of moving architectural and construction activities, such as design, construction and operation of buildings and structures, to BIM technologies has been shown. The transition is proved to be hindered by the lack of national BIM standards, insufficient participation of the state in the indus-trial implementation of BIM technologies, as well as a shortage of qualified personnel with the necessary competencies in the field of information and communication technologies. There has been pointed out the emergence of new construction professions, whose labor functions are directly related to the practical application of BIM technologies, as a response to the modern market requirements. The analysis of the labor market has been done, the analysis results have been used to make a conclusion about the shortage of engineering and management personnel in the domestic investment and construction complex. To eliminate the gap between the complex's need for qualified personnel and the volume of their supply in the labor market there have been formulated a number of scientific and methodological recommendations, in particular, it has been proposed to create a state BIM educational center in which with the participation of Russian and foreign ex-perts, representatives of the investment and construction sector and software companies, profes-sional development of teachers and leading specialists in the construction industry will be carried out. To adapt to the requirements of digitalization of the industry, it is proposed to introduce the team work technologies into the educational process using BIM when mastering special engineer-ing disciplines and preparing the final qualification works. At the same time, the importance of in-tegrating the companies that develop specialized software, enterprises of the investment and con-struction complex, higher education organizations and public authorities in the transition of the in-vestment and construction complex to an innovative development path is emphasized.

The objective of the article is to analyze the impulse to the appropriation of Information and Communication Technologies (ICT) at the organization level through the application of the public policy called Program for the Development of the Software Industry and Innovation (Prosoft, by its acronym in Spanish), created in Mexico since 2004. The methodology is an exploratory-descriptive analysis supported by secondary information, based on some available results of the program and the certifications of the beneficiaries, in addition to basing it on a theoretical-conceptual framework on the economy of innovation. The results indicate that Prosoft, as a public policy, has managed to promote innovation activities in the ICT sector in Mexico, which has favored the processes of technological appropriation in both the public and private sectors, which is based on learning activities and construction of technological capabilities.

The purpose of the study of this article was to quantitatively analyze the relationship between the introductions of innovative teaching methods and improve the pedagogical skills of teachers. The research methodology is based on a comparative analysis of scientific research to determine changes in the globalization index in education and identify innovation links in terms of ten European countries during 2015-2019 based on data from The Global Innovation Index (2020) and Eurostat (2020). As a result, the relationship between education and innovation and its integration into the educational process on the example of ten European countries during 2015-2019. The factors determining the innovative activity of the country are established: availability and access to information and communication technologies, global research and development companies, knowledge creation, financial investments in education, innovative relationships, creation of mobile applications, etc. The practical value is in the possibility of implementing the results in national strategies for the introduction of innovative methods in improving the pedagogical skills of teachers.

Professional realization and education items – are most important in our life. And this is no wonder by considering how much time each of us spends on study and on work and how much depends on it. And of course, radical changes which are taking place at the present time have no choice but affect these spheres. Today in Russia there is a lot of attention paid on discussion of innovations, digital economics, labor efficiency and competitive ability. However these plans are unrealizable without systematic approach to human capital development including attraction and retention of best minds as well as ensuring conditions for growth of progressive companies-recruiters. One of the most important tasks of these companies is on creation of new high-quality working places, inherent for technological, diversified, creative economics – economics of knowledge. By human capital production it becomes principal the focus on “soft” skills: on width of view, ability to hold discussion, to present results in various ways, to communicate, to work in teams. And then the question arises not only what we teach, but also how and where we teach. There are considered in the article items of educational process in university, what must university do, in order to get rid of the imitation in research activity, how to solve the problem of interdisziplinarity in university; how to form the organizational cultures and activity norm in university.

In the knowledge-based economy, developed and in developing countries are putting an increasingly interest on encouraging their firms to produce, exploit, transfer and apply knowledge. In this context, there seems to be a general agreement about the need to develop and strengthen networking activities using infrastructures to promote knowledge transfer between different economic actors. Science and Technology Parks (STPs) are an important part of these support infrastructures. The main objective of this paper is to analyze how STPs have evolved during the last 25 years in Spain. Therefore with available data we study how has changed their model from a "science push" in the first generation models to a "science pull" for the second generation models of Science Parks. Data from the APTE (Spanish Association of Science and Technology Parks) shows that new parks are redesigning their activities toward a third generation of STPs based on interactive local flows located in science-industry-government relations, increasingly involved with local, regional and even global innovation activities. This paper also analyzes how go-betweens and intermediaries can facilitate the interaction between firms, government and research institutions, and liaise with public and private R&D funding and venture capital organizations.

The concept of human capital development has been actively developed by the UN since the end of the twentieth century, the main principle of which is to expand the opportunities of each person to realize their potencies and aspirations, to lead a healthy, full-fledged creative life. And this, in turn, is the main meaning and purpose of the socio-economic development of modern society. The criterion of social development is thus the individual. Understanding this idea at the national level has been reflected in a series of national reports on human development in Kazakhstan published in recent years. The formation of human capital involves the humanization of both the educational process, i.e., the creation of conditions aimed at the disclosure and development of the individual’s abilities, his positive self-realization. the goal of education is the need to develop a value-oriented personality. The idea of humanization contributes to the renewal of the process of education in social institutions, which should be carried out through the formation of educational systems.
