The article is devoted to the role of education in the socio-economic development of Uzbekistan during the period of modernization of the country's economy and increasing its innovative potential. Special attention is paid to the issues of employment of the population and improving the quality of labor. The ongoing reforms in the field of education in Uzbekistan, which are aimed at providing highly qualified personnel in the main sectors of economic and social activities of the country, are analyzed. The main expenses of countries with an innovative economy are considered and the relevant conclusions are drawn. The main characteristics of the process of formation the personnel of an innovative economy have been studied. Given the state of the country's economy, a number of problems that impede the accelerated innovative development of Uzbekistan were identified and analyzed. The presence of a close relationship between the level of development of the economy of Uzbekistan and the level of development of science and education has been established.

To build an innovative economy, it is necessary to take into account the factors that affect this criterion. One of these factors is the quality of training of highly qualified personnel in engineering and management professions. Technological re-equipment of the industry requires the production of high-tech products that will become the backbone of the new, innovative economy of Russia. Thus, the need for a competitive system of training personnel who will participate in the formation of such an economy in the conditions of modernization of industries, transition to the sixth technological order is increasing. Engineering and management personnel combine both knowledge of science and technology (technical means) and the basics of management in relation to production and technological systems.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.

The article examines the relationship between educational and intellectual migration on the example of Ukraine. It is noted that usually educational migration is considered as a separate form of migration, it is associated with the stage of formation and accumulation of intellectual potential. While intellectual migration, traditionally understood as the relocation of workers of intellectual labor and creative intelligentsia, is associated with the stage of use of intellectual capital. Therefore, these two streams have so far been considered separately. In order to better understand the current role of educational migration, the processes of departure of Ukrainian students abroad and receiving educational services by foreign students in the domestic economy are considered. The paper also identifies the main directions and scales of educational migration flows in the country. The role of universities as institutions for attracting the intellectual potential of foreign countries to recipient countries in order to increase their competitiveness in the further development of the knowledge economy in the global dimension is substantiated. Based on the analysis of assessments of the causes and factors of the outflow of young people from Ukraine to study, it is substantiated that the quality of education is not the main value that students are looking for. It is found that in the current conditions of economic, political and military crisis, their main motive is emigration to a permanent place of residence in more politically stable and economically successful countries. The existence of a serious problem of lack of proper methods of data collection and statistical analysis in the field of educational and intellectual migration is emphasized, the data of official statistics are incomplete and do not reflect the whole picture of educational and intellectual migration. The benefits of educational immigration are identified and described, as well as the losses of the Ukrainian economy from the outflow of intellectual capital in the form of educational migration and the departure of highly qualified personnel. It is concluded that to change the situation it requires an effective migration policy, which should include the interests of the country's economy based on the acquired knowledge of migrants obtained abroad. The ultimate goal should be the introduction of an effective mechanism for the free movement of migrants and the transformation of irreversible emigration into temporary, because stopping migration in the context of globalization is an impossible phenomenon.

Flight training is a complex and responsible training process for pilot and requires experienced specialists, good organization and quality control of flight activity. Its main purpose is to create highly qualified personnel with long-term professional skills in the techniques of piloting, aircraft flying and the combat use of aircraft. Assessment is an important part of the training process for young cadets. It determines the extent to which trainees have been able to perceive, learn and comprehend their new flying activity and their ability to apply the acquired knowledge in tense conditions. Assessment is directly related to the quality of the flight training, and it should show the trainees the mistakes they have made and encourage them to upgrade their knowledge and skills. The trainees should be well versed in the assessment methodology and understand its purpose, otherwise the grades obtained will not be an indicator of their ability.

