Tourism is one of the most reliable sectors in national development, tourism also plays a role in creating employment and reducing unemployment. This is evidenced by the contribution of the tourism sector to the workforce in 2015 12.1 million people or 10.6% of the total national workforce, to support the tourism sector there is a need for community participation and professionalism from the government in providing tourism development policies in accordance with government regulations and provisions in the Republic of Indonesia Law Number 10 of 2009 concerning tourism. Departing from these conditions, the researchers tried to analyze the efforts of the Bima District Government in involving the community to build Lariti tourism in the Sape District of Bima Regency. The purpose of this study, to find out the efforts of the Bima District Government in involving the community to develop Lariti tourism, along with the factors that support and inhibit the Bima Regency Government in an effort to involve the community to develop Lariti tourism, the method used in this research is qualitative descriptive method with data collection techniques using interviews and documentation. The results showed that the efforts of the Bima Regency Government in involving the community in developing Lariti tourism in Sape Subdistrict were positive, this shows that qualitatively the Bima Regency Government through the Bima Tourism and Culture Office involved the community actively in Lariti tourism development, besides behavior community and infrastructure Larites are a supporting factor and a barrier for the Bima District Government to involve the community in developing Lariti tourism in the Sape District of Bima Regency.

This study aims to determine the work culture of the sub-district government in providing administrative services to the community in the Covid-19 era. The research method is a direct qualitative descriptive method. Data collection techniques used are observation, documentation, and interviews. The study results show a fundamental service change in 2020, namely the pattern of routine and usual ways of working that are very different felt by the people who will provide services at the Teluk Ambon District Office. Changes in bureaucratic work procedures are caused by the public's complying with the health protocol and maintaining a sitting position, which is one meter while providing services at the Teluk Ambon sub-district office.

Social conflicts always occur because of interests in people's lives. Likewise, what happens to coastal communities as a result of negative excesses in carrying out mining activities, so that this environmental condition is not managed wisely and can cause conflicts that are detrimental to the parties concerned. This writing aims to analyze and examine the application of social capital as a policy in resolving conflicts. Qualitative descriptive method, which examines some literature related to the handling of social conflicts, one of which is developing the existing social capital in society. Reference to social capital developed by the government through the Ministry of Social Affairs of the Republic of Indonesia as a policy in resolving social conflicts, with the assumption that social capital can generate collective consensus in society to answer problems that lead to social conflict. The conclusion of this conclusion shows that, the development of social capital through social harmony programs are functionally not fully utilized, because of the various connecting services. So that we need the right solutions and strategies in developing these policies.

In this paper is emphasized the important role that tourism has in enhancing the national development and competitiveness on the global market. The attention is focused on presenting the main indicators for measurement of national competitiveness and level of development of tourism sector and to present their mutual relations which must be seriously considered by the government and policy makers. The research of this topic is based on identifying the current level of competitiveness and tourism development in Europe Union (EU) and Western Balkan (WB) transition countries. Specific aim of the paper is to provide comparison analysis of WB countries position as economics in transition process in relation to EU countries regarding to the most important indicators of competitiveness and tourism development. To do so, it is employed correlation and regression analysis. The results has showed the significances of the further investment and development of tourism sector of WB countries due to its available resource and its great influence on enhancing international competitiveness and economics prosperity.

AbstractPengembangan Hutan Kemasyarakatan (HKm) oleh pemerintah bertujuan untuk pemberdayaan dan peningkatan pendapatan masyarakat. HKm dapat dilaksanakan di area hutan produksi maupun hutan lindung. Petani HKm hutan lindung harus dapat mengembangkan potensi selain hasil kayu, salah satunya potensi wisata. Tulisan ini bertujuan untuk mengungkap peluang dan tantangan pengembangan ekowisata di kawasan HKm hutan lindung di Daerah Istimewa Yogyakarta. Penelitian dilakukan tahun 2014 di kawasan HKm Kulon Progo maupun Gunungkidul. Data dikumpulkan melalui metode observasi dan wawancara. Data dianalisis dengan metode deskriptif kualitatif. Peluang pengembangan ekowisata sangat besar karena areal HKm hutan lindung yang ada sudah memiliki potensi masing-masing. Di Gunungkidul, pengembangan ekowisata HKm dilakukan pada area Hutan Turunan/obyek wisata Watu Payung. Di Kulon Progo, pengembangan wisata di Kalibiru sudah menunjukkan hasil yang cukup baik dan ada beberapa embrio pengembangan ekowisata di lokasi Watu Gembel dan Puncak Dipowono. Seluruh obyek ekowisata tersebut mengandalkan potensi yang relatif hampir sama, yaitu pemandangan alam yang indah serta berbagai atraksi wisata lokal. Tantangan pada semua lokasi serupa, yaitu mencakup masalah finansial, infrastruktur dan kesiapan masyarakat setempat. AbstrakThe development of community forests (HKm) by the government aimed to empower and increase the income of forest communities. HKm can be undertaken in production forest or protect forest. The protect forest HKm farmer should have to improve forest’s potential besides wood potential. One of it was tourism potential. This article aims to reveal the opportunities and challenges of tourism development in the area of protected forest HKm in Yogyakarta. The research was done in 2014 at HKm area in Kulon Progo and Gunungkidul. Data were collected by observation and interview. Data were analysed by qualitative descriptive method. The results showed that ecotourism development opportunities are very large because each area HKm existing protected forest already has the potential of each. In Gunung Kidul, ecotourism development conducted in the area of Turunan Forest/Watu Payung. In Kulon Progo, tourism development in Kalibiru has shown good results and there are some new development of ecotourism in Watu Gembel and Peak Dipowono. The whole object was rely on beautiful natural landscape and numerous tourism local attraction. Challenges at all locations, include financial problems, infrastructure and readiness of local communities.