Due to various factors, the regions of Russia have significant differences in the level of socio-economic development. Thus, each region of Russia has certain specific qualities inherent only to it, which must be taken into account when implementing regional policy. By reducing the influence of negative factors and, conversely, activating positive ones, it is possible to significantly increase the competitiveness of regional economies and the country as a whole. One of the features of the economies of the underdeveloped regions of Siberia is a significant share in their structure of low-productivity and low-tech industries, a lack of investment capital, low innovative activity of business entities, poor development of the territory, insufficient transport infrastructure, a shortage of highly qualified personnel and a number of others. The strategic priority of the state's economic policy in recent years in relation to underdeveloped regions is to achieve an acceptable average Russian level. In this regard, it becomes relevant to search for natural competitive advantages that can provide, through the correct and justified selection of "growth points" based on the use of the internal potential of such territories of their more dynamic development in relation to the most successful regions.

The article explores the concept of economic security management strategy as a general, detailed plan of activities for the medium and long term, which should be based on the basic principles, tasks of the economic security management system of enterprises and be a way to achieve the main goal. The main purpose of this strategy is presented. Undetermined dynamics of the main indicators of the bakery enterprises in Ukraine in 2014-2019. The scheme of types of strategic behavior of the enterprises of bakery branch is considered and constructed. It is determined that the development and implementation of a new range and modern management techniques using the latest technological, information and management processes are key factors in increasing production by improving the organization of production and increasing its efficiency, expanding jobs with highly qualified personnel, high wages, attracting investment in innovation, improving product quality, rational use of available and potential resources, and, most importantly, all this ensures the appropriate level of overall economic security of the bakery industry. The main stages of managing the innovative potential of bakery enterprises in the context of strengthening their economic security are highlighted. It is outlined that the level of innovative safety of bakery enterprises is assessed by the stages of managing the innovative potential of enterprises: problem statement, management, analytical and control stages. As a result, the study concluded that the successful operation and development of the enterprise depends on an effective management system of economic security, which is based on the strategic behavior of the enterprise, which allows to develop scenarios for optimizing economic security.

Aim. The presented study aims to analyze quality-of-life estimates obtained for St. Petersburg using a theoretical and methodological approach developed based on the concept of the qualitydriven economy.Tasks. The authors consider the concept of the quality of life in the context of the Strategy of socio-economic development of St. Petersburg until 2035; measure and analyze quality-of-life indicators based on the concept of the quality-driven economy.Methods. A major part of this study is based on the methodology of the general scientific philosophical approach and uses such methods of interdisciplinary research as modeling, system analysis, and others. The quality of life is measured on the theoretical and methodological basis of the quality-driven economy using the methodology developed at the Institute of Problems of Regional Economics (IPRE) of the Russian Academy of Sciences.Results. Ensuring a high quality of life for the population of the region is a priority goal of the functioning and development of the economy of St. Petersburg. To this end, it is crucial to use strategic opportunities for economic growth and regional development in achieving the social well-being of the region’s population. Different views on the understanding of the quality of life as the main strategic priority of the innovative development of St. Petersburg are analyzed, and quality-of-life estimates are obtained for St. Petersburg, the Northwestern Federal District (NWFD), and the Russian Federation as a whole. The role of St. Petersburg in enhancing the competitiveness of the economy of the Northwestern Federal District and Russia in the context of innovative development is shown.Conclusions. Quality of life is an integral part of the strategic planning system in the innovative economy of St. Petersburg. The quality-driven economy provides a reliable theoretical and methodological basis for making allowance for the quality of life at the highest levels of regional government. The analysis based on the results of calculations shows a correlation between the system of quality indicators of the methodology for measuring the quality of life to increase regional management efficiency developed at the IPRE RAS and several indicators of the strategic planning system of socioeconomic development in St. Petersburg. Thus, the application of quality-driven economy principles in the innovative economy of St. Petersburg makes it possible not only to set the initial conditions for achieving the necessary quality of life, but also to develop a mechanism that would ensure the achievement of this goal in the future.

The prospects of using the transfer of foreign technologies as a measure for the formation of the innovative economy of Russia and its regions are considered. One of such prospects is the solution of the problem of import substitution and development of own scientific and technical projects.