ABSTRACT Prolonged military conflict between the government of Myanmar and Rohingya ethnicity has affected to the neighboring countries, particularly Southeast Asia. Indonesia is one of those affected by exodus of Rohingya ethnicity refugees to Southeast Asia in May 2015. Boats of the refugee exodus tottering in the middle of the sea after left by people smuggler were finally stranded in the Strait of Malacca. The coming of the refugees was rejected by three countries including Indonesia, Malaysia, and Thailand. The Army increased their surveillance and dispelled the boats from entering to sovereignty territory of the Republic of Indonesia, however, the community of Aceh who uphold the Human Right values, felt a pity with condition of the refugees and immediately gave a help and bought them to the land. After were criticized by local and international people due to their refusal to the refugees from Myanmar, finally the three countries made a consultation meeting. Indonesia and Malaysia stated to welcome the refugees of Rohingya ethnicity for one year. This research was aimed at analyzing change of Indonesian stance toward the coming of Rohingya ethnicity refugees from Myanmar in the middle of May 2015. The change of Indonesian stance from rejecting the coming of Rohingya ethnicity with many reasons to accept them for a year was the main problem of study in this research. The problem was analyzed by using qualitative descriptive method with constructivism paradigm as the argument basis and was strengthen by concept of refugees and Human Right values (HAM). Based on the finding of this research, it is concluded that the change of Indonesian stance from refusing to be accepting the Rohingya ethnicity refugees was due to insistence of local and international people as well as Indonesian identity as a country upholding Human Right values. Keyword: Indonesia, refugees, Rohingya ethnicity, Human Right values.     ABSTRAK Kehadiran gelombang pengungsi etnis Rohingya yang mencari suaka ke wilayah Asia Tenggara, menimbulkan polemik. Kapal-kapal eksodus para pengungsi etnis Rohingya yang terombang-ambing di tengah laut setelah ditinggalkan oleh para penyelundup manusia, terdampar di perairan dekat Selat Malaka. Kehadiran para pengungsi tersebut ditolak oleh tiga negara : Indonesia, Malaysia dan Thailand. TNI meningkatkan pengawasan dan menghalau kapal-kapal para pengungsi yang memasuki wilayah kedaulatan RI, namun masyarakat Aceh merasa iba melihat kondisi para pengungsi dan segera membawa para pengungsi ke darat. Setelah mendapat kecaman dari lokal dan internasional karena menolak para pengungsi asal Myanmar tersebut, akhirnya Indonesia dan Malaysia menyatakan bersedia menampung para pengungsi asal Rohingya selama satu tahun. Penelitian ini menelaah perubahan sikap Indonesia yang semula menolak dengan berbagai alasan, akhirnya bersedia menampung para pengungsi etnis Rohingya selama satu tahun. Permasalahan tersebut dianalisis menggunakan metode deskripsi kualitatif dengan paradigma konstruktivisme sebagai dasar argumen dan diperkuat dengan konsep pengungsi (refugees). Berdasarkan  temuan hasil penelitian, diperoleh kesimpulan bahwa perubahan sikap Indonesia yang akhirnya bersedia menerima para pengungsi etnis Rohingya dikarenakan identitas Indonesia sebagai negara yang menjunjung tinggi norma HAM. Abstract             The main fuction of the Bank as an funding and lending activities by offering various types of financial transaction services an attractive choice for people who do money laundering to hide money proceeds of crime. Because of that the government and Indonesian Banks make regulations related prevent money laundering that contains Customer Due Dilligence and Enhanced Due Dilligence. Bank Mandiri Syariah has implementation Customer Due Dilligence and Enhanced Due Dilligence as an effort to prevent money laundering. This analyze aims for knowing implementation Customer Due Dilligence and Enhanced Due Dilligence that has been applied by Bank Syariah Mandiri. In this study using a qualitative descriptive method. Data retrieval is done by observation, interviews and documentation to three sources of informants Bank Syariah Mandiri KCP Bekasi Timur and one sources of informants that specifically handles money laundering prevention program that is SKAP( Satuan Kerja APU PPT) Bank Mandiri Syariah. Data analysis will be done by doing three steps, they are; data reductions, data display, and verification.The observation result shows that implementation Customer Due Dilligence done at the time prospective customer open the account and the Bank doubt information customer by doing identification and verification. implementation Enhanced Due Dilligence is done to customers Politically Exposed Person/ High Risk open the account, but in practiceat Bank Syariah Mandiri KCP Bekasi Timur done when there is suspicious transaction or there is a case. Reporting process suspicious transaction through the system SIAP (System Aplikasi APU PPT) to Satuan Kerja APU PPT (SKAP) Bank Syariah Mandiri then SKAP reports to PPATK (Pusat Pelaporan Analisis Transaksi Keuangan). From implementation Customer Due Dilligence and Enhanced Due Dilligence Bank Mandiri Syariah has been prevent money laundering enter the financial system at Mandiri Sharia Bank.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. Tourism is very necessary to continue to be developed to improve the economy in Indonesia and increase the position of the country geographically, which is very strategic for tourism and the world economy. For this reason, the ability to communicate in English is absolutely necessary, in order to compete with workers from other countries, so that they can contribute to the improvement of the national economy. The ability to communicate in English is a strategic sector in the development of highly competitive human resources in the tourism industry sector and in the global economic community. By having good English communication skills, it will be easier to grab market share in the tourism industry sector and the economic sector. The tourism sector as one of the prime industrial development is developed in order to further increase the rate of national development. For this reason, it is necessary that the government continues to increase its resilience, policies, and increase the development of tourism with a view to further developing the community's economy and increasing the ability to speak English so that human resources are able to compete in various tourism industries so that the economy will increase.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

This research is to find out the efforts of the sub-district government itself in improving its services within the framework of meeting the needs of its citizens. This study uses a qualitative descriptive method that is a study by using data obtained through observation, interviews and documentation. The results of the study found that the obstacles in implementing Aceh Tamiang District Regulations Number 14 Year 2016, namely in carrying out the transfer of some of the Regent's authority to the District Head through the District Integrated Administration Services that have not been maximally provided to the community, can be seen from the PATEN assessment conducted by the Regency Government towards the District Government. This has several inhibiting factors, namely the lack of qualified human resources, the availability of inadequate budgets and is described from Hamdi's theory, namely from the productivity dimension, the Linearity Dimension, and the Efficiency Dimension. As well as having factors that influence, among others, Policy Sustansi, Implementing Task Behavior, Work Network Interaction, Target Group Participation, and Resources.
